Analysis of Risk Factors in Ex-Ante Evaluation of Large-Scale Government R&D Programs (대형 R&D사업 사전평가에서의 위험요인에 대한 인식 분석)

  • We analyze the risk factors identified for ex-ante evaluation regarding government R&D programs. In particular, we empirically examined to what extent each risk factor is perceived to be important by the stage of R&D, technology field, researcher's career and experience. The empirical results show that technology risk is perceive to be less important for basic research, while market risk more perceived to be important in the IT field. Political risk is perceived to be less important for the university faculty, while researchers with government R&D project experience gave more value to legal risk factor.

A Study on the Establishment of the Policing Technology R&D Organization (치안과학기술 연구개발조직 설립에 관한 연구)

  • Recently, the rapid development of science and technology is a new challenge and opportunity in the policing environment. In the major industrialized countries of the West presents a strategy called SMART Policing the police to strengthen police capacity in accordance with this social change and actively utilize the science and technology in policing field. In this study, we attempted to discuss our country for the establishment of security technology research and development organization. First, I propose that installed the R&D planning department at the Office of Planning and Coordination in the National Police Agency. Secondly, it is need to establish the (provisional) Police Science and Technology Center, that integrate the functions of each organization's R&D-related work. Finally, it should integrate Police Science Institute and the National Forensic Service in (provisional) Policing Technology Research Institute.

  • Today, the phase of modem war is very different from past war. That is, the winning of war depends on the ability to obtain information and high technology. The purposes of this research are to propose an effective R&D governance model in national defense sector and to present R&D strategy for obtaining core national defense technology. As a part of collaborative innovation, the strategy to exchange R&D results actively between the defense sector and the private sector will be discussed. The main contribution of this research is dearly defining the concept of R&D governance in national defense sector and applying it to an actual case. The national defense R&D governance model proposed in this paper is based on the characteristics of national defense R&D which are different from other industries. The analysis of business success factors for national defense R&D through the T-50 case study is presented in detail. The T-50 case study reveals the importance of strategic intent, core technology knowledge base, organizational structure, and project management.

The effect of technology capability of product development process on R&D sales performance: Focusing on the moderating effect of government support by the growth stage (제품개발공정의 기술능력이 R&D 매출 성과에 미치는 영향: 성장단계별 정부지원의 조절효과를 중심으로)

  • New product or new technology developments are directly linked to a firm's survival and thus their performance and improvement are gaining attention in the midst of rapidly changing business environment and aggravating competition. However, despite SMEs' significance in the national economy, they are limited in terms of size and resources in possession, so the government provides a variety of supports as a policy. According to a study on the organizational life cycle, a firm's limits and difficulties differ by growth stage, so the supports need to be tailored. Based on the data from 2,575 firms that responded to the "2011 SMEs Technological Statistics," how technological capability level and deviation in the R&D process affect the R&D sales performance was studied. The result of analysis revealed that the technological capability has a positive impact on the R&D sales performance. It was also learned that the relationship between deviation in the technological capability and R&D sales performance was moderated by the government support. For the hypothesis that the government support would have a different moderating effect by growth stage for the impact the technology level has on the R&D sales performance, the empirical analysis showed a different meaningful moderating effect for each growth stage. The theoretical implications of the study are that, instead of a simple relation of dynamics that does not take the growth stages into account, it suggested a more realistic causal relationship model that reflects the complex environment the SMEs are in and that the need for measuring and using the deviation in technological capability as a research variable has been justified. The practical implications are that the government policy for supports can be tailored to a growth stage and that the guidelines have been suggested to effectively use the government funding by encouraging the SMEs in a different growth stage to adapt to the customized policy.

The Effective Risk Management of Academic Entrepreneurs' R&D Technology Transfer (학술적 기업가의 R&D 성과이전 위험의 효과적 관리)

  • The transfer of R&D performance is the technology transfer in a narrow sense. This study aimed at fanning the effective managerial systems of the transfer of the academic entrepreneur's R&D performance. For this purpose, this study analysed the characteristics and success factors of R&D performance transfer based on the theory of project life cycle. This research classified the life cycle of academic entrepreneurs' R&D projects into six stages. And the risks associated with the transfer process was categorized using the case study about the establishing processes the mineral-related small finns. Especially, the risk of the technology transfer was investigated by the R&D project implementation stages. Based on this results, this paper suggested the strategic system such as the marketing-oriented thinking, the clear-cut statement of the role among the stake-holders of the R&D and commercialization processes, the dynamic system of the academic entrepreneurs' leadership, the formation of the transfer management system, and the usage of project risk management techniques.

Analysis of Factors Influencing the Performance of Technology Transfer on National R&D by Research Actors (연구수행 주체에 따른 국가R&D 기술이전 성과 영향요인 분석)

  • As national R&D is increased in scale, technology transfer has garnered more attention in terms of utilizing R&D outcomes. In this study, we analyzed influencing factors to technology transfer, as a way of utilizing R&D results, using data on national R&D. The analyses was performed with 3 subjects: university, government research institute and industry. When royalty is used as a dependent variable to measure the performance outcomes of technology transfers, the analysis showed that R&D funds have positive influence on all three subjects. In terms of government research institute, the influence was significant whether the location is the capital area or Daejeon city. With regards to industry, factors such as whether the project is a cooperative research, applied research, and the research to technology transfer period were found to have remarkable influence. On the other hand, when the number of cases of technology transfer was used as a dependent variable, the analysis indicated that R&D funds have significant impact on university, while for government research institute, the significant influencing factors include both R&D funds and the research to technology transfer period, and for industry have positive influence on applied research. It is therefore necessary to make differentiated policies considering the R&D organizations in order to improve the efficiency of technology transfer performance.

An Analysis on the R&D Productivity and Efficiency of Korea: Focused on Comparison with the OECD Countries (우리나라의 R&D 생산성 및 효율성 분석: OECD 국가와의 비교를 중심으로)

  • This paper aims to measure and analyze R&D productivities and efficiencies of 17 major OECD countries including Korea over the 1984-2008 period by using the Malmquist Productivity Index and Data Envelopment Analysis, classifying R&D performance into an output and outcome aspects. It also searches the Korea's current status and characteristics in each R&D stage to enhance Total Factor Productivity (TFP) compared with other developed countries. Our major findings are the followings: (i) Korea's productivity index of R&D input vis-a-vis R&D output is very high (13.39% annual growth rate) compared with those of major advanced countries, whereas the annual average of efficiency index is very low (0.33), i.e. Korea's technical efficiency index has risen to 0.83 at the last time series started at 0.10 point and come up to the level of major advanced countries. (ii) the Korea's productivity index of R&D output vis-a-vis R&D outcome is very low (14.02% annual reduction rate) compared with those of major advanced countries, whereas the annual average of efficiency index is very high (0.22), i.e. Korea's integrated frontier technical efficiency index has dropped to 0.057 at the last time series started at 1.00 point and coming up to the level of major advanced countries. (iii) The productivity of R&D input vis-a-vis R&D outcome is positively correlated with that of R&D output vis-a-vis R&D outcome and the growth of R&D input factors. In a nutshell, it implicates that the effort to take advantage of R&D outputs, namely establishing the diffusion and commercialization system of technical knowledge to the level of developed countries, should be strengthened over that on the growth of R&D investment and output for enhancing R&D productivity and efficiency in Korea.

Service Plan of National R&D Report System Using KANO Model (KANO모형을 이용한 국가R&D보고서 시스템의 서비스 방안)

  • The relationship between a service provided via the information system and user satisfaction has been thought of as an important factor for the development of a new service for the information system. In this study, the twelve new key services that are applicable to national R&D report system were derived by web environment changes in step with IT technology developments in order to support the new service for the user. The twelve new key services are as follows; semantic search service for national R&D report, associated report service, RSS service, mesh-up service, topic-map service, open API service, personalized service, collective intelligence service, SNS service, unstructured data service, detailed search service, mailing service. To assess the quality attribute of the twelve new key services in the national R&D report system, a survey was performed. In conclusion, a stepwise service plan for the national R&D report system was proposed which would use the satisfaction coefficient and the results of the service classification. The following step-by-step service should be developed by in this way. The unstructured data service, personalized service, associated report service, topic-map service, open API service, and the collective intelligence service are needed to develop the first step and RSS service, mesh-up service, semantic search service for the national R&D report, mailing service, detailed search service, and SNS service are needed to develop the second step.
