Existing research on international standardization has largely taken a qualitative approach focusing on comparative studies of national institutions and policies on standards or international rivalries from the perspectives of international relations or innovation studies. While there exists a handful of quantitative studies, they are mostly confined to simple numeric counts of essential patents, new work item proposals, or secretaries staffing international standards development organizations (SDOs). This study aims to contribute to our understanding of the dynamics of international standardization by the analysis of the data coding systematically national activities in the standardization process of the International Organization for Standardization (ISO), by far the largest international SDO. Our analysis of the four critical types of standardization documents generated in the Working Group 7 of the ISO/IEC Joint Technical Committee 1 reveals interesting dynamics among key players of global ICT standards regime. First, while the US takes a dominant share of the personnel as well as new work item proposals for standardization, its quality of activities rather falls behind as it mostly focuses on keeping in check other countries' standardization activities. Second, European countries tend to spread their effort evenly across different types of standardization activities. Finally, despite such differences between the US and European countries, both rely heavily on multinational companies to gain an advantage in the voting stage of standardization process.
Purpose - This study aims to investigate the success factors pertaining to K-POPs from an analysis of the internal business environment. Much research has investigated Korean Moves or how to popularize them. The research mainly focused on aspects of Korean Moves. However, few studies have attempted to examine Korean Moves or K-POPs from a managerial viewpoint. The current research tries to investigate the success factors of K-POP from strategic perspectives, specifically utilizing internal resource based view perspectives. It differentiates itself by looking at the competitiveness of K-POP from the internal resources. Research design, data, and methodology - In the entertainment industry, where creativity is heavily stressed, competitiveness is often regarded within the organization as a form of intangible asset, knowledge, or technology that is often related with the organization's personnel. Some research has tried to reveal the competitiveness of K-POP using Porter's competitiveness of nations framework. Others utilize the adapted model of Porter's structure. However, these models only look at the outside environment, and not inside a firm's resource, knowledge, or capabilities. This research utilizes the VRIO model to examine the internal resources and capabilities of K-POP producers. The model measures whether a firm's internal resources and capabilities are valuable, rare, difficult to imitate by competitors, or organizable. The research covered businesses whose yearly revenue exceeds $10 Million in music planning and recording in South Korea. There were only thirteen such companies (one percent of the total population). Of these, companies for whom 20 percent or more of the sales revenue comes from the abroad are targeted. Only seven are selected and these participated in the research. In order to find a firm's internal resources, we conducted qualitative research methodology. Their business names and persons who participated in this research are not revealed due to case sensitive issues. Instead, we use unrelated initials for their names and their statements. Results - From the in-depth interview with top-tier K-POP producers and managers, the current research tried to identify resources and capabilities that helped to strengthen their competitiveness. These resources and capabilities are sought from the scope of the VRIO model, which looks at the internal resources and capabilities from the scope of value, rarity, imitability, and organization. Interviews with the top tier producers and managers reveal the internal success factors of K-POPs. We conclude that these resources and capabilities are from internally accumulated producing know-how, unique managing (training) system, and outstanding all-round entertainment capabilities of the performers. Conclusions - These results indicate that the core resources and capabilities of K-POP are robust. It will take a significant amount of time and money to imitate for followers, because these resources and capabilities are the result of time investment and are embedded into producers' and performers' know-how. Taking Luo (2000)'s argument, K-POP is in the second stage of the globalization process, which is configuring and allocation resource capabilities to a global scope.
An approximate analytical method to predict performance characteristics of the stirling engines in a preliminary design stage was investigated. In basic equations proposed by walker, typical temperatures of working fluids in expansion and compression spaces were treated the same as those of working fluids in heater and cooler respectively. While the temperature of working fluids in the expansion space was actually lower than that of working fluids in the heater, the temperature of working fluids in the compression space was higher than that of working fluids in the cooler. The aim of this study divided typical temperatures of working fluids in expansion and compression spaces into serval grades, and than evaluated the experimental engine. As the result, the case which working fluids temperature of expansion space was treated as lower than the heater temperature and which that of compression space was treated as higher than the cooler temperature, was much closer to the experimental value.

As beaches throughout Korea have suffered great losses of sand due to artificial developments and meteorological phenomena, particularly typhoons, it is necessary to monitor beaches that are prone to erosion continuously, establish and enforce a comprehensive plan to attack coastal erosion with the object of the long-term management. However, debates and temporary measures, not based on accurate coastal zone surveys and analyses, have been established up to now. Therefore, with Haeundae sand beach as a case study, we proposed methods to collect accurate spatial data of the coastline and the sand beach through GPS survey. And we detected and analyzed topographic changes resulting from Typhoon Nabi quantitatively and qualitatively, by using GIS technique. Results showed a mean elevation of 1.95 m, a total area of 53,441 $m^2$, and a total volume of 104,639 $m^3$ after Typhoon Nabi. Mean elevation rose 0.06 m between the pre- and the post-typhoon surveys by a protective shore wall. However, strong winds and north-northeast surges brought by the typhoon caused erosion of the area and the volume, by 3,096 $m^2$ and 2,320 $m^3$. Accurate spatial databases of coastal zones based on integrated GPS GIS techniques and quantitative and qualitative analyses of topographical changes will help Korea develop systematic and effective countermeasures against coastal erosion.
Urban land use planning is the most important core-part, and it is the start and synthetical plan of the other part, in the urban planning. For the desirable urban land use planning draw out the spatial locational character and change of urban land use. The propose of tills study is building methodology of Parcel-based Urban Land use Information Svstem(P-bULlS) and it's apphcation methodology that can be used urban planning or land use planning. To this end, each and all of the land parcels of Kangnam area was analyzed. P-bULIS should be able to easily analyze the spatial locational character and change of land use in the region. And It should be able to the qualitative, quantitative and spatial analysis, and spatial multi-variate statistical analysis can be done at relatively low cost by linking the software of statics to P-bULlS.

Because efficiency of the 1st-phase NGIS investment(1995-2000) has not been clearly measured, the action taken in the 2nd-phase NGIS project requires NGIS budgets to be evaluated in terms of effectiveness. Especially, the effective investments in local governments are critical for the NGIS projects, because they execute the much larger amount of budgets in total than other GIS projects. As indicated, for the successful NGIS implementation, it is important to obtain continuous political and financial supports from decision makers. As a persuasion measure for the budget appropriation, CBA(Cost-Benefit Analysis) and CEA(Cost-Efficiency Analysis) can play an important role for the decision makers. The major concern of this paper is how to measure the costs and benefits of the GIS implementation by considering important characteristics of the GIS projects in local governments, and existing theories are reviewed for this concern. The GISs in local governments can have different stages in terms of its evolution and the effectiveness of the applications can be represented variously. To identify categories for measuring costs and benefits of the various GISs, case studies and success stories are reviewed from both the foreign and domestic research. The categories of costs and benefits are determined from the tangible and intangible aspects. The categories for the quantitative and qualitative measure are proposed to evaluate the GISs in local governments. After measuring costs and benefits, three key evaluation methods in cost-benefit analysis are suggested as follows: 1) the benefit: cost ratio (B/C), 2) Internal Rate of Return (IRR), and 3) the net present values (NPV) of the costs and benefits. The sensitivity and uncertainty analysis are also helpful to make a decision for the GIS budget appropriation in local governments. In conclusion, although cost-benefit analysis is not an easy undertaking, it is certain that it can play an important role in the future for the GIS funding decisions in local governments.
An expression of image in visual communication design traditionally has a dose relationship with the mechanical part of several expression media. Especially, an image conversion becomes easter by converging various forms of image such as a pictorial expression, a drawing up a plan, an optical expression and a reflected image into digital data in the image expression using digital mode. In addition, synthesis between various forms of visual ,images is activated by the integration of all expression media into digital mode and thus the extent of the image expression becomes diversified. Moreover, there is a tendency that a various dimensional expression such as 3D and 4D is generalized in the image expression of digital design. A partial or whole image conversion has often occurred during the generalization process of several image forms. Such conversion summarized into two factors, a formative side and a technical side. We described the existing pictorial expression as a formative side, an optical expression as a photography, a materialization of image conversion theory of computer graphic image conversion according to data form as a technical side and specific content according to dimension. We summarized objective and demonstrative resets through a simple simulation using a computer for the contents required a technical and qualitative measure and presented an application program of the particular results from the study to the visual communication design work by a case.
This paper has the objectives to define the concept of 'Good Care' which is the service goal we are aiming essentially for the improvement of long-term care service quality, to find out the components for 'Good Care', and to explore the conditions that create a good care. In addition, we tried to find the answer about what is the best way to measure the service quality. For this, I referred the advanced researches which explored the fundamental properties of care and tried to find the answer from the accumulated wisdom of service field through the 5-year long term care service experience. As a result of research, the good care can be defined as helping someone to be able to maintain his own life as maximum as possible with the goal to assure total quality life. The most important condition for good care is making 'a good care relationship'. Without damaging the relationship between care provider and care receiver, the individualized service focusing on the demand of care receiver based on mutual reliability, mutual respect and smooth communication should be provided. For the evaluation system, it is reasonable to set the standard according to the size of each institution for the core quality of facility service and establish the certification system of absolute standard to carry out the quantitative evaluation rather than the relative evaluation in the whole. For the part over the absolute certification standard, it is reasonable for each institution to characterize its own characteristics autonomously and carry out the qualitative evaluation for this. For the evaluation of home visit care service, it is recommended to contain the evaluation contents such as user satisfaction, satisfaction of care worker, how well the case management system of home care service center is operated etc.
Since the R&D Program for Small and Medium-sized Enterprises started in 1997 as a part of Small and Medium Business Administration, many companies succeeded to carry out the tasks and were charged royalty fees from the government aid program in return. However, some of them were unable to pay a royalty because of their poor financial positions. Failure to pay a royalty also led to adding administrative duties including debt collection and imposing a penalty of participation restriction for other R&D programs. To solve the problems incurred by a failure of royalty collection, a divided payment using a surety insurance was introduced in 2009. That is, the R&D program recipients who were charged royalties issue surety insurance policies and submit them to a collection agency with a plan of divided payment. In this study, we estimate the main benefits of introducing surety insurance for royalty collection. First, we analyze royalty collection results from recipients supported by the R&D program from 1997 to 2006. By doing so, we calculate the main parameters that will be used for estimating the 2011 collection results. Next, besides estimating the quantitative effect, which summarizes an increase of royalty collection via surety insurance, we also analyze various qualitative effects such as simplification of the collection process and expansion of opportunities for participation in R&D programs.

Objective: To enhance user experience of the product by using "wow" materials and parts, a framework for participatory emotional design and evaluation was proposed and validated through a case study in this paper. Background: Customers in recent days value a product which provides new feeling and images they want to get while interacting with it beyond its function, quality, and usability. Since the product consists of various parts and materials, "wow" materials and parts which can affect the customer's feeling and emotions are the essential components for changing the user experience. Method: A framework for participatory and human sensibility ergonomic design was considered and applied on developing the aesthetically and emotionally affecting glass panels of changing colors. Design experts defined a target market for this multicolor glass panels and modified the existing designing goal. Constraints for this design modification were identified by market trend research and consulting with the company which owns the technology for checking out its feasibility. The company developed and provided prototype samples as well as their competing materials. Quantitative and qualitative evaluation of the emotional quality was conducted to validate whether the design goal was achieved successfully. Results: The target market for the developing materials was defined as finishing for the buildings. The designing goal was set as to feed new visual sensation of clean and colorful images. The emotional quality of two different types of multicolor glass panels and an ordinary unicolor panel were evaluated quantitatively with semantic differential method. Results showed that the emotion of the subjects for the multicolor glass panels can be abstracted into two dimensions; named 'colorfulness' and 'harmony'. It was found that the developed samples got higher scores in emotional quality for both dimensions compared to the ordinary one. Age was found to be a significant factor for evaluating the emotional quality of colorfulness. Conclusion and Applications: The proposed framework is a valid approach for enhancing the user experience of the product by participatory design of emotional materials and parts. This framework can be applied easily on the emotional design and evaluation of different materials and components.
