National technical qualifications to enhance an individual's vocational skills, the competitiveness of companies and countries have an important function to improve. Especially 'qualifications' will have a signal function to show objectively measure an individual's ability with the 'Education' The "knowledge necessary for the performance of their duties. Technology will gain knowledge about such assessment or recognition is based on certain criteria and procedures." Learning to qualify are being made through a smart learning a lot. Due to the revolution of the Internet in recent years with the development of information and communication technologies are entering into a knowledge society, the importance of information and knowledge. This contemporary smart learning education system is continuing to rapidly growing in pace with the changing time and space constraints, without teaching and learning is taking place. The purpose of this study is the ARCS motivation theory can determine a representative theory of human motivation factors and basic psychological needs dealing with the human nature of the psychological needs Interactivity and immersive learning, and to validate the empirical causality Affecting the continued use of smart learning through fun. Specifically, attention, relevance, confidence in the ARCS motivation, see their effect on the learning flow through the satisfaction we analyze empirically. Through this national technical qualifications smart learner's learning by supporting the implicit synchronization of students in learning are the degree of continued use. Therefore, to achieve the objectives of national technical qualifications and skills through a smart learning can contribute to the activation of the development and certification of course industry.

This study evaluated the various qualifications that can be linked to employment similar to the medical laboratory technology major. The qualifications for employment outside the medical laboratory technology major are industrial health instructor, doping control officer, audiologist, sign language interpreter, health education specialist, claim adjuster, Korea life underwriter, administrative manager, hospital administrator, insurance review manager, and hospital coordinator. The qualifications for employment similar to the medical laboratory technology major include the clinical research coordinator, clinical research associate, anatomist, analytical chemistry analysts, hazardous materials industry engineers, biotechnologist, biosafety managers, biotechnology technicians, medical device quality officers, animal care nurse, industrial engineer hazardous material, bioprocess engineer, biosafety officer, certified technology consultant, director of medical device quality control, laboratory animal technician, animal nursing technician, and cruise medical manager. Therefore, it is necessary to conduct a social analysis survey of the various qualifications currently held by medical technologists. In addition, it will be necessary to investigate the current status of medical technologists working in other fields. In the future, medical technologists should expand the scope of their work through efforts to strengthen their individual work capacity, share cases, and strengthen their expertise.

This paper investigates the characteristics and implementation of associate degree and advanced diploma in Australia, which belong to level 6 in AQF, to gain meaningful implications for engineering associate education in Korea. In Australian Qualification Framework and Engineers Australia's national generic competency standards are regarded as common benchmark for both qualifications. Training packages for advanced diploma were changed according to the subject/and national benchmark. and were developed to meet the needs of technical workers and para-professionals in the engineering field. The author recommends three suggestions from the findings - leadership of ABEEK for making benchmark for associate degree program in engineering in Korea, in which competency-based curriculum is currently being adopted by policy. development of outcomes descriptor of qualification and educational responsibilities.

This study examined educational and career backgrounds of 180 early childhood English teachers and curricula of training courses for early childhood English teachers in continuing education centers across 6 areas in Korea. Data analyses showed that (1) curricula for early childhood English teachers consists of basic practical conversation, English teaching skills, understanding early childhood education and general English knowledge. (2) Most teachers are women between 30 to 40 years of age, university graduates with majors in English literature, English education and/or early childhood education with confidence in speaking in and listening to English. (3) They were satisfied with their retraining courses. (4) English pronunciation skill was not always related to English conversation skill, but clarity of pronunciation influenced teaching confidence.

This study was intended to interpose an objection about the analysis of rainfall spatial distribution without a proper standard, and offer the improved approach using 1,he geostatistical analysis method to analyze it. For this, spatially distributed daily rainfall data sets were collected for 41 weather stations in study area, and variogram and correlation analysis were conducted. In the results of correlation analysis, it was found that the longer distance between the stations reduces the correlation of the rainfall data, and maltes the characteristics of the rainfall spatial distribution. The variogram analysis shows that correlation range was less than 50 km for the 17 daily rainfall data sets of total 91 sets. It says that it involves some rike, to determine the application method for rainfall spatial distribution without some qualifications, hence the Application standards of the Rainfall Spatial Distribution Analysis Technique, were essential and that was contingent on characteristics of rainfall and landscape.

Through the close examination of characteristics of adolescent, social institutions and its programs, and newly added and expanded library reference services. it is founded that new role and qualifications of young adult reference librarians are prerequisite subject. The following are the summary of new role and qualifications of specialized young adult reference librarianship. 1. Adequate training and education for the YA librarians is needed in order to have understanding of their characteristics (physiology, psychology, personality etc.). 2. Because of librarian's unique exposure to human relations and their personal awareness of other people's need, YA librarian should bring a person-centered managerial technique. 3. Librarianship may not have a clinical counseling function but to provide right answer or information, the librarian become counselor inescapably. 4. Librarians are not professionally trained to be experts on counseling in sex education. However, librarians can play an important role in educating YA by committing book selection, reader's advisory, referral services, library programming and staff development planning.

Such activities not only contribute to defining ability in mathematics but also cherish the qualifications required as architects and space scientists.
