Revitalization of Urban Regeneration through the Happiness Housing Project as Public Housing Policy

  • Urban space structure in South Korea when through drastic changes ever since public housing policies began their full-fledge implementation. That is, public housing policies represent the main cause for formation of the current urban space structure, as the public houses are constructed in accordance with changes of demographic/social structure, considering changes of housing demand, in urban spaces demanded by the end users. After rapid industrialization and urbanization in the 1960's, each government in different periods have implemented housing supply policies through massive urban developments, to resolve the issue of housing shortage and residential instability. Phase 1 New Towns were developed in the 1980's resulting in suburbanization of the Seoul Area, followed by urban sprawl due to construction of small-size New Towns after deregulation in the 1990's, and construction of Phase 2 New Towns for resolution of housing shortage in the early 2000's and the resulting urban problems. In the mid-2000's, construction of Bogeumjari houses in GB areas led to insufficient housing supply in downtown areas, and the period after 2010 witnessed continuous deterioration of existing urban areas and acceleration of the rental housing crisis caused by rental housing shortage in downtown areas. Moreover, the residentially vulnerable classes consisting of young, 1~2-member households is expanding, with the real estate market in recess. Therefore, the government is trying to achieve urban regeneration through public housing policies so as to resolve the urban space problem and the housing problem at the same time, and the Happiness Housing Project has been implemented as a policy to achieve that goal. The Happiness Housing Project for young, residentially vulnerable classes in downtown areas, is going through diversification aimed at conjunction with urban regeneration projects in downtown areas, as exemplified by conversion of rental houses in residential environment improvement project districts and redevelopment/reconstruction project districts into happiness housing, and supply of happiness housing in conjunction with small reorganization projects for deteriorated residential areas in such areas as those excluded from New Town designation. Continuous supply of Happiness Housing in conjunction with urban regeneration requires mixed-use residential development which includes convenience facilities and public facilities, along with improvement of rental conditions (rental period/rent) and diversification of project methods, considering that the project is implemented in downtown areas.

  • Apartments are built in small countries to accommodate densely populated cities and maximize urbanization. Many apartment complexes have been built in recent reconstruction or redevelopment projects. An increase in crime has resulted due to residents living in a narrow space. Larceny is the most commonly reported crime in apartment complexes. Apartments can be classified as stairway, hallway, or plane surface. This study compares and analyzes the frequency of theft by apartment type to assist in creating a safer residential space. In America and England, scholars studied to make a safer residential space, and have applied the theory of 'the Defensible Space' and 'Crime Prevention Through Environmental Design(CPTED)' since 1970s. Korean apartment design now reflects CPTED in new apartment construction. In this study, 12 apartment complexes were selected in Changwon city to conduct analysis of theft in selected complexes. The study will cover housing invasion theft, motorcycle and car theft and snatching. The most frequency larceny is motorcycle and car theft, the second is housing invasion theft, and the least frequent is snatching. More residents' motorcycles and cars are damaged in a hallway style apartment. More frequently inhabitants have their possessions snatched on a stairway form. 1) When we build new apartment complexes, we must plan to improve territoriality and enhance a natural surveillance by reinforcing dwellers' relationship. Through planning we can prevention the larceny in apartments.

An Economic Analysis of Recycling for Waste Concrete;A Case study at Hosing Development District (폐콘크리트의 현장재활용 시 경제성 분석;택지개발사업지구를 중심으로)

  • Recently, the construction wastes increase rapidly due to the revitalization of reconstruction and redevelopment, the development of new urbanization of large housing development, the expansion of social infrastructure, and so on. To solve rapid increase of construction waste, the government established "the rule on the promotion of recycling of construction waste" in December, 2003. According to the rule, construction wastes can be recycled by either processing on commission or discharger of construction waste. However, most of construction waste can be recycled by processing on commission. One of the most reason is that it is difficult for proving economic effect of site recycling by discharger. This study investigated and analyzed in a generation and disposal process, status of recycling, and procedure and process of site recycling of construction waste. Also, this study proved the validation of site recycling for construction waste as economic efficiency is analyzed through the case study of site recycling at large housing development district. The results of this study can utilize the establishment of policy and basic data of feasibility for site recycling of construction waste.

Analysis of User's Satisfaction on the Street Environment of the General Neighborhood Type of Urban Regeneration New Deal Projects in Daegu (도시재생 뉴딜사업의 가로환경에 대한 이용자 만족도 연구: 대구광역시 일반근린형 도시재생 뉴딜사업을 중심으로)

  • The purpose of this study is to evaluate the user's evaluation of the street environment for the Urban Regeneration New Deal project, which maintains its original urban context and improves the urban environment, as opposed to the full-demolition projects such as urban redevelopment or reconstruction. A questionary survey was conducted on residents for the general neighborhood type of Urban Regeneration New Deal projects in Daegu. An IPA(Importance-Performance Analysis) was conducted to compare the user's satisfaction with the street environments. The main results are as follows. First, the importance and satisfaction of street environments were different for each project. Second, the cleanliness of sidewalks showed high importance and satisfaction at all projects. Third, residents' satisfaction with signs and buildings was high, but their importance was low. Last, residents' satisfaction with parking and the segregation of pedestrian and vehicle was low, but their importance was high. It is necessary to build differentiated plans and programs to meet the needs of residents in the Urban Regeneration New Deal projects.

Flexural Behavior of Reinforced Recycled Aggregate Concrete Beams (순환골재를 사용한 철근콘크리트 보의 휨거동 특성)

  • These days the amount of demolished concrete waste has been increasing due to reconstruction and redevelopment of aged buildings. So the use of recycled aggregates is recommended to solve environmental problems. Some investigations have been carried out to study the flexural behavior of reinforced concrete beams with recycled aggregates. But these have some limitation due to the use of low quality recycled aggregates and small-scale specimens in the laboratory. The purpose of this experimental study is to evaluate the flexural behavior of simply supported RC beams subjected to four-point monotonic loading and made with recycled aggregates. Seven full-scale RC beams were manufactured with different replacement level of recycled aggregates. The main parameters of the study are combination of aggregates. From the test results, the flexural behavior of the beam is described in terms of crack patterns and failure modes. And the flexural strength of RC beam with different types of recycled coarse aggregates and recycled fine aggregates is compared with the provision of KCI code.

A Surveying on the Sewage System in Seoul (수도권 하수방제 방식에 관한 조사 연구)

  • This study is to find out the reasonable drainage system of sewerage in connection with the geographical conditions, the form of city, and the problem of sewerage in and around Seoul. (1) In supplying the sewerage sewer, the separating system is desirable in connection with the problem of sewerage disposal in future. However, in the existing urban district, the conjunction system is used because of the large amount invested according to the diversion of the sewer of the separation system and the influence of the traffic communication. The sewer of the separating system should be used in the case of the fundamental reconstruction of structure as the redevelopment of the urban district or the subway and new-development of area. Therefore, the separating system should be used completely until the goal year. (2) Drainage area was divided for the natural flowing, considering that the 38 streams and topography paly a role of the main stream of drainage. There are the branches, Guyui, Dug-island, Jayang, Hannam, Banpo, Amsa whose divisions are impossible. In these branches, the drain planning was suggested a forced control method by using the exiting pond age and the pumping station. (3) The best available method which improbes the water quality in Han river is as follows. The sewerage is catched and carried to the sewerage disposal plant by establishing the intercept sewer in both or one side of stream. At the same time, the groudwater volume which springs in each stream is drained separatively.

Flexural Behavior of High Strength Reinforced Concrete Beams by Replacement Ratios of Recycled Coarse Aggregate (순환굵은골재 치환율에 따른 고강도 철근콘크리트 보의 휨 거동)

  • Recently, natural aggregate was adequate to supply the demand due to increase of building construction. National pollution induced by construction waste caused by the reconstruction and redevelopment was cited as the major social issues in Korea. Therefore, government are required by law to use the recycled aggregate. In order to consider safety, KS F 2573 recommend that recycled aggregate with below design strength 27MPa and replacement ratio of 30%. This study on flexural behaviors of reinforced concrete beam was conducted and the specimens employed in test were planed with high strength concrete (40, 50 and 60MPa) and recycled aggregate replacement ratio (0, 30, 50, 100%). Although the flexural strength of reinforced concrete beam has trendy to decrease with increase of replacement ratio, it is meet to KCI 2007. The comparison results show that reinforced concrete beam using recycled aggregate can apply as flexural member in building construction.

  • 본 연구는 한국의 도시재생과 스마트 물 관리의 정책 분석을 위하여 도시재생과 스마트 물 관리의 등장 배경, 주요 현안 및 연계성을 모색하고 도시재생방안으로서 스마트 물 관리체계의 가능성을 검토하는 것을 목적으로 한다. 1950년대의 도시재건(Urban Reconstruction)과 1970~80년대의 도시재개발(Urban Renewal, Urban Redevelopment) 등의 정비 사업은 물리적 환경정비에 초점을 맞추었다. 그러나 1990년대 환경문제가 세계적 이슈로 등장하면서 교외지역 난개발 문제에 대한 대응책이 필요하게 되었고 도시의 물리 환경적, 산업 경제적, 사회 문화적 측면을 부흥시키는 도시재생 접근법이 출현하였다. 한국 정부는 2017년부터 시작한 '도시재생 뉴딜사업'의 일환으로 스마트 기술을 적용한 도시재생사업을 통해 스마트도시 선도국가 도약과 세계적 흐름에 부합하는 도시성장을 기대하고 있다. 1980년대 초 등장한 스마트 기술은 2000년대 들어와 스마트 도시, 스마트 인프라, 스마트 그리드 등의 분야로 확대, 진보하였다. 물 분야의 스마트 기술은 2009년 스마트워터그리드 이니셔티브(Smart Water Grid Initiative)의 발족과 함께 IBM, CISCO, Intel 등의 IT 기반 물 관리 워킹그룹 형성, Suez, Veolia, Siemens 등 수처리 기업의 스마트워터그리드 분야 진출 모색과 함께 발전하기 시작하였다. 이후 2012년 유엔 스마트 물 관리 포커스 그룹(ITU-T SG 5)의 스마트 물 관리 표준화 연구가 착수되었고 한국은 국토교통부 건설교통기술 연구 개발사업 중 하나로 스마트 물 관리 장기 연구 사업을 시작하였다. 스마트 물 관리는 수자원 및 상하수도 관리의 효율성 제고를 위하여 스마트 미터, 센서, 디지털지도제작 등 ICT를 이용한 차세대 물 관리시스템이라고 정의할 수 있다. 구체적인 대상 분야를 고려한다면 하천수, 우수, 지하수, 하폐수처리수, 해수담수 등 다양한 수자원의 관리, 물의 생산과 수송, 사용한 물의 처리 및 재이용 등 물 관리 전 분야를 포함한다. 그러나 스마트 물 관리의 용어와 개념을 처음으로 도입한 미국 등 선진국과 관련기업들은 스마트 물 관리를 '스마트 워터 미터, 센서, 첨단 모델링, 수문 지도제작, 스마트 관개농업, 자동화 로봇 등 다양한 기술을 통합적으로 운영하는 지능적인 수자원 관리를 위한 정보네트워크'로 정의한다. 일찍이 도시재생으로의 패러다임 전환을 실시한 영국 및 일본과 달리 한국의 도시재생은 개념, 구성요소, 범위, 사업방식 등의 여러 가지 측면에서 아직 형성단계에 있다. 또한 한국의 스마트 물 관리 논의는 개념정립 측면에서 심층적 논의가 거의 부재하였다. 기존의 논의들은 수자원 혹은 상하수도서비스 분야에서의 연구결과와 기술개발성과를 기계적으로 적용하고 확대하는 측면만을 부각시켰다. 그러나 이와 같은 스마트 물 관리에 대한 논의는 정보통신기술과 물 관리 서비스를 단편적으로 연결하고 적용범위를 제한할 수도 있다는 점에서 한계성이 있다. 본 연구는 국내외 문헌검토를 바탕으로 한국의 도시재생과 스마트 물 관리의 정책을 분석하고 지금까지 별개로 간주된 두 개념의 장점을 융합하여 향후 지속가능한 도시개발 사업으로서의 가능성을 검토하고자 한다.
