해양낚시(해양유어)의 제도적 관리 타당성에 관한 공공경제학 및 환경경제학적 분석연구 (A Public and Environmental Economic Analysis of Management Aspects and Institutional Management Framework of Marine Recreational Fisheries)

  • Increasingly, leisure time is being used for outdoor recreational activities, and fishing is one of the principal forms of marine recreation. Marine recreational fishing is a popular activity in Korea and this activity has led to the development of a sector of substantial social and economic value. Also it is considered as one of the important outdoor leisure industries in Korea. With rising of income level and development of marine outdoor leisure industries, social, economic demand increase of marine recreational fishing are showing us new advance ability of marine aquatic bio-industry. However the recreational use of fish stocks has become an important consideration in the public and environmental economic analysis of management aspect of fishing, having grown considerably over recent years to reach a level in Korea where the fish stocks and coastal ecosystem has become a significant management problem. we are inevitably facing marine environmental deterioration and overfishing in marine recreational fishing. In this study, not only resources and environmental problems which are occurred by recreational fishers, but also illegal fishing behaviors and other problems such as market's failure are going to analyze basic management theories and methods of recreational fishing through mathematical principals and economic rents which maximize net social benefits. In view of the likelihood of marine recreational fishers adopting high rates of discount, the conservation of fish resources would appear to require continual public surveillance and control of the physical yield and condition of the fish stocks and the optimal use level. The institutional management of recreational fisheries is the way of escaping the collapse of recreational fisheries just like as the situation of management's failure of commercial fisheries worldwide. One of the effective management measure is a license system. In this system, optimal fee is paid by recreational fishers, which prevent them from overfishing, environmental problems to some extents and carry out the optimal number of outings. And money obtained by license fee should be spent for more improvement fishing culture and welfare for marine recreational fishing. Marine recreational fishing is to be promoted under sound conservation and management principles.

  • Marine recreational fishing is one of the most popular outdoor leisures and the number of people who are participating is sharply increasing more and more because of the increasement of their income and demand for marine leisure. However our ecosystem is inevitably facing marine environmental deterioration and overfishing. That is because marine recreational fisheries resources are common property resources which can be catched by anyone not willing to pay for them except their private costs as commercial fisheries. Also fisheries resources unlike other resources are renewable resources and have a critical zone. That is, having a possibility of severe depletion may result from high discount rates used by private exploiters. This paper is focused on that marine recreational fishing license system which is adopted in most advanced countries such as Canada and U.S. and included in deterioration. And money obtained by license fee should be spent for more improvement fishing culture and welfare for marine recreational fishers.This system can lower the high rates of discount and be useful to become a sustainable marine recreational fishing industry.

IT융합 기술을 활용한 스마트 페데스털 시스템의 개발 (Development of Smart Pedestal System using IT Convergence Technology)

  • 최근 해양 레포츠 활동에 대한 사람들의 참여가 증가하면서 마리나에 대한 수요가 폭증하고 있다. 이와 같은 수요를 충당하기 위하여 국토해양부에서는 2019년까지 총 1조 7000억원을 투입하여 전국 43개소에 5,600여척을 계류할 수 있는 마리나 시설을 건립할 계획이다. 마리나 시설에 가장 필요한 시설이 바로 레저 보트에 전기와 물을 공급할 수 있는 페데스털 시스템이다. 현재, 우리나라에 설치되는 페데스털 시스템은 전부 해외에서 수입하고 있다. 이에 본 논문에서는 국내 최초로 IT 융합 기술을 이용하여 스마트 페데스털 시스템을 개발하였다.

해양레저 발전을 위한 피셔리나 활성화 방안 (Fisherina Activation Plan for the Development of Marine Leisure)

  • 본 연구는 피셔리나 개발의 필요성을 심층적으로 분석하여 피셔리나 활성화 방안을 제시하고자 수행되었다. 이를 위해 문헌분석과 심층면담, 델파이 분석을 통해 결과를 도출하였다. 그 결과 피셔리나 개발의 필요성은 첫째, 해양레저 선박의 증대로 인한 포화상태, 둘째, 경제적인 건설의 가능성, 셋째, 어촌경제의 활성화로 나타났다. 피셔리나의 문제점은 첫째, 어민과 레저선박 이용자 간의 갈등, 둘째, 재정적 어려움, 셋째, 인프라의 부족으로 도출되었고, 이에 따른 피셔리나 활성화 방안은 첫째, 이해관계자를 중심으로 한 협의체 구성방안, 둘째, 재정건전성 확보방안, 셋째, 사업연계를 통한 인프라 구축방안, 넷째, 제도적 보완방안으로 나타났다. 이와 같은 결과는 낙후된 국내 피셔리나 개발 사업을 확대하고, 더 나아가 해양레저산업의 활성화에 중요한 역할을 할 수 있을 것이다.

  • 국내 마리나항만은 해양레저의 대중화와 더불어 해양관광산업 육성을 위하여 2010년 마리나항만법 제정 및 제1차 마리나항만기본계획 수립으로 전국에 34개 이상의 시설들이 조성 운영 중에 있다. 본 연구는 해양레저 트렌드 변화와 함께 레저선박 수요증가에 대응한 국내 마리나항만의 운영 여건을 분석하고 마리나항만의 유형 및 기능에 따른 서비스 개선방안을 제시하였다. 국내 마리나항만이 해양레저활성화의 기반시설로 활용되기 위해서는 마리나항만의 규모와 입지적 특성에 맞는 서비스기능 제고방안이 마련되어야 한다. 또한 마리나항만내 레저선박의 환경관리와 관광객 편의제공을 위한 시설개선이 필요하다.

  • 해양레저 활성화를 위한 정부의 정책 기조에 따라 2009년 마리나항만법 제정 및 제1차 마리나항만기본계획이 수립되면서 현재 전국적으로 마리나항만 시설 34개소가 조성·운영 중이다. 본 연구는 해양관광 트렌드 변화와 레저선박 수요 증가에 대응한 국내 마리나항만 운영여건을 분석하고 마리나항만 정책의 개선 방안을 제시하였다. 국내 마리나항만이 해양레저 활성화를 위한 기반시설로 활용되기 위해서는 마리나항만의 규모와 입지적 특성에 맞는 서비스 기능 제고 방안이 마련되어야 한다.

Effect of fabrication processes on mechanical properties of glass fiber reinforced polymer composites for 49 meter (160 foot) recreational yachts

  • Polymer composite materials offer high strength and stiffness to weight ratio, corrosion resistance, and total life cost reductions that appeal to the marine industry. The advantages of composite construction have led to their incorporation in U.S. yacht hull structures over 46 meters (150 feet) in length. In order to construct even larger hull structures, higher quality composites with lower cost production techniques need to be developed. In this study, the effect of composite hull fabrication processes on mechanical properties of glass fiber reinforced plastic (GFRP) composites is presented. Fabrication techniques investigated during this study are hand lay-up (HL), vacuum infusion (VI), and hybrid (HL+VI) processes. Mechanical property testing includes: tensile, compressive, and ignition loss sample analysis. Results demonstrate that the vacuum pressure implemented dining composite fabrication has an effect on mechanical properties. The VI processed GFRP yields improved mechanical properties in tension/compression strengths and tensile modulus. The hybrid GFRP composites, however, failed in a sequential manor, due to dissimilar failure modes in the HL and VI processed sides. Fractography analysis was conducted to validate the mechanical property testing results.

FFF 3D 프린터를 이용한 DfAM 기반 소형선박용 스탠션 지속가능 개발 사례 연구 (A Case Study on the Sustainability for a Stanchion of Recreational Crafts based on the Design for Additive Manufacturing Using a FFF-type 3D Printer)

  • In this study, the 3D printing technique called design for additive manufacturing (DfAM) that is widely used in various industries was applied to marine leisure ships of equipment. The DfAM for the stanchion for crew safety was applied to the equipment used in an actual recreational craft. As design constraints, the design alternatives were not to exceed the safety and weight of the existing stainless steel material, which were reviewed, and the production of a low-cost FFF-type 3D printing method that can be used even in small shipyards was considered. Until now, additive manufacturing has been used for manufacturing only prototypes owing to its limitations of high manufacturing cost and low strength; however, in this study, it was applied to the mass production process to replace existing products. Thus, a design was developed with low manufacturing cost, adequate performance maintenance, and increased design freedom, and the optimal design was derived via structural analysis comparisons for each design alternative. In addition, a life-cycle assessment based on the ISO 1404X was conducted to develop sustainable products. Through this study, the effectiveness of additive manufacturing was examined for future applications in the shipbuilding industry.

우리나라 해안사구 분포 현황과 기능특성에 관한 고찰 (Review of the Functional Properties and Spatial Distribution of Coastal Sand Dunes in South Korea)

  • Coastal sand dunes are dynamic and fragile buffer zones of sand and vegetation where the following three characteristics can be found: large quantities of sand, persistent wind capable of moving sand, and suitable locations for sand to accumulate. The functional properties of coastal sand dunes include the roles in sand storage, underground freshwater storage, coastal defense, and ecological environment space, among others. Recently, however, the integrity of coastal dune systems has been threatened by development, including sand extraction for the construction industry, military usage, conversion to golf courses, the building of seawalls and breakwaters, and recreational facility development. In this paper, we examined the development mechanisms and structural/format types of coastal sand dunes, as well as their functions and value from the perspective of coastal engineering based on reviews of previous researches and a case study of a small coastal sand dune in the Nakdong river estuary. Existing data indicate that there are a total of 133 coastal sand dunes in South Korea, 43 distributed on the East Sea coast (32 in the Gangwon area, and 11 in Gyeongsangbuk-do), 60 on the West Sea coast (4 in Incheon and Gyeonggi-do, 42 in Ghungcheongnam-do, 9 in Jellabuk-do, and 5 in Jellanam-do), and 30 on the South Sea coast (16 in Jellanam-do, 2 in Gyeongsangnam-do, and 12 in Jeju).

지하수위 변화에 따른 호안 주변 지반내의 흐름특성 (Pore flow Characteristics in Seabed around Dike Due to Variation of Ground Water Level)

  • 최근, 해수욕장으로서의 기능 창출 뿐만 아니라 해안공간의 이용 및 개발에 따른 자연해변의 소실을 대체할 수 있는 인공해변이 건설되고 있다. 그리고, 파랑작용에 의한 매립토사의 유출로부터 인공해변을 보호하기 위한 구조물이 필요하며, 일반적으로 호안이 주로 건설된다. 해저지반 상부에 건설되는 호안의 안정성을 위하여 필히 검토되어야 할 사항 중의 하나가 호안 배후의 지하수위 거동이다. 그러나, 비선형파랑과 지하수위의 거동특성이 인공해변의 토사유출 및 구조물의 안정성에 중요한 요소로 작용함에도 불구하고 이에 대한 연구는 거의 수행되지 않았다. 본 연구에서는 비선형파랑과 호안 및 지하수위로 인한 흐름간의 동적 상호작용을 살펴보기 위하여 정수위와 지하수위와의 차이를 고려할 수 있는 수치파동수로를 개발하였다. 개발된 수치파동수로를 이용하여, 지하수위 변화가 호안 주변 지반내의 수리학적 특성에 미치는 영향을 살펴보았고, 지하수위의 변화에 따른 파동장 및 간극수 흐름, 간극수압 및 와도를 수치적으로 재현하였다. 결과로부터 지하수위의 변화에 따른 호안 주변 지반내의 수리학적 특성들이 어떻게 영향을 받는지 알 수 있었다.
