Automatic Extraction of Rescue Requests from Drone Images: Focused on Urban Area Images (드론영상에서 구조요청자 자동추출 방안: 도심지역 촬영영상을 중심으로)

  • In this study, we propose the automatic extraction method of Rescue Requests from Drone Images. A central object is extracted from each image by using central object extraction method[7] before classification. A central object in an images are defined as a set of regions that is lined around center of the image and has significant texture distribution against its surrounding. In this case of artificial objects, edge of straight line is often found, and texture is regular and directive. However, natural object's case is not. Such characteristics are extracted using Edge direction histogram energy and texture Gabor energy. The Edge direction histogram energy calculated based on the direction of only non-circular edges. The texture Gabor energy is calculated based on the 24-dimension Gebor filter bank. Maximum and minimum energy along direction in Gabor filter dictionary is selected. Finally, the extracted rescue requestor object areas using the dominant features of the objects. Through experiments, we obtain accuracy of more than 75% for extraction method using each features.

Development of GPS based Self Triage App for Disaster Vulnerable Populations (재난 취약계층을 위한 GPS 기반 Self Triage 앱 개발)

  • Purpose: The purpose of this study was to develop a self triage application for rescue requests by disaster vulnerable populations. Literature was reviewed in order to define application trends and needs. Methods: Development of the self triage application was conducted in six stages as a hybrid model (analysis, design, development, implementation, evaluation, modification) of the ADDIE (Analysis, Design, Development, Implementation, Evaluation) model and Driscoll & Alexander model. Application system function and contents were tried with 6 experts and 4 people with hearing impairments. Results: Expert assessment of the application for self triage showed that reliability at 5 points was the highest, followed by utility at 4.8 points. Scores for quickness and expressiveness were low at 4.6 and 4.2 points respectively. User acceptability assessment of the application was measured at 66.73 points. Conclusion: The results show that the application for self triage is helpful to disaster vulnerable populations by providing relief in disaster situations. It is expected that use of this application as a self rescue ability can be made available for disaster situations. However, it will be necessary to establish policies for communication strategies with rescuers and public relations to improve the access rate of disaster app service.

Development of Portable IoT Device for Lifesaving (인명 구조용 휴대형 IoT 단말기 개발)

  • In this paper, we developed a portable IoT device for lifesaving and a web service prototype based on the device and evaluated its functions. The portable IoT terminal for lifesaving is designed for easy to carry, and to communicate possibly between user by LTE Cat. M1 modem which is a low-power broadband IoT communication technology. So, in case of emergency, it is possible to give priority to nearby users and to determine the exact location with built-in GPS. In the future, it will be designed to enable rescue requests in various ways, such as button signals, voice, and acceleration changes.

Effect of Intraarticular Ketamine after Knee Arthroscopy (무릎 관절경 수술 후 관절강내로 주입된 Ketamine의 효과)

  • Background: This study was designed to demonstrate the peripheral effect of ketamine on the synovia of the knee joint and evaluate the analgesic effect of an intraarticular ketamine injection following knee arthroscopy. Methods: In a double blind randomized study, 80 ASA class 1 or 2 patients were selected for elective arthroscopic knee surgery. The patients received either 20 ml of normal saline (Group C, n = 19), 20 ml of 0.5% ropivacaine (Group R, n = 21), 1 mg/kg of ketamine mixed with 20 ml of normal saline (Group K, n = 20) or 1 mg/kg of ketamine mixed with 20 ml of 0.5% ropivacaine (Group RK, n = 20), intraarticularly, just prior to wound closure. Postoperative pain was evaluated using a visual analogue scale (VAS 0 to 100) score at 1, 2, 6, 12, 24 and 48 hours after the intraarticular injection, with the side effects found in the four groups also evaluated. The patients' requests for rescue analgesic were recorded, total doses of tarasyn calculated and the overall patient satisfaction also evaluated. Results: The difference in the VAS scores for all time periods was not significant. The number of patients receiving rescue analgesics and the total doses received in Group C were greater than those for the other groups, but this was not significant. No side effects were observed in any of the patients. Conclusions: Ketamine and local anesthetics have been reported to have peripheral analgesic effects, with variable duration in the measurements of pain and hyperalgesia. However, we failed to demonstrate a peripheral analgesic effect on postoperative arthroscopic pain.

Field Triage of Severely Injured Patients and Transportation by the EMS Rescue Group of Busan and Kyungnam, Korea: Is It Appropriate? (부산·경남 지역에서 전원 의뢰된 중증외상 분석을 통한 119 구급대의 환자 분류와 이송병원 선정에 대한 고찰)

  • Purpose: The objective of this study was to determine the appropriateness of Emergency Medical Service's (EMS's) triage and transport of severely injured patients in Busan and Kyungnam, Korea. Methods: The medical records of the Emergency Medical Information Center were retrospectively reviewed from January 1, 2010 to December 31, 2010. We identified the number of patients that should have been transferred from a secondary to a tertiary hospital according to the EMS field triage protocol. Results: In a total of 472 cases requests to be transferred to a third hospital were made through the Emergency Medical Information Center. Of these, 207 patients(43.9%) should have been transferred to a tertiary hospital according to the EMS field triage protocol. Among them, thirty-three(15.9%) patients satisfied step 1, 15(7.0%) satisfied step 2, and 117(56.5%) satisfied step 3. Twenty-three(11.1%) patients satisfied both steps 1 and 3. Conclusion: We found the triage by the EMS in the transfer of severely injured patients to a tertiary hospital to be inappropriate and re-education of EMS personnel regarding the EMS field triage protocol is needed. Because many patients are transferred from a secondary to a third hospital, we suggest changing the EMS field triage protocol to expand the severe injury criteria. A need exists to authorize secondary hospitals to transfer severely injured patients directly because there are no trauma centers in Korea.

The Comparison and Analysis of Maritime Precise Positioning using GPS Based Smartphone

  • According to the Korea Coast Guard's maritime disaster statistics (Korea Coast Guard 2017, Korean Statistical information Service 2018), an average of 2,140 marine accidents occurred every year for the past 6 years and the number of accidents is increasing every year. Among them, maritime accidents of fishing vessels are the most frequent, and recently accidents involving fishing boat and leisure vessels are rapidly increasing as well. In particular, the number of accidents involving leisure vessels increased to about one-third of the accidents of fishing vessels, and emergency rescue requests are increasing every year accordingly. However, the number of crash accidents involving users of small vessels and marine leisure activities are increasing because of the difficulties of installing navigation equipment and electronic navigation charts. Recently, the demand for precise positioning using mobile devices is increasing in the fields of maritime safety, piloting support, and coastal survey. Although various applications of smart devices provide location-based services for users, the measurement results are discontinuous when using the position coordinates of the National Marine Electronics Association (NMEA) calculated by smartphone. Recently, Google announced that they will provide GPS raw data to developers from Android 7.0 Nougat. As a result, developers have an opportunity to receive precise carrier phase and code measurements to make more accurate positioning according to the performance of Android devices. This study analyzed GPS positioning performance using Android devices, and compared and analyzed the positioning performance at sea with high-performance GPS receivers.

A Design of Low Cost Differential GPS System based on Web-Service (웹서비스 기반의 저가형 위성항법보정시스템 설계)

  • A variety of location-based services applications, such as missing children search, emergency rescue requests and so on that requiring high-precision location information are increasing. Precision of GPS that can be used in most systems, however, is still low. In this paper, we design and propose a low cost differential global positioning system(DGPS) based on Web services using object-oriented modeling technique which can offer useable location service, variety device and safe service in wireless environment. The proposed system is designed with UML based on object-oriented modeling to maximize system recyclability and system scalability. In addition, we would like to improve the precision of the GPS in accordance with mobile station location when build low cost mobile station, location differential framework and server. We implement a communication interface based on web-service which is available in the form of a variety of services and can offer stable according to mobile environments. Finally, as performance evaluation results, we can obtain precision location within 1 ~ 2m through proposed system and 88.5% probability of less than 2m.
