  • The study attempts to estimate the recreational benefits of Chilgap multi-purpose reservoir using the on-site survey sample of 130 visitors. The individual travel cost method is used for measuring the recreational benefits of Chilgap multi-purpose reservoir and a zero-truncated negative binomial model is used to elicit the travel demand function. The price elasticities of visit demand are ranged from 0.29 to 0.39. Recreational benefits are ranged from 119 to 156 thousand won per visit and are ranged from 292 to 383 thousand won per annual. When the number of annual visitors to Chilgap reservoir is appled, then the recreational benefits are ranged from 2.7 to 3.6 billion won. This study could contribute to the advancement of post-construction evaluation in the public construction field similar to Chilgap reservoir.

  • There is imminent need to find a way to measure the recreational benefits of water so that appropriate actions can be taken to make a multi-purpose reservoir. Therefore, this study attempts to apply a choice experiment to quantifying the recreational benefits of a multi-purpose reservoir, using a specific case study of Sangkwan multi-purpose reservoir. We consider the trade-offs between price and attributes of recreational attributes for selecting a preferred alternative and derive the marginal willingness to pay (MWTP) estimate for each attribute. The results show that the MWTP for providing additional 10,000 ton of water is estimated to be 3 won per household per year. The MWTP for improving 1 level of water quality is computed to be 645.5 won per household per year. Moreover, the MWTP for providing recreation facilities is calculated to be 1,518.6 won per household per year. This study allows us to provide policy-makers with useful quantitative information that can reduce uncertainty in the decision-making process related to a multi-purpose reservoir construction projects.

  • Increasingly, leisure time is being used for outdoor recreational activities, and fishing is one of the principal forms of marine recreation. Marine recreational fishing is a popular activity in Korea and this activity has led to the development of a sector of substantial social and economic value. Also it is considered as one of the important outdoor leisure industries in Korea. With rising of income level and development of marine outdoor leisure industries, social, economic demand increase of marine recreational fishing are showing us new advance ability of marine aquatic bio-industry. However the recreational use of fish stocks has become an important consideration in the public and environmental economic analysis of management aspect of fishing, having grown considerably over recent years to reach a level in Korea where the fish stocks and coastal ecosystem has become a significant management problem. we are inevitably facing marine environmental deterioration and overfishing in marine recreational fishing. In this study, not only resources and environmental problems which are occurred by recreational fishers, but also illegal fishing behaviors and other problems such as market's failure are going to analyze basic management theories and methods of recreational fishing through mathematical principals and economic rents which maximize net social benefits. In view of the likelihood of marine recreational fishers adopting high rates of discount, the conservation of fish resources would appear to require continual public surveillance and control of the physical yield and condition of the fish stocks and the optimal use level. The institutional management of recreational fisheries is the way of escaping the collapse of recreational fisheries just like as the situation of management's failure of commercial fisheries worldwide. One of the effective management measure is a license system. In this system, optimal fee is paid by recreational fishers, which prevent them from overfishing, environmental problems to some extents and carry out the optimal number of outings. And money obtained by license fee should be spent for more improvement fishing culture and welfare for marine recreational fishing. Marine recreational fishing is to be promoted under sound conservation and management principles.

  • This paper attempts to quantify the economic value of the recreational benefits from the Jangheung dam. To this end, the contingent valuation (CV) survey was administrated to a sample of randomly selected 1,000 households from the national population. We used single-bounded model as a method of eliciting the willingness to pay (WTP) and applied a spike model to deal with zero WTP responses (72.5%) from the CV survey. The respondents were asked to state whether to pay a given amount through additional higher income tax once a year for next ten years. The results show that the annual recreational benefits of the Jangheung dam are estimated to be 1,348 won per household, which is statistically significant at the 1% level. Expanding the value to the national population gives us 24.9 billion won per year.

  • The purpose of thin paper is to test difference of the two question formats, open-ended and dichotomous choice formats, in the contingent valuation method using the estimated recreational benefits. The data were collected from the visitors at the Songnisan National Park. The recreational benefit based on the equivalent variation. The two question formats, but the same content, were asked of the same individuals. In this analysis, it was used travel cost and monthly income as the exogenous variables, which assumed a linear functional form for the WTP equation. The model assumed a bivariate normal distribution on the basis of the probit and tobit model concerning the censored zero WTP. The result showed no differences in the recreational benefits from the different question formats under a same respondent. The mean benefit was estimated 25.556 Won per 5 years per visitors.

  • This study is to evaluate economic effect of the creation project of Octopus Ochellatu spawning and habitat ground in Taean County. The main results of this study are summarized as follows: first, the creation project cost of Octopus Ochellatus spawning and habitat ground invested in Taean from 2015 to 2017 was 3,400 million won. Second, The creation project of Octopus Ochellatus spawning and habitat ground directly provides fishing benefits, recreational boat fishing benefits, festival benefits, research and development benefits, and employment benefits. Third, on the basis of above benefits, the creation project of Octopus Ochellatus spawning and habitat ground has a net present value of 14,478 million won, internal rate of return 60.8%, and benefit-cost of 5.03 under a 4.5% social discount rate. Also, the creation project creates 47 jobs. This indicates that the creation project of Octopus Ochellatus spawning and habitat ground contributes not only to the increase in the income of coastal fishery, recreational boat fishing business and fishing villages but also to the job making. In conclusion, with all these results, a project for making spawning grounds and habitats in the specified region gives species more numerically abundant and this gives more profits to fishermen in the coastal area. In addition, this project helps to make attractions to visitors or people who came to those specified regions to participate in events or have recreation, which means it improves profits to that fishing village and improve a settlement condition.

  • Arguments against charging fees for use of recreational forests and parks generally rest on the assumption that the public sector has the responsibility to provide as many recreational opportunities as it can to all visitors in Korea. The entrance fee in recreational forests allowed some governmental resource management agencies to keep a portion of user fees generated on-site, instead of returning all revenue to the general treasury. Funded primarily through entrance, activity, parking, and mountain villa-use fees, this legislation has been successful in reducing the maintenance backlog for participating agencies. However, it is unclear what effect user fees might have on visitors attending interpretive programs and the benefits that agencies might receive from implementing this policy. From this point of view, this study is a similar case at the Visitor Center and Species Restoration Center at Jirisan in terms of fee-based field trips to the places. In this research, two hundred twenty-three visitors at the Visitor Center and Species Restoration Center at Jirisan National Park answered questions about their trips from 2005 to 2006. Results indicted that the ecoguide not only increased visitor's appreciation of the resource, but also enhanced their perceptions of the Korean National Park Service (KNPS) fee policies.

  • The Korean version of Perceived Restorativeness Scale was administered to 150 SanEum Recreational Forest visitors to investigate it's psychometric properties. Factor analysis revealed that the scale consists primarily of four factors related to compatibility, preference, being away and coherence. The internal consistency of the scale was positive. Based on these tests, it appears that the scale is a sound measure of restorativeness or psychological health benefits from forest experience.
