In this study, a reference model is constructed that provides architects or designers with sufficient information on the intelligent service facility that is essential for U-City space configuration, and for the support of enhanced design, as well as for planning activities. At the core of the reference model is comprehensive information about the intelligent service facility that plans the content of services, and the latest related information that is regularly updated. A plan is presented to take advantage of the database of list information systems in the Public Procurement Service that handles intelligent service facilities. We suggest a number of improvements by analyzing the current status of, and issues with, the goods information in the Public Procurement Service, and by conducting a simulation for the proper placement of CCTV. As the design of U-City plan has evolved from IT technology-based to smart space-based, reviews of limitations such as the lack of standards, information about the installation, and the placement of the intelligent service facility that provides U-service have been carried out. Due to the absence of relevant legislation and guidelines, however, planning activities, such as the appropriate placement of the intelligent service facility are difficult when considering efficient service provision. In addition, with the lack of information about IT technology and intelligent service facilities that can be provided to U-City planners and designers, there are a number of difficulties when establishing an optimal plan with respect to service level and budget. To solve these problems, this study presents a plan in conjunction with the goods information from the Public Procurement Service. The Public Procurement Service has already built an industry-related database of around 260,000 cases, which has been continually updated. It can be a very useful source of information about the intelligent service facility, the ever-changing U-City industry's core, and the relevant technologies. However, since providing this information is insufficient in the application process and, due to the constraints in the information disclosure process, there have been some issues in its application. Therefore, this study, by presenting an improvement plan for the linkage and application of the goods information in the Public Procurement Service, has significance for the provision of the basic framework for future U-City enhancement plans, and multi-departments' common utilization of the goods information in the Public Procurement Service.

Collaborative Digital Reference Service(CDRS) that answer the users' questions through web has provided in Korea since 2004. CDRS has been revitalized in the developed countries, but not in Korea. This study analyzed the current status of CDRS, extracted the problems and limitations based on the analysis, and made the suggestions for improving CDRS in Korea to intensify the user satisfaction. The study analyzed the Korea's one and only CDRS service provided by Korea Institute of Science and Technology Information from 2004 to 2007. This study indicated the current trends of usages and services by analyzing the 4-years statistics, objectified the current situation, and suggested the improving plan for the services.

In this paper, we propose a real time QoS(Quality of Service) guaranteed transmission mechanism for MPEG video traffic at the congested node in IP based networks. Recent spread of the Internet has increased the demands of a real time multimedia service of the quality, Because the type of Internet services can, however, offer the best effort delivery strategies, it is difficult to treat all the types of traffic with differential COS (Class of Service). Most of all, the hierarchical coding method of MPEG data utilizes the reference frame for the motion prediction. The loss of the reference frames makes QoS of the video traffic degraded because the reference frame bit error causes the consecutive packet loss. Therefore we have studied the real time QoS guaranteed mechanism for video traffic by analyzing the previous methods. Computer simulation results show that the proposed scheme has better performance than the previous one.

A improved system and protocol architecture for Personal Environment Service which has been created recently, is proposed in this paper. PES is the typical mobile convergence service based on smart phone and user profile, and its influence would be very huge in the near future. In order to make it feasible more efficiently, the system architecture should be studied from the early stage. The proposed PES system and protocol architecture could be valuable reference for the further study and development of PES system and technology.

The purpose of this study is to suggest core values and principles of children's services in public libraries. The writer, for the purpose, investigate a number of children's service guidelines from national and international level. The writer suggests eight core values and nine mission for the children's services in public library with administrative principles of whole aspects of children's services.

The utilization of the Mobile Government system is having more than a few challenges including complexity of different mobile technologies, determining interoperability among existing systems and infrastructures, and establishing services with secured networks. To get over those challenges, integrated standard, innovative and comprehensive system architecture is required by the M-Government. Hence this study proposed reference EA framework for M-Government system in order to avoid unnecessary duplication of infrastructure deployment and integrate services among different government instructions. The study based on literature review, and current infrastructure and mobile network situation for delivering Government services of Mongolia. The study recommends innovative m-Government system framework used EA, and scope covered mobile service delivery area centered on G4C and C2G perspectives. The Federal Enterprise Architecture Framework has used in this research, and the proposed system service architecture defines the interoperable standards, infrastructure components, applications, and technologies for government institutions in Mongolia to aid interactions necessity among them to provide m-Service.

The focus of enterprise collaboration of supply chain management, has changed from integrating and exchanging business information to integrating and managing business processes between business partners. However, the collaboration is difficult due to the inherent complexity such as diverse business processes and dynamic business environments. To settle these problems, a reference model based enterprise architecture framework for the collaboration of supply chains is proposed in this paper. The supply chain collaboration framework is composed of three reference models capturing the different views of supply chain collaboration: supply process reference model, service component reference model, and technology and standard reference model. As the framework adapts the OMG's metadata architecture, the processes in the supply chain can be extended and integrated with other value chains, such as design chains, when it is necessary. Using the proposed framework, business managers can rapidly integrate and manage their business processes with their suppliers and customers.

This study investigated information technological factors in the qualifications of librarian job ads to identify major information technology skills and experiences for librarians. As the result of investigation, the major preferences for information technology skills and experiences are identified in each group of librarians such as administration and management, reference, technical service.

The post-production of smart farming defines the stage that the final products are delivered from producer to consumers via market on ICT network. It deals with the process of product packaging and distribution from producer to consumer with marketing strategy. This focus on reference model for post-production service including specialization, centralization of product delivery, and just-in-time delivery, and marketing system on the network. It defines a significant function component on post-production stage. The producer plays a significant role in economy being one of the main contributors to the many customers. This articles suggest the effective product distribution service which requires delivering the right product, in the right quantity, in the right condition, to the right place, at the right time, for the right cost, and encompassing global marketing based on ICT network, will be provided[1].

ISDN, the beginning of broadband and multimedia service, is a digital network that provides integrated end-to-end digital telecommunication services for transmissions of different kinds of information, from voice and facsimiles to data and images. In Japan, Britain and U. S there has been shown the demand of ISDN is considerable and ISDN technology is becoming quite stable. Furthermore,their ISDN service experience helps them to set up and carry out the marketing strategies for Internet access services such as ADSL, Cable Modem and WLL, etc. This paper examines and compares services, charge and discount scheme of ISDN across 14 telecommunication carriers. It can be utilize as a reference for diffusing ISDN as well as developing Internet access services and marketing strategies.
