A Study on PR Program for Low Carbon & Green Railroad (기후변화 대응 저탄소.그린 철도 홍보방안에 관한 연구)

  • Reduction of $CO_2$ emission is one of major issues in the whole industries, especially transport system. Railroad companies in the advanced countries such as EU, Japan, etc. have made great efforts on the improvement of their systems including energy sources, operational efficiency and PR of achievement resulted. Recently, to emphasize the environment-friendly characteristics of the railroad as public transport, the importance of PR is emerging. The achievements were listed in annual, sustainability and corporate responsibility reports. And the superiority of railroad in $CO_2$ emission can be confirmed in web sites and simple advertizing materials. In this study, we proposed the PR programs of achievement and ongoing works in Korean railroad through the case studies on web-based and off-line programs of railroad companies in EU and Japan.

  • The Incheon International Airport Express(I'Rex) is the railroad that connects Incheon International Airport, Gimpo Airport and Seoul Station. I'Rex is now under construction, and it will be connected to Gimpo Airport by 2007, to Seoul Station by 2010. However, there has been no discussion on how th connect different routes of railway Systems. Therefore it seems likely that rail passenger demand will be lower than that of limousine bus. Therefor, this paper proposes 4 effective connecting methods for I'Rex - (1) Shuttle transport, (2) Short-distance connecting transport (Inside I'Rex, Seoul Subway Line 9, 'Han-River line') (3) Mid-distance connecting transport (Jung-ang, Tae-baek, Young-dong line) (4) Long-distance connecting transport (Korean Train Express (Korean high speed railroad)) These methods can increase the connectivity of I'Rex with existing railroads and the competition power of I'Rex against a highway.

  • The railroad freight transport has great merits that can transport mass and specific items(dangerous goods), but it takes a long time because of low accessibility to the logistics facility and the complex process of loading freight in middle station. This paper analyzed volumes and characters of each railroad freight item, and was carried out the effect of applying E&S system to Gyeongbu line containers to find the method of reducing transport time and effective container transportation. As a result of Cost-Effectiveness analysis, the block train(B/T) is reducing transport time more about 1~2 hours. The road congestion cost is saving about 2.2 billion won. And due to skipping work of organizing train, personnel and equipment expenses savings expected about 9 billion won. It is expected that the E&S system enhances the container transport service and has an effect positive influence on making a efficient method of transport. But It is necessary to estimate pre-feasibility of applying E&S system that the standard of estimating cost and benefit is required further examination.

A Study on Railroad Yard Reform for Vitalizing Freight Movement by Railroad: Focused on the Introduction of Piggy Back System (철도물류 활성화를 위한 철도정거장 개량 연구: 피기백(Piggy Back)시스템 도입을 중심으로)

  • There is no question that railroad investment is crucial for better transport systems and the Korean government has continued to invest in railroad facilities. Nevertheless, the modal share of railroad, in particular, for freight has decreased. This is because rail freight transport can hardly meet customer needs such as just-in-time(JIT), a door-to-door service, compared to road transport, to be specific, trucking which can directly carry the freights to the final destinations. This has made the value of the railroad infrastructure less, which has been operated for the past 114 years. This study proposes a new freight movement concept called Piggy Back System. This system can carry freight trucks on the trains and deliver the freights to the final destinations. It can make a door-to-door deliver system possible for railroad transportation, which is the key factor for modal shift from road to railroad. For implementing this, this study proposes three important things: the cost-efficient reforming way of railroad yard that has been used for the past 114 years, the diagram plan of train services, and some technical reviews like clearance limits. This is the first study with practical proposals and solutions on this topic in Korea. The suggestions of this study cut down distribution costs by more than seven trillion won.

Comparative Study of the Effects of the Intermodal Freight Transport Policies (인터모달 추진 정책과 효과에 관한 비교연구)

  • Purpose - The Korean government has devised intermodal transportation policies and granted subsidies to shippers and logistics companies that made a conversion of transportation means through the policies. This provides support by expanding the complex uniform railroad transportation and overhauling the deteriorated railroad facilities. As for 2013, however, the freight transportation percentage of railroad was 4.5% in tons and 8.5% in ton kilometers. Meanwhile, since the 1990s, developed countries such as the U.S. and Europe have been trying to expand intermodal freight transport with a legal and institutional support to build a logistics system corresponding with social and economic environmental changes. In this study, I set out to examine the effects of the intermodal freight transport policies in the EU and the U.S., and to explore the direction of setting up a rail intermodal transport system in South Korea. Research design, data, and methodology - The paper used a qualitative research methodology through the literature review. First, was an overview of Intermodal transportation in the EU, U.S. and UN. Second, it describes the development of transport in Europe and the U.S. with particular emphasis on intermodal freight transport. Third, it explores the direction of setting up a intermodal freight transport in South Korea. The last section contains concluding remarks. Results - As for the EU, it has been promoting integration between transport and intermodal logistics network designs while utilizing ITS or ICT and supports for rail freight intermodal by giving reduction to a facilities fee or subsidizing for rail freight in order to minimize the cost of external due to freight transport. On the other hand, as for the U.S., it has been made up of an industrial-led operating project and has been promoting it to improve accessibility between intermodal hubs and cargo terminals through intermodal corridor program, and an intermodal cargo hub access corridor projects, etc. Moreover, it has tried to construct intermodal transport system using ITS or ICT and to remove Barrier. As a result, in these countries, the proportion of intermodal freight transport is going to be the second significant transport compared with rail and maritime transport. An Effective rail intermodal transport system is needed in South Korea, as seen in the case of these countries. In order to achieve this object, the following points are required to establish radical infrastructure policy; diversify investment financing measures taken under public-private partnerships, legal responsibilities, improvement of utilization of existing facilities to connect the railway terminal and truck terminal, and enhancement service competitiveness through providing cargo tracking and security information that combines the ITS and ICT. Conclusions - This study will be used as a basis for policy and support for intermodal freight transport in South Korea. In the future, it is also necessary to examine from the perspective of the shipper companies using the rail intermodal transport, ie, recognition of shipper, needed institutional supports, and transportation demand forecasting and cost-effective analysis of the railway infrastructure systems improvement.

Study on the Temperature Distribution of Cabin under Various Car Heating Modes (난방기 출력에 따른 철도차량 객실 내부 온도 분포 분석)

  • Abnormal climate or weather is more frequently reported nowadays due to the global climate change. Especially, extremely low temperature in winter season may cause bad thermal discomfort of passengers. In this study, the effect of car heating modes on cabin temperature change and distribution was studied by using a real-scale environmental chamber for passenger cabin. It was found that the cabin temperature rose quickly at the initial stage of heating system operation, but it stopped increasing after certain point. And, temperature was higher when the height from the floor was higher. Based on the obtained result, the way to minimize the decrease of passengers' thermal comfort was suggested.

  • In 21th century, high oil price and environmental pollution appeared by serious social problem. It brought important change of logistics environment, and environmentally-friendliness and sustainability are emphasized. In spite of that railroad has high energy efficiency and environmental-friendliness to advantage traditionally, there is still transport division rate of railroad in declining tendency as investment policy that is concentrated on road and insufficiency of social realization about environmental problem. The construction of environment-friendly transport system and the reasonable role sharing between modes of transportation are important. Transportation policy of Korea is presented through plans to constructs efficiently and manages national transportation system. In this study, examine development process of national railroad logistics plan with logistics environment change, and proposes the following ways to development of railroad logistics policy.

An Impact of Gas Prices on Transit Demand Using a Time-series Analysis and a Regression Analysis (시계열 및 회귀분석을 활용한 휘발유가격의 광역권별·수단별 대중교통수요 영향력 비교분석)

  • Depending most of its energy sources on foreign countries, Korea efforts to reduce energy consumption in transportation. While studies on the relationship between gas price and transportation demand are many in number, most previous studies have focused on automobile and Seoul. This study analyzes the impact of gas price on transit (bus and subway) demand using monthly data and for various metropolitan areas (Seoul, Busan, Daejeon, Daegu and Gwangju). The research utilizes a time-series model and a multiple regression model, and calculates modal demand elasticities of gas price. The result shows that elasticities of subway demand with respect to gas price is higher than those of bus demand. In addition, elasticities of predominantly automobile cities are more likely to be more sensitive to gas price than those of cities with well-structured transit system.

  • In the early 1990s, the market-orientation attracting a lot of attention as the implementation strategy of marketing is an effort to give customers a value and get sustained earnings in the market. In the previous studies, most of the studies on the market-orientation have focused on hotels, large companies and IT, so it was hard to find the study on railroad in the view of transport service. Thus, this study aimed to find out how marketing activities using transport service and a variety of products linked railroad are shared by group members and what effect the organized union of corporate culture has on business performance as market-orientation activity. Previously, the purpose of this study was to research whether the management system of a private enterprise based on market could be applied to the public enterprise like Korea railroad.

  • High speed railroad project management has been almost completed by starting operation of Seoul-Busan high speed railroad with the exception of a few constructing blocks currently in April, 2004. After Korea Rail Network Authority was established in 2004, it needs to develop new project management system for both conventional railroad construction and high speed railroad construction for domestic railroad projects, while it plans to invest in overseas railroad project for logistics innovation and improvement in passenger transport services on a large scale. Therefore this paper provides the method that we can adapt the project management system for high speed railroad containing experiences and know-how from construction of high speed railroad for both conventional railroad construction and high speed railroad construction or improve project management system for high speed railroad to use it as project management system for overseas railroad projects.
