Radiologic Equipment and Technicians according to the Distribution of the Population (인구 분포에 따른 방사선 장비 및 종사자에 관한 고찰)

  • Purpose: The purpose of this paper is to provide basic data in order to systemize the management of demand and supply of radiologic technicians, to pursue a fair regional distribution of educational institutions, and furthermore to keep reasonable medical treatment and fee. This research was carried out through the investigation of radiologic equipments and technicians according to the distribution of the population. Materials and Methods: We compared and analyzed the correlation between regional population, the number of clinics and hospitals, the number of medical imaging devices, and the number of radiologists and radiologic technicians in 5 cities without "Gu" administrative units in 2008. Results: 27,317 radiologic technicians have been produced since the administration of the national qualifying exam for radiologic technicians. About 18,000 radiologic technicians are currently working. There are 39 colleges or universities with Departments of Radiology and the admission quota is 2,120 students excluding one college. The ratio of radiologic equipments to radiologic technicians is 2.6 to 1. Conclusion: There is a dilemma in which some radiologic technicians fail to find appropriate jobs while some clinics or hospitals are in need of radiologic technicians. This dilemma is due to unreasonable regional discrepancies in pay system and welfare situation, and excessive profit-oriented recruiting system of clinics and hospitals. The increase of students of Radiologic Departments and approval of additional departments will end up with producing superfluous high academic degree holders, which is on the contrary to the government policy to produce more job opportunities. So the policy of increasing Radiologic Departments should be reconsidered.

A Study on the regional cluster of munition industry by Social Network Analysis (사회연결망분석을 통한 군수품 산업의 지역별 클러스터 관계에 관한 연구)

  • The Korean military supplies industry tends to become limited in terms of its development to specific areas in line with strategic promotion policies of the local private direct industrial site. However, the relation between base and small cluster is getting lower of the local industrial site. In this study, information related to authorized test reports for munitions was collected through the military quality information system and subjected to social network analysis(SNA). SNA was performed through the relationships among defense quality assurance agencies, test institutions, contracts and cooperative firms through UCINET's Two-Mode Network. In the field of weapon systems, the median technology industry, and the test analysis dependent are high in Seoul, so the analysis revealed that strengthening the infrastructure for test analysis is needed. Also, it was deemed necessary for government-driven political support. Besides, the field support system was efficiently utilizing a relatively local test analysis. It was analyzed that they are overcoming the regional boundaries of small clusters by strategically changing their contract and cooperative firms' status. The research found some spatial inconsistencies between base and small clusters in the military supplies industry, and it was judged that a political suggestion was needed.

The Local Effects of Coal-fired Power Plant Shutdown on PM2.5 Concentration: Evidence from a Policy Experiment in Korea (노후 석탄화력발전소 가동중단에 따른 발전소 주변지역의 초미세먼지 농도 감소효과 분석)

  • Korean government temporarily shut down the coal-fired power plants built before 30 years and more from 6/1/2017 to 6/31/2017. This treatment provides a credible natural experiment regarding the regional $PM_{2.5}$ concentration and coal-fired generators. Based on this feature of the treatment, this study analyzed the causality between the old coal-fired power plants and regional $PM_{2.5}$ concentration. To be specific, we categorized two pollution monitoring stations nearby coal-fired power plants in Yeongdong into a treatment station and a control station based on the distance from the power plants. The control station is similar to the treatment station geographically and topographically, but its $PM_{2.5}$ concentration would not be directly affected by coal-fired power plants in Yeongdong. A difference-in-difference method was applied to identify the effects of the old coal-fire power plants on regional $PM_{2.5}$ concentration. The results show that the temporary shutdown would decrease $PM_{2.5}$ concentration nearby coal-fired power plants in Yeongdong by $3.7{\sim}4.4{\mu}g/m^3$.

The Process of Urban Development of Chilgok District in Daegu City (대구시 칠곡지구의 도시발달)

  • Chilgok District is a historical area, which has had a certain amount of development. It has its own regional characteristics originating from its isolation from the existing built up area of Daegu City by the Kumho River This study explores the historical development processes and pending development issues of Chilgok District. In 1640 after the Japanese invasion of Korea in 1592, the district upgraded into Chilgok Dohobu due to its importance as a transportation hub of Youngnamdaero(the main road of Youngnam province in Chosun Dynasty). In its early stages, the government office was located in Kasan fortress, later the of office was moved to Eupnae-Dong. The Chilgok district has experienced a developmental lag resulting from the office's removal to Waegwan, located on the Kyungbu railroad since 1914. Later, due to the increasing influence of nearby Daegu City, urbanization continued gradually. Finally in 1981 Chilgok district was officially incorporated into Daegu Metropolitan City. In the later 1980s, the housing land development project was applied into the district centered on the alluvial plain of Palgeo-Cheon(stream) of the Northern part of Taejun-Bridge. Although the old built up zone was excluded from public sector development projects, private sector development has made the zone a modern town. Now, Chilgok district has transformed into a high-density residential new town in which high-rise apartment complexes mingle with numerous houses. As the district has developed, traffic jams have become a hot issue and it is going to get worse than now as the development continues. To solve this problem, Daegu city needs to swiftly construct the fourth belt way and the third subway line.

The Strategies for Forming Governance System to Raise Industrial Competitiveness of Metal and Machinery Industrial Clusters in South-East Region, Korea (동남권 기계.금속산업클러스터의 광역적 지원체계 구축전략)

  • This article is aimed to find a more successful way to build a metropolitan-wide governance for enhancing industrial cluster in South-East region, Korea. We begin a research with reviewing a current study of regional cluster and its governance. New industrial system and agglomeration changed regional growth theory and urban system. In traditional system, a central city dominated economy of the metropolitan area. However, with development of new transportation and communication technology, a central city lost their superiority to suburban cities. In other words, growing competition between central and suburban cities changed traditional concentration and diffusion theory of urbanization which dominated urban geography for last decades. Next, current situation of development of industrial cluster in South-East region is examined to suggest policy for more competitiveness. South-East region has grown as the most prominent cluster of mechanical engineering and metal industry in Korea since the late 1970s. In the form of agglomeration and network of a specific and its related industry, South-East region has formed a linear industrial belt along with the inter-regional South Coast Highway and contain about ten industrial cities. Accompanying with this growing South-East region, a problem has risen from geographic mismatch between metropolitan-wide industrial cluster and its administrative boundary. Since industrial cluster has no specific administrative boundary, adequate government support for developing industrial cluster has not been provided. Responding to the problem, academics and policy makers maintain need in establishing a metropolitan-wide governance for supporting a cluster. At the end, this paper provides some implication to planners and policy makers.

Mapping HPV Vaccination and Cervical Cancer Screening Practice in the Pacific Region-Strengthening National and Regional Cervical Cancer Prevention

  • Objective : To provide background information for strengthening cervical cancer prevention in the Pacific by mapping current human papillomavirus (HPV) vaccination and cervical cancer screening practices, as well as intent and barriers to the introduction and maintenance of national HPV vaccination programmes in the region. Materials and Methods: A cross-sectional questionnaire-based survey among ministry of health officials from 21 Pacific Island countries and territories (n=21). Results: Cervical cancer prevention was rated as highly important, but implementation of prevention programs were insufficient, with only two of 21 countries and territories having achieved coverage of cervical cancer screening above 40%. Ten of 21 countries and territories had included HPV vaccination in their immunization schedule, but only two countries reported coverage of HPV vaccination above 60% among the targeted population. Key barriers to the introduction and continuation of HPV vaccination were reported to be: (i) Lack of sustainable financing for HPV vaccine programs; (ii) Lack of visible government endorsement; (iii) Critical public perception of the value and safety of the HPV vaccine; and (iv) Lack of clear guidelines and policies for HPV vaccination. Conclusion: Current practices to prevent cervical cancer in the Pacific Region do not match the high burden of disease from cervical cancer. A regional approach, including reducing vaccine prices by bulk purchase of vaccine, technical support for implementation of prevention programs, operational research and advocacy could strengthen political momentum for cervical cancer prevention and avoid risking the lives of many women in the Pacific.

The Evaluation on the Governance of Andong International Mask Dance Festival (안동국제탈춤페스티벌의 거버넌스 특성과 평가)

  • This paper evaluates the governance of the Andong International Mask Dance Festival. The evaluation focuses on mutual cross-assessment of agents engaging in governance relating to four elements: social justification, reliability, professionalism and transparency. Governance based on co-operative partnership was the essential factor leading to the mask festival's success. Governance of the Andong International Mask Dance Festival in 2011 was privately initiated governance having horizontal and open partnership among festival specialists, civil society organizations, regional business organizations, volunteers and local government, with the Andong Festival Tourism Foundation as the central figure. Three of governance elements were successfully carried through; the exception was transparency. The agents who gave more positive evaluations were those who played leading roles in planning and conducting events, as well as in assessing those events. The reasons for positively assessing the elements are the significance of the festival and the guarantee of agents' participation in social justification; the ability of agents, as well as cognitional and institutional trust in reliability; expert knowledge, capacity to suggest alternatives and duality of business in professionalism; and effective communication, the guarantee of opening of information and information sharing in transparency. To improve the effectiveness of governance, the system for allowing passive agents to contribute usefully should be strengthened. Mutual communication and sharing of information among agents, as well as between agents and residents, also should be more strongly reinforced.

A Study on the News Frames of Regional Daily Newspapers Related to the Selection of the 'New 7 Wonders of Nature' ('세계 7대 자연경관' 선정 캠페인 관련 지역일간지의 뉴스 프레임 연구)

  • This study started from the questions on how the selection of the 'New 7 Wonders of Nature' was repeatedly reported, and whose voice was emphasized on which perspective in regional daily newspapers. This is a subject that received the attention of the media with the tag of 'fraud on a national scale'. The results of this study showed that there was no difference among newspapers in all frames excluding the frame of public confidence in relation to the N7W Foundation. Furthermore, after examining the change before and after six media companies' conclusion of MOUs, a significant difference was discovered between newspapers concerning the frame of public confidence pertaining to the N7W Foundation. However, no significant difference was discovered in all frames after the MOUs were concluded. The tone of the press mostly displayed a positive or supporting perspective, and almost no negative or critical reports were published. Second, 68.0% of all the articles displayed use direct quotes. The speakers of direct quotes were mostly from official organizations that initiated the selection event for the 'New 7 Wonders of Nature', and almost no civilians or representatives from civil social groups were quoted. On the other hand, direct quotes of anonymous sources were used rather frequently, and most of these sources were confirmed to be official sources and related parties that initiated the selection event for the 'New 7 Wonders of Nature'. As a result, regional daily newspapers displayed support and advocated for the voices of the entities that initiated the selection event for the 'New 7 Wonders of Nature', including the district government, by emphasizing and repeating their perspectives in the newspaper coverage.

  • Induced from government policy to boost regional economic competitiveness, regional informatization forming e-community has been the subject included in the various regional informatization master plans in Korea. However, few cases are reported for its successful implementation mainly due to the lack of profitable business model to encourage investment. On the other hand, most efforts to build smart apartments, part of the home networking in a broad sense, has been pursued from the different directions. Telecommunication giant such as Korea Telecom tries to find new source of revenue exploiting enhanced broad band technology. Also, construction companies started constructing housing complexes equipped with built-in high speed network infrastructure as a means to differentiation to other competitors. The contents providing community portal has become mandatory in the sense of bearing the cost from customer side who are willing to adopt those services for new smart house. Our research motivation stems from exploring critical value aspects of realizing the profitability of this emerging new business model, that is, industry convergence model. In this paper, mainly from the survey results of the Korean smart apartment complexes, we reported recent home networking services development in Korea, and value propositions from the business model perspective. Merged business model components of telecommunications, construction, and internet contents are analyzed to provide the insights for future directions.

Private Procurement for Constructions and Operation of Buman Road in Daegu (도시 인프라 시설을 위한 민자 유치 -대구시 범안로 민자도로의 운영 실태와 대책-)

  • Recently private procurement projects for urban infrastructure have been emphasized and introduced by government(both central and local) as an important method to supplement public budget shortage and to improve creativity and efficiency in its construction and operation, and hence to promote regional development. But these private procurement projects seem to be implemented under the neoliberal condition of urban policy for private capital to extend its sphere of investment and to ensure its opportunity of profit. Such private procurement projects for urban infrastructure have been legislated and widely applied since 1994 in S. Korea, but in recent years they have triggered out a variety of serious problems. In results of this study on the private procurement for construction and operation of Burnan Road in Daegu, it can be pointed out, it has led serious problems such as overestimation of traffic volume in plan, over-appropriation of construction cost and appurtenant business, irYational operation and account of the operating firm, problem in refinancing and change in contents of practical agreement, and over-compensation of minimum operation revenue. Some measures that can be considered as alternatives to resolve those problems and to operate more rationally the Buman Road include those of increasing traffic revenues, of reducing supports of public financing, and withdrawal of (part or whole of) operational right from the private firm.
