A Study on Water Quality Management on Urban Water Circulating System in the New City (신도시 내 물순환시스템 구축 및 수질관리 연구)

  • 최근 국내에서는 저탄소 녹색도시 조성의 일환으로 도시의 환경오염과 기후변화의 문제의 원인이 되고 있는 탄소 배출을 억제하고 고유가 시대에 에너지저감을 동시에 고려하는 저탄소 도시 조성을 통해 기후변화 시대에 대응을 추진하고 있다(국토해양부, 2009). 이러한 결과로 최근 도시내 물순환시스템(urban water circulating system or blue-network)의 구축이 요구되며 이는 자연의 생태 기능을 복원하고 오염부하를 저감하여 도시 환경의 건강성과 지속성 향상에 기여한다. 이러한 도시물순환시스템은 시민의 휴식 및 문화 공간, 도심열섬현상 완화, 재해방지, 생물서식공간(biotope) 제공 등의 기본적인 기능 이외에도 탄소배출 감소, 우수 저류공간 확보, 지하수위 유지, 비상용수 확보, 대기오염물질의 집진제거, 습지보전 및 생물종 다양성 확보 등의 주요 기능을 수행할 수 있기 때문에 구도심의 재개발 또는 신도시 개발 시 도시 어메니티(amenity) 증진에 널리 적용되고 있다(서울시정개발연구원 2003; 한국토지공사 2003). 남한산성을 포함하는 청량산 계곡수를 발원지로서, 공간적 범위는 장지천과 창곡천을 따라 약 3.5 km 서쪽으로 흘러 탄천에 이르기까지의 물길축(blue-network)를 기반으로 하며 총면적은 $6.8km^2$ 으로 서울, 성남, 하남의 3개 행정구역에 걸쳐있다. 내용적 범위는 현황조사(개발 컨셉, 하천분포현황, 인접지역 연계, 수질), 수량 및 수질 확보방안(물수지분석, 다중 수원 확보방안, 목표수질 설정, 부영양화 가능성 평가), 물순환시스템 구축(소하천 등과 연계 방안), 유지관리 방안의 순서로 진행하여 기본계획을 도출하였다. 현황조사 결과 본 사업대상지는 장지천, 창곡천, 학암천 등 3개 소하천이 서쪽의 탄천과 연결되어 있으며 동쪽은 산지로 청량산이 인접하기에, 주변 자연지형을 최대한 고려하여 물순환시스템을 계획하였다. 하천 유량은 기존 환경영향평가서, 하천 연계방안, 신도시 조성 관련기준 등을 종합적으로 고려하여 하류에서 각각 장지천 $10,087m^3/d$, 창곡천 $7,103m^3/d$, 복우천 $5,530m^3/d$ 의 유지용수량을 산정하였다. 도시 친수공간 확보와 어메니티 향상을 위해 지구내 수로(휴먼링)을 조성하여 장지천, 창곡천과 연계하였으며 주요 유지용수는 저탄소 녹색도시 건설에 부합하도록 우수을 활용한 함양지 및 계곡수로 조성 계획하였다. 또한, 인접한 장지천 및 창곡천 등 소하천은 지속적인 유량공급 및 양질의 수질을 확보하기 위해서 하상여과수를 검토 후 제안하였다.

A Study on Implementation of SVG for ENC Applications (전자해도 활용을 위한 SVG 변환 연구)

  • Electronic Navigational Charts(ENCs) are official nautical charts which are equivalent to paper charts with supplementary information. Although their main purpose is to be used for the safe navigation of ships, they also contain much information on coasts and seas which may be interesting to ordinary people. However, there is no easy way to access them because of their specialized data format, access method and visualization. This paper proposes m implementation of SVG for the access and services of ENCs. SVG(Scalable Vector Graphic) makes it possible to make use of Vector graphics for map services in basic internet browsing environment. Implementation of SVG for ENC applications by this research is free of special server side GIS mapping system and client side extra technology. The Implementation of SVG for ENC Applications can be summarized as follows: Firstly, SVG provides spatial information to possess searching engine to embody SVG map. Secondly SVG can provide high-quality vector map graphics and interactive facility without special Internet GIS system. It makes it possible to use services with very low cost. Thirdly, SVG information service targeting on maritime transportation can be used as template, so it can be used dynamically any other purpose such as traffic management and vessel monitoring. Many good characteristics of SVG in mapping at computer screen and reusability of SVG document provide new era of visualization of marine geographic information.

Audit of Appropriateness of Fresh Frozen Plasma Transfusion (신선동결혈장의 적정수혈 분석)

  • Background: Fresh frozen plasma (FFP) transfusion is administered primarily for management of acquired bleeding disorders. However, in practice, FFP transfusion is increasing without a solid rationale. Methods: We conducted an audit to evaluate the appropriateness of the indications for FFP transfusion during the period from July 2010 through June 2011. Assessment of the appropriateness of the indications was based on the national transfusion guidelines and the transfusion criteria promulgated by the Severance Hospital. Results: In total, 17,733 units of plasma were transfused to 1,949 patients over 4,982 events. We found that administration of FFP was not in compliance with the recommended guidelines in 1,990 events. The number of total FFP transfusions was higher in medical departments (Gastroenterology) than in surgical departments (Thoracic and cardiovascular surgery, General surgery). However, the proportion of cases of inappropriate transfusion was higher in surgical departments than in medical departments. Both the total number of FFP transfusion and the proportion of inappropriate transfusion were high in patient with neoplasm, disease of the digestive system, and diseases of the circulatory system. Conclusion: Continuous monitoring on appropriateness for FFP transfusion and feedback to the physician are critical in securing the transfusion safety as well as maintaining the quality of FFP transfusion. New-found indication for FFP transfusion should be investigated and applied in timely manner.

A Comparison of Adult Literacy Policies of UK and Australia (영국과 호주의 성인문해교육정책 비교 분석)

  • Social changes have added to new challenges to adult literacy policies in Korea. These changes not only require most adults to improve their literacy skills, but also require them to learn new competencies. In this context, this study aims to examine whether the Korean literacy policy has properly responded to the new literacy needs. For this purpose, this study not only aims to examine the adult literacy policies of UK and Australia, but also plans to suggest implications for the Korean government. The findings of the study are as follow. Both UK and Australian governments have developed literacy education funding programs, performance management system, and professional development program for literacy educators, all of which are needed for the provision of high quality adult literacy programs. The Korean government has also implemented the similar system since it formulated the adult literacy policy in 2006. However, there are significant differences between the Korean case and those of Australia and UK. Where both UK and Australia governments target every adult who has needs for literacy education, the Korean government only targets the poorly-educated elderly. Accordingly, the Korean government has failed to accommodate various literacy needs of adults. As a way of addressing the limitations of the Korean policy, the government should innovate the adult literacy policy in a way that it helps every adult develop knowledge and skills at anytime and anywhere.

Efficiency of Closed Cutting Propagation Affected by Closed Periods, Leaflet Number and Photoperiod in Rose (Rosa hybrida) (밀폐 기간, 소엽수 및 광주기에 따른 장미의 밀폐삽목 번식 효율)

  • When it comes to single node leafy stem cuttings of rose (Rosa hybrida), environmental management such as air temperature, relative humidity, and light affect productivity. In order to investigate the effect of air temperature and relative humidity on the cutting success rate and rooted cuttings quality, a transparent airtight box was used to implement a closed system. We have also tried to find out the most effective photoperiod and the number of leaflets in closed system using artificial light (white LED, 104.0 µmol·m-2·s-1 photosynthetic photon flux density). The first experiment was conducted for a total of 6 weeks under 4 airtight period conditions. The number of roots and longest root length decreased as the airtight period increased. But there were no significant differences in the survival rate, shooting rate, and rooting rate according to airtight periods. In the second experiment the results indicated that survival and shooting rate were significantly affected by the photoperiod (0/24, 2/22, 4/20, 8/16, and 16/8 h), the number of leaflets (0, 2, and 4 leaflets) of the cuttings and their interaction. The survival rate was the highest in the 16-h day length and 4 leaflets. By considering survival rate and shooting rate with energy efficiency, the 8-h day length and 2 or 4 leaflets were judged to be the most effective.

Assessing the Applicability of Hysteresis Indices for the Interpretation of Suspended Sediment Dynamics in a Forested Catchment (산림유역의 부유토사 동태 해석을 위한 이력현상 지수의 적용성 평가)

  • The dynamics of suspended sediment (SS) in forested catchments vary depending upon human or natural disturbances, including land use change, forestry activity, forest fires, and landslides. Understanding the dynamics of SS originating from the potential sources within a forested catchment is crucial for establishing an effective water quality management strategy. Therefore, to suggest a systematic method for interpreting SS dynamics, we evaluated the performance and applicability of ten methods for calculating the hysteresis index based on observed hydrological data and two calculation models (Lawler's method and Lloyd's method) with five sampling intervals (50th, 25th, 10th, 5th, and 1st percentiles). Our results showed that Lloyd's method, which used a sampling interval at the 1st percentile, had the largest number of analyzable runoff events and exhibited the best performance. The results of this study can contribute to quantifying the hysteresis in the relationship between discharge and SS and provide useful information for interpreting SS dynamics.

Effect of Non-Agricultural Facilities on Water Quality and Contamination in Rural Area (농촌용수 수질관리를 위한 비농업시설의 영향 연구)

  • This study was objected to identify the effect on water quality and contamination by non-agricultural facilities in 'A' reservoir watershed located in OO city, Kyounggi-do, Korea. Ground- and stream water samples showed (Na+K)-Cl, Ca(Cl, SO$_4$) and Ca-Cl type in an illegally discharging area of sewage and a densely industrial area indicating water contamination. Stream water of an illegally discharging area of sewage had high COD, T-N and T-P. In this area, direct incoming of sewage into stream water was induced ground water system by well pumping, and it made a progress of ground water contaminations with those components. Groundwater of a densely industrial area showed high concentrations of T-N, NO$_3$N. From a nitrogen isotope analysis, stream water of an illegally discharging area of sewage has ${\delta}^{15}N-NO_3$values of 0.7%0 was strongly affected by nitrogen originated from agrochemicals, and a densely industrial area of 19.7%0 from septic system. Ground- and stream water of a livestock fanning area were contaminated with NH$_3$-N and Mn, which was affected by intensive livestock facilities. SAR-conductivity plot indicates the water does not pose either alkalinity or salinity hazard for irrigation. COD, T-N, T-P, NO$3$-N, NH$_3$N and Mn concentrations from contaminated areas were diminished by mixing with 'A' reservoir water. There were no water contaminations in silver towns, vacationlands around reservoir and golf links. Consequently, it should be made a plan of systematic managements for past and- present possible contaminants and sewage systems in preventing water contamination by non-agricultural facilities.

A Study of variables Related to Nursing Productivity (간호생산성에 관한 연구: 관련변수의 검증을 중심으로)

  • The objective of the study is to explore the relationships between the variables of nursing productivity on the framework of system del in the tertiary university based care hospital in Korea. Productivity is basically defined as the relation-ship between inputs and outputs. Under the proposition that the nursing unit is a system that produces nursing care output using personal and material resources through the nursing intervention and nursing care management. And this major conception of nursing productivity system comproises input, process and output and feed-back. These categorized variables are essential parts to produce desirable and meaningful out-put. While nursing personnel from head nurse to staff nurses cooperate with each other, the head nurse directs her subordinates to achieve the goal of nursing care unit. In this procedure, the head nurse uses the leadership of authority and benevolence. Meantime nursing productivity will be greatly influenced by environment and surrounding organizational structures, and by also the operational objectives, the policy and standards of procedures. For the study of nursing productivity one sample hospital with 15 general nursing care units was selected. Research data were collected for 3 weeks from May 31 to June 20 in 1993. Input variables were measured in terms of both the served and the server. And patient classification scores were measured drily by degree of nursing care needs that indicated patent case-mix. And also nurses' educational period for profession and clinical experience and the score of nurses' personality were measured as producer input variables by the questionnaires. The process varialbes act necessarily on leading input resources and result in desirable nursing outputs. Thus the head nurse's leadership perceived by her followers is defined as process variable. The output variables were defined as length of stay, average nursing care hours per patient a day the score of quality of nursing care, the score of patient satisfaction, the score of nurse's job satis-faction. The nursing unit was the basis of analysis, and various statistical analyses were used : Reliability analysis(Cronbach's alpha) for 5 measurement tools and Pearson-correlation analysis, multiple regression analysis, and canonical correlation analysis for the test of the relationship among the variables. The results were as follows : 1. Significant positive relationship between the score of patient classification and length of stay was found(r=.6095, p.008). 2. Regression coefficient between the score of patient classification and length of stay was significant (β=.6245, p=.0128), and variance explained was 39%. 3. Significant positive relationship between nurses’ educational period and length of stay was found(r=-.4546, p=.044). 5. Regression coefficient between nurses' educational period and the score of quality of nursing care was significant (β=.5600, p=.029), and variance explained was 31.4%. 6. Significant positive relationship between the score of head nurse's leadership of authoritic characteristics and the length of stay was found (r=.5869, p=.011). 7. Significant negative relationship between the score of head nurse's leadership of benevolent characteristics and average nursing care hours was found(r=-.4578, p=.043). 8. Regression coefficient between the score of head nurse's leadership of benevolent characteristics and average nursing care hours was significant(β=-.6912, p=.0043), variance explained was 47.8%. 9. Significant positive relationship between the score of the head nurse's leadership of benevolent characteristics and the score of nurses' job satis-faction was found(r=.4499, p=050). 10. A significant canonical correlation was found between the group of the independent variables consisted of the score of the nurses' personality, the score of the head nurse's leadership of authoritic characteristics and the group of the dependent variables consisted of the length of stay, average nursing care hours(Rc²=.4771, p=.041). Through these results, the assumed relationships between input variables, process variable, output variables were partly supported. In addition it is also considered necessary that-further study on the relationships between nurses' personality and nurses' educational period, between nurses' clinical experience including skill level and output variables in many research samples should be made.

Review of a Plant-Based Health Assessment Methods for Lake Ecosystems (식물에 의한 호수생태계 건강성 평가법에 대한 고찰)

  • It is a global trend that the water management policy is shifting from a water quality-oriented assessment to the aquatic ecosystem-based assessment. The majority of aquatic ecosystem assessment systems were developed solely based on physicochemical factors (e.g., water quality and bed structure) and a limited number of organisms (e.g., plankton and benthic organisms). Only a few systems use plants for a health assessment, although plants are sensitive indicators reflecting long-term disturbances and alterations in water regimes. The development of an assessment system is underway to evaluate and manage lakes as ecosystem units in the Korean Ministry of Environment. We reviewed the existing multivariate health assessment methods of other leading countries, and discussed their applicability to Korean lakes. The application of multivariate assessment methods is costly and time consuming, in addition to the correlation problem among variables. However, a single variable is not available at this moment, and the multivariate method is an appropriate system due to its multidimensional evaluation and cumulative data generation. We, therefore, discussed multivariate assessment methods in three steps: selecting metrics, scoring metrics and assessing indices. In the step of selecting metrics, the best available metrics are species-related variables, such as composition and abundance, as well as richness and diversity. Indicator species, such as sensitive species, are the most frequently used in other countries, but their system of classification in Korea is not yet complete. In terms of scoring metrics, the lack of reference lakes with little anthropogenic impact make this step difficult, and therefore, the use of relative scores among the investigated lakes is a suitable alternative. Overall, in spite of several limitations, the development of a plant-based multivariate assessment method in Korea is possible using mostly field research data. Later, it could be improved based on qualitative metrics on plant species, and with the emergence of further survey data.

A Qualitative Study on Facilitating Factors of User-Created Contents: Based on Theories of Folklore (사용자 제작 콘텐츠의 활성화 요인에 대한 정성적 연구: 구비문학 이론을 중심으로)

  • Recently, user-created content (UCC) have emerged as popular medium of on-line participation among users. The Internet environment has been constantly evolving, attracting active participation and information sharing among common users. This tendency is a significant deviation from the earlier Internet use as an one-way information channel through which users passively received information or contents from contents providers. Thanks to UCCs online users can now more freely generate and exchange contents; therefore, identifying the critical factors that affect content-generating activities has increasingly become an important issue. This paper proposes a set of critical factors for stimulating contents generation and sharing activities by Internet users. These factors were derived from the theories of folklores such as tales and songs. Based on some shared traits of folklores and UCC content, we found four critical elements which should be heeded in constructing UCC contents, which are: context of culture, context of situation, skill of generator, and response of audience. In addition, we selected three major UCC websites: a specialized contents portal, a general internet portal, and an official contents service site, They have different use environments, user interfaces, and service policies, To identify critical factors for generating, sharing and transferring UCC, we traced user activities, interactions and flows of content in the three UCC websites. Moreover, we conducted extensive interviews with users and operators as well as policy makers in each site. Based on qualitative and quantitative analyses of the data, this research identifies nine critical factors that facilitate contents generation and sharing activities among users. In the context of culture, we suggest voluntary community norms, proactive use of copyrights, strong user relationships, and a fair monetary reward system as critical elements in facilitating the process of contents generation and sharing activities. Norms which were established by users themselves regulate user behavior and influence content format. Strong relationships of users stimulate content generation activities by enhancing collaborative content generation. Particularly, users generate contents through collaboration with others, based on their enhanced relationship and specialized skills. They send and receive contents by leaving messages on website or blogs, using instant messenger or SMS. It is an interesting and important phenomenon, because the quality of contents can be constantly improved and revised, depending on the specialized abilities of those engaged in a particular content. In this process, the reward system is an essential driving factor. Yet, monetary reward should be considered only after some fair criterion is established. In terms of the context of the situation, the quality of contents uploading system was proposed to have strong influence on the content generating activities. Among other influential factors on contents generation activities are generators' specialized skills and involvement of the users were proposed. In addition, the audience response, especially effective development of shared interests as well as feedback, was suggested to have significant influence on contents generation activities. Content generators usually reflect the shared interest of others. Shared interest is a distinct characteristic of UCC and observed in all the three websites, in which common interest is formed by the "threads" embedded with content. Through such threads of information and contents users discuss and share ideas while continuously extending and updating shared contents in the process. Evidently, UCC is a new paradigm representing the next generation of the Internet. In order to fully utilize this innovative paradigm, we need to understand how users take advantage of this medium in generating contents, and what affects their content generation activities. Based on these findings, UCC service providers should design their websites as common playground where users freely interact and share their common interests. As such this paper makes an important first step to gaining better understand about this new communication paradigm created by UCC.
