A Study on Patent Indexes for Characteristics Analysis of IP Portfolios (IP포트폴리오의 특성분석을 위한 특허지표 개발에 대한 연구)

  • Patents are the sources reflecting technology development by research and development(R&D) as well as the tools to secure economic benefits in the market, so using patent information is crucial for decision making processes in formulating technology development strategies. Intellectual property(IP) portfolios including a set of patents related to products and individual technologies are the basic unit that has the economic meaning in making national policies and technology strategies. Therefore, this research develops a total of 69 measures to identify the collective characteristics for IP portfolios("characteristics index"), by incorporating the patent indexes that have been widely used and the patent indexes that developed recently, and applying the concepts to patent analysis that have been used in interdisciplinary studies including economics and library and information science. The results of this research produced a characteristics index manual which helps experts to identify characteristics of technological innovation systems from various dimensions. We expect that the characteristics indexes can be used as a supportive tool for comparative analysis among IP portfolios in the technology policy making process.

  • This study not only suggests a methodology of science planning different from technology planning, but also applies the methodology to the case of astronomy and space science project. Throughout the analysis on this practice, we have provided logical tools for science project planning, and have identified a decision making process in science which has been regarded to be in a 'black box'. Therefore, this science planning technique can contribute to a more rationalized allocation of scientific resource at a project level as well as at a national level. In particular, catch-up countries in a transition to post catch-up stage such as Korea can establish a more efficient national R&D system by application of science planning concept to an emerging technology area.

  • This paper demonstrates the in-vehicle dilemma zone warning system (DZWS) project developed as a part of the Driver Advisory and Collision Warning System in Automated Vehicle and Highway System (AVHS). The DZWS project, one of the Korea national ITS projects in 2000 develops the in-vehicle warning device to support drivers' decision making on whether to stop or to proceed to clear the intersection prior to the onset of yellow signal for avoiding the high risk of collision at signalized intersections through the dedicated short range communication (DSRC). This paper explores the design of optimal communication systems between roadway and vehicles, the operational and functional concepts of dilemma zone warning system based on appropriate approach speeds, and the system integration for field test at two sites of signalized intersections. Findings from the system integration indicated that the system would be implemented in eliminating the dilemma zone relative to approach speeds and in reducing red light violations and intersection collisions through the in-vehicle warning device at signalized intersection.

  • As the influence of service industry into domestic economy is increasing, it also has been influenced more powerfully at the domestic GDP(Gross Domestic Product) relative importance and employment relative importance continuously. By means of these reason, the Korean government announced the synthetic countermeasure for strengthening the competitive power of service industry in December, 2006. After then, it announced phase I of 'service industry advancing plan' which is concrete execution plan in April, 2008. Also, it is announced to announce phase II plans in september, 2008 and phase III plan in December, 2008 additionally. Service quality is the most powerful competitive means at service marketing and a key point for improving service productivity. The improvement of service quality has considerable influence on survival and profitability of service industry. Therefore, the study of objective service quality measurement in service industry is very important issue. The purpose of this study is to suggest a measurement model of service quality using fuzzy theory and AHP which measuring service quality objectively in subjective environment. It is expected that this study will help the improvement of competition power of service industry as well as establishment of effective decision-making.

  • The standardization of weapon system parts is one of the elements of parts management and is an important factor for reducing the cost of acquiring and maintaining a weapon system, enhancing its reliability, improving interoperability, alleviating parts obsolescence problems, improving logistics efficiency, and strengthening the military's combat readiness. This study examined how to manage parts of domestic R&D weapon systems, overseas imports weapon system parts, and various commercial parts from a standardization perspective, and to study parts management methods for standardizing parts in the future. This system was used to achieve systematic part standardization in a military weapon system. To this end, this study investigated what elements are used to standardize weapon system parts. The importance and weight of each element were calculated using the AHP (Analytic Hierarchy Process), one of the decision-making techniques, and the design stage standards using the part selection method were studied. Through this, the selection process of standard parts, which has been made according to the experience and subjective judgment of designers and personnel, was improved to propose a systematic and objective method of standardizing weapons parts.

A Study on the Estimation of the Proper Price of Weapon System by Performance Factors: Focused on Heli-Launched Anti-Tank Guided Missiles (성능요인에 따른 무기체계 적정가격 추정방안 연구: 헬기발사형 대전차 유도무기를 중심으로)

  • In government procurement programs, cost estimation and analysis support funding decisions and are the basis for other major decisions, too. Such estimating and analyzing the cost of the weapon systems are crucial in execution of the defense budget. However, existing cost estimations and analyses have focused on domestic R&D projects, thus those are not valid in application to foreign weapon acquisitions. This study aims at foreign weapon systems that are acquired from Direct Commercial Sales. Because the data for price estimation of a foreign weapon is usually not available, we suggest a price estimation model based on performance factors of the weapon. In this study, the proper price of the weapon system is estimated using the parametric cost estimating model. Using the data of helicopter-launched anti-tank guided missiles worldwide, we analyze the effect of each performance factor on the weapon system price by regression analysis, and use step-wise and ridge regression analysis to remove multi-collinearity. This study hopefully contributes to more reasonable decision making on proper price of weapons.

The Impact of Foreign Ownership on the Dividend and Investment Behaviors of Korean Firms (한국기업의 배당과 투자에 대한 외국인 투자자의 영향력 연구)

  • This paper investigates empirically the impact of foreign investors on a firm's dividend and investment decision making in Korean stock market. Empirical results using the sample firms in non-financial firms listed in Korean stock market whose settlement month are December, we find that foreign investors who declared participation in management didn't exert significant impact on dividend increase. In the case of investment, foreign investors exerts significant impact on R&D investments. Using Hausman-Taylor Instrumental Variable method, we controlled endogeneity problem related with foreign ownership and dividend and investment policy. The contribution of this paper is that the purpose of foreign investors whether or not participate in management is the most critical point and the impacts of foreign investors on dividends and investment are different whether they participate in management or not.

Management Efficiency Analysis of Innovative Pharmaceutical Companies' Technological Innovation Activities (혁신형제약기업의 기술혁신활동에 대한 경영효율성 분석)

  • The purpose of this study is to analyze the efficiency and productivity of technological innovation activities of companies certified as innovative pharmaceutical companies by the government to diagnose their competitiveness and derive measures to strengthen them. This study collected pharmaceutical input (R&D expenditures and number of employees) and output (sale, operating profit and patent) data between 2017 and 2019 for 38 innovative pharmaceutical companies. This study analyzed them using the data envelopment analysis (DEA) method, Tobit model and the Malmquist Productivity Index (MPI). First, the DEA result of the innovative pharmaceutical companies show that between the value of the CCR model of the scale efficiency and the value of the BCC model to diagnose the internal operation efficiency is differences. Second, efficiency does not differ between corporate characteristics. Third, Tobit model shows that number of patents held have positive effects on efficiency. Forth, overall MPI is 0.89. This can be interpreted as the rate of TECI decreased 3%p and TCI has increased 4%p. The results of this study can be used as decision-making data for response strategies to improve efficiency by identifying the cause of inefficiency and presenting target values.

Research Trends of Technology Holding Companies and Suggestions for improving Corporate Performance : Focusing on the introduction of PMO (기술지주회사 연구동향과 기업성과 향상을 위한 제언 : Project Management Office(PMO) 도입을 중심으로)

  • Modern company faces an uncertain future and a competitive environment and are seeking new technologies and creative products to ensure the corporate growth and survival in the market through continuous innovation. "University Industry Cooperation(UIC)" is a point of contact for overcoming the crisis faced by companies and universities in this era and a cooperation platform for mutual prosperity. As a subsidiary of a university, "Technology Holding Company(THC)" is attracting attention as a new window for UIC in Korea. The role of THC is to establish and foster the business opportunities of their subsidiaries and to return investment profits to the university ecosystem again. But recently, the life cycle of technology is getting shorter, and the development cost is steadily increasing. In particular, with the increase of hybrid projects based on convergence and combination, the risk of conducting research(R&D) and new product development(NPD) projects is gradually increasing. A PMO refers to a project management organization that can contribute to improving the success rate of projects with increasing uncertainty by supporting project visibility and appropriate decision-making. The purpose of this study is to raise a research question on whether THC's corporate performance can be improved when "Project Management System(PMO Service)" is introduced into the subsidiary incubation system of THC. This study proposes several research methods to identify the relationship between the introduction of PMO and the corporate performance of THC.

Exploring Enhancements of Data Industry Competitiveness in the Agricultural Sector (농업 부문 데이터 산업 경쟁력 제고 방안)

  • Data is indispensable for digital transformation of agriculture with the development of innovative information and communication technology (ICT). In order to devise and prioritize strategies for enhancing data competitiveness in the agricultural sector, we employed an Analytic Hierarchy Process (AHP) analysis. Drawing from existing research on data competitiveness indicators, we developed a three-tier decision-making structure reflecting unique characteristics of the agricultural sector such as farmers'awareness of the data industry or awareness of agriculture among data workers. AHP survey was administered to experts from both agricultural and non-agricultural sectors with a high understanding of data. The overall composite importance, derived from the respondents, was rated in the following order: 'Employment Support', 'Data Standardization', 'R&D Support', 'Start-up Ecosystem Support', 'Relaxation of Regulations', 'Legislation', and 'Data Analytics and Utilization Technology'. In the case of experts in the agricultural sector, 'Employment Support' was ranked as the top priorities, and 'Legislation', 'Undergrad and Grad Education', and 'In-house Training' were also regarded as highly important. On the other hand, experts in the non-agricultural sector perceived 'Data Standardization' and 'Relaxation of Regulations' as the top two priorities, and 'Data Center' and 'Open Public Data' were also highly rated.
