Since 1960's along with industrialization and urbanization, economic growth has been . achieved, however, at the same time, environmental condition has been seriously deteriorated. . Currently, volume of wastewater has been increasing at annual rate of 7% in sewage and 20% in industrial wastewater. However, the nation's sewage treatment serves only 33% of the municipal wastewater as of 1991. Major portion of air pollutants comes from combustion of oil and coal which comprise 81% of total energy use and emission gases from motor vehicles increasing at an accelerated rate. It is known that Korea generates the highest amount of waste per capta. Nevertheless, it is not sufficient to reduce the volume of waste by means of resources recovery and recycling. Recognizing the importance of global environmental problems such as ozone layer depletion, global warming and acid rain, international society has been making various efforts since the 1972 Stockholm conference. In particular, it is expected that the Rio conference which has adopted the Rio declaration and Agenda 21 will form a crucial turning point of the emerging new world order after the Cold War confrontation. To cope with such issues as domestic pollution and global environmental problems, the fundamental national policy aims at harmonizing "environmental protection and sustainable development". The Ministry of Environment has recently set up a mid-term comprehensive plan which includes annual targets for environmental protection. According to the government plan, gradual improvement of various environmental conditions and specific measures to achieve them is planned in time frame. Additional sewage treatment plants will be constructed in urban areas with the target to treat 65% of the nation's municipal sewage by 1996. Supply of clean fuels such as LNG will also be expanded starting from large cities as a cleaner substitute energy for coal and oil. In parallel with expansion of LNG, emphasis will be placed on installation of stack monitoring system. Due to the relatively limited land, government's basic policy for solid waste treatment is to develop large scale landfill facilities rather than small sized ones. Thirty three regional areas have been designated for the purpose of waste management. For each of these regions, big scale landfill site is going to be developed. To increase the rate of waste recycling the government is planning to reinforce separate collection system and to provide industries with economic incentives. As a part of meeting the changing situation on global environmental problems after UNCED, and accommodation regulatory measures stipulated in the global environmental conventions and protocols, national policy will try to alter industrial and economic structure so as to mitigate the increasing trends of energy consumption, by encouraging energy conservation and efficiency. In this regard, more attention will be given to the policy on the development of the cleaner technology. Ultimately, these policies and programs will contribute greatly to improving the current state of national public health.

This paper examines the relationship between the locational patterns of global and domestic stores. Objective corporation for this research is the Daiei Inc., which is multinational retail corporation of general merchandise store industry. Used data are For the Customers and 1997 Annual Report published by the Daiei Inc. in 1997, and Worldwide Branch Location of Multinational Companies published by the Gale Researchy Inc. As a result it is recognized that the headquarters of supermarket companies are not necessarily established in the largest city of the store networks. In addition, the chani o stores does not always correspond to the economic territory area of a city or a regional urban system. Usually, supermarkets are established first one after another around the headquarter, so that the store network becomes intensive. Moreover, supermarket companies exhibit a tendence of expanding after having increased density of their stores in their indigenous regions. It seems that supermarket companies try to lay the foundation of their operation firmly on their indigenous regions, while they expand the store network into neighboring regions in order to enlarge their profits. This phenomenon appears more and less partly in the location of oversea purchasing offices. First oversea office location appears in neighboring countries whose headquarter is located in Japan. Another oversea office location is established in higher order city of another continent. Usally after the number of oversea offices increases in their headquarter's neighboring region, the oversea office network exhibits a tendency of expanding in another continents. in addition, network of oversea offices does not always correspond with world urban system. The location of oversea offices is formed, after internalization of supermarket stores was established in Japan. And when increasing rates of supermarket stores was low in Japan, number of oversea offices increased.

recent times, the monthly rent in the Jongno-gu Historical and Cultural Street in Seoul has rapidly increased, because of the presence of large-scale franchises and the entry of private investment into the traditional and local businesses focusing on Bukchon, Seochon, Insa-dong, and Samcheong-dong. As a result, the business environment for these merchants has worsened, due to the increasing economic burden. In order to maintain the business environment of the merchants, it is necessary to evaluate the potential for establishing a regional commercial area, in order to resolve the problems of the existing commercial areas and to improve the locational, economic, cultural and political environment. This study analyzed the factors influencing the merchants' satisfaction with the business environment as a function of their age, by considering three age groups, viz. 30-49, 50-59, and more than 60, considering the locational, economic, cultural and political environment of the merchants. Among the factors influencing the satisfaction with the business environment, the merchants in their 30s and 40s placed more emphasis on the traffic accessibility, floating population, store premium and monthly rent than the other age groups. Among the factors influencing the satisfaction with the business environment, the merchants in their 50s placed more emphasis on the cultural organization, artist activities, expansion of community support facilities, and banning of franchises in certain locations than the other age groups. Among the factors influencing the satisfaction with the business environment, the merchants over 60 years old placed more emphasis on the walking accessibility, monthly sales, merchant community, preservation of historical and cultural landscape, and commercial protection of the government than the other age groups.

Co-rich ferromanganese crusts (Fe-Mn crusts) distributed on the seamounts in the western Pacific are potential economic resources for cobalt, nickel, platinum, and other rare metals in the future. Regulations for prospecting and exploration of Fe-Mn crusts in the Area, which enables the process to obtain an exclusive exploration right for blocks of the fixed size, were enacted recently by the International Seabed Authority, which led to public attention on its potential for commercial development. Evaluation and selection of a mining site can be established based on abundance and grade of Fe-Mn crusts in the site as well as topography that should be smooth enough for mining efficiency. Therefore, acquisition of shipboard echo-sounding and acoustic backscatter data are prerequisite to select potential mine sites in addition to visual and sampling operations. Acoustic backscatter data can be used to locate crust-covered areas in a regional scale with the understanding of acoustic properties of crust through its correlation with visual and sampling data. KIOST had collected the topographic and geologic data to assess the resources potential for Fe-Mn crusts in the west Pacific region from 1994 to 2001. However, they could not obtain acoustic backscatter data that is crucial for the selection of prospective mining sites. Therefore, additional exploration surveys are required to carry out side scan sonar mapping combined with seafloor observation and sampling to decide the blocks for application of an exclusive exploration right.
This paper presents a new framework for design and economic evaluation of wind energy-based electricity supply system. We propose a network optimization (mixed-integer linear programming) model to design the underlying energy supply system. In this model we include practical constraints such as land limitations of onshore wind farms and different costs of offshore wind farms to minimize the total annual cost. Based upon the model, we also analyze the sensitivity of the total annual cost on the change of key parameters such as available land for offshore wind farms, required area of a wind turbine and the unit price of wind turbines. We illustrate the applicability of the suggested model by applying to the problem of design of a wind turbines-based electricity supply problem in Jeju. As a result of this study, we identified the major cost-drivers and the regional cost distribution of the proposed system. We also comparatively analyzed the economic performance of on/off shore wind farms in wind energy-based electricity supply system of Jeju.

This paper suggests a genuine method to estimate the agglomeration effects of Industrial Cluster focusing on the FOODPOLIS (KOREA NATIONAL FOOD CLUSTER). In this study, we will focus on two issues related to the clustering effect. First, Clusters affect productivity, and a cluster allows companies to operate more productively in inputs; accessing technology, human resource, information, services, and needed institutions. Second, we assume that the effects of Industrial Cluster can be estimated from measurement on differency of an added value between large-scale enterprises and smaller ones. To demonstrate effectiveness of this approach, the estimated effect was compared with that from the related study (A Mini-Cluster). Industry Clusters have been considered as critical factors for regional competitiveness and economic revitalization. For this, the government and local government should find a way and strategy to provide useful contents that can attract the participation of firms and to secure strategic positioning and competition strategies.

This study seeks to critically examine the significance and limits of the cluster adaptive cycle model for analysis of cluster evolution and to propose research issues for future analysis of cluster evolution based on this critical examination. Until the 1980s, research on industrial complexes including clusters was based on a 'static perspective' that focuses on the aspect of economic space at a specific point in time, but the research paradigm has recently shifted to a 'dynamic perspective' focusing on 'evolution' of 'complex adaptive systems'. As a result, the adaptive cycle model has attracted attention as an analysis tool of dynamically evolving clusters. However, the cluster adaptive cycle model has emerged by being appropriately modified and expanded according to the properties of the cluster and its evolution. The cluster adaptive cycle model is a comprehensive analysis framework that identifies the characteristics of cluster evolution in terms of resource accumulation, interdependence, and resilience and classifies cluster evolution paths into six different categories. Nevertheless, there is still a need for further discussion and supplementation in terms of theoretical and empirical research to expand and deepen the model. Therefore, research issues for future analysis of cluster evolution are to specify and elaborate the cluster evolution model, to emphasize the concept of resilience, and to verify the applicability and usefulness of the model through empirical research.

As unemployment rises and economic growth slows, interest in startups, which is considered to be the driving force of job creation, is increasing. This study aimed to analyze the employment effects of knowledge-based startups in South Korea. In particular, startups were divided into three categories (knowledge-based manufacturing, knowledge-based service, and other industries) and the region were divided into the capital region and the other regions. The result of the analysis, which used census on Establishments Data from Statistics Korea(KOSIS), showed that the employment effects of startups change in three steps over time. When new firms were created, employment increases instantly. However, as the competition among firms increases, some firms exit the market and employment decreases. In the long-term, some firms will survive the market competition and increase their firm size and the number of jobs they offer. The total employment effect was greater for knowledge-based startups than the other industries startups. The total employment effect of knowledge-based startups are 2.84%p for the period of 6 years. Startups in the Capital region showed higher employment effect than startups in other regions. This implies that in the capital region, employment increases more after the startups are created, but due to fierce competition, employment also decreases relatively more than it does in other regions. However, companies that survive competition create more employment. This study may give some policy implications that startup policies should be tailored to the startup's type and regional characteristics in order to achieve more effective job creation performance.
Technical change and technological innovation have become major drivers of economic progress in the knowledge oriented economies where growth, productivity, and competitiveness are increasingly based on improved technologies, novel products, upgraded processes or customized services. The creation of new knowledge, modifying or improving existent knowledge, or imitation of others, has become central to economic development. New discoveries, state-of-the-art information gathering procedures, or successful problem solving routines are often at he core of these innovations. Despite the generally acknowledged importance of science in many high-tech areas of major economic relevance, there is few science-related statistics to be found in high-profile international benchmarking reports. This paper aims to provide an answer by advancing our understanding of the possibilities of indicators quantifying linkages between science and technology. Central are the concepts of innovation capability and science/technology interface, which are used to assemble a wide range of empirical studies and quantitative indicators to summarize their possibilities and limitations for producing comparative statistics. For the purpose of the study, we extracted the US patents by Korean assignees or inventors, scientific papers cited in the patents in order to analyze the characteristics of linkage of scientific knowledge flows. The review focuses on indicators dealing with flows of written or codified information, and indicators of inventiveness that capture the non-codifiable tacit knowledge dimension. General conclusions will be drawn with a view towards further developments in the foreseeable future, suggesting new avenues for the design and implementation of patent-based and inventor-based relationships between scientific research and technical development within the context of regional or national systems of innovation.
This paper uses the modified gravity model of international trade to examine the impact of ODA on the export of Korea to 28 aid recipients. In this perspective, the study includes recipient's economic size, trade openness, population, donor's scale of aid and distance between them as key determinants of the export of Korea by using panel data over the period of 2005-2012. To do this task, important econometric methods are fulfilled to test the model adequately, such as panel unit root and panel co-integration test. In addition, the study incorporated the panel OLS, panel GLM and panel EGLS methods. The empirical analysis clearly showed that an increase in Korea's ODA promotes its own exports. The coefficients of recipients's per capita GDP, population and trade openness have a positive impact on Korea's export respectively, while distance between them has a negative impact. Regarding regional dummy variables, aid for the region of Africa and America have a negative impact on Korea's export. Overall, the main implication of this study is that even if it emphasized Korea's economic interests as determinants of ODA disbursements, but it also suggests that an improvement of recipient's economic development, income distribution and educational environment can be an important concern in the future.
