Panel Data Analysis between Flood Damage and Recovery Cost (Panel Data 분석을 통한 홍수피해와 복구비 관계분석)

  • This paper addresses the correlation between the flood damage cost and recovery cost. National data (15 regions) for 20 years, panel data, has been analyzed for this test. Model specification of panel data analysis depends on the characteristics of data set and "fixed" or "random" effects model can be used. The results are represented in both models. As we expected all independent variables show positive relationship with recovery cost, except for the number of death and suffers. The damage of public facilities, such as rivers and road are the major factors on the damage and recovery cost, which means that flood damage can not be decreased without decreasing damages of public facilities from floods. Especially, the recovery cost is always higher than the damage cost and investment for flood control. Unlikely, government investment for flood control is the highest and recovery cost is the always lower than da mage cost andinvestment in Japan. Which means that proper investment can reduce economic damage cost of flood and recovery cost.

Dual Path Magnetic-Coupled AC-PDP Sustain Driver with Low Switching Loss

  • A cost-effective magnetic-coupled AC-PDP sustain driver with low switching loss is proposed. The transformer reduces current stress in the energy recovery switches which affects circuit cost and reliability. The turns-ratio can be used to adjust the sustain pulse slopes which affect gas discharge uniformity. Dividing the recovery paths prevents abrupt changes in the output capacitance and thereby switching losses of the recovery switches is reduced. In addition, the proposed circuit has a more simple structure because it does not use the recovery path diodes which also afford a large recovery current. By reducing the current stress and device count in the energy recovery circuit, the proposed driver may have decreased circuit cost and improved circuit reliability.

  • Comparative study on a low cost sustaining driver with single and dual path energy recovery circuits for plasma display panels (PDPs) is shown in this paper. The cost of PDPs has been still high and about half of the cost has been occupied by driving circuit. A simple sustaining driver is proposed to reduce the cost and size of driving circuit. The proposed driver has small number of devices and reactive components and there are two methods for charging and discharging PDPs such as single and dual path energy recovery circuits. A comparative research on two-types of energy recovery path is practiced to evaluate performance. As a result, the dual energy recovery path circuit has low power consumption, low surge current and high performance. To verify those results, experiment will be shown with 42-inch HD panel.

Sewerage cost recovery alternatives achievable in seoul (서울시 하수도요금 현실화 방안에 관한 연구)

  • As sewerage systems have obsolete, as quality and service level standards increase, and as rain characteristics change, the sewerage utility authorities are challenged to develop cost recovery strategies that assure financial sustainability. In this study, we conducted scenario analysis to examine the effect of three alternatives of partial or full sewerage cost recovery in Seoul during 2014-30 periods. It turned out that the alternative 1 is optimal and recommended. According to alternative 1, we had better increase annually sewerage fee by 14.8% until 2020 and thereafter apply only the inflation rate in setting sewerage fee. It would gradually decrease the deficit after 2019. The accumulated deficit of 13 billion Won in 2030 was estimated. We expect that this kind of analysis may provide useful informations to help sewage utility staffs, decision makers, and regulatory authorities understand, develop and implement ultimate full cost recovery strategy for many municipalities.

  • Financial supports of private facilities which were damaged by natural disaster are currently performed partially by a government and the guideline of corresponding recovery costs be the natural disaster prevention law in South Korea. However, current financial recovery guidelines for the damaged private facilities has not been estimated objectively so far. This research presents advanced recovery cost search and assesment methods for the damaged private facilities under natural disaster. To produce more accurate data, an investigation for practical field markets which are appointed in Kangwon area is conducted and the proposed recovery values per each item are compared to exact field market values. Finally. more realistic and accurate recovery cost guideline including evaluation and more effective market surveying method are suggested here. A theoretical and practical program for systematic recovery cost calculation is proposed and expected to be used at public institution before long.

  • Major factors that are considered to determine lease charges of container terminals are, among others, construction cost of berth, discount rate, financing cost, and size of annual equivalent recovery. This paper aims to calculate construction costs at PECT and GCT and their annual equivalent recovery on the basis of historical data, and to identify whether or not the relationship of the above result and current lease charges at the two terminals are justifiable.

  • As the business dependency to information systems and the frequency of the large scale disasters increase, implementing the disaster recovery center has been a common practice. However, since there has been little quantitative decision method for the distance between the data center and the disaster recovery center, the distance decision has been commonly made by qualitative guidelines. In this research, the decision method for the optimal distance between the data center and the disaster recovery center is developed, using the cost analysis including the operation cost and the expected disaster cost. An illustrative numerical example is provided.

Economic Evaluation of IT Investments for Emergency Management : A Cost-centric Control Model

  • In an emergency management case, evaluating the economic value of information technology investments is a challenging problem due to the effects of decision making, uncertainty of disasters, and difficulty of measurements. Risk assessment and recovery process, one of the major functions in emergency management, consists of (1) measurement of damages or losses, (2) recovery planning, (3) reporting and approving budgets, (4) auctioning off recovery projects to constructors, and (5) construction for the recovery. Specifically and of our interest, measurement of damages or losses is often a costly and time-consuming process because the wide range of field surveys should be performed by a limited pool of trained agents. Managers, therefore, have to balance accuracy of the field survey against the total time to complete the survey. Using information technologies to support field survey and reporting has great potential to reduce errors and lowers the cost of the process. However, existing cost benefit analysis framework may be problematic to evaluate and justify the IT investment because the cost benefit analysis often include the long-run benefit of IT that is difficult to quantify and overlook the impact of managerial control upon the investment outcomes. Therefore, we present an alternative cost-centric control model that conservatively quantifies all cost savings to replace benefits in cost benefit analysis and incorporate the managerial control. The model provides a framework to examine how managerial decision making and uncertainty of disaster affect the economic value of IT investments. The current project in Emergency Agency in South Korea is introduced as a case to apply the cost-centric control model. Our work helps managers to better evaluate and justify IT-related investment alternatives in emergency management.

  • This paper studied the economical efficiency of ground source heat pump system under various conditions in apartments which have important effects on the housing market. And this study analysed the initial cost increase, saved managing cost and recovery time of initial cost. Analysis result showed as time of heating-cooling and water heating increases, the amount of saved managing cost increased much than the initial construction cost, so recovery time shortened. And as the net area of apartment increases, the recovery time increased. The study of the relation between the installation type and recovery time of initial construction cost showed when heat-cooling system adapted ground source heat and water heating system adapted waste heat, the initial construction cost was recovered most quickly. When Ground Source Heating system was used for the heating-cooling and water heating system, ground source heating system was used for the heating-cooling and waste heat used for water heating, and ground source heating system was used for the heating-cooling and LNG used for water heating, the construction cost increased 72,000, 66,900 and 62,300 won each per $m^2$ compared to the current system (package air-conditioner, heating and water heating using LNG).

High Performance and Low Cost Single Switch Current-fed Energy Recovery Circuits for AC Plasma Display Panels

  • A high performance and low cost single switch current fed energy recovery circuit (ERC) for an alternating current (AC) plasma display panel (PDP) is proposed. Since it is composed of only one power switch compared with the conventional circuit consisting of four power switches and two large energy recovery capacitors, the ERC features a simpler structure and lower cost. Furthermore, since all power switches can be switched under soft switching operating conditions, the proposed circuit has desirable merits such as increased reliability and low switching loss. Specifically, there are no serious voltage notches across the PDP with the aid of gas discharge current compensation, which can greatly reduce the current stress of all inverter switches, and provide those switches with the turn on timing margin. To confirm the validity of proposed circuit, its operation and performance were verified on a prototype for 7-inch test PDP.
