지역 혁신정책의 중심이 중앙정부에서 지자체로 전환되고 있다. 하지만 지역별로 차별화된 지역혁신 전략을 수립, 추진하기에 어려움을 겪고 있다. 이는 국가 전체의 차원에서 뿐만 아니라 지역 차원에서도 비효율적이다. 국가내 지역간에 혁신 형태나 특성에 뚜렷한 차이가 있고, 이를 반영하지 못한 혁신 정책은 의도한 효과를 거두기 어렵다. 이러한 문제의식 하에 본 연구는 한국에서의 지역간 혁신 형태의 특성과 차이를 밝혀내고, 이를 유형화하여 적절한 정책적 시사점을 제시하고자 하였다. 기존 연구들에서 제시된 지역혁신 관련 지표들을 검토하고, 선정된 지역혁신지표들을 활용하여 다중인자분석과 군집 분석 방법을 통해 지역들을 혁신유형별로 구분하였다. 그리고 각 혁신유형별로 드러난 특징과 차이를 기초로 그에 맞는 정책적 방향을 예시하였다. 이러한 결과는 향후 지역별 특성에 적합한 혁신정책 수립에 기여할 것으로 기대된다.

외부 경제 환경의 변화에 따라 지역 또는 기업이 재편되는 과정에서 지리 경제적 유산은 기업전략에 제약 또는 자산으로 활용될 수 있다. 이에 대한 이론적 성찰을 통해 지역의 자산이 기업전략 및 지역발전에 미치는 효과를 유형화하고, 안산 기업의 전략들을 분석하였다. 이러한 분석결과를 바탕으로 향후 가능한 몇 가지 인산의 지역발전경로를 제시하고 이를 비판적으로 논의하였다.

In 1996, China, Japan and the ROK all became the party to the 1982 United Nations Convention on the Law of the Sea (UNCLOS). Since then, the UNCLOS has been a fundamental basis for the resolution and management of maritime disputes amongst them. However, there still remain acrimonious disputes in the region. Resources nationalism and the revival of geopolitics aggravates the disputes particularly on sovereignty over disputed islands, maritime delimitation and the legal nature of military activities in other States' Exclusive Economic Zones. Under the circumstances, why have the demands for the conclusion of a regional agreement been raised in this region? A desirable regional agreement regarding ocean affairs should be compatible with the rights and obligations under the UNCLOS, a universal norm regarding ocean affairs. This paper will propose a desirable regional agreement by adopting an incremental approach.

As a result of an increase in population of the Metropolitan area and a steady change of circumstances in many parts, the city is sprawling out into the suburbs. This phenomenon causes the necessity of modification of present urban plan. It is risen as a point of issue that construction systems of new railway routes and underground construction, which should be followed the new urban plan in case of inter-regional railway and regional railway. It is hard to find sufficient financial resources, nevertheless the railway improvement definitely affects regional development and improvement of social environment. Also, there is a limit to government subsidies. In this respect, it is necessary to set up a new idea about movement of existing railway routes and improvement of the equipment. This study examines the present problems of railroad construction system in urban downtown area and introduces a suitable institutional way through referring to the instances of other countries.

The purpose of this study was to assume suitable cultivation areas by items and expectably suitable cultivation areas through coefficient of specialization and spatial concentration analysis, and suggested regional specialized items discovered by this research and regional specialized business management plans & development directions. This study has monitored changing aspects of spatial distribution of suitable cultivation areas in stockbreeding items from 2000 to 2010 by applying methods of location quotient(LQ), a multiple model, and etc, and predicted changing aspects of suitable cultivation areas from 2015 to 2020. As the result of analysis, I found that there were specialized items which were spatially concentrated and that there were hot-spots which were focused on some areas by items. Additionally, there were suitable cultivation areas which remained stable or changed by them. To discover specialized items and to develop businesses, I have suggested that it is necessary to ensure business project's feasibility including the present conditions, circumstances & potential of specialized items, and etc., and to secure business competitiveness including technology exchange, production cost curtailment, business management based on consumer's needs and building systematic data about achievement and etc.

본 논문은 폐광지역에 대한 개발 지원사업의 경제적 성과를 분석하고 향후 폐광지역의 자립적 성장을 이끌어 낼 수 있는 대체산업을 발굴하기 위한 정책적 대안을 제시하는 데 목적을 둔다. 2001년부터 2010년간 전개된 폐광지역 개발 지원사업에도 불구하고 경제적 성과는 미흡한 것으로 나타났다. 개발 지원사업의 내용과 규모에서 낙후지역의 자립적 경제구조의 성립에 한계를 가질 수밖에 없는 지역적 여건을 극복하기 위해서는 지역의 특성을 감안한 전략적 재원의 배분과 체계적인 지원체계를 구축하는 것이 중요하다.

이 연구에서는 도자기를 모티브로 한 일본의 한 농촌지역의 지역활성화운동의 사례를 살펴보고자 하였다. 특히 도자기가 지역활성화의 모티브가 된 역사와 핵심 활동가집단의 이념적 특성과 역할, 그리고 변화하는 현실에 대한 지역사회의 대응전략 등을 중점적으로 검토하였다. 마시코(益子)지역의 도자기산업은 19세기에 본격적으로 발전하기 시작하였고, 20세기에 접어들어서 여러 번 고비를 겪었지만 1960년대부터 민예운동과 결합되면서 비교적 안정적으로 도자기산업이 성장하였다. 이러한 마시코의 경험은 1980년대 말 이후 일본정부가 주력하였던 '위로부터의' 지역활성화운동과는 달리 자생적인 '밑으로부터의' 지역활성화운동이라고 평가할 수 있다. 또한 일본 전국에 유행처럼 번진 지역활성화운동들보다 선행하여 지역의 전통적이고 토착적인 문화적 자원을 적극적으로 활용한 사례라고 할 수 있다. 민예운동과 결합한 마시코의 지역활성화운동은 문화예술가 집단의 이념적 지도를 바탕으로 부단히 변화하는 현실의 상황들에 적극적으로 대응하여 왔다. 그 대표적인 예로 들 수 있는 것이 1950년대 중반부터 일용 도자기생산으로부터 민예품 도자기생산으로의 전환과 1960년대 중반의 도자기생산 및 판매의 핵심활동가집단의 공식적 출범과 산지직매체계의 구축, 그리고 1980년대 이후의 본격적인 민관협력 등이다. 현재까지 도자기를 모티브로 한 마시코의 지역활성화운동은 비교적 성공적인 길을 걸어왔지만, 지역사회의 다양하고 복잡한 최근의 내부 분화는 현실의 조건에 맞게 새로운 전통을 만들어가야 하는 상황에 놓여 있다는 것을 말해준다.

최근 세계 경제의 개방화 및 우기나라 지방분권화로 인해 지역산업 경제 발전을 위한 디자인산업 육성에 대한 끊임없는 노력과 투자가 요구되고 있다. 최근 중국과 동남아시아 국가와의 제품 가격경쟁력에서 밀리고 있는 국내 상품은 디자인의 독창성이나 제품의 다양성, 그리고 마케팅 분야의 관심 확대를 통해 제품의 브랜드 이미지 구축과 국제사회에서 소비자들의 호응을 얻어야 한다. 따라서 디자인 산업은 제품의 차별화 및 고부가가치화를 통해 국내 산업의 경쟁력을 강화할 수 있는 중요한 수단이 되고 있다. 우리나라 디자인 산업 환경의 문제점으로는, 아직까지도 많은 제조 생산업 분야에서는 상품 개발 및 마케팅 전략 수준이 낮은 실정이며, 새로운 디자인 개발을 위한 투자를 기피하고 있다는 점이다. 또한 유능한 디자이너의 경험이나 기술 축적을 위한 인적 기반 형성에 한계가 있고, 디자인 산업 보호제도 및 정책의 실효성 부재에 문제가 있다. 따라서, 대구, 경북지역의 사회적, 문화적 환경에 부응하는 디자인 산업 활성화를 위한 구체적인 전략으로는 디자인 전문인력 인프라 구축, 디자인 연구개발의 체계화, 디자인 관련 정보의 공유, 디자인 전문회사의 확대 등을 위한 정책 마련이 이루어져야 할 것이다. 그러므로 디자인 중심의 인적, 물적, 지적 인프라 구축을 통한 디자인 기반을 확충하여 지역 혁신 디자인 클러스터화를 통한 대구 경북지역의 경제 활성화에 도움이 되도록 해야 할 것이다.

The situation in Korean peninsula, globally and regionally, which followed the global huge uncertainty, changed a lot. Because of the political crisis, ROK falls into a chaos. And DPRK goes into a policy changing period by the internal issues, international sanctions and assassination accident in Malaysia, which is confirmed to be DPRK's Supreme leader, Kim Jong Un's half brother. Under this changing circumstances, the perspectives of regarding China and the Korean peninsula, must be undated accordingly. Only by understanding the Sino-US relations, the DPRK nuclear issue and the regional dilemmas can we formulate reasonable policies to contribute to the peace and stability of the Korean Peninsula.
