Risk elements of highway safety facilities are affected by complex environments. Thus, risk-based approach for traffic safety facilities is needed. For this, in this study, qualitative and quantitative risk assessment methodology and procedure for highway safety facilities is proposed, which can be used as risk-based approach incorporating VE process. Also, for the quantitative risk assessment, event tree using EPDO(Equivalent Property Damage Only) with respect to frequency and magnitude of risk events is introduced. As a result, risk index of alternative 1(140cm) and 2(127(cm) which can be used as performance factor in VE approach are estimated.

The article discusses the results of a quantitative analysis of open educational resources in the field of information technology. Study is based on a study of the content of ten platforms that provide access to open resources (OPs). To achieve this goal, we used the following methods: theoretical analysis and generalization of Internet sources to determine the popularity of educational platforms and resources on them; quantitative data analysis to determine the relative proportion of IT courses in various parameters: the relative weight of courses in the IT field in general and on each platform in particular, the language of instruction, the quantitative content by thematic areas. The following platforms providing access to open educational resources were subjected to quantitative analysis: Coursera, Edx, Udemy, MIT OpenCourseWare, OpenLearn, Intuit, Prometheus, UoPeople, Open Learning Initiative, Maidan Open University.

Purpose: The small-scale environmental impact assessment system in Korea was introduced and implemented in August 2000, but it has a problem that it cannot guarantee implementation due to the large proportion of qualitative reduction measures for each evaluation item. Therefore, when preparing a small-scale environmental impact assessment, research was conducted on how to improve the existing simple listing-type reduction measures and qualitative evaluation standards to quantitative reduction measures and evaluation standards reflecting regional characteristics. Research design, data and methodology: The small-scale environmental impact assessment system in Korea was introduced and implemented in August 2000, but it has a problem that it cannot guarantee implementation due to the large proportion of qualitative reduction measures for each evaluation item. Therefore, when preparing a small-scale environmental impact assessment, research was conducted on how to improve the existing simple listing-type reduction measures and qualitative evaluation standards to quantitative reduction measures and evaluation standards reflecting regional characteristics. Results: As a result of the analysis of qualitative and quantitative factors, the arithmetic sum of the qualitative factors of the total six projects is 160, accounting for 80% of the total number of reduction measures, and the quantitative factors are 40, accounting for 20%. Among them, the number of qualitative reduction measures reached 97.4% for animal and plant items, and more than 90% for air quality, noise and vibration, and eco-friendly resource circulation items. Conclusions: Therefore, it is necessary to avoid establishing qualitative reduction measures and set quantitative measures as the basis, but to specify the specifications, size, and installation location related to the reduction measures, and to calculate the numerical reduction efficiency.
Due to the classes in object-orientation, which are too detailed and specific, their reusability can be decreased. Components, considered to be more coarse-grained compared to objects, help maintain software complexity effectively and facilitate software reuse. Furthermore, component technology becomes essential by the appearance of the new frameworks, such as MDA, SOA, etc. Consequently, it is necessary to reengineer an existing object-oriented system into a component-based system suitable to those new environments. In this paper, we propose a model-based quantitative reengineering methodology to identify components from object-oriented systems. We expand system model and process, which are defined in our prior work, more formally and precisely. A system model, constructed from object-oriented system, is used to extract and refine components in quantitative ways. We develop a supporting tool and show effectiveness of the methodology through applying it to an existing object-oriented system.

A total of 328 ambient PM-10 samples was collected by a PM-10 high volume air sampler during the periods of February 1997 to February 1999 from Kyung Hee University at Suwon Campus. The samples were analyzed for their bulk chemical compositions(Cu, Fe, Pb, Zn, Al, $Na^{+}$, $NH_{4}^{+}$, $K^{+}$, $Ca^{2+]$, $Mg^{2+}$, $Cl^{-}$, $NO_{3}^{-}$, and $SO_{4}^{2-}$ by both an atomic absorption spectrophotometer and an ion chromatograph. The purpose of this study was t develop a receptor methodology for quantitative assessment of PM-10 sources. The data obtained from this study were ex-tensively examined using the target transformation factor analysis(TTFA) and the chemical mass balance (CMB). When TTFA was initially applied seasonal basis. five sources(such as automobile-related, sulfate-related, incine-ration, soil and combustion-related) were identified both during winter and fall. Since the total number and the type of sources were resolved by TTFA for the four seasons, CMB was employed to cross-check the results of TTEA. The total of six source categories identified by TTEA was intensively investigated on the basis of source profiles acquired from various source libraries established both in Korea and abroad. The results of this study showed the applicability of two popular receptor models as a new methdology for quantitative assessment PM-10 sources in Korea. Seasonally segmented data sets with the combined application of TTFA and CMB yielded a physically reasonable source apportionment result and provided a mean to increase the number of potential sources. Furthermore, this study suggested the possibility of the CMB application to ambi-ent data from Korea after identifying potential sources through traditional factor analysis.

Greenhouse gas(GHG) inventories were reported recently in various fields. It, however, has been rarely to mention about the accuracy and reliability of the GHG inventory results. Some reliable assessment methods were introduced to judge the accuracy of the GHG inventory results. It is, hence, critical to develop an evaluation methodology. This project was designed 1) to develop evaluation methodology for reliability of inventory results by GHG-CAPSS, 2) to check the feasibility of the developed evaluation methodology as a result of applying this methodology to two emission sources: liquid fossil fuel and landfill, and 3) to construct the technical roadmap for future role of GHG-CAPSS. Qualitative and quantitative assessment methodologies were developed to check the reliability and accuracy of the inventory results. Qualitative assessment methodology was designed to evaluate the accuracy and reliability of estimation methods of GHG emissions from emission and sink sources, activity data, emission factor, and quality management schemes of inventory results. On the other hand, quantitative assessment methodology was based on the uncertainty assessment of emission results. According to the results of applying the above evaluation methodologies to two emission sources, those seem to be working properly. However, it is necessary to develop source-specific rating systems because emission and sink sources exhibit source-specific characteristics of GHG emissions and sinks.
This study analyzed quantitative effects of ISMS certification. To measure the company value change the stock data was used and the methodology of event study was also applied. Event study methodology is a method of analyzing the effects of information or public announcement about certain events on the stock market through abnormal return of stock price. First, ISMS certification was acquired followed by the measurement of abnormal excess return of company. Based on the increase or decrease of abnormal excess return, the group was classified. There are 3 types of groups("Increase", "Reduce", "Maintain"). Next, the cluster analysis was performed for each group. Cluster analysis or clustering is the task of grouping a set of objects in such a way that objects in the same group (called a cluster) are more similar (in some sense or another) to each other than to those in other groups(clusters). The purpose of this study is to have a quantitative measurement of performance of ISMS certification. So, the result of this study will be promoted a company's ISMS certification acquisition. And it would further be beneficial to your company's information security activities.

Since the ITS project of Gwacheon city has been implemented in 1998, feasibility analysis for various ITS projects has been conducted in quantitative and qualitative aspects. However, ITS operation manual that describes the universal standards comprehensive methodology for survey and analysis for the qualitative effects of the ITS. Although it its difficult to measure the qualitative elements, the effectiveness and achievement of ITS project can be directly evaluated from the user survey. A comprehensive methodology proposed in this paper includes the design and implementation of the qualitative survey, the procedure of data analysis, the evaluation, and proposing the enhancements. The proposed methodology that take both quantitative and qualitative aspects into account, therefore, can lead the accurate and effective assessment of ITS projects.
In this paper, we conducted a comparative study on the methodology for impact analysis as the economic grounds for formulating policy and investment plan concerned with utilizing spectrum resource. In order to provide numerical results for objective comparison and selection among policy and investment planning, methods to be analyzed are focused on quantitative methodology based on mathematical models, consequently the utility and limits of econometric model, input-output analysis, computable general equilibrium and system dynamics are compared from various viewpoints including analysis cost. Besides, we compared the methodologies in the standpoint of utilizing spectrum and discussed the recent findings of mixed models combining multiple methodologies to exploit the advantages of each methodology and to offset the limit. Results of the research can be used as reference indicators to select the method that conforms to the purpose and priority of analysis verifying the efficiency of execution of policies and investment plans.
Government spending on research and development increased continuously is much more important to decision-making methodology for rational investment. Rely on a group of minority experts in the application of a general methodology, a tipping effect occur in specific technology field or difficult balanced procedure and objective control to maintain. This paper presents a qualitative-quantitative methodology to avoid such risks by utilizing Technology-Tree pertaining to energy R&D planning of the government Energy Technology Development program. Especially Energy Technology Development program "energy storage system" is applied to the analysis of Technology-Tree, mapping and analysis of existing government-supported projects during the recent 5 years, is derived essential missing elements of the technology value chain. This study suggests that significant evidence is utilized for improving efficiency of government R&D budget considering the importance of technology, domestic research-based and so forth, could be used to implement the R&D project planning.
