  • In this study, an evaluation system for a water resources technology research and development project, which is one of the 21C frontier R&D programs sponsored by Korea Ministry of Science and Technology, is proposed. The purpose of this paper is to contribute in the implementation of an efficient R&D policy scheme and in the successful commercialization and diffusion of water resources technologies through proper evaluation of water resources technology R&D projects. The evaluation system is consisted of two levels of evaluation categories and attributes to reflect qualitative evaluation as well as quantitative evaluation of the water resources technology development. The weights of 4 evaluation categories and 26 attributes are calculated by using Analytic Hierarchy Process(AHP). To demonstrate the evaluation system, a numerical example of water resources technology evaluation is presented.

  • With the advent of a new Korean government, a new national agenda (140 items) was reported. Additionally, Work Plans of the executive bodies were also released, including the Ministry of Science, ICT and Future Planning (MSIP); the Ministry of Trade, Industry and Energy (MOTIE); the Ministry of Oceans and Fisheries (MOF); and the Ministry of Environment (MOE); the Ministry of Land, Infrastructure, and Transport (MOLIT). For government-supported research institutes, it will be important to watch and analyze the changes in the government's primary policies and strategic goals. In this paper, we analyzed new governmental research and development (R&D) policy with respect to geoscience and mineral resources technology. The results indicated that the executive bodies emphasized, for the job creating 'creative economy' and the 'safety and integration society', the establishment of the creative economy; science and technology development based on creativity and innovation; creation of new growth engines by fusion and diffusion; construction of stable energy systems; promotion of environmental industry; and creating satisfactory land services. In the area of geoscience and mineral resources technology, it is time to search for a new, creative, and interagency fusion R&D contents to meet the needs of the public and boost its national competitiveness.

  • There have been fierce debates on the issue of generalizability of management functions, techniques, and practices between public and private sectors. Recognizing the growing concerns for the similarities and differences in R&D settings between the two sectors, we compared three public and three private R&D institutes in terms of environment and resources, project management, and R&D productivity. Our results show that there coexist similarities and differences at the same time between the two types of R&D institutes. So, we cannot conclude definitely whether R&D management is really generic or not. But, the authors weakly reject the assertion of generic property of management as far as R&D management is concerned.

  • R&D expenditure of Korean firms has been increasing drastically since 1980 and occupied 84% of total R&D expenditure in 1994. After 1994, however, the growth rate of industry R&D expenditure has dropped below single digit. R&D concentration rate of upper 20 companies declined from 61.9% in 1999 to 49.8% in 2001. The technology trade balance has diverged by 2.8 billion dollars in 2000 compared to around 0.3 billion dollars in 1985. We find several reasons on declining the industry R&D growth rate in Korea. First, we carefully say there might be an crowding out effect in increasing government R&D investment from Granger causality test between industry R&D and government R&D. Second, the decreasing benefit of tax credit since 1992 on industry R&D expenditure has caused the decrease of industry R&D growth rate. Third, the type of R&D cost becomes to similar to matured countries type of cost, which means the portion of capital expenditure has been decreased since late of 1980s. Therefore, industry R&D growth rate gets to saturation point. We draw several policy implications from the changing structure of business R&D of Korean company. Firstly, to stimulate industry R&D investment Korean government needs to strengthen tax credit policy. Secondly, to induce foreign direct investment Korean government needs to establish technology infrastructures and high quality of manpower. To utilize foreign technology resources Korean government need to introduce global R&D program executed by foreign scientist as an Project Leader.

This research methodology organized the four stages of the analysis process. The first analysis is the association rules for human resource recruitment. The second analysis is the difficulty of hiring jobs and experienced workers by each stage of company growth. The third analysis is a regression analysis of the trouble of R&D activity. The last analysis is an analysis of association rules on the difficulties of management activities by company growth. As the research result, the first analysis has shown a difference in favored human resources by the ICT industry. The second analysis also showed factor differences in job recruitment difficulties for each stage of corporate growth. In the third analysis, the operation of research institutes in ICT SMEs is influenced by industry type, corporate certification, corporate growth stage, self-technology development, joint technology development, technology transfer, and commercialization. As the last analysis, ICT SMEs showed factor differences in difficulties in management activities by stage of corporate growth. This study contributed empirically emphasizing the troubling phenomenon of human resources and R&D necessary for the growth of ICT SMEs. As a theoretical implication, this research contributed to the research-area expansion of management information using big-data technologies. In particular, this research practically suggests the differentiated direction of recruitment and R&D by ICT SMEs based on industry and each stage of company growth through the association rules of big data.

  • In this paper, we reported that the influence of advanced functional mineral filler calcium carbonate ($CaCO_3$) extracted from oyster shell waste, which are rich mineral sources of $CaCO_3$. Oyster Shells, available in abundance, have no eminent use and are commonly regarded as waste. Their improper disposal causes a significant level of environmental concern and also results in a waste of natural resources. Recycling shell waste could potentially eliminate the disposal problem, and also turn an otherwise useless waste into high value added products. Oyster shell waste calcination process to produce pure lime (CaO) which have good anti-microbial property for waste water treatment and then focuses on its current applications to treat the coffee waste and its effluents for biological treatment and utilization as a fertilizers.
