Impact of Digital Divide on Online Political Participation: With Focus on the Gap of Operational Skills of Digital Device Users (온라인 정치참여에서 디지털 정보격차의 영향: 디지털 기기 이용자의 기기 운용 기술 격차를 중심으로)

  • This study empirically analyzes the impact of digital divide between digital device usage motivation and operational skills on online political participation. The analysis was performed using the National Information Society Agency's 2018 digital divide survey data from September to December 2018 and applying the Heckman selection model to control the sample selection bias that may occur between internet users and non-users. The result shows the gap in motivation and device operational skills of individual citizens using digital devices has significant impact on online political participation. In socio-economic terms, it shows the age, education level and regional factors also have significant impact on online political participation, while gender and income levels do not. This study holds significance in that there are different patterns of digital divide between digital devices, identifying the motivation to use a digital device as an important factor for mobile device users, and the device operational skills, for personal computer users.

  • This study aims not only to examine the globalization, imformationization, and networking as background of knowledge-information-based society, but also to clarify the research fields of 'geography of knowledge' and further research themes for economic geography in a knowledge-information-based society. As a result of globalization, the degree of regional disparity, which had decreased with neoliberal policy in Europe and America in 1980's, has increased in early development states such as China and Eastern European countries. In opposition to the globalization that has led to increasing regional disparities at a global scale, many scholars argue that grassroots globalization or globalization from below is needed. Based on a pessimistic view on globalization, many maintain that unequal access to information has enlarged the gap between rich and poor. They also argue that the study of the geography of poverty is crucial in oder to solve the problem of bipolization. According to the world system theory, spatial grasp of commodity chains, actors' diversities, flows towards innovation in learning knowledges, and geographical, organizational, and institutional proximities are intertwined. Because these elements make significant influences each other in social networks, the interrelationships among those elements should be carefully considered. A 'geography of knowledge' deals with manufacturing, finance and service, media, cultural, and creative industries. Former researches in economic geography have tended to deal with those industries separately without attempting to make meaningful linkages among discussions on those industries.

  • This study sought to understand the requirements of registered institutions and parents of beneficiary children's through a satisfaction survey conducted at Center for Children's Foodservice Management (CCFSM) and to improve quality to create a model example of site-based meal safety management in accordance with population trends. In 2019, the comprehensive satisfaction level of the director and parents rose 2.4 points and 2.9 points, respectively, compared to the previous year, and the comprehensive satisfaction level of the director and parents continued to rise from 2015 to 2019. The gap between the highest and lowest institutions is narrowed to 13.5 points year-on-year from 21.4 points. National Institute of Food and Nutrition Service will need to make efforts to upgrade regional centers through (Human Resource Development(HRD) training to strengthen their job-specific capabilities and minimize the standard deviation of each center. Since local centers are distributed across the country and have field-oriented service support systems, CCFSM will need to manage the healthy eating habits of the underprivileged, provide information necessary to establish proper eating habits, strengthen education, and establish a customized food safety service system.

An Analysis on the Effect of the University in Area Development (대학이 지역발전에 미치는 영향 -천안시를 중심으로-)

  • This study dealt with the effect of the university in area development to Cheonan city. This study ran parallel literature investigation and actual proof investigation. Questionnaires 394 enforce frequency analysis in SPSS 15.0 versions. University positive effect on local community is smooth supply of human capital in local community, increase of regional income, improvement of area image by expanded education opportunities, supply of various university facilities in local communities etc. Contradictory effect is expansion of gap for areas that young persons in local community taken to education of good quality leave other local community, occurrence of conflict by collision of new culture and culture of area characteristic. Role of university for area development is role of help consultation, symbolic role, educational role etc. But the weighed role is leading role which university leads area development. Finally, the prompting methods of university for local community development .must accomplish interchange of operational mode with high quality human resources activating removal of manpower between arithmetic.

Related Factors on Health Service Utilization and Satisfaction of Health Center Clients -Using '2010 Community Health Survey'- (보건기관 이용 현황 및 만족도와 관련 요인 -'2010지역사회건강조사' 자료를 이용하여-)

  • The objective of this study is to assess the utilization and satisfactions about public health centers in Korea. For the analysis, the study utilize the nationwide data of 229,229 person on '2010 Community Health Survey' of Ministry of Health & Welfare. The statistical methodology used in the study is ${\chi}^2$, ANOVA, logistic regression model and multiple regression model. This study have four major findings. First, the significant affecting socio-demographic factors in utilizing public health center were gender, age, region, national basic living secured, married, income, education, job, state of health, chronic disease, unmet medical needs and utilization reason. Second, the most serviced category of health center user was vaccination both city and rural area and the next was certificate, primary care, health screening, other use, the mother and child in city area, primary care, health screening, certificate, home visiting health in rural area. Third, the significant affecting socio-demographic factors in satisfaction degree on health center service were age, region, national basic living secured, income, education, job, state of health, utilization degree and reason. Fourth, the most satisfied service of health service center was home visiting health in city area and mental health service in rural area and the next was nutritive control and the lowest satisfied service was user of certificate. The utilization and satisfaction on health center service were identified as different with residental area and user's characteristics. The politic effort are needed to support socially disadvantaged class and to narrow regional gap.

Curriculum and Implementation of 'Invention Classroom' in Seoul Area (서울지역 발명교실의 교육과정 분석 및 운영 실태)

  • The purpose of this study was to suggest the basement in making definite curriculum through the analysis of the curriculum and implementation of Invention Classroom in Seoul area and findings of the problems perceived by the teachers. This study analyzed the curriculums of 19 'invention classrooms' in Seoul area, asked the teachers about the problems and things to need improving through interviews and the results are following. First, it is necessary to make the more definite curriculum because there is a little big gap between the regions and the teachers in running the 'Invention Classrooms'. Second, it is necessary to narrow the gaps through the definite curriculum because the purposes, contents, teaching methods and evaluation tools perceived most importantly or emphasized most by the teachers were so different from the real suggestion in the curriculums. Third, it is necessary to suggest the definite guideline in order to overcome the regional gaps because there are a little big gap of implementation between the classes in planning teaching periods, credits needed and so on. Fourth, the teachers have perceived many problems in educational, administrational and financial aspect and so it is necessary to properly reflect them on planning the curriculum of Invention Classroom through many proper studies to improve them.

An Empirical Study on Effect of Property Income on Income Inequality (부동산소득이 지역별 가구 소득불평등에 미치는 영향에 관한 실증연구)

  • This study has decomposed the Gini coefficient using Korean Labor & Income Panel Study data and empirically analyzed the impact of demographic characteristics and source-specific income of householder on the household income gap using panel analysis. The scope of areas were divided into 'nationwide,' 'metropolitan areas,' and 'non-metropolitan areas,' and the period before and after the global financial crisis was examined. The analysis findings are as follows. First, when the entire period was examined by income source using Gini decomposition with division of areas into 'nationwide,' 'metropolitan areas,' and 'non-metropolitan areas', the following results were revealed. The absolute and relative contribution level of property income to the gross income was the largest in the category of 'nationwide' and 'metropolitan areas,' while the contribution level of earned income was the largest in the category of 'non-metropolitan areas'. In addition, property income worsened the household income gap the most in the category of 'nationwide' and 'metropolitan areas.' Second, property income worsened the household income gap less after the financial crisis than before the crisis. It is probably because the price of real estate skyrocketed before the global financial crisis, worsening the household income gap, whereas the price drop after the crisis temporarily alleviated the gap. Third, a correlation analysis revealed that households with older householders whose education is high school graduation or below had relatively low gross income, and households with higher source-specific income, especially earned income, had relatively high gross income. Fourth, when the household income determinants were compared through panel analysis with division of areas into 'nationwide,' 'metropolitan areas,' and 'non-metropolitan areas,' the following results were obtained. While the impact of earned income, financial income, and other incomes was greater in non-metropolitan areas than in metropolitan areas, the impact of property income was greater in metropolitan areas than in non-metropolitan areas. To reduce the income gap, the government should impose higher taxes on the high-income class and provide tax benefits to the low-income class, with efforts to create a wide variety of jobs. In addition, since income inequality gets worse as the proportion of incomes generated through asset holdings becomes higher, the government should focus on stabilizing property prices while paying attention to the regional differentiation when carrying out related policies.

  • The movie <Yin Ru Chen Yan> is evaluated to reflect the rural reality of China's northwest region. Although the film also contained the farmer's unique sincerity and pure love, many problems were also raised. The specific issues raised are as follows. First, he accused young Chinese rural people who could not express their intention properly at the time of marriage.This can be said to be largely due to the lack of proper education, medical care, and welfare benefits for a long time. Second, he criticized the rural housing policy that deviated from reality. It warns that unilaterally providing apartments in the city without considering regional characteristics and farmers' situations could be counterproductive. In the movie, the main character abandoned livestock that he thought of and cared for with his family and did not move his residence to an apartment. Third, he criticized the materialism prevalent in rural areas. He criticized the phenomenon of not respecting a human being to solve everything with money and even to receive government housing compensation. In this sense, in order to solve the true Chinese Samnong problem, macro-promoted policies and micro-policies that can encompass some underdeveloped rural areas should also be implemented.

  • This paper is to analyze citizens' consciousness on urban changes, especially focusing on changes in urban environment, spatial structure, and urban planning, of large cities in S. Korea, that is, Seoul, Daejeon, Daegu, and Kwangju in the 1990s. Some significant points can be described as follows. First. The most important factor influencing on the change of urban spatial structure was the expansion of residential area inner and outside of cities promoted by the traditional construction industry, and not development of high-tech industries and their complex or location of multi-national firms which can be emphasized as major factors of new urbanization process of global cities. Secondly, citizens seem to have experienced improvement and deterioration of urban environment simultaneously, emphasizing regulatory environmental policy on the one hand, and recognize the necessity of sustainable urban development within given environmental capacity and restoration of destructed and polluted environment of cities. Thirdly, the building boom of new apartment complex was a major driving force of changing urban spatial structure, but it could neither alleviate a residential gap between the poor and the rich areas nor a relief of traffic congestion. Finally, the urban policy in general was felt somewhat improved by citizens, but not in sectoral details.

A Study on the Recognition Characteristics of the High School Students in Seoul about the Factors Influencing the Land Value (지가 형성 요인에 대한 서울시 고등학생들의 인식 특성 연구)

  • This study analyzed on the recognition characteristics of high school students in Seoul about the factors influencing the land value. The results are as follows; First, when the factors influencing the land value was divided into 'the factors related with the publicly assessed land value' and 'the unrelated factors.' Students recognized that the former had more influence on the land value than the latter. Second, students recognized that 'the relative factors of land' had more influence on the land value than 'the absolute factors of land'. Third, as a result of checking how much five evaluation criterions influence on the recognition characteristics about the factors influencing the land value, the distance to major facilities had the most influence on the recognition, while the situation of land use had the weakest one. Among 13 factors, the distance from the convenience facilities was most influential and the shape of the land was least influential. Fourth, there was a gap between recognition of choosing the highest land value areas and the lowest land value areas and recognition of degree that the factor influencing the land value had an effect on the land value. Lastly, when the result of recognition about factors influencing the land value and the land value ranking was compared with the result of the co-relation between the land value and factors influencing the land value of the real region, either similar or different results were shown.
