Theoretical Analysis on Optimal SOC Investment in Urban Planning (도시계획관련 사회간접자본 투자의 적정성 분석을 위한 이론적 고찰)

  • The purpose of this paper is to present the optimal investment conditions of SOC facilities for maximizing regional social welfare in implementing the urban development project in the theoretical fashion. Particularily, SOC facilities are divided into both supply-side($P_s$) and demand-side SOC ($P_d$) in the paper. General equilibrium analysis from the intra-regional viewpoint by utilizing Pareto's Optimal Conditions and by revising Samuleson's Conditions for public goods($P_s$ and $P_d$) results in the optimum pattern of SOC investment. The following are important implications from the analysis. First, rather than the pursue social equity, SOC investment is to resolve the issue of efficiency to activate the regional economy. Second, the marginal rate of transformation (MRT) between $P_s$ and $P_d$ in the region is to play a significant role in structuring SOC investment plant of local government for social welfare maximization. Third, the optimal SOC investment policy based on this regional economy but also to generate the enhancement of soical amenities of the residents.

Regional Economic Impacts Induced by u-City Construction in Wha-sung and Dong-tan City (u-City 구축사업의 지역경제적 파급효과에 관한 연구)

  • In recent year, the u-City construction projects which integrate IT technology into urban infrastructures are being pushed forward by many local governments. These projects contain various purposes in an aspect of regional economy : to reinforce a competitiveness of region by increasing efficiency of urban managements and to revitalize regional economy by stimulating the regional high-tech industries that related to u-City construction. In this context, regional economic impact assessment of u-City construction projects is particularly important because, it give us information about effectiveness of u-City construction policy as a stimulus of regional high-tech industries and the policy feasibility of u-City construction projects that can be a base of public projects. However, it is challenging to assess the impact of u-City projects on regional economy properly due to a lack of understanding about industrial classification, and specific industrial inputs related to u-City construction. In this study, we suggest u-City industrial classifications, and specific-industrial inputs induced by u-City construction projects based on associated legislations, business report for a u-City construction, and results from previous studies. Using these classification and industrial input, we also investigate the regional economic impacts of a u-City construction project in Wha-sung and Dong-tan cities employing Input-output analysis. The empirical results suggests that u-City industries have relatively high in production inducement, and value added inducement compared to input of other industrial sectors. These results indicate that regional economic impact of a Wha-sung and Dong-tan u-City construction project are relatively high, but economic impacts of u-City construction projects vary according to the regional industrial structure, and the specific expense accounts of u-City construction projects.

Effect of Fiscal and Non-fiscal Variables on Regional Economy: The Case of 16 Wide-area Autonomous Communities in Korea (재정변수 및 비재정변수가 지역경제에 미치는 영향: 16개 시도를 중심으로)

  • This paper analyses the relationship between regional economic power defined as GRDP per capita and various socioeconomic variables such as fiscal variables(revenue, expenditure, etc.) as well as nonfiscal variables(population, ratio of old population, unemployment rate, dependency ration) using the pooling data of 16 local governments from 1998 to 2012. To put it concretely, following the Granger causality test, regression analysis has been done with the regional economic power being the dependent and variables which have either one or two direction causality being independent variables. And test of cumulative effects has been done with variables showing statistical significance in the regression analysis. Local tax revenues per capita, expenditures of social development per capita and median age have positive effects, while dependency ratio has negative effect on regional economy. And national subsidy per capita, local tax revenues per capita, expenditures of social development per capita and median age all have cumulative effects on regional economy.

A Development Framework of Processed Fishery Products Using Regional Specialization (지역특성화를 이용한 수산가공품의 개발 프레임워크)

  • The proportions of both the fishery industry and the gross regional domestic product in the national economy are gradually decreasing. If high value-added processed fishery products suitable for regional characteristics are developed, these proportions can be improved. In pursuit of this, it is first necessary to discover processed fishery products specialized in each region and then establish a development framework for them. In this study, location coefficient was used to find processed fishery products specialized in each region. Then, dynamic shift-share analysis was used to establish a development framework which consisted of four development types of processed fishery products. Based on the magnitudes of the industrial mix effect and the regional shift effect, the supporting strategy directions were proposed for four development types of processed fishery products. The supporting strategy directions were all focused on revitalizing the local economy.

The Empirical Analysis for the Knowledge Network between Regions (지역간 지식연계망에 대한 실증적 고찰 - IMF 외환위기 기간(1996-2001)을 중심으로-)

  • The purpose of this study is to analyse the role of the inter-regional knowledge network in the knowledge based economic development of regions, using regional data collected over the IMF financial crisis between 1996 and 2001. In particular, the major questions about the inter-regional knowledge network in terms of regional innovation are as follows. First, how can be distinguished the inter-regional knowledge networks among the regions? Secondly, what is the relationship between the real object economy and the inter-regional knowledge network? To answer rho questions listed above, the social network analysis is used to examine the association between the intra-regional knowledge linkage structure and the change of the real object economy. For the empirical analyses, regional labour data for 16 Metropolitan Areas(Si) and Provinces(Do) from 1996 to 2001 are used. The findings of the study suggest that there is a significant positive relationship between the concentration of the inter-regional knowledge linkage and a rate of economic growth of the real object economy and that there is a negative correlation between the density and the standard deviation of the inter-regional knowledge linkage and the rate.

What Makes Korea's New Regional Policy Workable? (신지역정책의 작동요인에 관한 연구)

  • The Korean miracle of economic growth or development has been quite well known across the world up to now, while being subject to theorization of its model. Compared with this, however, it is quite surprising to see how little about the spatial aspect of Korean development has been exposed in the field of development studies. In fact, for Korea, competent regional policy has turned out to be an important success factor for the spatial upgrading of a low-tech growth regime into a hi-tech one. This paper dissects Korea's regional policy experiences in three aspects from which it draws up a three-tier lesson. The first aspect is the conventional (overall) regional spatial upgrading policy of a developmental regime put in place since the 1960s onwards. The second is the new regional policy tailored to the regionalization of technological and industrial diffusion for new knowledge-based economy. The third is the prospective regional policy for the future advancement of the Korean economy.

The analysis for an effect influence between a China's regional firm's export and economic growth - Focused on China economy after the direction of Chinese reform - (중국의 지역별 수출과 경제성장 간의 영향관계 분석 -개혁개방 이후의 중국경제를 중심으로-)

  • After reform and openness action, china has been recorded high rate of increasing in export and continuous economic growth. Also their role in the international economy has been rise. The major reason of these incredible growth of China is the openness by a trade, after all the economic growth of China is evaluated an export-led growth. But, some insist that the growth of China has been accomplished by a domestic-based economy not but an export-led economy. For verification of former insists, using a yearly data, China exports and GDP, from 1979 to 2007 and performs time-series to examine an existence of causality between China's regional exports and GDP. As result of analysis, GDP and exports have two-way causality significantly when not considering region case. After the direction of Chinese reform, the east region has a strong significant relation, which support that export-led growth. While, middle and west region has weak causality between exports and GDP.

Cultural Industrial Districts as a Tool of Boosting Regional Economy in Korea (지역경제 활성화의 수단으로서 문화산업단지 정책: 평가와 과제)

  • It is not so long that the cultural industrial sector has been noted as one of the major engines of regional economy in Korea. In parallel with balanced development strategies recently emphasized in the Korean regional policy, there has been a wide range of investment to formulate cultural industrial districts in major cities. This trend of investment focus has changed the development strategies of each city. There are criticisms, however, to this public sector-dominated nurturing of cultural economy. This paper overviews the recent policy of cultural industrial districts in Korea, in terms of its background, institutional basis, performances, and some evaluations. Some suggestions are provided in order to make the policy successful; emphasize developing the culture industry itself, develop clusters specifically focused on the characteristics of the culture industry, deliberate substantial measures for nurturing companies and human resources in the local regions, and formulate a system in which the local dominates and the center supports.

  • The purpose of this study is to analyze whether the spatial externalities of agglomeration economy of manufacturing has been changed or not, from 1991 to 2005. To find this spatial SUR model was used to consider covariance of each equation and it was estimated by 3SLS. This paper found that spatial externalities has been decreased and there is economy of scale in same sector. As a result, we can conclude that there is industrial specialization in region whereas interregional linkage are weaken. This finding supports the desirability of creating supra-regional agencies promoting interregional linkage because supra-regional agencies can internalize spatial externality of agglomeration economy.

  • Impact of Korea train express (KTX) on the regional economy in Korea has been studied by many researchers. Current research is limited in the lack of quantitative research using a statistical model to study the effect of KTX on regional economy. This paper analyses the influence of KTX to the household final consumption expenditure, which is one of important regional economic index, using spatial panel regression model. The spatial structure is introduced through spatial autocorrelation matrix using adjacency of KTX connection. The result shows a significant effect of Korea train express on the regional economy.
