프랑스의 로렌지역은 전통산업의 쇠퇴로 인하여 어려움을 겪은 유럽의 핵심 지역의 하나이다. 1970년대부터 정부는 탈산업화로 인한 경제적, 사회적 문제를 해결하기 위하여 지역혁신정책을 도입하였다. 지역혁신체제라는 개념은 1980년대 중반부터 유럽을 중심으로 지역정책에 도입되기 시작하여 1990년대 중반 이후부터 세계적으로 확산되고 있다. 우리나라는 교육인적자원부, 산업자원부, 과학기술부, 정보통신부 등과 같은 부처들이 2003년부터 각종 정책의 수립과정에 지역혁신체제를 도입하고 있다. 이러한 맥락에서 이 연구는 1970년대부터 산업구조 조정의 압력을 받으면서 지역혁신정책을 추진해온 프랑스 로렌지역을 대상으로 지역혁신정책상의 거버넌스 구조를 분석한다. 이를 위해 지역혁신체제론에 입각한 분석 틀에 기초하여 로렌지역의 지역정책과 거버넌스 구조를 조사 연구하였다. 연구결과에 의하면 로렌지역은 탈산업화로 인한 문제와 경제위기를 극복하기 위하여 정부와 기업, 민간단체 등의 혁신주체들이 상호 협력적으로 지역혁신정책을 추진하고 있는 것으로 파악된다. 로렌지역의 정부 형태는 다층적인 구조로 되어 있는데 이러한 구조에도 불구하고 협력이 잘 되고 있다.

지식경제 하에서 새로운 지식과 기술을 창출하고 확산시키는 기관으로서 대학의 기능이 과거 그 어느 때보다 강조되고 있다. 오늘날 전 세계적으로 많은 대학들은 교육과 연구라는 전통적인 역할을 넘어서서 산업계와의 협력을 통한 지역의 경제 발전을 주도하기 위하여 적극적인 노력을 기울이고 있다. 이 연구는 산학협력, 특히 대학과 외부 기관 간의 지식이전 및 지식 교환의 양상을 파악하고, 대학의 지식이전이 지역과 지역 소재 기업들의 혁신과 경쟁우위를 확보하는데 얼마나 영향을 미치는지를 살펴보고자 한다. 전남대학교의 지식이전, 특히 대학이 외부기관과 체결한 연구계약에 의거하여 살펴본 사례 분석의 결과는 전남대학교가 창출한 지식이 기대와 달리 대학 소재 지역인 광주 및 전남 지역으로 제한적으로만 이전되고, 지역경제의 발전에 부분적으로만 영향을 미치는 것으로 밝혀지고 있다. 그런데 이러한 지식이전은 연구 발주자인 고객의 소속 부문과 연구계약의 내용에 따라 다소 차이가 있는 것으로 분석된다.

본 연구에서는 디지털 기술이 문화 산업과 관광 발전에 미치는 중요한 영향을 조사하기 위한 연구를 제안한다. 2005년부터 2022년까지 중국 281개 도시의 디지털 음악 상품을 수집, 선별하고 데이터를 분석한 결과, 잘 알려진 디지털 음악 상품이 국내 관광 경제성장을 촉진하는 데 중요한 역할을 한다는 사실을 확인했다. 그러나 국제 관광경제에 미치는 영향은 크지 않다. 또한, 이러한 잘 알려진 디지털 음악 상품은 지역 관광 경제 발전을 촉진할 수 있을 뿐만 아니라 인근 도시의 관광 경제에도 영향을 미칠 수 있다. 특히 문화 다양성과 관광 자원이 풍부한 4선 및 5선 도시에서는 잘 알려진 디지털 음악 상품의 홍보 효과가 더욱 중요하다. 전반적으로, 잘 알려진 디지털 음악 상품은 시장 활력을 자극하여 지역 관광 경제 발전을 촉진하는 데 긍정적인 역할을 한다. 이러한 연구 결과는 디지털 시대 문화와 관광의 통합적 발전을 위한 중요한 기반을 제공하고, 지역 산업구조 고도화와 지역 조화 발전에 유용한 영감을 제공한다.

This research challenges the general notion of one-person households of the elderly during widowhood as impoverished, isolated, and vulnerable. Recognizing a high potential vulnerability, however, this research attempts to describe the diverse composition of one-person households of the elderly. For this purpose, relying on 2% sample data from the 2000 census, it examines regional distribution, socio-economic characteristics, and determinants of one-person households of the elderly during widowhood. Socio-economic characteristics of one-person households of the elderly differ by region. Jeju island is distinct in terms of sex and age distribution, and residence area of children. In general, rates of economic activity and self-subsistence are higher in provinces than in cities. Compared to the elderly living with family, the elderly living alone show high rates of economic activity, self-subsistence, and capability of physical activity. Results of logistic regression analysis of determinants of living arrangement are consistent with those of descriptive statistics. Those who are economically active and able to move around without assistance tend to live alone after the death of a spouse. Number of sons and living in an urban area are negatively associated with living alone, whereas females are more likely than males to live alone. According to the separate analysis by age, the positive effect of economic activity is greater in the oldest of the old than in other age groups. Those who possess high educational attainment tend to live alone when they are 80 and older, unlike other age groups. Based on these findings, this paper finds that one-person households of the elderly nay not always be the most vulnerable group, and are diverse in terms of socioeconomic characteristics.

본 논문은 1952-2004년 걸쳐 중국의 수출과 경제성장 간의 인과관계를 지역별(동부, 중부, 서부), 시대별(개혁개방 전후)로 고찰해 본 것이다. 이를 위해 먼저 변수들의 안정성 여부를 검토하기 위해 단위근 검정을 실시했으며, 다음으로 변수간 장기적인 안정관계를 확인하기 위해 공적분 검정을 수행했고, 마지막으로 오차수정모형을 추정함으로써 그랜저 인과관계 검정을 실시했다. 분석결과 전체기간에서 동부지역은 수출이 경제성장에 유의한 영향을 미치는 것으로 나타났으며, 중서부지역에서는 그 정도가 약하게 나타났다. 동부지역의 경우 개방정책이 집중적으로 나타난 지역적 특성을 반영하여 개혁개방 이전에는 수출과 경제성장 간의 인과관계가 나타나지 않았으나, 개혁개방 이후에는 수출이 경제성장에 유의한 영향을 미치는 것으로 나타났다. 개혁개방을 전후하여 변화가 없을 것으로 예상했던 중서부 지역의 경우, 중부지역은 개혁개방 이전에는 무역과 경제성장 간에 인과관계가 보이지 않았으나 개혁개방 이후에는 양방향 인과관계가 강하게 나타났으며, 서부지역의 경우에는 오히려 개혁개방 이전에 무역이 경제성장에 유의한 영향을 미치는 것으로 나타난 반면 개혁개방 이후에는 반대로 경제성장이 무역에 유의한 영향을 미치는 것으로 나타났다.

이 논문은 웨일스개발청의 기업 유치를 중심으로 한 지역경제 활성화 정책을 분석하고 그 성과를 산업입지론적 관점에서 검토한다. 웨일스 지역의 경제개발을 실질적으로 추진해온 핵심 주체로서 웨일스개발청은 그간 기업 유치에 많은 성과를 거두었으며 지역경제발전정책의 성공사례로 평가되고 있다. 웨일스개발청의 기업유치 정책에 대한 분석을 통해 다음의 이론적, 정책적 함의들을 발견할 수 있다. 먼저, 웨일스 사례는 전문 기업의 유치와 창업이 지역 산업의 활성화를 촉진함을 강력히 시사한다. 전문 기업의 유치는 지역 내 고용과 지역 주민소득의 향상을 가져올 뿐 아니라 기존의 지역 기업들에게도 새로운 성장기회를 부여한다. 둘째, 이 사례를 통해 지역경제 발전과정에 있어서 공공부문의 역할의 중요성을 확인할 수 있다. 셋째, 기업유치를 위한 적극적인인 홍보활동이 실제적성과를 거두었으며 그것의 중요성이 확인되었다. 넷째, 웨일스개발청이 기업유치를 위해 그간 제공해온 각종 인센티브들이 상당한 효과를 발휘하였는 바, 그것들은 특히 기업들의 초기투자비용을 감소시키는데 집중되어 있었다. 다섯째, 웨일스에서의 기업유치 과정이 지역적 산업전문화 전략을 간과함으로써 유수의 기업들을 유치하고서도 장기적인 측면에서 산업 경쟁력을 제고하는 데 그다지 성공하지 못하였다는 점이다. 이 사례 연구의 핵심적인 이론적 시사점은 그간 산업입지 연구에서 주변적 위치만을 차지해왔던 행태주의 입지론의 의의를 재발견하였다는 점이 될 것이다. 더하여 그것은 편익과 비용을 기초로 한 고전적인 입지모델을 여전히 지지하며 산업클러스터 구축의 필요성을 보여준다.

This paper addresses to the emerging issues for regional/global welfare issues, with special focus on the potentials and influences of the transnational advocacy activism for human and welfare rights. Part One of the paper outlines the emergence of transnational (cyber-)activism for global welfare. It is followed by a discussion of the incompatibility between economic globalization and regional/local deprivation, as well as the potentials for welfare promotion and empowerment. Part Four critically examines the contours and complexity of informational society. The last two parts delineate, respectively, the barriers against and prospects of global welfare activism.

As is widely accepted, port development has a significant impact on the regional economy. In view of the far-reaching effects and diversity, understanding its concrete substance is easier said than done. The need for a systematic approach to this subject is very urgent. This study aims at grasping a various fields that port development encompasses, as practical as possible. Therefore, this article describes the basic economic impact and characteristics of port development and explores the implications for regional economy.

Analyzing the economic effects of establishing an airport in Chongju community, the authors have studied how much the new international airport will impact regional society and what the critical factors are for successful airport. We researched several foreign case studies and analyzed surveyed data in order to find out what dimensions passengers expect to feel good service. The findings have many implications for service theory and managers in airport management.

Nowadays the role of region has been increased, as knowledge, science and technology become important in economic development. This paper argues that a system approach is needed to enhance regional S&T capabilities. Under the this approach, we can identify a concept of regional innovation systems as sub-systems of a national innovation system. This paper investigates Korean regional innovation systems based on R&D budget of regional governments. According to this paper, Korean regional governments' R&D investment is very insufficient. There were no co-relationship between regional governments' fiscal autonomy from the central government and their R&D investment. This paper argues that such a poor investment will restrict the future development of Korean regional innovation systems. Therefore, this paper suggests some strategic options for the development of regional innovation systems as follows. First, regional governments should increase their R&D budget. Second, their R&D efforts should be related with their specific industrial sectors. Third, they should target not only to create new promising industrial sectors but also to enhance technological capabilities of existing sectors. Fourth, their target group should be small and medium-sized enterprises. Finally, regional governments should adopt small and incremental approach to improve their innovation systems.
