The Outline of Han River Basin Environmental master Plan Project (한강유역 환경보전 종합계획 사업의 개요)

  • Following rapid industrial development and urbanization in Korea, there is a need for the Government to implement effective control of pollution and to undertake specific schemes in areas where pollution of the environment is severe. In response to this need, Government of Korea prepare Han River Basin Environmental Master Plan Project for water, air, solid waste to cover environmental protection of the Han River Basin. The Project area is approximately 27,000 sq. Km extending over Seoul, Kyunggi, Kwangwon, Chungbuk Province. The total population of Master Plan Project area is approximately 11.6 million, or one-third of the total population of Korea. There are about 8,000 industries, including those located in 16 industrial complexes, in the project area. The scope of work and terms of reference are the following: (1) A Summary of existing land use and forecasts for changes in land use by the year 2,000. (2) Emission inventories for air, waste water, and solid wastes. (3) Forecasts of future population growth patterns and pollution loadings. (4) Identification of specific projects needs to reduce pollution levels and satisfy the environmental quality standards. (5) A Program of enforcement to include (i) self monitoring, and (ii) governmental inspections and surveillance. (6) A program for quality improvement and quality assurance of environmental measurements. (7) Reports summarizing all data collected analyzed during the study. (8) Conceptual design and feasibility studies, including cost estimates, for needed pollution control projects. (9) A financial plan for future detailed design and construction of public facilities, for financial incentives to industry, and for user charges for industrial use of public treatment of disposal works.

Comparative Study of Groundwater Threshold Values in European Commission and Member States for Improving Management of Groundwater Quality in Korea (국내 지하수 수질관리체계 개선을 위한 유럽 지하수 문턱값 비교)

  • Korean groundwater quality standards were established in 1994, and revised in 2003 and 2010. The substances for which standards have been developed are classified into two groups, general pollutants, 4, and specific pollutants, 15. The standards have been applied to household water use, agriculture, aquaculture, and industrial use. However, there is no systematic methodology for either selecting candidate substances or establishing groundwater standards. We investigated various derivation methodologies for groundwater standards used by the European Commission and 27 member states and compared their methods for determining threshold values. The European Commission presented to their member states groundwater standards for two substances and a list of required substances for derivation of threshold values along with the member states. Interestingly, they first considered national background levels and then considered other criteria for water protection, such as drinking water standards, environmental quality standards, and irrigation standards. We suggest that Korean background levels in groundwater should be included in the methodology for establishing groundwater quality standards. These results may be useful in developing a systematic methodology for establishing Korean groundwater quality standards.

Distribution of Epilithic Diatom Communities in Relation to Land-Use and Water Quality in the Geum River System, South Korea (금강수계의 토지이용 및 수질구배에 따른 돌부착 돌말류의 분포특성)

  • To study the distribution characteristics of diatom communities in relation to the gradient of water quality and land-use, water samples and epilithic diatoms were collected from 90 sites including mainstream and tributaries, in the Geum River System (GRS) during no rainfall, May 2011. Of 239 taxa identified, Achnanthes convergens and Cymbella minuta were dominated over all the sites. Cluster analysis on the GRS divided into three groups. Group 1 (G1) is the mountainous upstream, a relatively good water quality, and mainly consisted of saproxenous species. Group 2 (G2) is the urban sites, polluted (high in electric conductivity, total phosphate and soluble reactive phosphorus), and saproxenous and common species. Group 3 (G3) is the agriculture sites, and polluted (turbidity, total nitrogen, nitrate), and saprophilous species. There were some discrepancies between abiotic and biotic variables in GRS; biologically similar between G1 and G2, but abiotically similar between G2 and G3. These differences may attribute to not only physiological characteristics of diatom cells, but complicate relationships between microhabitat and water quality. Thus, an urgent development of generalized or standardized methods to diminish the differences between epilithic diatom community and environments is advent.

  • "The Framework Act on Low-Carbon Green Growth" specifies the requirements for the development and verification of emission factors for establishing reliable national greenhouse gas statistics. The scope of the regulations covers the development and validation of energy, industrial processes, solvents and other product use, agriculture, land use, land use change and emission and absorption coefficients of the forestry and waste sector as defined in the 1996 IPCC Guideline and GPG 2000, The minerals sector to be covered in this study belongs to industrial processes. As a representative method for quantifying and evaluating GHG emission factors, there are emission grade quality grading and DARS (Data Rating Rating System) in the 'Procedures for Preparing Emission Factor Documents (1997)' reported by US-EPA. However, the above two methods are not specific and comprehensive, and lack the details for accurate emission factor verification. Therefore, there is a need for a method for verifying and quantifying certified greenhouse gas emission factors that reflects characteristics of each industry sector in Korea and accord with IPCC G/L and GHG target management. In this study, we conducted a weighted study on quantitative and evaluation lists of emission factor using questionnaires to develop a more accurate methodology for quantifying national greenhouse gas emission factors in the mineral sector. Quantification and evaluation of emission factor are classified into essential verification and quality evaluation. The essential verifications are : administrative compatibility, method of determining emission factors, emission characteristics, sampling methods and analysis methods, representativeness of data. The quality evaluations consisted of the quality control of the data, the accuracy of the measurement and analysis, the level of uncertainty, not directly affect the emission factor, but consisted of factors that determine data quality.

  • In the Quality Control and inspection processes, the use of attribute sampling strategies is crucial. In this study, we incorporate the neutrosophic fuzzy acceptance sampling plan method to present a fresh approach to attribute sampling plans. Utilizing the benefits of neutrosophic fuzzy sets, the proposed sampling plan method models and assesses the acceptance standards for attribute sampling. We compare the suggested method to already-in-use attribute sampling techniques plans with new attribute six sigma sampling techniques plan is proposed in order to verified its efficacy. The outcomes show the neutrosophic fuzzy acceptance sampling plan's superiority in terms of its capacity to manage uncertainties, account for ambiguity, and produce more precise quality evaluation outputs.

  • The orthogonality is an important property in the experimental designs. When we use nearly orthogonal arrays(for example, supersaturated designs), we need evaluate the degree of the orthogonality of given nearly orthogonal arrays. We can use the mutual information as a new criterion for evaluating and testing the degree of the orthogonality of given nearly orthogonal arrays.

  • Every company tries to know who the best and idealistic customers are and how to identify them by use of the special methods. To solve this problem the diamond model of customer stratification, which is the conceptual model, is introduced in this research. We modified the customer stratification model developed by Narayanan et al. (2007). By use of this model we can find out the most profitable customers and then we can plan to improve the profitability of the rest customer groups.

  • This paper is concerned with the assessment of benefits from water quality improvements. The contingent valuation method (CVM) is employed to directly measure the value of the project for the improvement of the water pollution in the Kumgang area. The perceived value of the improved water quality is investigated by using questionnaires to those concerned living near water-polluted area. The questionnaire includes such questions as the amount to willingly pay, the motivation to pay, the reasons of rejecting the payment, and some socio-economic data. The results of the survey show that (1) non-use value of the environmental goods is perceived to be more important than use-value of the environmental goods; (2) "willingness to pay" for the improved water quality varies according to the degree of educational level. income level and ages; (3) the resistance to pay for the project comes from the "polluter's pay principle".

  • The health functional food market continues to grow, and according to that trend, the subdivision sales of personalized health functional foods, which have been legally prohibited, will be operated as a special regulatory pilot project. Personalized health functional food recommendations have a variety of personalized indicators to consider, and it is believed that algorithmic methods will be needed to proceed in a customized manner considering all of them. This study aims to contribute to the development of the AI-based health functional food recommendation service by studying factors that affect the use of the AI-based health functional food recommendation service. This paper analyzed the intention of use for AI-based health functional food recommendation service based on the information system success model and Technology Acceptance Model. This study considered information quality factors, service quality factor, and system quality factor as independent variables influencing perceived usefulness, perceived ease of use and trust. For empirical analysis, 406 questionnaires were used and the collected data were performed using AMOS 22.0 and SPSS 22.0. Research has shown that the accuracy, timeliness, empathy and availability have a positive effect on usefulness. Understandability and availability has been shown to have a positive effect on ease of use. The accuracy, understandability, empathy and availibility has been shown to have a positive impact on Trust. Usefulness, ease of use and trust all have been shown to have a positive influence on intention of use.

A Study on the Influence of System Quality Characteristics of Mobile Payment Service on Discontinuance Intention (모바일결제서비스의 시스템품질 특성이 이용자 저항의도에 미치는 영향)

  • Purpose: The scale of a market of mobile payment which was insignificant is explosively being improved by development of various communications technology and achieving rapid diffusion of smart phone. According to this phenomenon, new method of financial dealings through a mobile can be seen as a new paradigm that leads to a change of existing payment work and also recognized as an innovation of information technology. Methods: but a study regarding whether the use of mobile payment service takes an important role as an influencial factor is still insufficient. This study was based on the model of innovation resistance by Ram(1987) and established a hypothesis and a model to confirm how four factors (usability, security, economic feasibility, responsiveness) influence to innovation resistance and the intention of discontinuous use. Results: usability, security were found to be significant predictor variables of innovation resistance to use mobile payment system, but economic feasibility, responsiveness were not found to be significant predictor variables. Conclusion: Providing gave a theoretical foundation for future research in that it presents the variables to consider new forms of mobile payment services, the mobile payment services will need to show a differentiated strategy and traditional marketing strategy.
