Discussion On the Strategy for the Rail Transportation Recently Developed in Shanghai

  • This paper discusses the necessity, strategy and objectives of the rail transportation recently developed in Shanghai. The objective should not be regarded just as a term project, but should be taken as an urgent mission with the 21st century, Shanghai should possess a network of about 100km of rail transport lines. To this end, the following measures are suggested : grade separation of all lines on elevated structures ; developing the rail car industries ; full utilization of all available transportation facilities ; optimizing the use of the space resources of highways ; bringing into play the initiatives of all parties concerned. Recently, it has become a popular consensus that the development of high-speed, safe, punctual, comfortable, non-pollution rail transport with large capacity is the best and only solution to Shanghai urban transportation. In this respect, this dissertation deals with the development strategy for current Shanghai rail construction, together with the infractructure in Shanghai, positioning the developing target; meanwhile, some proposals and solutions to hit this target will be put forward for the reference of leaders and experts.

  • Recently, the cooperation between railway operators has been increased to maximize the efficiency of Asian railway network and international tourists, especially tourists to Asian region grow rapidly. But the cooperation in the rail tourism and leisure field has not yet been promoted. Therefore, this study suggests the development strategy of Asian Rail Pass like Eurail and InetRail Pass. It discusses mainly three Northeast Asian countries, Korea, China and Japan, which are very important area as the third world trade market and high rate of personal exchange. A joint research has to be conducted to feel out the practicability and profitability for the development of Asian Rail Pass. This study will publicize the necessity of Rail Pass in Asia.

  • According to opening Seoul-Busan high speed rail line in 2004, we are studying to offer speedily for the parcel service of high speed rail-combined transport as it does, tender the quality freight services within a one and the same high speed train formation. Therefore, we reviewed for various types of HSR-combined transport and suggested to application methods in Korean high speed rail line. Through these kinds of approaches, we are able to expect the fulfillment of customer needs for high speed rail market segments, the profit maximization of future railway operating companies, and enhancement for cost-effective rail network operation of the mixed traffic on infrastructure cost-reduction in national logistics.

  • On the 105th year of the Korean Railroad, Korea railroad is at the advent of the high speed operation with an commercial operation of KTX(Korea Train eXpress), the fifth high speed line in the world, between Pusan and Seoul at the speed of 300km/hr. In order to enhance nation competitiveness in $21^{st}$ century, Korea Railroad is faced with a task of improving the railroad network in the areas of new line constructions, betterment of existing rail lines, increasing the operation speed and transportation capacity and modernization of rolling stock fleet.

  • The TGV has been developed in a competition with the domestic air transport. But recently, with congestion, do-regulation of air transport and with the increase of number of cities served by the TGV, operators of rail and air transport are looking for a complementarity between the two modes. In this paper, we'll analyse the background and development of high-speed rail-air links in France for a development plan of high speed transportation network in a national level in Korea.

  • According to Railway Safety Act, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railway Safety Audit (IRSA) and has implemented the safety audit to the Railway operation agencies such as Korea Railway (KORAIL) and the Railway facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the Railway operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system and to establish the consecutive improvement concept of IRSA. Second purpose is to confirm the effectiveness of IRSA by the analysis of the relationship between audit results and the safety level of the rail operation agencies.

A Combined Model of Trip Distribution, Mode Choice and Traffic Assignment (교통분포, 수단선택 및 교통할당의 결합모형)

  • In this paper, we propose a parametric optimization approach to simultaneously determining trip distribution, mode choice, and user-equilibrium assignment. In our model, mode choice decisions are based on a binomial logit model and passenger and cargo demands are divided into appropriate mode according to the user equilibrium minimum travel time. Underlying network consists of road and rail networks combined and mode choice available is auto, bus, truck, passenger rail, and cargo rail. We provide an equivalent convex optimization problem formulation and efficient algorithm for solving this problem. The proposed algorithm was applied to a large scale network examples derived from the National Intermodal Transportation Plan (2000-2019).

A Service Network Design Model for Rail Freight Transportation with Hub-and-spoke Strategy (Hub-and-spoke 운송전략을 고려한 철도화물서비스 네트워크디자인모형의 개발)

  • The Hub-and-spoke strategy is widely used in the field of transportation. According to containerization and the development of transshipment technology, it is also introduced into European rail freight transportation. The objective of this article is to develop a service network design model for rail freight transportation based on the Hub-and-spoke strategy and efficient algorithms that can be applied to large-scale network. Although this model is for strategic decision, it includes not only general operational cost but also time-delay cost. The non-linearity of objective function due to time-delay factor is transformed into linearity by establishing train service variables by frequency. To solve large scale problem, this model used a heuristic method based on decomposition and three newly-developed algorithms. The new algorithms were examined with respect to four test problems base on the actual network of European rail freight and discussed the accuracy of solutions and the efficiency of proposed algorithms.
