A study on the Improvement of Design Guideline for the Use Enhancement of Privately Owned Public Space (공개공지(公開空地) 효용성(效用性) 제고(提高)를 위한 설계지침(設計指針) 개선(改善) 방안(方案))

  • In urban space, public space is publicly or privately owned space freely accessible by the public. Privately owned public space to the public hosts small-scale rest facilities to serve the public in buildings of certain purposes and sizes for the sake of pleasant urban environment. The Building Act and building ordinances formulate a set of criteria for management and easement of construction standards as well as the area. When creating privately owned public space, one can get incentives through the easement of floor space index and height limit. The purposes of this study were to investigate and analyze privately owned public open space, which is freely accessible by the public, and its adjacent streets and to propose plans to improve the regulations for securing privately owned public space for more rational and practical legal applications. The study then proposed some plans to help to increase the quality of privately owned public space including applying the coefficient to suggest the type of privately owned public space fit for the features of the streets and measure the appropriate utility level differently and distinguishing the mandatory items according to the facility regulations in privately owned public space from the ones qualified for additional points in case of installation. The types of privately owned public open space should be applied differently and the content of facilities intended should be different according to whether it will serve as a resting place or grant more importance on traffic by walking, depending on the features of its adjacent streets. The privately owned public space, the frontage space of building, and the adjacent sidewalks should become a whole and be regarded as one space from the integrated perspective. The results of the study claim further significance in that it investigated privately owned open space and roadside across Seoul. They will serve as useful data to solve the problems with the privately owned public space of the city, which destroys spatial continuity by focusing on the quantitative increase of privately owned open space and creating individual privately owned open spaces and builds high-rise buildings alienated from the existing spaces, and to increase the quality of future privately owned public space.

  • The purpose of this study is to develop a publicness evaluation index for indoor privately owned public spaces (POPS). In order to develop the index, 10 cases of indoor POPS in New York City were analyzed using Visibility Graph Analysis by evaluating its accessibility and visual openness. The results are as follows; (1) Accessibility and openness of indoor POPS were higher compared to other public spaces on the first floor. (2) Cases with high accessibility index installed a higher number of entrances. (3) Cases with high openness index were mostly composed of a glass wall. (4) The publicness index was high when the lobby and the indoor POPS are shared. (5) Atrium types were highly utilized and the evaluation index was also high whereas, linear types were less utilized and the evaluation index was lower.

Studies on the Improvement of Privately Owned Public Space for the Betterment of Urban Streetscape (도시 가로 환경 향상을 위한 공개공지 개선방안)

  • This study was developed to investigate the effects of privately owned public space (POPS) on urban streetscape and to find ways to prevent the discontinuation of street continuity on urban landscape when creating POPS in urban space and the surrounding streets. Several case studies and policies and laws related to POPS were reviewed to identify the practical problems as well as current state. An additional analysis was conducted on the different types of POPS to examine spatial connections between them and streetscapes and to find ways to improve POPS on urban streetscape. Our results show that POPS surrounding a building (i.e. frontage space and adjacent sidewalks) should be considered as one space in the integrated perspective. In addition, the type of facilities installed on POPS would be decided according to whether POPS is recognized as the part of public rest area or treated as the part of street. The results of the study will serve as useful data to solve the current problems with city's POPS, which destroys spatial continuity by focusing on increasing the number of POPS and creates high-rise buildings isolated from existing spaces. This study will also contribute to improve the quality of future POPS.

  • Due to Seoul city population growth, urbanization and industrial structure change, apartment type factory was introduced. The purpose of this study, by analyzing the relationship between land shape of apartment type factory and privately owned public space, draw the elements to increase publicness. Draw land shape and private owned public space layout plan elements with advanced research and analysis through cases. As a result of analysis, land shape of the square and the front-side connected arrangement of the privately owned public space are good for the increase of publicness, rectangular land shape good that front-side connected arrangement and front-back arrangement, to consider in terms of user identification and access via the link should be good.

  • POPS(Privately Owned Public Spaces) is one of the major component that vitalize the city by private sectors providing open-spaces to the public. It holds great significances and possibilities within CBD(Central Business District) which lack open-space and green-space. Despite of its importance, a large number of problems such as deficient accessibility for the public and being unpractical from constructing only with formality occur in existing POPS. POPS should be for both owners and public because it is a public space located within a private estate. To vitalize POPS, functions like "diversity", "accessibility and connectivity", and "usability" are essential. Providing diverse types of spaces makes dynamic city, and the spaces must have easy access by public and variety of functions. Managements by diverse types of POPS are necessary to improve availability and to provides suitable spaces. To make diverse types of POPS, advanced classifications of type and clear criteria are required. From aspect of accessibility and connectivity, firstly detailed instructions for the arrangement are necessary for reinforcement. Specific research on means of connection such as how many faces of POPS should adjoin streets and in which direction it should be facing should be applied. Purposes of POPS must be specified depending on the type of POPS. By connecting adjacent buildings with POPS, one of the main principal of vitalizing POPS, inflow of people can be increased. Accordingly, improvements of design guidelines in "diversity", "accessibility and connectivity", and "usability" can be suggested to vitalize POPS. With these concerns in mind, this paper analyzes problems of current Seoul POPS guidelines with three aspects.

A Study on Public Needs for Privately Owned Public Space (실내공적공간의 공공성에 관한 연구)

  • Recently, it appears several counterproposals about desirable figures of urban architecture. All of them proposes 'publicity' with cohernt tendency. The reason why it concentrates quantitative expansion of city without united design by urban plannar is that neglect quality values of city. As a solution of poor environment, there cue out the various efforts, about problem of each building, problem of city space, problem of laws and so forth. The reason why necessity of public space was embossed in that architecture extend the activity of citizen and make up the city space. But, each building pursues the private interest, so it is difficult to secure a public space with a high hand. Thus, architecture law has been revised in 1991 and bring the system of open space to match up the publicity and the private interest. Actually, western country brought it and obtained excellent results. While quantity of open space have increased since 1991, a lot of problems revealed in real usage and quality. By means of problem's solution, this study focus on the diversion of recognition for necessity of various open space. In result, on the occasion of approach and openess, except for several building, most glass a facade and the pedestrian can approach easily. Moreover, office buildings near the subway station connected with their low floor. So, the office buildings give openess to pedestrian and a people can approach easily to the buildings. On the occasion of amenity, most have bank and lobby on the first floor and have facilities on the underground floor. It leave open. But the reason why they have bank and lobby is that the space is dry and boring(without elements of nature and rest space). Hence, to make a space full of vitality, it have to plan various design elements and facilities. First of all, plan of indoor public space have to make up facility for the public interest. This study is basic investigation for necessity of indoor public space and through the survey of office buildings, it analyze the character of plan and find out the method of publicity's realization.

  • The 21st Century Museum of Contemporary Art, Kanazawa as a regional public culture facility is the place where it is possible to think over the roles and meanings of a museum. The urn of this research is to provide information for exploring a desirable direction of the design of a regional museum by analyzing the architectural meanings and public property of the 21st Century Museum of Contemporary Art, Kanazawa. In addition, we arranged the totes and meanings of a regional museum and the concept of the public property in architecture. We also analyzed the architectural quality and the expression of the public property in this museum, as well as the value and meaning of a museum through field researches. The results of this research are as follows. First, this museum breaks with the existing stereotyped Idea to be a space open to the citizens. It secures a wide public space and provides the convenience of access and every facility for citizens. Second, the floor plan is divided into the interchanging area for citizens and an exhibition area; the outskirts of the inside of the museum are planned to be used free of charge for an interchanging space of citizens as a public-owned space of citizens. Third, the public-owned space of citizens includes a citizen exhibition hall, an art library, a kids studio and rest space, which ate all designed lot everyone to enjoy freely. Last, the exterior shape of the museum is simple but harmonize with the surroundings. It has an unique shape showing the local identity, and its most special properties are the convenience of access, introduction of a free space inside, and security of a huge space for children and citizens.

Publicness of Public Space through the Analysis of AHP Enhancing (AHP분석을 통한 공공공간의 공공성 제고방안)

  • The main purposes of this study were eliciting the planning contents and indices that is necessary to consider the physical part of public space, the side of service users and coherent side for improving public service. After then it analyzed the importance in both civil servants and practical officials side. For this public space planning topics and indicators by FGI (Focus Group Interview) derived through and through expert questionnaires Analytic hierarchy (AHP: Analytic Hierachy Process) were analyzed by conducting importance. A result, the priority of public space as a park planning index was found in the case of privately owned public space, public pedestrian pathways, public open space, public facilities land, the park is located, and the most important characteristics of the road, if the public transport association the most important thing is derived. In order to enhance the public good public space and location for easy access to the consideration of whether the plan should be. Therefore this work will be the fundamental materials to make some of farther policies related with the development of public interest of private-public spaces.

Warehouse Storage Capacity with Leased Space for Different Storage Policies (저장방식별 외부 임차공간을 고려한 창고 저장용량)

  • In this paper, an approach is presented for determining the required storage capacity of a warehouse with leased public space. Storage assignment policies considered are randomized and class-based storage assignment policies. An analytic model for each of the storage policies is formulated with the objective of minimizing the cost of owned storage space and leased space while satisfying a desired service level of protection against space shortages. Cost functions used in the models are piecewise liear with fixed costs. For the models, algorithms are developed to generate optimal solutions. The approach is applied to the systems where the standard economic-order-quantity inventory model is used for all items being stored in the warehouse.

Evaluation of Privately Owned Public Spaces within Detached Housing Areas in Pangyo City - Focusing on the Mixed use Housing Areas (가구내부 공유외부공지의 조성실태에 관한 연구 - 서판교 점포주택지를 중심으로)

  • Detached residential housing areas are located in the west part of Pangyo City. Seven areas of them are designated for the displaced residents from their original homes by the city development, in which commercial use on the first floor is permitted. The District Plan for the areas were establishes, and one of its main goals is to secure privately owned public spaces (POPS). This research conducted a post enumeration survey on the POPS on the blocks in the seven areas, which blocks contain inner corridors between two rows of housing units. Analytical review of the survey result reveals that (1) POPS facing roads are mainly being used as parking lots or expansion-spaces for the commercial use on the first floor, (2) inner POPS forming corridors are being neglected and otherwise being used as storage areas or outdoor sub-kitchen spaces, and (3) no consideration has been taken for the continuity of the sloped corridors. Regardless of a few good practices in terms of air circulation and lighting, the POPS in the blocks prove to be limited in following the plan's original design intentions and principles.
