Effect of Professional Competence of Public Institutions on Service Quality: Focused on Housing Welfare Service (공공서비스 조직의 서비스역량이 서비스품질에 미치는 영향관계 연구 : 주거복지서비스를 중심으로)

  • As the public sector has been facing many challenges arising from the global economy and experiencing major changes, public services are redefined and various modes to improve their quality are applied to the customer service area. This research addresses whether and to what degree the professional competence of public institutions affect the customer service, in particular the quality and delivery of housing welfare services. With the institutional competences consisting of three elements - customer centric culture of service delivery, information sharing, and service delivery channels, this study utilizes a questionnaire survey, and the collected data are analyzed by using the inferential statistics. The findings show that customer centric culture of service delivery and information sharing have positive impacts on the quality of housing welfare services while service delivery channels don't have any influence on it. The research results imply that the institutional competence in the public sector is critical in the quality and delivery of the housing welfare services.

  • In recent, the concept of management is emphasizing the aspects of social welfare, especially in permanent rental housing that most of the residents are very low income households. Although the quality of service for the residents of permanent rental housing was improved comparatively, it still needs to continually change in response to the needs of residents. To figure out the better way of supporting the service for the residents of permanent rental housing, this study examined the role and function of management office and compared perception on management services between management staffs and residents of permanent rental housing. Based on the in-depth interview with 5 managers of permanent rental housing, two types of survey questionnaire (residents/staffs of management office) were developed for the research purpose. A sample of 89 management office staffs and 111 residents were used for the data analysis. Most of the respondents recognized the need of a cooperation system among management office, social welfare center, and residents for providing better management system and welfare service.

  • The purpose of study was to improve the quality of the Family Welfare Service in Korea. For the purpose, this study consists of these main subjects. A analysis about the experience and satisfaction of the family life welfare services. And a analysis about the Needs of family life welfare services. The data was collected from 407 low-income families experienced of family life welfare service. The results are as follows They experienced more less $40\%$ of the family life welfare service. It appeared family life welfare service in Korea was still not 'for the family' but 'of the family'. The most of the them experienced or family lire welfare service did not satisfy about services. They hoped to set the family lire welfare services about housing, elderly-care, child-care, job opportunity.

Factors Associated with the Quality of Life among Persons with Severe Mental Illness Living in Supported Housing (독립주거 거주 중증 정신장애인의 삶의 질에 영향을 미치는 요인에 관한 연구)

  • The objective of this study was to examine the association between personal, housing, program, and service characteristics and quality of life among persons with severe mental illness living in supported housing. A cross sectional survey of a random sample of 237 clients residing in supported housing in Philadelphia was used to assess the association between personal and environmental characteristics, and quality of life. Data were collected from structured interviews, administrative data, the 2000 U.S. Census data file and the Philadelphia police crime database. Multiple regression analyses were used to identify personal and environment characteristics that are associated with quality of life. Clients with diagnoses of schizophrenia, those with lower levels of psychiatric symptoms, those with higher levels of physical health status, and those with higher levels of perceived supportiveness with staff had higher levels of quality of life. Findings of this study suggested that clients' clinical characteristics and consumer staff relationships can be important variables for understanding quality of life among supported housing residents. Factors associated with quality of life identified in this study may help service providers design and plan services to promote quality of life and stable independent living in the community of supported housing residents.

Rural Residents' Satisfaction of Living Environment and Social Service (농촌 주민의 생활환경 및 사회서비스 만족도)

  • The purposes of this study were to exploring the rural residents' satisfaction of living environment and social service. For these purpose we collected the data from the residents in rural area(1,000). The major findings of this study were as follows : First, the total satisfaction score is 58.9. The highest score group is housing and environment(69.9). And the lowest score group is cultural life and leisure environment. Various welfare services have been carried out for low income people, disabled people, old people, children and rural women within the social service system. But many respondents did not have chances to use social service because it was not efficiently provided many social services. So most of the residents in village wanted more welfare services. Second, the qualitative enhancement is more important than physical infrastructure expansion in order to improve rural settlement condition(housing quality, water supply and drainage, road and traffic system, medical care etc.)

  • Citizens' demand, which has been previously focused on welfare, is now expanding to include elements for higher quality of life such as employment, housing, culture, and sports. Accordingly, the government, with an aim of effectively delivering resident services that satisfy various demands, is committed to transforming the central government-oriented service system into the integrated service system based on public-private partnership. The government is also dedicated to expanding services to 8 areas including not only welfare but also healthcare, employment, housing, education, sports, culture, and tourism, which are directly related to everyday lives of residents. This project is designed to support such reforms in the citizen service delivery system in order to enhance quality of life of local residents. This study is to draw implications from analysis for implementing the citizen service integrated information system in order to reform the citizen service delivery system effectively through examinations and analyses of citizen services provided by the central government. Especially focus on public utility charges depreciation simplification citizen service. Its implications are expected to offer a real contribution for central and local Governments that want to increase the productivity of implementing eGovernment service.

  • In Korea, welfare needs brought on by the rapidly growing of elderly population. Also, the senior group with spare time, wealth and health is increasing. Currently, the people have known about needs welfare system for improving quality of life during senescence personally and socially. In addition to the senior friendly industry, having distinction with simple approach medical services, will be great expanding after 2010. And there will be a new welfare services plan supporting long term care insurance for senior citizens. But we don't have prepared systematically organized senior friendly industry and products yet. So, the purpose of the study is to analyze systematically the classification characteristics of the senior friendly products according to the difficulty of daily living for senior citizens. Above all, the study finds out the senior friendly products characteristics according to the consumer's various situations about health and housing space. Therefore the result of the study reveals that the simulation guidelines for choosing the products depend on the customer's needs are essential and useful to improve senior friendly industry. And the post evaluation data of senior friendly products would be put to practical use in the industry.

  • In Korea, there is a need for safe and convenient elderly housing so that older people can enjoy a good quality of life and perform various daily activities while they maintain their health and well-being. Thus, this study is to suggest community -based housing settings for the elderly. We analyzed living space characteristics of the Continuing Care Retirement Communty(CCRC) in the U.S. In particular, we focused on CCRCs in the Oregon area and examined two types of settings: 1) a tower setting and 2) a town setting. The CCRC living arrangements include independent living, assisted living, nursing care, and memory care. We visited six CCRCs in Oregon during January through May in 2015. The field observations and floor plan surveys were conducted for data collection. The data analysis revealed that there are two types of arrangements: the suburban type and the urban type. Element analysis of the living unit designs for each CCRC type demonstrated typical space configurations. It was found that home care services were provided from local communities. It is suggested that community-based housing for the elderly should include mixed housing types so that community facilities can be shared. Medical services in the community were offered through healthcare institutions, disease prevention centers, welfare centers, and sports facilities. In order to apply these community-based care systems to elderly Korean housing, it is important to develop a community based on independent homes that share services and welfare facilities.

An Analysis of University-based Continuing Care Retirement Communities' Services and Programs Management - With a Focus on Three Cases in the United States - (대학연계형 연속보호체계형 노인주거환경의 서비스 및 프로그램 운영 분석 연구 - 미국의 사례를 중심으로 -)

  • This study aimed to identify services and social and leasure programs that will be needed for helping senior residents to be aging healthfully and comfortably in the university-based continuing care retirement community (UBRC). This study conducted case study targeting three representative university-based CCRCs in the east area of United States such as Oak Hammock (OH) at Florida state, Kendal at Lexington (KL) and The Collonades (C) at Virginia state. There were three types of services in the UBRC, which were meal services, healthcare services, and personal services. Those services were different from the level of care such as independent living, assisted living, nursing home and memory care. Meal services and personal services were very similar among three UBRC, whereas healthcare services of OH were higher level of quality and diversity than the others. The social and leisure programs were categorized in-house programs, university outreach program and intergenerational programs between residents and students attending to related university. In-house programs and university outreach program were almost similar among three UBRC, whereas intergenerational programs of OH were well organized and actively operated than the others. This study results are expected to provides essential information for the development of Korean style services and programs of university-based CCRCs in the future.

A Case Study on Reusing Maintenance and Alterations by the Elderly Residing Melbourne and Sydney in Australia (호주 재택 노인을 위한 주택수리 및 개조사례 연구 - 멜버른과 시드니를 중심으로 -)

  • As a result of the expansion of the nuclear family in society, there has been an increase in the number of elderly people who want to live independently of their children. Australia is one of the countries which has initiated an extensive welfare program for its senior citizens. These services include maintenance of, and alterations to their own homes to make living conditions safer and more manageable. This case study was aimed at finding ways of adapting the services provided in Australia, to meet the needs of elderly Koreans who are in similar situations. It evaluated houses which had been renovated and altered fur the normal as well as the disabled elderly in both Melbourne and Sydney. results of research were as following : 1) Most elderly usually wished to remain as long as possible in their own home and it made them very stable in psychologically. 2) Housing maintenance and alterations were provided as one of social care services fur elderly with low expense and loan from government. 3) Many elderly were also getting various kinds of social services, fur example, meals on wheels, transportation and cleaning service with housing alterations and these ones let their quality of life more improved. 4) Occupational therapist and Architect were always involved in the process of housing alterations for disabled elderly. 5) The alterations which related to bathroom, toilet and steps were very popular and those were considered essential design guide applications for planning of housing for elderly in the future.
