The purpose of this study is to determine the effect of R&D learning organization activities of domestic small and medium-sized businesses on economic/technological results. This study, through investigation on preceding studies of domestic and foreign learning organization researchers, examined the definition, characteristics, and deteriorating factors of learning organization, and learned dependent variables, which are the definition of organizational performance, and relationship between learning organization and organizational performance. Then it performed a survey targeting small- and medium-sized businesses in Gumi and grasped the relationship between R&D capability (study planning, vision goal adequacy, project management, commercialization of technologies) and learning organization capability (creation of constant learning opportunities, knowledge sharing and utilizing system, strategic learning leadership) by classifying them to seven independent variables, using regression analysis. Because this study grasped the effect of R&D learning organization activities on organizational performance, it is expected to promote forming R&D learning organization for active R&D activities and contribute to enhancing small and medium-sized businesses' recognition on the need of R&D activities.

This paper aims to provide a context-specific interpretation on the shifting process of in-house R&D spaces in a large Korean firm in the context of rapidly changing markets and technology. Drawing on the case study of LG Electronics Company, one of the Korea's flagship companies, I examine the causes and mechanisms leading to a shift in domestic R&D spaces and the nature of learning processes between R&D teams and between R&D and other organizational units, particularly manufacturing. It appears that the current reshaping processes of domestic R&D spaces in LGE focus more on the clustering of core R&D laboratories than the geographical integration of conception and execution. However, it should not simply be viewed that such a move would be reduced to the linear model of innovation and organizational learning. Instead, it involves the firm-specific mode of regulating organizational competences. As contextual variables to induce such a firm-specific mode of organizational change, I consider the spatial form of organization, the spatial sources of knowledge and learning, and the powers of relational learning that can be made between distanciated actors and teams.
Startups lack resources and manpower to build internal capabilities to strengthen market competitiveness; external cooperation such as joint research and networking plays is important. In this study, we analyzed the effect of startups' industry-university cooperation on organizational learning capability and innovation performance. Empirical results demonstrate the mechanism by which government R&D investment strengthens organizational learning capability and creates innovative results by promoting cooperation between startups and universities. First, industry-university cooperation strengthened organizational learning capability. An empirical analysis shows that startups increase internal capabilities through external cooperation. Second, startups' organizational learning capability had a significant effect on innovation performance. We analyze how organizations with high learning capabilities positively develop corporate innovation performance by having a culture of discovery and sharing new ideas. Finally, industry-university cooperation had different effects on organizational learning capability and innovation performance according to the previous experiences of startup founders. In particular, small- and medium-sized (startup) businesses and individual-based experience groups positively affected the creation of organizational learning capabilities and innovation performance through industry-university cooperation. Small- and medium-sized businesses and individual founders have a relatively small cooperative network with the outside world compared to founders of large companies, universities, and research institutes; therefore, they strengthen organizational learning capabilities through cooperation with universities. This study demonstrates that government should create policy inducements for cooperation with universities to maximize the R&D performance of startups. Criticism exists that lending support to startups and universities will hinder innovation performance; nevertheless, government investment plays a role in expanding intangible resources such as accumulating technologies, fostering high-quality human resources, and strengthening innovation networks. Therefore, the government should appropriately utilize the its authority to strengthen investment strategies for startup growth.
본 연구는 신제품 개발 과정을 시장지식과 기술지식을 흡수, 활용하는 일종의 학습(learning)과정으로 인식하고 신제품 개발 팀을 하나의 학습 조직(learning organization)으로 파악하여 개발 팀의 학습 능력과 학습 능력을 지원할 수 있는 팀의 구조/분위기적인 특성이 신제품 경쟁우위의 달성에 중요한 요인임을 제시하고자 하였다. 신제품의 시장 성과는 신제품 경쟁우위(품질 우수성, 시간 효율성)의 확보에서 비롯되며 이러한 경쟁우위에 영향을 미치는 조직 학습의 요인은 마케팅 부서와 R&D부서의 정보 공유 행동과 조직기억의 활용도에 영향을 받는다. 또한 신제품 개발팀의 자율적인 분위기 및 신뢰의 분위기는 조직학습을 원할하게 수행할 수 있는 요인이 될 뿐만 아니라 신제품 개발과정의 시간 효율성을 달성함에 있어 중요한 요인이 된다.
Korea has started new value creation which is the post catch-up innovation system from the catch-up innovation. Post catch-up innovation system is becoming the main R&D issue for Korea and is needed for the new concept of R&D management and planning frame. This study posed questionnaires : how to promote the knowledge creation in technology planning and what the role of organizational learning in the technology planning is. This paper suggests the relationship of success factors of knowledge creation in technology planning which is organized and operated by experts with different background. Based on the prior research on organizational learning, communications and collaborative interactions, four hypotheses that factors of knowledge creation in technology planning have positive relationship with organizational learning are extracted. This study adopts Structural Equation Modeling(SEM) to analyze the relationship between organizational learning and successful technology planning. The approach based on organizational learning and interaction will be useful for constructing the planning framework in the era of post catch-up innovation. This paper, therefore, suggests the possibility of new theoretical development and new research agenda.
This study analyzes the effect of CoP(Community of Practice) influence factors on satisfaction and learning culture activation in R&D groups. Research model and hypothesis is designed the relationship the effect factors for CoP which are consist of personal factor, interacting factor, support factor and environmental factor and satisfaction and the learning culture activation focused on comparing between maturity and immaturity CoP member group. It conducted an analysis based on 371 survey responses significantly. Hence, interacting, supporting and personal factor have a significant positive effect on satisfaction but environmental factor was negative effect to it. CoP Satisfaction has a positive effect on the learning culture activation. However average between two groups has not a statistically significant difference in all of the factors. At the result, interacting between members is the most important factor to the successful CoP development of R&D groups.
CoP(Community of Practices)란 구성원간 새로운 정보 및 지식의 상호학습 및 문제해결방안을 모색하기 위해 활동하는 공동체를 지칭하는 것으로, 통상 학습공동체 또는 실천공동체 등으로 지칭된다. 연구개발조직은 통상 내부 구성원간의 상호학습은 물론 외부 전문가와의 정보교류 및 상호학습을 촉진하는 CoP 활성화를 토대로 구성원의 역량개발은 물론 해당 조직의 연구개발 성과를 향상시키려고 노력한다. 본 연구는 대전에 소재한 4개 국가연구개발조직의 151명 연구원을 대상으로 한 설문조사 결과를 바탕으로 응답자들이 참여한 CoP 운영특성과 해당 CoP 창출 성과와의 관계를 실증적으로 연구하고 있다. 실증연구 결과, 신규멤버 증대, 외부연계 도전적 풍토, 다양성지향 자율적 풍토와 같은 실질적인 CoP 운영특성이 CoP 성과에 긍정적 영향을 미치는 것으로 나타났다. 이에 비해 참가자수나 모임횟수와 같은 외형적 운영특성의 영향력은 유의성이 낮은 것으로 나타났다. 이 조사결과는 참여한 구성원의 역량개발은 물론 해당 조직의 성과 향상에 기여하는 CoP를 활성화 하기 위해 CoP의 수, 참가자 규모, 운영횟수와 같은 외형적 특성에만 치중하기보다, CoP의 운영내실화를 기하고, 창의적 조직풍토를 강화하는 노력이 보다 효과적일 수 있음을 시사한다.
By examining the experiences of three social economy organizations who participated in the social problem-solving R&D projects, we discuss the conditions which may encourage the participation of civil society in national R&D programs in South Korea. By calling for the inclusion of social economy organizations along with the living-lab, the social problem-solving R&D projects introduced a new type of civic participation in the national R&D programs. It is the requirement in the RFP of the social problem-solving R&D which led PIs to inviting social economy organizations into their projects. But the invites occurred rather abruptly and accidently without adequate mutual understanding between scientific experts and social economy organizations. While helping social economy organizations participate in R&D processes, this form of institutional arrangement also led them into a position in subordination to scientific experts. Social economy organizations were supposed to coordinate the living lab in the social problem-solving R&D projects which they felt familiar as an extension of what they have been doing. In contrast, they felt administrative work such as accounts following complicate administrative rules as the most unfamiliar challenge. The difference in their emphases between scientific experts and social economy organizations was also evident. Social economy organizations viewed that, while they and ordinary people are primarily interested in a practical use of the developed products or services, scientific experts tend to focus on research and development. Not only did such difference produce a friction in the R&D processes but also it had social economy organizations view the R&D projects they participated in as unsuccessful. Nevertheless, all these experiences provided a great opportunity for the social economy organizations for learning and growing as a new actor in the national R&D.

Due to the recent mid- to long-term slump and falling growth rates in the global economy, interest in organizational structures that create new products or services as a new alternative to survive and develop in an opaque environment both internally and externally, and enhance organizational sustainability through changes in production methods and business innovation is increasing day by day. In this atmosphere, we agree that the growth of small and medium-sized venture companies has a significant impact on the national economy, and various efforts are being made to enhance the technological innovation capabilities of the members so that these small and medium-sized venture companies can enhance and sustain their performance. The purpose of this study is also to investigate how the technological innovation capabilities of small and medium-sized venture companies correlate with the performance of knowledge management and to analyze the role of network capabilities to organize the strategic activities of enterprise to obtain the resources and organizational capabilities to be used for value creation from external networks. In other words, research was conducted on the impact of technological innovation capabilities of small and medium venture companies on knowledge management performance by using network capabilities as parameters. Therefore, in this study, we would like to verify the hypothesis that innovation capabilities will have a positive impact on knowledge management performance by using network capabilities of small and medium venture companies. Economic activities based on technological innovation capabilities should respond quickly to new changes in an environment where uncertainty has increased, and lead to macro-economic growth and development as well as overcoming long-term economic downturns so that they can become the nation's new growth engine as well as sustainable growth and survival of the organization. In addition, this study was conducted by setting the most important knowledge management performance within the organization as a dependent variable. As a result, R&D and learning capabilities among technological innovation capabilities have no impact on financial performance. In contrast, it was shown that corporate innovation activities have a positive impact on both financial and non-financial performance. The fact that non-financial factors such as quality and productivity improvement are identified in the management of small and medium-sized venture companies utilizing their technological innovation capabilities is contrary to a number of studies by those corporate innovation activities affect financial performance during prior research. The reason for this result is that research companies have been out of start-up companies for more than seven years, but sales are less than 10 billion won, and unlike start-up companies, R&D and learning capabilities have more positive effects on intangible non-financial performance than financial performance. Corporate innovation activities have been shown to have a positive (+) impact on both financial and non-financial performance, while R&D and learning capabilities have a positive (+) impact on financial performance by parameters of network capability. Corporate innovation activities have been shown to have no impact on both financial and non-financial performance, and R&D and learning capabilities have no impact on non-financial performance. It could be seen that the parameter effects of network competency are limited to when R&D and learning competencies are derived from quantitative financial performance. 지식사회, 지식경제의 등장과 더불어 기업의 자원으로서 지식(knowledge)의 중요성이 부각됨에 따라 마케팅 전략의 한 분야로서의 신제품 전략에서도 신제품 개발과정에 있어 기업(혹은 신제품 개발 팀)의 지식과 지식의 활용 능력을 어떻게 확장할 것인가가 중요한 전략적 이슈(issue)가 된다. 신제품 개발 과정에서는 필연적으로 불확실성-시장 불확실성과 기술 불확실성-이 존재하며 불확실성을 해소하기 위하여 정보와 지식의 중요성이 부각되고 기업내의 다양한 조직-특히 R&D, 생산, 마케팅-과의 지식공유·통합과정이 중요시된다. 이에 따라 본 연구는 첫째, 기업이 가지고 있는 지식을 제품으로 구체화하는 과정이 신제품 개발(New Product Development; NPD)과정이며 구체화 과정에서 개발의 효율성과 효과성을 어떻게 달성할 것인가에 관한 문제를 다루고자 한다. 둘째, 기존의 신제품 성과 요인으로 제시되고 있는 많은 요인들을 '지식역량(knowledge competence)'의 개념으로 정리하고 이러한 지식 역량과 신제품 경쟁우위 간의 인과적 관계를 살펴봄으로써 신제품 경쟁우위에 어떠한 영향을 미치는가에 대한 분석을 하고자 한다. 셋째 신제품 개발조직의 지식역량을 향상시키기 위한 전략적 방안을 제시하고자 한다. 이론적 배경으로 기업을 지식의 결집체로 인식하고 있는 지식거점관점(knowledge based perspective)과 이러한 지식자원의 활용에 초점을 맞춘 조직학습(organizational learning) 이론 그리고 심리학에서 다루고 있는 분산된 인지이론(distributed cognition theory)을 활용한다.
