Analysis of the Efficiency of National SW R&D Projects Using DEA (DEA를 활용한 SW 국가연구개발사업 효율성 분석)

  • As software(SW) has been considered as a key driver of the fourth industrial revolution, significant R&D investment has been made by Korean government. Despite the attention and support by the government, systematic analysis on the SW R&D efficiency has not been fully addressed. In this study, the efficiency of SW national research and development projects was analyzed using Data Envelopment Analysis(DEA) techniques. Efficiency was measured from both static and dynamic perspectives based on 1,463 projects conducted by the National IT Industry Promotion Agency(NIPA) from 2008 to 2018. The static efficiency analysis identified the causes of inefficiency as scale and technology problems. As a result of dynamic efficiency analysis, we present a sector-specific response model using an efficiency-stability matrix. This study is meaningful in that efficiency analysis was conducted on the entire SW national R&D project, and static/dynamic efficiency analysis results are expected to be used as a guideline for planning SW national R&D project.

Status of Government Funded Projects for "Laboratory Safety" ('연구실 안전' 관련 정부연구개발사업 동향 분석)

  • Objectives: This study was conducted to analyze the trends of government R&D (R&D) projects related to laboratory safety over the past 20 years. Methods: We collected publications from various databases(DBs) with words such as laboratory(ies), lab(s), researcher(s), laboratory worker(s), safety, environment, hazard(s), risk(s), and so on. Selected publications were analyzed by the research funds and the number of projects according to the investment subject and research characteristics. Results: About 93% of the total R&D budget went to government policy projects, not scientific research. Second, from the perspective of 'safety management activities', most of the research is related to management and inspection at the organizational level. Issues that need to be discussed at the national level like policy governance are not included. Third, focusing on the 'safety management cycle', there were few studies related to 'prediction' or 'post-response'. Fourth, when an analysis framework combining the perspectives of 'safety management activities' and 'safety management cycle' is applied, most of the budget is spent on infrastructure such as digital management systems, whereas basic knowledge for prevention and production of evidence was very few. Conclusions: In order to prevent policy planning without policy evaluation, implementation without strategy, and evaluation without evidence, it is necessary to expand investment in empirical research on risks, research on the effectiveness of current application methods, and research on theory development. The government budget for laboratory safety-related projects should be managed separately from the R&D budget for scientific research. Although less than 5% of the budget allocated to scientific research is the total budget, an optical illusion occurs because both the project budget and the scientific research budget are counted as R&D budgets.

The Analysis Methods Based on Patent Citation Networks for the Convergence Technologies Development Planning : A Case of Smart Factory's ICT Technologies (융합기술 개발전략 기획을 위한 특허 인용 네트워크 기반의 분석 방법론 : 스마트공장 ICT 기술을 중심으로)

  • As interest in advanced countries regarding the convergence technology development increases, a methodology for identifying the core convergence technology that has a large spill-over effect on the technology and industry is required for the nation's competitiveness enhancement in the convergence technology field. Based on patent citation network analysis using 1,124 USPTO patents in the ICT convergence technology field of the smart factory, this study examined the proposed heterogeneous technology convergence index as a tool for measuring the convergence characteristics of the spillovers compared to other indexes (i.e. other sector ratio index and homogeneous technology convergence index). The proposed heterogeneous technology convergence index was used to investigate core technology sectors among ICT technology sectors of smart factory identified by government ministries. Results found 6 core ICT convergence technology sectors including the manufacturing execution analysis application sector. Also, this study conducted blockmodeling analysis using the IPC codes of patents in the manufacturing execution analysis application sector, and identified that the blocks representing the electronic communication and electric digital data processing technology sectors (Block 3 & 4) are related technology sectors which can be converged with core technology. Based on the findings, the implications for the convergence technology development planning of the smart factory field are discussed.

  • Transparency on the Total System Performance Assessment (TSPA) is the key issue to enhance the public acceptance for a radioactive repository. To approve it, all performances on TSPA through Quality Assurance is necessary. The integrated Cyber R&D Platform is developed by KAERI using the T2R3 principles applicable for five major steps : planning, research work, documentation, and internal & external audits in R&D's. The proposed system is implemented in the web-based system so that all participants in TSPA are able to access the system. It is composed of three sub-systems; FEAS (FEp to Assessment through Scenario development) showing systematic approach from the FEPs to Assessment methods flow chart, PAID (Performance Assessment Input Databases) being designed to easily search and review field data for TSPA and QA system containing the administrative system for QA on five key steps in R&D's in addition to approval and disapproval processes, corrective actions, and permanent record keeping. All information being recorded in QA system through T2R3 principles is integrated into Cyber R&D Platform so that every data in the system can be checked whenever necessary. Throughout the next phase R&D, Cyber R&D Platform will be connected with the assessment tool for TSPA so that it will be expected to search the whole information in one unified system.

Deriving of Critical Factors for Construction Planning in Large Span Roof Construction (대공간 지붕 철골공사의 시공계획 중점관리항목 도출)

  • Steel roof construction is on the most important and critical factors in the large spatial construction and necessary to be prepared under a radical planning. Therefore, the major management factors of steel roofing structure assembly must be critically reviewed during planning. Through the review process, it is necessary to reduce the construction cost, to prevent delays in the construction schedule, and to minimize construction errors. However, domestically due to the lack experience in large spatial constructions, a planning of roof construction is limited to have a radical planning. Especially due to unclear organization of the management factors in hierarchy, using them in reality for construction planning is difficult and reliability is low. Therefore, in this study, the goal is to conduct the major management factors in the large spatial construction. To achieve this, we have reviewed and analyzed the numbers of construction plans and construction reports and conducted a total 68 of the management factors. Based on the conducted factors, we have interviewed 16 experts with experience in large spatial construction. From the interview result, we have deduced the factors scored above 4.20 of 10 for critical factors. The results of this study will be used as a guidance for planning steel roofing structure assembly in large spatial construction. The critical factors will be provided to the site mangers for the quality management of large spatial constructions in practice.

Development of National R&D Information Navigation System Based on Information Filtering and Visualization (정보 필터링과 시각화에 기반한 국가R&D정보 내비게이션 시스템 개발)

  • This paper aim; to develop the National R&D Information Navigation System(NRnDINS) that is convenient and easy to use by the researchers on the basis of information filtering and visualization by converging and integrating the three types of the contents, namely, paper, report and project at the stage of development of the information system An information system is developed by establishing ontology and RDF on the three types of contents, and by applying information filtering and semantic search technology after having created the prototype for the screen by reflecting the user needs analysis and information visualization elements surveyed at the previous stage of information service planning. In this paper, to make the measure for information filtering, R&D navigation index is prosed and implemented, and NRnDINS capable of integrated search of the R&D contents through information visualization is developed. Also, for the testing of the developed system, the preference survey for its design by 1m persons and usability test of the system by 10 users are performed The result of the survey on the preference for the design is affirmative with 85% of the subjects finding it favorable and the composite receptivity is good with the score of 87.2 the results of the usability test. However, it was also found that further development of the personalization functions is needed. It is hoped that the R&D navigation index of the proposed and implemented in this paper would present quantitative objectivity and will induce further development of other information filtering index of contents in the future.

Achievement Characteristic Analysis for Large Scale Government R&D Projects Focusing on 21st Century Frontier R&D Program (대형 연구개발사업의 성과에 영향을 미치는 요인에 관한 연구 : 21세기 프론티어연구개발사업을 중심으로)

  • This study analyzed the achievement characteristics of 21st Century Frontier R&D Program depending on the subject of study, type, period in order to provide necessary data required during planning and execution of the large scale R&D projects. 21st Century Frontier R&D Program is a representative national R&D project that has been supported for a decade. The research achievements were analyzed for researchers who participated in each four projects completed in 2010 and 2011 among 16 R&D projects of 21st Century Frontier R&D Program promoted by Ministry of Education, Science and Technology. The research is summarized as follows. First, the achievements varied depending on the main agent such as universities, R&D institutions, and industries. The achievement of universities includes significantly larger publications than those of R&D institutions and industries. Second, the rate of overseas patent application and registration were higher in industries significantly than those in other research agents. Third, the achievements differed depending on research type such as basic, applied, and development researches, and the development researches exhibited significantly higher achievements in domestic patent application and registration, overseas patent application, and technology transfer. Fourth, in terms of the research period, long-term projects show significantly larger number of domestic patent applications than those from short-term projects. Fifth, when achievements like the publication and overseas patent application were classified in such fields as bio, nano, and energy environment R&D, bio and nano fields showed higher achievement than the energy environment field. This research could empirically confirm that the achievement characteristics of large scale and long-term government support R&D projects vary for each research properties.

  • This paper presents an experimental comparison between the conventional generation expansion planning and DSM incorporated one. As a DSM measure, diffusion of high efficient end-uses is considered and its impact will be targeted at the strategic energy conservation. A revised probabilistic production simulation is proposed by modifying the equivalent load duration curve (ELDC) with the capacity deconvolution of DSM end-use. To investigate long-term DSM impacts relative to the conventional planning, WASP model is applied and the effectiveness of DSM planning as an electricity resources is demonstrated.

Path Planning of Automated Optical Inspection Machines for PCB Assembly Systems

  • We propose a path planning method to improve the productivity of AOI (automated optical inspection) machines in PCB (printed circuit board) assembly lines. The path-planning problem is the optimization problem of finding inspection clusters and the visiting sequence of cameras to minimize the overall working time. A unified method is newly proposed to determine the inspection clusters and visiting sequence simultaneously. We apply a hybrid genetic algorithm to solve the highly complicated optimization problem. Comparative simulation results are presented to verify the usefulness of the proposed method.

Comparative Study of R&D Performance by Government Funding Methods for ICT SMEs (ICT 중소기업에 대한 정부 지원방식에 따른 R&D 성과비교)

  • This paper summarizes the results of the government R&D funding for ICT SMEs over the past five years, and compares the differences in R&D performance of the government funding methods (grant and loan). Two major ICT SMEs funding programs were examined, and the data used in the comparison were based on the performance analysis report published by the MSIP (Ministry of Science, ICT and Future Planning) every year. Considering that the projects' conductors were SMEs and that the R&D stages were in development research, the comparison categories were the number of patents and employment (or jobs) positions created, and commercialization success rate and its sales. Comparative analysis results proved that the SME R&D programs were funded with grants had excellent technological achievements in terms of the number of patent applications and registrations. On the other hand, SME R&D programs that were funded by the government loans had relatively higher economic and social achievements, such as employment effects and commercialization sales. However, it was difficult to come to a comparative conclusion on the category of commercialization success rate between the two programs. As the result, this paper provides suggestions for the direction and policy of the government financial support for ICT SME R&D.
