Social Innovation and New Roles of Public Institution as a Regional Development Agency: The Preliminary Study with the Case of Urban Development Corporations (사회적 혁신과 지역발전 주체로서 공공기관의 새로운 역할 -광역단위 도시.개발공사 사례를 통한 시론적 검토-)

  • The paper aims to understand the concept of social innovation and its development stages emerging as a new regional development policy trend and to define the role of public sector for social innovation. Spatial policy issues that urban development corporations to carry out development projects for regional policy need to deal with have expanded to include crucial social issues such as poverty, quality of life and happiness. Therefore it is increasingly significant for them to take social innovation into consideration. In this context, this study formulates evaluation framework for the role of public sector in social innovation and investigates its position and limitation in social innovation practices. As a result, almost all corporations have made various efforts for promoting both public purposes of housing and land development and social contribution for the community. However, few corporations have achieved organizational capacity building and idea implementation for social innovation. Growing demand for social innovation in both spatial and regional policies tends to bring up profound challenges to public regional development agencies including urban development corporations. It is then a time to seek to carry out related researches and policy option formulation for social innovation in the near future.

  • This paper examines the implication of competition and collaboration in the innovation process for regional economic development in an increasingly knowledge-based economy. While competition is an important force in securing the competitive advantage of firms, collaboration between firms and organizations should be necessary for promoting the innovative capacity of a region. This study shows that collaboration relations based on trust and stability is important for the long-term development of learning and innovation in competitive environment, and the way how spatial proximity plays an important role in interactive learning processes. It also discusses the reason why the innovative networks facilitating the exchange of tacit knowledge should be embedded in region. Finally, the paper examines the possibility of the networks based on collaboration relationship in less-favored regions such as Chonbuk, and suggests the policy implication of the result for achieving regional innovation systems in the region successfully.

The Global Knowledge Linkage Structures of the Agricultural Sector Pertinent to Information Technology: A Triple Helix Perspective

  • The development of informatization impacts all sectors, including agriculture. Agricultural informatization builds the knowledge linkage structures of agricultural innovation systems globally. This study investigated the global knowledge linkage structures in agricultural innovation pertinent to information technology (IT) for agricultural research and development (R&D) investments and activities. We explored the longitudinal trend of systemness within the networked research relationships in the triple helix (TH) of the university, industry and government (UIG). We collected data from publications in the Science Citation Index (SCI), the Social Sciences Citation Index (SSCI), and the Arts and Humanities Citation Index (A&HCI) to analyze the TH network dynamics. We also performed a scientometrics analysis to quantitatively identify the knowledge and insights of global agricultural innovation structures. These results could be informative for individual countries. Our findings reveal that the global knowledge linkage structures in the agricultural sector that are pertinent to IT fluctuate widely and fail to increase the capacity of agricultural innovation research due to a neglect of the network effects of the TH dynamics of UIG.

  • This study aimed to analyze the effect of New University for Regional Innovation in terms of the users. The evaluation indicators based on the reports of NURI port logistics education project from 2005 to 2009 are overall satisfaction, detailed satisfaction, comparative advantage for from the other universities, continuous employment intention, necessity of re-education, and priority of educational needs and so on. And the percentage of employment was chosen from 2006 to 2009 for the more objective analysis. Analysis shows that the effect of the program is founded because the satisfaction increased gradually and the comparative advantage for from the other universities was higher and the necessity of re-education declined less and less. Especially the program filled the foreign language demands. But it needs to reinforce the links between schools and industries. And also the percentage of employment for the participated departments has continuously increased compared with that for non-participated departments, it shows that the effects of NURI project.

Structural and Spatial Characteristics of Daejeon Information and Communication Industry Network Applying the Social Network Analysis Techniques and Policy Implications Based on the Systems Thinking Approaches (사회네트워크분석을 활용한 대전 정보통신산업 네트워크의 구조적.공간적 특성과 시스템 사고를 통한 정책적 함의)

  • Daejeon, encompassing Daedeok Science Town and Daedeok Innopolis, possesses the advantage of portraying relatively higher regional innovation capacity and facilitating network formation among regional professional research organizations. Applying the Social Network Analysis(SNA) techniques, this paper focuses on divulging structural and spatial characteristics of the Daejeon Information and Communication(ICT) industry network, analyzing co-research projects implemented by the Daejeon-based universities. For the analytical tool, it depends on NETMINER 3.0. Furthermore, based on the Systems Thinking approaches, this study suggests a couple of policy implications. Judging from the Korea Standard Industrial Classification principles, the existing ICT industry is subdivided into 11 sub-industries. The highest degree centralization value comes from the Mobile Communication sub-industry(188.668%), indicating that Mobile Communication sub-industry exerts the most significant impact on the regional innovation networking in Daejeon. Among various stakeholders, Korea Advanced Institute of Science and Technology(KAIST) records the top ranking in most categories, conspicuously leading the institute-industry linkage. In terms of the ICT spatial distribution, the intra-regional cooperation examples present the strongest linkage values, followed by Daejeon-the Capital Region ones. Finally, as well shown in a series of causal loop analyses, this study recommends that Daejeon should put top policy priority in strengthening the internal ICT network within Daejeon proper. Here, Daejeon should keep in mind the fact that there exist reinforcing loops between Daejeon's attractiveness and the entering of new ICT firms.

Promoting Regional Innovation Projects and Cluster Formation in Korea (지역혁신사업 추진지역의 산업 클러스터 형성여건과 정책적 함의)

  • The purpose of this paper is to analyses current status and issues of cluster formation and extract policy implications. To this end, the questionnaire which surveyed the level of cluster formation were executed targeting the actors of regional innovation projects(RIPs). The results show that the situations and development stage of the cluster formation between capital region and non-capital region, large cities and small and medium sized cites are different. The level of clustering is also satisfactory, which is a requirement for cluster formation at its early stage. However, the capacity for phase II of cluster growth is not sufficient yet in terns of relationships between ventures and large corporations, institutions supporting management, finance and marketing, researchers from each individual sector of strategic industries and spin-off fines. Therefore, RIPs should be promoted with different policy tools for various regions that are devised according to the varying development stage of each region. The location of RIPs should be determined considering efficiency rather than equity, clustering rather than decentralization, and specialization rather than multiple development. In the long term, developed regions should pursue balanced regional development, with underdeveloped regions targeting specialization.

Anti-Oxidant, Anti-Melanogenic, and Anti-Inflammatory Activities of Zanthoxylum schinifolium Extract and its Solvent Fractions (산초 추출물 및 분획물의 항산화, 미백 및 항염증 활성)

  • This study was designed to explore new nutraceutical and cosmetic resources possessing biological activities from the plant kingdom. To fulfill this purpose, we analyzed the anti-oxidative, anti-melanogenic, and anti-inflammatory activities of Zanthoxylum schinifolium extract (ZSE) and its solvent fractions using in vitro assays and cell culture model systems. Three kinds of ZSE treated with methanol, ethanol, and water exhibited potent anti-oxidative activities through DPPH radical scavenging capacity, and inhibited in vitro DOPA oxidation. Furthermore, Z. schinifolium methanol extract (ZSME) inhibited the ${\alpha}$-melanocyte stimulating hormone, which induces melanin contents in B16F10 cells. Its anti-melanogenic activity originates from the inhibition of tyrosinase enzyme activity and melanogenesis related protein expression. Moreover, lipopolysaccharide induced nitric oxide production in the RAW 264.7 cell line was also ameliorated by ZSME treatment in a dose dependent manner. Among the four solvent fractions of ZSME treated with dichloromethane, ethyl acetate, n-butanol, and water, three fractions, except water, showed significant anti-melanogenic and anti-inflammatory activities. Taken together, these results provide important new insights into Z. schinifolium, indicating that it possesses numerous biological activities such as anti-oxidative, anti-melanogenic, and anti-inflammatory activities. Therefore, it may well serve as a promising material in the field of nutraceuticals and cosmetics.

Business Ecosystem Characteristics on the Regional 6th Industrialization (지역단위 6차산업화 생태계 특성 분석)

  • This study analyzed business ecosystems in 4 case regions(Yeongdong, Seocheon, Sunchang, and Hadong) that carry forward the regional $6^{th}$ industrialization. The analysis aimed to draw implications to build a healthy ecosystem for the sustainable development of the regional $6^{th}$ industrialization. As a result of the analysis, 4 districts show different characteristics for their growth stages, and these results provide implications for policy directions for the development of the regional industry. The following basic direction was set for the sustainable regional $6^{th}$ industrialization based on the healthy ecosystem. First, policy support should be differentiated by considering each region's growth stage. Second, to improve the regional innovation capacity, it is needed to lay the foundation continually and strengthen diverse support for it. Third, a stronger and efficient implementation system is necessary for the regional $6^{th}$ industrialization.

A Critical Assesment on the Shin-hwal-ryuk Policy as a New Regional Development Policy in Korea (신활력사업계획 수립 및 추진과정에 대한 평가와 개선 방안)

  • This paper aims to evaluate the new regional development policy which is entirely focused on the lagging rural regions in Korea. The new regional development, called the shin-hwal-ryuk policy is to reflect the radical change in the idea and philosophy of rural development. Although traditional rural development policies were top-down-based and physical infrastructure-centered, the new rural development policy idea is based on bottom-up and soft infrastructure which is related to the promotion of regional innovation capacities. However, it is revealed that the new rural policy involves a variety of problems in the process of establishing and making progress the policy plan in a local level. In the operating process of the policy plan, the central government has shown too quick-tempered for achieving visible outcomes, while many of local government suffer from the lacks of professional capabilities to carry out the plan. I see that as a result of the mixture of these problems the new policy is regarded as 'passively localized process' by the central government rather than 'actively localizing process' by the region for building regional innovation capacity.

Anti-oxidative and Anti-inflammatory Activities of Desmodium heterocarpon Extract in RAW 264.7 Cells (RAW 264.7 세포에서 Desmodium heterocarpon 추출물의 항산화 및 항염증 활성)

  • Desmodium heterocarpon is one of vines belongs to Fabaceae family, mainly distributed in Asian countries such as Korea and Japan. This study was conducted to explore new nutraceutical resources from the plant kingdom possessing biological activities. To fulfill this purpose, the anti-oxidative and anti-inflammatory activities of D. heterocarpon ethanol extract (DHEE) were evaluated by 1,1-diphenyl-2-picryl hydrazyl (DPPH) radical scavenging activity assay, reactive oxygen species (ROS) scavenging activity assay, nitric oxide (NO) inhibitory activity assay, and the analysis of related protein expressions by Western blot hybridization. DHEE exhibited potent anti-oxidative activity as confirmed by DPPH radical scavenging capacity against DPPH similar with ascorbic acid, a well-known anti-oxidative agent, used as a positive control. DHEE also effectively suppressed hydrogen peroxide ($H_2O_2$)-induced ROS on RAW 264.7 murine macrophage cells. Furthermore, DHEE induced the expression of the anti-oxidative enzyme heme oxygenase 1 (HO-1), and its upstream transcription factor, nuclear factor-E2-related factor 2 (Nrf2) as a dose dependent manner. DHEE inhibited lipopolysaccharide (LPS) induced nitric oxide (NO) formation as a consequence of inducible NO synthase (iNOS) down regulation. Taken together, these results suggest that DHEE has anti-oxidative and anti-inflammatory activities and thus appears to be useful sources as potential anti-oxidant and anti-inflammatory agents. The identification of active compounds that confer biological activities of DHEE might be needed.
