Analysis of Type and Determinants of SME Technological Innovation in Daejeon (대전 중소·벤처기업의 기술혁신 유형 현황 및 결정요인 분석)

  • Daejeon City has strived to support the SMEs to innovate technologies based on the capabilities of research and development of the Daedeok Innopolis. It is widely known that technological innovation is the key strategy of Small medium enterprises(SME) to survive and succeed in a market. This study aims to analyze the type and determinants of SME technological innovation in Daejeon. Even though most of firms are the small enterprises which employ less than 10 workers in Daejeon, the number of technology-oriented company per capita in Daejeon is highest in South Korea. The type of technological innovation is divided between product innovation and process innovation. The literature insists that technology-oriented small firm tends to implement product innovation rather than process innovation. SMEs in Daejeon also provided more output from product innovation than process innovation. The empirical analysis provided the results that the determinants of SME's technological innovation depends on its type. The scale of firm, R&D investment, and R&D employees positively influence product innovation of SMEs in Daejeon. However, the impact of R&D employees is not significant on innovating the existing product. Process innovation is positively affected by R&D investment and firm age. The study provides the policy implications to business supporting programs of Daejeon government. The business supporting policy of Daejeon government should focus on supporting each type of technological innovation to promote technological innovation by SME and consider strategies that focus on R&D investment and manpower support.

An Analysis on the Economic Impact of National R&D Investment: Health care industry (국가 R&D 투자의 경제효과 분석: 보건의료산업을 중심으로)

  • Recently, the importance of the health care industry is increasing due to the rapid changes in the population structure caused by decreasing in fertility rate and aging population. Therefore expansion of government investment in R&D of the health care industry is needed as the demand of health care is increasing. This study attempts to examine the economic impacts of national research and development for the health care industry using an inter-industry analysis. Specifically, the study investigates production-inducing effect, value added inducing effect, and employment-inducing effect of the health care industry based on demand-driven model. These analyses pay particular and close attention to the health care industry by taking it as exogenous rather than endogenous. Here we present results. First, the production-inducing effect and value added inducing effect was high in common real estate and business services and finance and insurance sector. Second, employment-inducing effect of the health care industry showed the highest levels in wholesale and retail sector, followed by the real estate and business services, agriculture sector. Third, the actual 2009 health care industry-related national R&D investment embracing on the production-inducing effect and value added inducing effect. The health care industry R&D induces the production of 4,932 billion won and the value added of 2163 billion won.

Determination of Metal Impurities at Near Surface of Silicon Wafer by Etching Method (에칭법을 이용한 실리콘 웨이퍼 표면 근처에서의 금속 분순물의 정량)

  • The metal impurities in specific regions at near surface of silicon wafer were determined by constant depth etching·lt is possible to etch uniformly over the entire wafer surface by 1$\mu\textrm{m}$ depth with 5 mL of etching solution made up of HF and HNO$_3$ mixed by l:3 volume ratio. The microwave oven was used to evaporate the solution after etching. After spiking, The recoveries of Cu, Ni, Zn, Cr, Mg and K were found to be 99∼105%ted in polysilicon region and could be quantified by 1$\mu\textrm{m}$ depth.

  • This article reviews recent R&D trends in SOFC development with an emphasis on industries that can produce the SOFC stack and power generation system. SOFC is an electrochemical device that can convert the chemical energy of fuel into the electrical energy with environment friendly system and high efficiency. SOFC power generation system could be classified as the portable power generation system, auxiliary power unit(APU), residential power generation(RPG) and large size distributed power generation. In the case of more than 10kW system, the major R&D trends are focused on the tubular type SOFC system with high efficient and long term stability to meet the commercialization of SOFC power generation system.

  • Firms must focus on innovative activities via R&D investment in order to secure competitive advantage and sustainable growth. However, their innovative activities do not always result in successful outcomes and are often obstructed by uncertainty and non-appropriability of technology being developed and by insufficient internal resources and capabilities to tap into it. In this situation, collaboration with external partners can be a part of good alternative strategy to solve those problems. This paper aims to analyze what factors lead to Korean manufacturing companies’ decision to collaborate with external partners for technology innovation. For empirical analysis, we used the Korean Innovation Data compiled by STEPI, government-funded research institute in Korea. The research findings are: 1) firms tend to participate in external collaboration for product innovation with greater firm size, more past collaboration experiences and when they belong to high-tech industries 2) unlike our expectation, our chosen ‘innovation-impeding’ factors are found not to contribute to the enhancement of collaboration for product innovation.

A Study on the Factors Influencing Project Performance of Government R&D Program: Focusing on IT and CT Industry (정부연구개발사업의 성과창출요인에 관한 연구: IT와 CT산업을 중심으로)

  • Recently, project performance and management of government R&D program investing huge amount of budget is being focused. In this study, I built a model for estimating the performance creating paths of the government R&D program, then I analyzed the attributes of performances created by industries. I used simultaneous equations with FIML and examined the IT industry and CT industry of industrial technology innovation program using survey on R&D performance conducted by KEIT. On the analysis result, all the companies create the innovation performance through the government grants. However, the one who commercialize patents is SMEs in IT industry, and conglomerates in CT industry. SMEs in IT industry, which has characteristic of complex product, need extra self innovation activities even the government supports them. For improving the commercialization performance and technology development of SMEs in CT industry, it is effective when conducting cooperative research. These findings give us the implication that it is needed to consider different factors by industrial and enterprise characteristic when planning the public policy and government tasks.

  • Solar energy is attracting attention as an alternative to fossil fuels. However, there was a lack of discussion on the overall research direction and future direction of research in technology development. In order to develop more effective technology, we analyzed and discussed the technology trend of solar energy using patent data and thesis data. As an analysis method, topics were selected by using topic modeling and text mining, the increase of included keywords was analyzed, and the direction of development of solar technology was analyzed. Research on solar power generation technology is expected to proceed steadily, and it is analyzed that intensive research will be done especially on high efficiency and high performance technology. Future studies could be conducted by adding overseas patent data and various paper data.

Analysis of National R&D Commercialization Policy: An Out-bound Open Innovation Perspective (유출-개방형 기술혁신으로서의 기술사업화 정책 분석)

  • Up to present science and technology (S&T) policy in Korea has focused on producing academic papers and patents through the increase of investment on research and development (R&D). However, as the role of science and technology on boosting national economy has been emphasized and the current government has established 'creative economy' as a main policy agenda, 'technology commercialization' has been moving onto the center of S&T policy. Technology commercialization policy encourages R&D outcomes of public R&D institutions to be utilized in private firms for their new business development, and this concept is in line with out-bound open innovation, in the sense that it involves the flow of technological knowledge from public R&D institutions to private firms. Based on this understanding, this paper analyses government technology commercialization programs and attempts to suggest policy implications. The results suggest that future technology commercialization policy (1) be specialized in a way of reflecting the characteristics of each government ministry, (2) strongly support technology licensing-out, (3) strengthen the linkage between each programs, and (4) nurture expert groups, such as accelerators who can help and foster technology start-ups.

  • The Government R&D budget for 2019 exceeded 20 trillion won in order to develop future growth market such as basic research investment and creation of growth engine. As such, the importance of R&D investment is increasing, and various schemes for enforcing efficient and transparent business expenses are being expanded. However, research expenses (Charge ratio) such as fraudulent execution of funds are continuously being generated, and a system of imposition of sanctions is being introduced. In this paper, the legal grounds of sanctions, comparative review of laws and regulations between the ministries, and the criteria of imposition (imputation) were analyzed. In addition, since the amendment of the standard for imposing the intergovernmental surcharges, a single standard has been applied, and the transition process of the surcharging system has been reviewed. As a result of the data analysis, it was found that they focused on micro - utility activities and suggested new policy measures corresponding to them. Analysis of C/N Variation of Ku Band Satellite Beacon Receiver According to Rain Attenuation (강우 감쇠에 따른 Ku 대역 위성 비콘 수신기 C/N 변화 해석)

  • This paper predicts and measures the C/N ratio of a beacon signal transmitted from geostationary orbit satellite KorSat 5A ($113^{\circ}E$) at a ground station located in Kimpo. Based on the ground stations, we compared the rain attenuation of the zone K of ITU-R and the rain attenuation which analyzed the domestic weather information. In ITU-R, the Korean rainfall characteristics are classified into zone K, but forecasting the rainfall intensity and attenuation of three adjacent cities based on the cumulative rainfall data per minute from 2013 to 2017. The calculation of rainfall path and attenuation is based on ITU-R recommendations. The change of the C/N according to the rainfall amount was confirmed through the 2 week satellite beacon signal C/N measurement. The predicted critical C/N was decreased to 12 dB at $A_{0.3}$. During the experiment, it was confirmed that it decreased up to 8 dB according to the concentrated rainfall.
