The current government strives to train those supposed to drive the national economy, and bridge the gap between qualification and industrial sites through competency-based qualification systems, not the educational background. In this regards, the government is planning to adopt the course evaluation qualification system. The course evaluation qualification system, on a basis of the NCS, is a system to qualify certain people completing the education and training fulling a specific requirement for a national technical qualification in case they meet the internally and externally assessed criteria. This can be seen as an attempt to practically link between job training and qualifications. The NCS model and learning module in the cadastral field are already utilized as the training and eduction in the specialized school and colleges. However, the current national technical qualification system is considered as a main system because the course evaluation qualification system has not been introduced yet. This study analyzed the process of the course evaluation qualification system, and conducted a survey to solicit feedback on introduction of course evaluation qualification system, Besides, the NCS evaluation model is presented in order for the introduction of course evaluation qualification system in the cadastral fields.

The risk of failure in the development of modern weapon systems has been increasing as the demand on the capability and the resulting complexity of the weapons on the war fields are increasing drastically. The analysis of failure has indicated that the main causes can be the following: one is attributed to the unsatisfaction of the system operation concept; and the other is the use of premature technology. As such, DAPA in Korea is urging that the weapons systems development should meet the required operational capability (ROC) as a critical performance requirement. On the other hand, an approach to risk management is to use the technology readiness level (TRL) assessed for each individual technology alone. However, the method of TRL cannot assess the effect of integration between technologies and cannot be performed at system level, which is crucial to systems development. In order to improve the shortfalls, a concept of system readiness level (SRL) has been studied by introducing the technologies integration and also some forms of analysis of advanced degree of difficulty studied separately, but no model considering both of two reported yet. In this paper, under the framework of meeting the ROC, an improved SRL assessment model is presented, which is also considering the advanced degree of difficulty simultaneously. The application of the improved assessment method is discussed in connection with the life cycle of the weapon systems development in conformance with the ROC of DAPA.

A few years ago, many people proposed that a plaza be added to Seoul City Hall. The proposal, however, did not materialize because of traffic confusion. The June 2002 World Cup cheering in front of Seoul City Hall has prodded the public to reconsider the plaza. Even though the exercise failed to gain support, many democratic procedures, opening a Web page and design competitions, and so on were attempted while the design and management of Seoul City Hall Plaza was being deliberated. In the future, the need for proper communication and democratic procedures in the process of making decisions regarding public spaces is expected to increase because of the strengthening of the requirement of participatory and deliberative democracy. An examination of the nature and extent of the communication that has been carried out in relation to the plan to add a plaza to Seoul City Hall will be very helpful in gathering feedback to guide decision-making in regards to the use of other public spaces. Thus, this study has a three-fold purpose. : (1) to examine the theories that may justify the need for public input in relation to decisions made regarding the use of public spaces, and to propose the criteria to be used for the methods of communication (2) to examine the contents and conflicts of communication in relation to the decision made regarding the design and management of Seoul City Hall Plaza and (3) to examine the potential distortion of that communication by analyzing the communication according to the criteria previously proposed. The study method that is used herein is the analysis of articles about the subject matter, which have been posted on the Seoul City Hall Plaza Website and which have been published in newspapers such as the Chosun ilbo, Donga ilbo, the Jungang ilbo, and the Hankyoreh. Diverse article contents are also discussed. As result, there are many differences in the contents and viewpoints of the newspapers that are included in this study. In addition, the related Internet bulletin board has not been used actively, but has contributed to forming public opinion on this issue. Finally, the public demanded to be given acceptable reasons for the results of the design competition, and for the decision to make the grass plaza, which ignores the chosen design in the newspapers or on the Web page. However, their demand was rejected. The communication therefore became distorted and consequently did not become successful in bringing about its intended result.

This study developed a model to evaluate the quality management system of a medical device manufacturing company, and applied it to medical device manufacturers to understand the impact on business performance in response to international regulations and industry's change. This study prepared preliminary items, defined four (4) major factors (Plan-Do-Check-Act) that consist of the evaluation layers and items per category according to prior research review and expert interview, and calculated the weight and importance using AHP. The study results showed that responsibility & authority and quality objective in Planning Category, product-related requirement and R&D in Doing Category, Measuring and monitoring in Check Category, and review of meeting Regulatory and regulation in Action Category are relatively more important factors. The evaluation model developed based on the calculated weight and importance to business performance was applied to medical device manufacturers to investigate and analyze the implementation level of QMS and its impact on business performance according to each category. Most medical device manufacturers to be studied showed a reasonable level of QMS and effective business performance. Almost all the evaluation layers and items in the four (4) factors had a significant influence on business performance. Although the medical device quality management system is aimed mainly at license acquisition, it is important that management environment factors not related directly to licensing and authorization are important to business performance, and it is effective when these factors are integrated and operated within and outside the manufacturer.
Purpose - The purpose of this study is to systematically review the background of the Korean distribution promotion policy and distribution adjustment policies along with related regulations and policies. Research design, data, and methodology - Domestic distribution policy and relevant laws were examined through a review of existing research literature. The results of the development process of the domestic distribution policy, promotion policies, and adjustment policies are summarized below. Results - The results are summarized as follows. First, the purpose of the development of the domestic distribution promotion policy was to strengthen the competitiveness of the small and medium business industry through structural advancement of the small and medium industry. By expanding the managerial base for the small and medium industry, a new balance could be created in the national economy. There was a requirement for an early assistance policy for small and medium businesses as a base of these businesses in the distribution industry developed from their original model of catering to a traditional market of retail shops. Since 1996, there was a need for this early assistance policy due to the expansion and rapid growth of large scale stores causing a change in the consumption pattern for distribution markets and the decline of large enterprises. Second, the government supports small and medium business distribution through distribution promotion policies by supporting an organization promoting small business and supporting innovation in the distribution system. Third, in 1961 a business mediation system was established to protect small and medium industries. The Small and Medium Business Administration advises conglomerates to postpone acquisitions, restrain expansion of the business, or to reduce business scale if small businesses undergo an adverse effect such as decreasing demand because large companies are expanding into their areas. Fourth, the Distribution Adjustment Policy managed large-scale store regulation as follows: ① limitation on construction by urban planning ordinance, ② limitation on location based on traffic impact assessments, ③ regulation based on business guidelines by chiefs of autonomous bodies, ④ regulation on mandatory holidays and limitation of business hours. This large-scale store regulation is a policy introduced by authority to increase competitiveness of small and medium business distribution by the government. Conclusions - As discussed in this study, the distribution promotion policy and distribution adjustment policy are government distribution policies focused on the protection of the small and medium distribution businesses. This study is timely, since it was planned when the strengthening of the revisions of the Distribution Industry Development Act, aimed to protect small and medium retailers and merchants, was under discussion. The significance of this study is that it offers insights for the development of new policies in the future and an opportunity to consider the background of the distribution policy by the government.
The purpose of this paper is to propose reasonable improvements of demand estimation methods of commercial site through the case study. Thus, we investigated the problems and limitation of demand estimation methods and process applied to primary and secondary new towns in Korea. And we suggested the way to reduce error of demand estimation and to raise its objectivity. The result of case analysis is as follows; firstly, it was insufficient to consider location, hierarchy and change of land use like mixed-use development in commercial site. Secondly, improper comparable group or operated relevant index data in the same light were selected the aggregated unit requirement method such as comparative analogy method and planning guidelines. Thirdly, there were many cases that demand estimation value was amended arbitrarily, and it tends to occur a serious reliability problem. Therefore, to improve these problems and to make better use of demand estimation hereafter are required the sublation of arbitrary commercial sphere's settings, the making of comparative group considered development conditions, and putting forward objective revision basis.

It has been continuously generated the requirement for the replacement of the main components such as a steam generator due to the deterioration of the nuclear power plant all around the world. Also, a large amount of radioactive metal was generated during the decommissioning in a short period. It is required to make an accurate measurement of the residual radioactivity for recycling the metal waste for releasing from regulatory control. In planning the measurement procedures, the influence of geometry, self-absorption, density and other relevant factors on the representativeness of the measurements should be considered for the decommissioning metal waste. In this study, the method for measurement procedures, the source term evaluation, the ways to secure representative samples, the measurement device for wide area and the self-absorption correction factors for different density were evaluated. The metal samples for measurement were prepared for securing the simple geometry and representative by melting process. The developed correction method for measuring the radioactivity a variety density of metal waste could improve the reliability of the evaluation results for clearance.
International attention on the Northern Sea Route has been increased as the decreased sea-ice extents in Northern Sea raise the possibility to develop new sea routes and natural resources. However, to protect ships' safety and pristine environments in polar waters, International Maritime Organization(IMO) has been developing the Polar Code to regulate polar shipping. The marine navigation supporting system is essential for ships traveling long distance in the Northern Sea as they are affected by ocean weather and sea-ice. Therefore, to cope with the IMO Polar Code, this research proposes the functional requirements to develop the marine navigation supporting system for the Northern Sea Route. The functional requirements derived from the IMO Polar code consist of arctic voyage risk map, arctic voyage planning and MSI(Marine Safety Information) methods, based on which the navigation supporting system is able to provide dynamic and safe-economical sea route service using the sea-ice observation and prediction technologies. Also, a requirement of the system application is derived to apply the marine navigation supporting system for authorizing ships operating in the Northern Sea. To reflect the proposed system in the Polar Code, continual international exchange and policy proposals are necessary along with the development of sea-ice observation and prediction technologies.
The purpose of this study is to present improvement devices of urban center's green function in the Public Open Space Attached Building(P.O.S.) in Incheon, Korea. Study sites were the P.O.S. of office building(10 place), transportation facility building(3 places), government office building(2 places) that were made up 1994∼2002 and analyzed establishment, using and planting status. And P.O.S.'s planting area structure of Osaka and Kawasaki in Japan that is operating P.O.S. system similar to Korea was compared with study sites of Incheon. P.O.S. of Incheon is not managing as valuable urban center's green and establishing to satisfy legal requirement. The strengthening devices of P.O.S. function are as follows. First, it is desirable that planting area rate of P.O.S. in order to develop small park in urban center is increasing by 40% that is children's park level. Second, it must be conferred about planting basis, tree selection and planting method etc. of P.O.S. with green and park development department at building authorization. Third, by the 'landscape planting standard of plottage' that is becoming planting standard of P.O.S is heightened and must increase quality and amount of green. Fourth, it is required mandatory establishing of sign so that citizens can search easily and utilize of P.O.S. Fifth, legal regulation should be decided to prevent that P.O.S. is used unlike purpose originally.

In this paper, we show that there is a positive correlation between the level and the volatility of interest rate and thus suggest that a proper interest rate volatility coefficient (IRVC), a factor used in evaluating the interest rate risk that insurers are exposed to, should be chosen in accordance with the level of interest rate. To this end, we calculate the historical volatility of interest rate using data on government bond yields and show a proportionate relationship between interest rate and historical volatility. The review of exponential Vasicek (EV) and Cox-Ingersoll-Ross (CIR) models for interest rate also confirms the positive correlation between them. The estimation of IRVC by EV and CIR models are 0.9 and 1.1, respectively, which are much smaller than the one under the current risk-based capital (RBC) requirement. We provide modified IRVCs reflecting the level of interest by the two interest rate models. Using modified IRVCs can be a more reasonable method to evaluate the interest rate risk that insurers face.
