To restore urban water cycle, it is necessary to improve domestic laws and regulations related to LID(Low Impact Development), which has been successfully applied to foreign countries. Thus, this study has intended to evaluate domestic legal systems related to space and environmental planning and to suggest directions to improve laws and regulations related to space and environmental planning toward extended application of LID in Korea. To reach this goal, this study has analyze the legal and institutional status of the foreign countries where LID has currently been applied, to derive the factors that laws and institutions are required to support LID based on the above analysis, to evaluate domestic laws and regulations related to space and environmental planning, and to suggest directions to improve the laws and regulations. After the evaluation, this study has found the following results. First, it was found that the concept and basic principles of LID and LID planning and associated methods were no longer mirrored in the space planning-related laws and regulations. However, these problems are not confined to LID, and result from thefailurein applying environmental planning to space planning overall. Second, it was revealed that the environmental planning-related laws and regulations defined the terminologies and targets of LID and suggested different measures to improve LID-related policies differently depending on the backgrounds ofenforcing thelaws and regulations and on environmental properties. Finally, this study has suggested the directions to improve laws and regulations related to space and environmental planning as follows. First, it is necessary to enact a law to support the extended application of LID. Second, the law to be enacted should be connected to laws, enforcement ordinances and regulations, and guidelines related to space planning. Third, environmental benefits provided by both structural and non-structural techniques of LID should be quantitatively measured.

This study was to investigate and analysis the library-related laws and regulations enacted by local governments. As a result, library regulations are investigated all 629 cases in nationwide survey. Among them, library-related ordinances are 393 cases, library-related regulations are 187 cases, and library-related anweisung are 43 cases, such as the order was followed. The Library ordinance 393 cases consist of library management ordinance(205 cases), small library ordinance(101 cases), reading promotion ordinance(49 cases), and so on. The 32 local governments did not enact the Library laws and regulations. And the 40 local government did not enact Library management ordinance. It is suggested that local government did not enact library-related laws should be established the library laws as soon as possible.

This study suggests the basic data of the establishment and revision of local laws and regulations by analyzing the status and content of local laws and regulations related to public libraries focusing on Daejeon Metropolitan City. For this purpose, first, this study investigates the theoretical background of the type, nature, and procedure of establishing local laws and regulations. Secondly, this study analyzes the content of local laws and regulations related to public libraries classified into three parts, that is, metropolitan governments, local governments and school districts. Finally, this study points out the problems and solutions in relation to the structure of administration, the rank and position of library directors, and the organizations of public libraries.

The purpose of this study was to suggest improvements to the related regulations of community facilities for community activation by analyzing the current situations and problems of the related regulations of community facilities in apartment housing complexes. To provide the improvement, we took contents analysis about community facilities for activation of the community. We interviewed a national civil servant, a local civil servant and an employee at Daiwa house in Japan, and conducted a field survey of community facilities in Japan during July 20-23, 2010. The main findings of this study were as following; there were problems that the related regulations of community facilities didn't reflect the characteristics of residents and community. Therefore, it was necessary to improve the related regulations to reflect the characteristics of residents and community. So the current standards were revised by local government ordinance. Community centers were not installed in each housing complex, but were installed to share with several housing complexes. Regional community centers are needed for activation of regional communities as with the Baycore Civil center.

With the emergence of environment-friendly paradigms, many countries around the world have enacted various laws to take care of environmental pollution-related problems. The goal of these environmental laws and regulations was to properly respond to rapid environmental pollution. Because of the simultaneous enactment of these laws on diverse pollution sources, however, a variety of problems, including an unclear correlation among these laws, have occurred. As a result, workers have found it hard to collect and use the related laws and regulations. Therefore, this study proposes a metadata-based information retrieval method for the efficient search of environment-friendly laws and regulations. The laws and regulations were structured using metadata from users, business stage, topic and department. These were obtained through semantic analysis on environment-friendly laws and regulations, and then an intelligent retrieval approach was utilized. To verify the retrieval plan, a test case was conducted, and improvement in retrieval accuracy against the conventional system was confirmed. It appears that the proposed plan will improve productivity in the construction industry by improving accuracy in retrieving environment-friendly laws and regulations.

More than 70% of the electric fire cases happen in this country are caused by arc. This paper aims to prepare measures of preventing electric fires resulted from arc by analyzing the technical standards and related regulations on the existing circuit breaker. Based on the study, we concluded that the technical and legal standards of the arc detector should be separately regulated from those of existing circuit breaker, considering the characteristics of arc detectors. Accordingly, we suggested in this paper that the arc detector related regulations should either be added to the existing circuit breaker related regulations, or to be handled separately. For effective prevention of electric fires caused by arc, it is urgently required to install arc detector and it is, therefore, appropriate to make it mandatory to install an arc detector. Under the given circumstance, it is suggested that the arc detector related regulations should be added to the existing regulations for the circuit breaker. The technical standards of arc detectors should reflect the arc judgement specification, breaking threshold of arc and the range of unnecessary signal that breaker should not react to respond.

Fire-Related Laws and Building codes that Safety Administration of the Fire Services are divided into design, it comes to approval from the municipal authorities with concerns about the fire that will fit on the Fire Department's administrative procedures and operations is necessary to integrate operations. In conclusion, Fire-related business are divided into Minister of Land, Transport and Maritime Affairs and Ministry of Public Administration and Security. So, Both institutions is need to be the cooperative work. It is necessary to the field supervision. Because, Flame-resistant performance standards in the field works applied are too complex. Last, Establishment of fire-related regulations will enact by private organizations and the experts to participate.

The appearance regulations of many middle and high schools have received attention as the social concern over infringement of students' human right is heightened. This study aimed at examining students' perception of and attitude toward appearance-related regulations enforced by high schools in Seoul. For this purpose, a survey was conducted with 866 freshmen and sophomore students from six Co-Ed high schools located in Seoul. Students evaluated each of the 50 appearance-related regulations in terms of how strong they perceive the regulation is enforced in their school, how important they believe the regulation is, and finally, how much they actually observe it. The results indicated that regulations related to school uniforms are perceived important, and also were well-observed. Students, however, showed low levels of observance toward some regulations--i.e., regulations of hair styles or garments worn with school uniforms(coats, scarves, or turtlenecks). Students' personal characteristics were also found to influence their perception and observance of the regulations. This study has an implication for teachers and administers. For these regulations to be more effective, it was suggested that schools communicate the importance of appearance-related regulations to students and convince them, or consider revising their policies to reflect students' perspectives.

Production of limestone for cement in Kangwon and Chungbuk areas reaches over 80 million tonnes per year. However, many regulatory activities for preservation of the environment against potential hazardous impacts from the open pit mining make it difficult for the industry. With recent improvement of the mining methods and working conditions, the regulations related to the quarrying of limestone may need to be revised. Methods for reducing environmental hazards are proposed in this paper, with some suggestions concerning the revision of related regulations. This study is expected to serve as a practical solution for the cement industry in balance of preservation and development.

Objective: Poisonous Medicinal herbs can be considered as a risk factor to public health unless they are prescribed by Doctor of traditional Korean medicine. The proper method to manage them should be prepared to prevent risk factors caused by misuse and abuse of the poisonous medicinal herbs and enhance public health. Methods: In this dissertation (paper), the definition, scope, management status, data about pharmacology and toxicity and media release regarding adverse reaction were understood after organizing documents, laws and regulations concerning poisonous medicinal herbs. Also, management methods are suggested by analyzing related examples and regulations in China, Japan and Hong Kong, where the use of herbal medicine is general. Results: Methods for items for poisonous medicinal herbs, safety information management, management based on standardization of traditional processing methodology and reorganization and revision of related laws and regulations are established. Conclusion: Proper laws and regulations are not yet established to manage poisonous medicinal herbs in Korea. In this regard, it is urgent to establish laws and regulations which can apply independently. The purpose of the laws and regulations should be to enhance management of poisonous medicinal herbs and prevent incidence of addiction and death, improving the public health.
