The analysis for improving evaluation system of government-supported program and faculty in developing engineering college (공과대학 혁신을 위한 재정지원사업 및 교수 평가제도 개선에 관한 연구)

  • The paper deals with the analysis for improving evaluation system of government-supported program in developing engineering college. I think that it is important to consider evaluation system of government-supported program and faculty in the aspect of policy responsibility and autonomy. I suggest three proposals. First, in the perspective of evaluation system of government-supported program, it is important to keep the balance between SCI-based evaluation and practical & University Industry Corporation (UIC) indicator or keep the balance between quantitative indicators and qualitative indicators. Second, in the perspective of evaluation system of faculty, UIC-friendly evaluation system should be expanded and institutionalized. Finally, the evaluation systems should be not only built, but also utilized for developing engineering college.

A Qualitative Study on Steering of Education Accreditation: With Case Study on Korean Medicine Education (학문분야별 평가인증제 운영에 관한 질적 사례 연구: 한의학을 중심으로)

  • Objectives: The purpose of this article is to develop steering of program accreditation system in Korean Medicine Education through meta-evaluation. For this study, the subjects of our research were categorized as the accreditation criteria and system, results and effects, tasks for improvement on Korean Medicine Education. Methods: We conducted Focus Group Interview on 102 full-time professors with experience of participating on accreditation of Korean Medicine Education from 12 college of Korean Medicine Education and we analyzed it by thematic analysis. Results: The accreditation criteria and program evaluation system of Korean Medicine were listed as 'Confusion about the goals of program evaluation', 'High hurdles on accreditation', 'obsession to success cases', 'Small college complaints about applying the same criteria', 'Dilemma of quantitative and qualitative evaluation'. The results and effects of program evaluation in Korean Medicine Education were listed as 'Establishment of base infrastructure for basic medical education', 'Benchmarking and exchanging opinions through evaluation certification', 'Resistance to documents and document-based evaluation', and 'Double-sided of evaluation certification'. As for the tasks for further improvement, the following list is suggested. 'Actively promote evaluation certification', 'Simplification and standardization of forms', 'Requesting for activating about Evaluation committee', 'Need for consulting before regular evaluation'. Conclusion: It is necessary to upgrade the accreditation system and make efforts to improve the issues discovered for better Korean Medicine Education.

  • Recently diversity of research field is emphasized all over the world. Nations with advanced programs in research field keep developing new R&D programs for interdisciplinary studies. These new research atmospheres need objective validity in evaluation process. Peer review is recognized as a best evaluation method for national research and development programs. However, peer review system has restrictive boundary because of its subjectivity of the reviewer. Scientometrics has been developed as an alternative system to peer review. But the effectiveness of quantitative indicators which also has qualitative aspect is rarely analyzed in real program evaluation. In this study, we suggest distribution of marks of peer review and newly developed quantitative review through analyzing deviations between two different reviews in real national R&D program evaluation. Moreover, we could have significant correlation between two review systems in the same case study.

  • AAPM CT performance for special medical equipment quality control checks using a standard phantom for evaluation, using the evaluator's subjective assessment as to minimize errors due computerized assessment program to evaluate their usefulness. Phantom for evaluation AAPM CT Performance Phantom: was used, the default shooting conditions are the same as quality control checks. And, we use IMAGE J to evaluate the program. Quantitative evaluation with CT attenuation coefficient and the noise measurement, the uniformity measurement, the slice thickness measurement, contrast resolution of the measurement, a phantom image of the spatial resolution determined by the evaluation program is evaluated as self-extracting the result after processing the image, CT uniformity measurement for the evaluation that was smaller and the standard deviation of a video image processing more uniform slice thickness measurements it is difficult to evaluate due to the difference of the ratio of the measured value of the phantom image.   • API 581 guideline provides a methodology for calculating the risks of equipments in refinery or petrochemical plant. However, especially in part of the consequence of failure, there is a major limitation of its application to the petrochemical plant directly since only a representative material is considered in calculating the risk while the equipment is composed of numerous materials. The objectives of this paper are to propose an enhanced risk-based inspection (RBI) technique to resolve shortcomings inclusive of the above issue and to assess the risks of typical petrochemical equipments. In this respect, a program incorporating material database was developed to fully incorporate the characteristics of different materials. The proposed RBI program consists of qualitative, semi-quantitative and quantitative risk evaluation modules in which toxic materials as well as representative materials were selected automatically for comparison to those in the current guideline. It has been applied to assess the risks of equipments in ethylene facilities of petrochemical plants. Thereby, more realistic evaluation results were obtained and applicability of the proposed RBI program was proven.

Evaluation indicators for the restoration of degraded urban ecosystems and the analysis of restoration performance (훼손된 도시생태계 생태복원 평가지표 제시 및 복원성과 분석)

  • This study aims to analyze the effect of urban ecosystem restoration projects by evaluating the short-term restoration performance of the project sites, from both qualitative and quantitative evaluations. In this study, for the qualitative evaluation, we derived the evaluation frame from previous studies and literature. For the quantitative evaluation, the changes in ecological connectivity after the restoration project were described using landscape permeability and network analysis. In addition, changes in habitat quality after the restoration project were evaluated by using InVEST Habitat Quality Model. These evaluations were applied to the three natural madang (ecological restoration) projects and two ecosystem conservation cooperation projects. As a result, three categories, 10 indicators, and 13 sub-indicators were derived from literature as the evaluation frame for this study. In the case of quantitative evaluation of restoration performance, habitat quality increased by 45% and ecological connectivity by 37% in natural-madang, and habitat quality by about 12% and ecological connectivity by about 19% in ecosystem conservation cooperation projects. This implies that the ecological restoration project can increase the ecological connectivity and the habitat quality of degraded sites even in a short period of time by improving the land-cover and land use. The results by applying the evaluation frame indicated that ecological and environmental factors and the ecological functions were improved by the restoration works, even though the magnitude of performances were diverse depending on the specific evaluation items, project type, and site characteristics. This study clarified that the success of ecological restoration project should be assessed by both of the short-term and long-term goals, which can be achieved by the maintenance and sustainable management, respectively.

When CT image quality control assessment on the basis of the results such as the above, if using an image processing program to minimize the subjective judgment of the error evaluator and is determined more efficient than would be made quantitative evaluation.

  • Velocity-dependent increase in tonic stretch reflexes is one of the prominent characteristics of spasticity. It is very important to evaluate spasticity objectively and quantitatively before and after treatment for physicians. An accurate quantitative biomechanical evaluation for the spasticity which is caused by the disorder of central nervous system is made in this study. A sudden leg dropper which is designed to generate objective testing environment at every trial gives very effective environment for the test. Kinematic data are archived by the 3-dimensional motion analysis system($Elite^{(R)}$, B.T.S., Italy). Kinematic data are angle and angular velocity of lower limb joints, and length and lengthening velocity of lower limb muscle. A program is also developed to analyze the kinematic data of lower limb, contraction and relaxation length of muscles, and dynamic EMG data at the same tim. To evaluate spasticity quantitatively, total 31 parameters extracted from goniogram, EMG and muscle model are analyzed. Statistical analysis are made for bilateral correlations for all parameters. The described instrumentation and parameters to make quantitative and objective evaluation of spasticity shows good results.

  • The purpose of this study was to develop a pragmatic fashion internship program as a following study of 'An analysis of the consciousness of the professors and college students for the fashion industry internship'. The methods of the quantitative analysis and some case studies were used for this study. The results of this study were as follows : Internship program has 6 steps ; ready, introduction, selection, operation, reputation, management. It will help professors and college students to execute the program systematically. The contents of the fashion internship program model for professors were as follows: 8 recruiting methods to find internship companies, the contents of the internship agreement, 6 types of internship, the contents of the recommendation letter, advanced education contents for a fashion internship, e-mentoring program model, a curriculum of the cultural study and the major course, evaluation standard elements of the intern students, the methods of evaluation etc.

  • The present study construct a new technique that can evaluate diverse rural policies, which have been applied to the rural development programs at the village level. The method incorporates spatial econometrics models with a decomposition method that has little been utilized before. We applies the technique to evaluate the rural development programs that have been carried out by the Korea Forest Service and. Korea Rural Development Agency. The technique proved to be quite useful in that the technique efficiently separate the direct effect caused by the government policy from the effect explained by the endowment effect such as regional or area characteristics, and residual effect that cannot be identified by the models. The present study concludes with suggesting more quantitative methods need to be developed to evaluate diverse government policy programs, which enables us to discern correct policy effects.
