기술현황분석 - 기계산업 R&D 스톡 국제 비교와 시사점

  • R&D 투자 스톡은 요소 투입 주도의 산업 경제 성장에서 총요소생산성 증가에 의한 기술혁신 주도의 성장으로 전환하는데 결정적인 역할을 하는 요소로, 그간 학계에서 폭넓은 논의가 이루어지고 있다. 본 고에서는 국내 최초로 기계산업의 R&D 투자 스톡을 주요국과 비교 분석하고, R&D 투자 스톡을 높이기 위한 정책적 대안을 제시하고자 하였다. 분석결과 기계산업의 R&D 투자 스톡은 2008년 현재 약 44.6억 달러로 추계되어 기계산업 수출 상위 10대 국가 중 가장 낮은 수준으로 나타났으며, 특히 미국, 독일, 일본 등 기계산업 세계 수출 시장 상위 3개국과의 R&D 투자 스톡은 점차 확대되고 있는 것으로 나타났다. 기계산업의 R&D 투자 스톡을 증대하기 위한 방안으로 기계분야의 국가 R&D 사업 확대와 함께, 보유 기술 및 특허의 활용 촉진 지원 R&D 시차를 단축하기 위한 시제품 테스트 베드 구축 및 관련 제도 개선을 제시하였다.

Performance Evaluation of National R&D Investment in Information Technology Areas

  • In this paper, we propose an approach to evaluating the performance of the national R&D investment in IT(Information Technology) areas in terms of paper, patent and commercialization, and seeking ways to improve the efficiency of the national R&D investment. This is because the government has focused the national R&D investment on IT areas for some time. For that purpose, we gather data on investments, papers, patents, and commercializations for the government sponsored R&D projects in IT areas through National Science & Technology Information Service. From which, we summarize the investment and performance in terms of papers, patents, and commercializations for each IT area, evaluate efficiency per R&D investment for each IT area, and compare the efficiencies among IT areas. Finally, we drive implications for efficiency enhancement and strategic R&D budget allocation for each IT area.

  • By approaching the counter electrode to the CNT emitter, remarkable reduction of the cathode operating voltage has been accomplished in the under-gate CNT cathode structure. The peak emission current density of 2.5 ms/$cm^2$, which is sufficient for high brightness CNT field emission display, was obtained at the cathode-to-gate voltage of 57 V when the CNT-to-counter electrode gap was 2.2 ${\mu}m$. The gate current was less than 10 % of the anode current. The CNT cathode with low driving voltage can help the cost-effective field emission display implemented.

  • Degradation phenomenon in the low-temperature polysilicon (LTPS) thin-film transistors (TFTs) with different junction structures was investigated. A gate-overlapped lightly doped drain (GOLDD) structure showed better hot-carrier stress (HCS) stability than a conventional LDD one. On the other hand, high drain current stress (HDCS) at $V_{gs}$ = $V_{ds}$ conditions caused much severe device degradation in the GOLDD structure because of its higher current level resulting in the higher applied power. It is suggested that self-heating-induced mobility degradation in the GOLDD TFFs be suppressed for using this structure in short-channel devices.

  • With the rapid change in today's R&D environment and the enlargement of the expected quality level for R&D outcomes, it has become increasingly necessary to effectively define the R&D standard processes tailored for our organization and projects. To meet this needs, we defined the R&D standard processes based on the standards for systems and software engineering and our traditional work methods and applied them to our ongoing projects. We will improve our defined R&D standard processes continuously by monitoring of the processes and the feedback of the application results. In this paper, we introduce the R&D standard processes developed by E Research Institute and the requirements and approaches used for their development. We compare our defined R&D standard processes with ISO/IEC 15288 which is the first international standard for systems engineering.

The Effect of technology import and R&D investment on the value of the firm (기술도입과 연구개발비 투자가 기업가치에 미치는 영향에 관한 연구)

  • This study investigates the effect of technology import and R&D investment on the value of the firm in Korea. The result shows that the technology import announcement effect of firms with a low R&D investment is higher than that of firms with a high R&D investment. The evidence suggests that technology import can substitute the existing R&D capability of the firm. In addition, the result shows that there is an optimal level of technology import and R&D investment to maximize the value of the firm. In particular, firms with a low R&D investment and a large amount of technology import experience the highest announcement effect. The study concludes that an adequate allocation of fim's capital between R&D investment and technology import is needed for firm's optimal technology strategy.

  • Traditionally Nuclear Research and Development (R&D) result has been big influence on other industries and societies and it requires large scale investments and study period. So it is essential to apply Quality Assurance (QA) for systematic R&D management. This paper investigates QA System for U.S. Nuclear R&D and reviews QA elements. Based on this investigation, we applied QA requirements to Nuclear Hydrogen R&D project, and the scope of application be enlarged as R&D stage in progress. We also present QA system improvement way through consideration for Nuclear Hydrogen Project's QA application. As the need for QA in R&D is expected to increase in the future, it is necessary to prepare guidelines for R&D QA.

  • Recent concerns over national and corporate competitiveness have stimulated a renewed interest in organization's performance. The organization's performance primarily depends on resources including human resources, budget, physical based resources, and so on. Especially because the relationship between organization's performance ;md individual capabilities is more evident in R & D organizations where the knowledge base is embodied in people, there has taken an increasing interest in the methodologies for measuring the capabilities of R & D personnel. This paper presents new methodological approach to measure the capabilities of R & D personnel. And the model is empirically applied to ETRI, a public R & D organization in Korea. On the basis of the results, the implications for R & D management are discussed, with regard to R & D business and human resources management.

Duopoly R&D competition with flexible spillovers

  • A duopoly model of R&D competition is presented to investigate whether an equilibrium R&D level with flexible spillovers is insufficient (or excessive) from the viewpoint of social welfare. The model focus on flexible spillovers which include much portion of externality occurring in R&D activity. Flexible spillovers refer to the spillovers that vary with industry equilibrium level of R&D. Innovating firms have incentives to cooperate in R&D in the presence of large spillovers. For any symmetric R&D profile, socially desirable equilibrium output is larger than equilibrium output produced in duopoly. Cooperative equilibrium R&D investment is observed to be socially insufficient in terms of welfare criterion irrespective of the magnitude of spillovers. While noncooperative R&D yields socially excessive expenditure on research project for a certain range of spillovers.

  • 전력계통을 감시, 보호하기 위해서 해당 도메인에 맞게 전력감시 시스템을 운용한다. 전기품질을 위해서 전기품질감시 시스템을, 전력설비의 노후 정도, 교체기간을 감시하기 위해서 전력설비진단 시스템을 각각 운용한다. 최근 전력 IT 기술의 발달과 전력감시 시스템의 효율적 관리가 필요하게 되면서 국내외 선진사들은 전력시스템의 통합 솔루션을 소개, 개발하고 있는 추세이다. 본 논문에서는 전력감시 시스템들을 총합한 전력감시진단종합 시스템을 개 발하였고 이를 소개하고자 한다.
