Sevaral problems of administrative area sysem in Korea have been brought up for a long time. Because its frame has remained since Chosun and Japanese colonial period in spite of changing local administrative environment in accordance with rapid industrialization and urbanization. Recent reform of city (Shi)- county (Gun) integration is derived from this argument. But problems which permeate deeply overall system cannot be solved by partial reorganization of Shi-Gun. They may be rationalized only through the reform of the whole system. The aims of this study are to analyze problems of administrative area system entirelr and to discuss the direction of its reform from that point of view. Major problems of administrative area system are summed up into the followings. Firstly, it is found that administrative hierarchies are too many levels. Contemporary administrative hierarchical structure is 4 levels: regional autonomous government (Tukpyolshi, Jik'halshi, Do), local autonomous government (Shi, Gun), two leveis of auxiliary administrative area (Up, Myun and Ri). These hierarchies were established in late period of Chosun which transportation was undeveloped and residential activity space was confined. But today developing transportion and expanding sphere of life don't need administrative hierarchical structurl with many levels. Besides developing administrative technology reduces administrative space by degrees. Many levels of contemporary administrative hierarchical structure are main factor of administrative inefficency, discording with settlement system. Second problem is that Tukpyolshi and Jik'halshi - cities under direct control of the central government as metropolitan area - underbounded cities. Underbounded city discomforts residential life and increases external elects of local pulic services. Especially this problem is Seoul, Pusan and Daegu. Third problem is that Do-areas are mostly two larger in integrating into single sphere of life. In fact each of them consistes of two or three sphere of life. Fourth Problem is metropolitan government system that central city is seperated from complementary area, i.e. Do. It brings about weakening the economic force of Do. Fifth problem is that several cities divided single sphere of life. It is main factor of finantial inefficency and facing difficult regional administration. Finally necessity of rural parish (Myun.) is diminished gradually with higher order center oriented activty of rural residents. First of all administrative area system should corresponds with substantial sphere of life in order to solve these problems. Followings are some key directions this study proposes on the reform of administrative area system from that standpoint. 1. Principles of reorgnization -- integration of central dty with complementary area. -- correspondence of administrative hierarchical structure with settlement system. -- correspondence of boundary of administrative area with sphere of life. 2. Reform strategy -- Jik'halshi is integrated with Do and is under the contol of Do. -- Small Seoul shi (city) which have special functions as captal is demarcated in Seoul tukpyolshi and 22 autonomous distrcts of Seoul tukpyolshi is integrated into 3-4 cities. -- Neighboring cities (Shies) in single sphere of life are intrgrated into single city (Shj). -- Myun and Ri are abolished in rural region and new unit of local administrative area on the basis of lowest order sphere of life into which 3-4 Ries are integrated replaces them.
This study aims to identify changes that have occurred in the regional structure and locational characteristics of the Najin-Seonbong Economic and Trade Zone established in North Korea in 1991. In order to analyze land use patterns as variables of change in the regional structure, an field trip data, satellite imagery and other materials about the region are examined. In terms of its location as a major regional transit hub, the Najin-seonbong Economic and Trade Zone has not been supported by the required infrastructural developments and the establishment of the export processing zones has exposed the lack of vital links with local networks and industry. Thus, despite the fact that the local government has made a lot of effort in attracting foreign investment over the past decade, little progress has been made and the region has not changed. By and large, its operational efficiency and potential for development as a major export processing zone has been relatively limited. In the long w, prospects for the region's emergence as a major economic player will depend on the North Korean Govemment's policy in tackling the various infrastructural deficiencies.

A landmark is a representative image of a given region that impresses distinct regional characteristics upon visitors. As such, there is a need for each local government to develop a symbolic landmark. We investigated examples of landmark development intended to promote regional revitalization in hopes to provide a basic guideline for developing future landmarks, related tourism products, and tourism promotion policy. Aomori prefecture in Japan was selected as a site for a field study. For a long time, Japan has tried to internationalize and revitalize its provincial regions by establishing various tourism policies. In order to foster the tourism industry in rural areas that are behind in development, Aomori prefecture sought to promote local revitalization through the development of tourism products and cultural space centered on a landmark. Based on this example, we can summarize the conditions for successful landmark development as follows. First, in deciding on the symbolism or the design of a landmark, we must fully investigate and understand the given region and invest sufficient time and funds. Second, we must consider the accessibility of the landmark and make sure its surroundings can also serve as a tourist attraction element. Third, in order to increase the value of visiting a landmark, it is important to provide a variety of things to see and enjoy both inside and outside of the landmark, which can be achieved through continuous operation and management of amenities and diverse programs.

This study aims at establishing a knowledge transfer system between academics and industries in the Chungnam Region. We analyze the difficulties encountered by the technology licensing offices of universities in the Chungnam Region through a practical analysis of the current situation regarding the transfer of the knowledge developed in the universities. The problems found included the poor circumstances of the TLO of the universities, very limited number of requests for knowledge transfer by the companies, distrust of university technologies and the absence of related networks and platforms. Especially, there is insufficient concern and recognition of the regional actors in the knowledge transfer system. Therefore, in order to improve the regional competitiveness, these problems should be fixed by enacting suitable government policies.
Soil loss is a serious problem frequently caused by local torrential rainfalls due to climate change. In particular, soil loss is occurring in agricultural areas rather than urban areas, and many pollutants are introduced into rivers, causing environmental problems. To reduce soil loss, the Ministry of Environment has designated and managed non-point source management areas. The Jaun-district in Hongcheon-gun, which was designed as a non-point pollution source management area in Gangwon-do, is located in the upper stream of Soyang Lake. Most of the agricultural fields are composed of highland agriculture fields. The highland agricultural fields in the Jaun-district are also composed of large-scale farming areas, and the ditches located near the agricultural fields have been illegally used for farmland. Therefore, the local government in Hongcheon-gun is conducting a project to restore the ditches occupied by agricultural fields. However, an analysis of the amount of soil loss that can be reduced by the restoration of the ditches has not been conducted yet. Thus, the purpose of this study was to analyze the effect of reducing the soil loss from the restoration of the ditches used as agricultural fields in the Jaun-district. The SATEEC L Module was used to analyze the reduction in soil loss by ditch restoration. The SATEEC L Module was constructed to estimate the LS factor using Moore and Burch's method after calculating the slope length using the digital elevation model and the maximum allowable slope length. The LS factor and the USLE formula were used to estimate the amount of soil loss that could be reduced by ditch restoration. The analysis showed that the ditch restoration could reduce about 16.6% of the soil loss in the Jaun-district. The results of this study will contribute to the study of methods to reduce soil loss in non-point pollution management areas.
This paper aims to present the ways to maximize educational effects and facilitate a curriculum renovation through the Specified Track Curriculum Development, a joint lecture system among local universities which is implemented by Busan Educational Alliance of Mechanical Engineering (BEAM) as part of New University for Regional Innovation(NURI), a government-sponsored project to facilitate a balanced regional development of Korea. The Specified Track Curriculum is a unified governing body joined by 4 universities of mechanical engineering departments with an emphasis on their specified academic fields(advanced hightech, environmental, marine and foundational machinery sectors), And the universities mutually recognize academic credits. The track (Specified-Track Curriculum) was carried out three times from winter semester in 2005 to the present and 486 students took the track course for two years. As a result, the track laid out a foundation for the first local joint lecture system in korea with the performance-oriented and students-tailored education, meeting needs of the new era and training efficiency. The graduates' employment rose to 8.5%, compared with that of 2005. According to recent survey conducted on companies employing the graduates, the satisfaction with the graduates' performance marked 9.4% improvement. The track also contributed to expanding human networks, facilitating the educational exchange of local universities.

Large-scale unband development resulted from the rapid economic growth in the Republic of Korea has brought about the habitat destruction for the native animals and plants living in forest and farmland. In order to resolve this problem, it is necessary to consider the natural ecosystem as an organism and to preserve the natural ecosystem by managing ecologically significant habitat consistently. Especially, the local governments should be able to establish regional ecologic networks in consideration of the ecological connectivity and the environmental and ecological excellence, and to reflect them into the local development plans. In regard to this, the methods of the regional ecological network establishment was presented, making use of the results including the national ecological network which assessed the ecological connectivity of the nation and the environmental and ecological assessment results of the Environmental Conservation Value Assessment Map which was designed to analyze and assess the national environmental and ecological values quantitatively. Making use of the case of Gyeongsangnam-do; the results presented that the existing national ecological network in the core region has expanded from $2,986km^2$ to $4,049km^2$ and the existing national ecological network in the buffer region has expanded from $2,940km^2$ to $3,006km^2$. Referring to the regional ecological network in the process of the local development plans could contribute to the increase in biodiversity and the integrated local environmental management including the ecosystem preservation.

The main purpose of this article is to suggest policy implications for building innovative cluster in Korea by investigating the operating system and role of the Kanagawa Science Park (KSP) located in Kanagawa prefecture, Japan as a central network agent. The KSP established mainly by private and government partnership has played a critical role for building innovative clusters as a way in which increase national competitiveness. But they also provide variety of real service from R&D to commercialization for local firms by facilitating and coordinating networks among regional economic actors such as firms, universities and public research institutes. The regional policy as a way in which increase national competitiveness in Korea is also the establishment of innovative clusters based on regional and industrial characteristics. However, the main problem with building the innovative cluster is the reduction of policy effectiveness due to duplicated supporting and coordinating institutes and institutions established by the each central administration and local governments, aimed at facilitating networks among regional economic actors. In this context, the article suggests that there is a need to build a regional central network agent by designing an organic operating system for the effective management of each network agent in accordance with the process from R&D to commercialization, i.e. an encompassed supporting system, on the basis of benchmarking the KSP operating system in Japan.

Strategies for regional development has been implemented by facilitating the cultural industry since the mid 1990s. The government of Gyeongbuk attempted to establish the cluster of cultural industries and to enhance the capability of cultural industries. However, infrastructure of the industries is still weak. The most cultural industries are small-sized enterprises and are in low value-added production link in the value chain. This research examines the situation of cultural industries and then to recommend the direction of cluster of cultural industries in Gyeongbuk. The cluster of cultural industries in Gyeongbuk needs to be decentralized integration. Cultural industries in Gyeongbuk are found in dispersed regions with own cultural and industrial characteristics. The hub of cluster of cultural industries should be formulated to promote network among cultural industrial complexes in dispersed regions; thus, the hub is able to provide knowledge and information for the cultural industrial firms in Gyeongbuk. The supporting center as the hub of cluster has to input more energy to establish the on-line and off-line network among firms, and between firms and innovation agencies such as universities, cultural industrial organizations, and local governments. The cultural industrial cluster should be linked with IT cluster in Gumi and cluster of Daegu cultural industries to upgrade the value chain of cultural industries.

Since the Shimane Prefecture government in Japan enacted "Takeshima Day" in March 2005, it has held commemorative ceremonies with Japanese politicians present each year on February 22. Japan has marked Dokdo as its territory in elementary and middle high school textbooks, and the number of such references has been increasing in recent years. Shimane Prefecture, which is the area nearest to Dokdo is strengthening Dokdo education in its geography classes at elementary and middle schools as part of regional studies. The study and education on Dokdo was begun by social studies teachers in the Oki Islands in Shimane Prefecture, but now extends throughout the prefecture. The auxiliary educational materials regarding Dokdo produced in Shimane Prefecture include teaching guidelines for teachers, worksheets for students, CDs containing statistics and picture files, and two kinds of DVD movie clips for each grade. In particular, schools teach the damage to the Japanese fishery industry caused by Korea's illegal occupation of Dokdo. This will likely form anti-Korean sentiments among Japanese students. It is hoped that Korean and Japanese scholars will work together to develop Dokdo auxiliary textbooks in order to improve the correct historical understanding of Dokdo.
