공공서비스 역량 강화를 위한 공공서비스디자인 교육 프로그램 설계 -정책공급자 대상 워크숍 사례를 중심으로- (Designing public service design education program to strengthen public service competencies -Focused on the case of workshop for policy providers-)

  • 본 연구의 목적은 변화하는 서비스 행정 시대에 필요한 정책공급자의 공공서비스 역량을 강화하기 위한 공공서비스디자인 교육을 설계하고 실증 사례를 통해 효과성을 확인하는 것이다. 공공서비스와 공공서비스디자인에 대한 이론적 고찰을 바탕으로 공공서비스 역량 요소와 공공서비스디자인 방법론을 연계한 교육 프로그램을 설계하고 워크숍을 통해 실증한 사례 조사와 설문을 통한 효과를 확인하였다. 공공서비스디자인 프로젝트 내용을 기반으로 한 팀 활동과 실습 위주의 방법과 도구는 협업과 소통 역량 강화에 특히 효과가 있으며 전반적인 만족도를 확인하였다. 본 연구의 교육 프로그램 모델은 정책공급자 대상의 공공서비스 역량을 연계한 실습형 교육을 제시하고 실증하여 연구의 의의가 있으며, 향후 연구에서는 역량 중심의 교육 모델 설계로 역량 강화 효과성을 세분하여 검증하고자 한다.

공공부문 보건의료조직의 만성질환 예방사업에서 요구하는 필요능력과 보건교육사의 직무 강화 방안 (Enhancement for competencies of health education specialists to prevent chronic diseases in public health organizations)

  • Objectives: This study performed to enhance the competency of health education specialist on population-based program to prevent chronic disease in public health organizations. In addition, it will provide the basic data to enhance specialized competency for health education specialist. Method: The current operating strategy and demanded competency related to chronic disease programs were analyzed by reviewing the Korean Health Plan 2020, the guideline of integrated health promotion programs, and the job description of health education specialist. Results: Preventive programs for chronic disease provide with healthy lifestyle programs in integrated health promotion service. First, health education specialist should learn to professional knowledge on health risk factor and chronic disease. Second, they should cultivate the integrated competency to manage operations on obesity, hypertension, diabetes, cardiovascular disease, and cancer prevention programs. Third, they get strengthened the-job training to implement health education, public relations, campaigns, media advocacy, and utilization of multi-media. Conclusion: It should implement the preventive programs for chronic disease in various health promotion services through coordination with multiple sectors. To identify of the job in preventive program for that, it would be required empowerment of health education specialists on disease prevention science and practical life skill.

중소제조업의 서비스화 결정요인이 성과에 미치는 영향 : 서비스화 역량의 매개효과를 중심으로 (The influence of Servitization Decision Factors on the Performance of SMEs : Focused on the Mediating Effects of Servitization Competency)

  • As the technological gap amongst manufacturers decreases, the life cycle of products has shortened, and competition accelerates due to the development of technology, incumbent manufacturing companies face growth limitations. In order to overcome such business issues, manufacturing companies are increasingly interested in changes in business models and innovations, especially in the direction of providing services where they can maintain the competitive advantage of their products. In such context, this empirical study examines managerial leadership, differentiation strategies, and products and services pricing as 'servitization factors', which can be driving forces for moving into a new era of growth for Korean SMEs, focusing on the mediating effects of servitization competency. The results are as follows : First, it was confirmed that executive leadership, differentiation strategy, and information & communication technology capability have a direct effect on service sales. Second, the process competency, partnership competency, and ICT competency, which are presented as the service competence of SMEs, were found to play an important role in inducing service sales in managerial leadership, differentiation strategy, product and services pricing. It also emphasized the role of the public policy such as helping to foster SMEs as key partners in the expansion of social facilities and establishing platforms through ICT and data utilization for the convergence of manufacturing services.

Factors Influencing Disaster Nursing Competency of Nursing Students

  • Purpose: This study examined the relationships among disaster nursing knowledge, disaster preparedness attitudes, and disaster nursing competency among nursing students by identifying the predictors of disaster nursing competency. Methods: The study participants were 306 nursing students in the nursing departments of 3 universities located in G City and J Province. The data was analyzed using descriptive statistics, t-test, analysis of variance, the Pearson correlation coefficient, and multiple regression analysis. Results: The participants' scores for disaster nursing knowledge, disaster preparedness attitudes, and disaster nursing competency were 5.41±1.68, 4.29±0.46, and 2.84±0.78, respectively. Disaster nursing knowledge, disaster preparedness attitudes, and disaster nursing competency exhibited positive correlations. The factors influencing disaster nursing competency among nursing students included disaster nursing knowledge, disaster preparedness attitudes, year level, disaster training experience, first-aid training experience, disaster area experience, medical service experience, and disaster severity awareness. These variables explained 17% of the variance in disaster nursing competency. Conclusion: Disaster nursing knowledge and disaster preparedness attitudes was positively related to disaster nursing competency. The findings of this study indicate that it is important to develop and apply education programs aimed at increasing disaster nursing knowledge and enhancing disaster preparedness attitudes among nursing students to improve nursing students' disaster nursing competency.

종합병원 회계부서 중간관리자의 역량에 관한 연구 (A Study on the Competency of Middle-Level Managers of Accounting Department in General Hospitals)

  • As the importance of strengthening the competency of managers who are in charge of cash collection and disbursement, and preparing for financial statements becomes more visible, this study examined the competency of middle-level managers of accounting department in general hospitals in Korea. Based on the literature, competency was measured by seven components: achievement and action, service, influence, management, cognition, individual effectiveness, and change management. Survey questionnaires included the respondents' perceived importance and performance of each of the seven components of competency. A total of 84 managers from 29 general hospitals responded to the survey between October 2015 and November 2015. Descriptive statistics, mean comparison (t-tests and ANOVAs), and multiple linear regression were conducted. The results of this study are as follows. Overall perceived importance of the competency was 4.16, while the performance was 3.87, and thus, the difference was 0.29. Among the seven components of the competency, cognition and change management had higher scores in terms of difference between the importance and performance. The regression analyses found that female managers had higher perceived importance and performance of competencies in achievement and action, and influence compared to male counterparts. In addition, participants in this study responded that main reasons for the gap between the perceived importance and performance are low compensation, lack of support, lack of knowledge, insufficient technical experience, excessive workload, and regulations. The results of this study can be used when designing capacity building training opportunities for the hospital accounting department. Also, the managers may evaluate themselves and look at the areas where they can narrow the gap between the perceived importance and performance of the competency that is required for today's leading managers.

공공부문 역량평가제도의 활성화 방안에 대한 연구 : 민간부분의 운영방식과의 비교 연구 (A Study on the Revitalization of the Competency Assessment System in the Public Sector : Compare with Private Sector Operations)

  • 공공부문의 인사 관련 정책은 폐쇄적이며 필기시험 위주로 운영이 되어왔으나, 2006년 고위공무원단 도입을 통하여 공무원의 승진과 선발제도에서 역량을 기반으로 하는 평가와 승진, 교육체계가 새로이 도입되었다. 특히 승진과 관련된 역량평가(Assessment Center)를 운영하여 연공서열 중심의 승진제도가 역량을 기준으로 평가받는 계기가 되었다. 역량평가는 현재까지 사용하는 평가방법들 중에서 신뢰성과 타당성이 가장 높은 평가방법으로 알려져 있으며 성과에 대한 예측 타당성도 높은 것으로 알려져 있다. 2001년 정부 표준역량 19개 역량모델을 설계하였으며, 2006년 고위공무원단제도의 시행과 함께 역량평가를 실행하였고, 2015년 중앙부처 과장급으로 확대 시행과 2012년 서울시를 시작으로 하여 광역지방자치단체도 간부급 공무원에 대한 역량평가를 도입, 시행하고 있다. 공공부문에서 역량평가의 활용 목적은 주로 3급은 선발, 4급은 배치(보직), 5급은 승진에 초점을 맞춰 운영하고 있다. 하지만 공공부문의 역량평가는 민간부문과 비교하면, 역량평가의 목적, 평가과정, 역량평가 프로그램의 측면에서 차이를 보이고 있다. 역량평가의 목적에서 공공부문은 후보자 선발 승진을 위한 것이며, 민간부문은 경력개발과 육성에 초점을 두고 있다. 따라서 민간부문보다 지속적인 역량개발을 하지 못하고 있으며, 직무를 수행하는 데 있어서 성과를 높이기 위한 목적으로 활용 되지 못하고 있다. 평가항목과 관련해서, 공공부문은 일반적으로 6개 역량에 대하여 5점 만점에 2.5점 이상이면 역량평가를 통과하는 방식으로 제도를 운영하며, 역량의 수준이 어느 정도이며, 부족한 부문은 무엇인지에 대한 피드백이 미흡한데 반하여, 민간부문은 탈락자를 선별보다는 우수자와 적임자를 선별하기 위하여 개인별 평균점수 뿐 아니라 각 개인의 역량별 점수를 중요시 하고 이를 활용하여 보직과 경력개발에 활용한다. 평가자 선발 및 운영과 관련해서는 공공부문은 평가에 있어 공정성에 중점을 두고, 민간부문은 활용성에 중점을 두어 공공부문은 역량평가를 통하여 역량을 개발하고 적재적소에 인적자원을 활용한다는 측면에는 부합하지 못하고 있다. 따라서 공공부문도 역량평가를 통하여 우수자를 파악하고 이들이 동기부여가 될 수 있도록 하는 방안으로 개선하고 정확한 보고서와 개인별 피드백을 통해서 더 우수한 관리자로 성장할 수 있도록 역량평가제도 운영에 변화를 기하여야 한다.

공공도서관 직원의 직무만족과 도서관 서비스 품질과의 관계 연구 (A Study on the Relationship between Service Quality and Librarian's Job Satisfaction in Public Libraries)

  • 도서관의 성과를 이용자에게 제공하는 서비스의 품질 강화라고 할 때, 이에 영향을 미치는 요소로서 도서관 내부인적자원의 능력이 검토되어야 한다. 본 연구는 공공도서관 직원의 직무만족과 이용자가 인식하는 서비스 품질간의 관계를 밝히기 위해 서울 인천 경기 지역 10개의 공공도서관을 대상으로 직원의 직무만족도와 $LibQUAL+^{TM}$모형을 적용한 도서관서비스 품질을 조사하였다. 그 결과 직무만족 중 직무자체 요인과 조직요인의 만족도가 높을수록 서비스 품질이 높은 것으로 나타났다. 따라서 도서관 고객 만족도 향상을 위해 직원의 직무만족에 대한 제고가 필요한 것으로 판단되며, 이에 따른 실무적 함의를 논의하였다.

Competencies of Dental Hygienists for Oral Care Service for People with Disability

  • Background: Dental treatment has shifted to the center of the community, and the public policy of the country has expanded to support the vulnerable classes such as the disabled. The dental profession needs education regarding oral health services for persons with disabilities, and it is necessary to derive the competencies for this. Therefore, we conducted this study to derive the normative ability to understand the role of a dental hygienist in the oral health service for persons with disabilities and improvement plans for education. Methods: We conducted a qualitative analysis for deriving competencies by analyzing the data collected through in-depth interviews with experts in order to obtain abilities through practical experience. Based on the competency criterion, relevant competency in the interview response was derived using the priori method, and it was confirmed whether the derived ability matched the ability determined by the respondent. Results: The professional conduct competencies of dental hygienists, devised by the Korean Association of Dental Hygiene, consists of professional behavior, ethical decision-making, self-assessment skills, lifelong learning, and accumulated evidence. Also, core competencies of the American Dental Education Association competencies for dental hygienist classification such as ethics, responsibility for professional actions, and critical thinking skills were used as the criterion. The dental hygienist's abilities needed for oral health care for people with disabilities, especially in the detailed abilities to fulfill these social needs, were clarified. Conclusion: To activate oral health care for people with disabilities, it is necessary for dental hygienists to fulfill their appropriate roles, and for this purpose, competency-based curriculum restructuring is indispensable. A social safety net for improving the oral health of people with disabilities can be secured by improving the required skills-based education system of dental hygienists and strengthening the related infrastructure.

지역사회리더 리더십역량의 중요-성취도 분석 (An Importance-Performance Analysis(IPA) on the Leadership Competency of Rural Community Leaders)

  • The purposes of this study were to identify leadership competences of rural leaders and to analyze leadership competency of leaders. The study carried out by questionnaire and focus group interview on expert panels. To analyze leadership competency, the data was collected from 273 rural leaders by stratified random sampling. SPSSWIN/ver10 program was used for analyzing data with t-test and IPA method. The study suggests twenty low types of leadership competences which were information, vision, decision making, motivation communication, education residents, managing residents, loaming, flexibility, problem solving, presentation program management, customer orientation service knowledge, making relationship, creative idea, business understanding, brand development, conflict resolution negotiation, assessment, business management, coaching and feed back. Whereas leaders with middle school educational career required developing program management, maintaining achievement and benchmarking, leaders with high school were morel likely to develope self-learning, to benchmark their knowhow and brand development competency. Whereas leader with less low years experiences as leader have been considered as developing coaching/feedback brand development and program development, leaders with more five years as leader should consider developing benchmarking, resident education, and brand development. The study suggests that the extension agents on public should develop leadership program according to the competency differences of leaders.

외국인 유학생에 대한 교수역량 서비스와 행정서비스가 대학-유학생 관계성과 대학생활 적응에 미치는 영향: 대학PR의 관점을 중심으로 (The Effects of Professor Competency Services and University Administrative Services on University-Foreign Student Relationships and Adaptation to University life: Focusing on the Perspective of University PR)

  • 이 연구는 외국인 유학생을 적극적인 커뮤니케이션이 필요한 공중으로 보고, 대학-유학생 관계성의 선행변인(교수역량 서비스, 행정서비스), 결과변인(대학생활 적응) 사이의 인과관계를 분석하였다. 분석 결과, 교수역량 서비스와 행정서비스 모두 대학-유학생 관계성에 긍정적인 영향을 미치는 것으로 나타났다. 대학-유학생 관계성은 대학생활 적응에 긍정적인 영향을 미치는 것으로 나타났다. 이러한 결과를 바탕으로 대학PR의 관점에서 대학-유학생 관계성을 주요한 성과지표로 설정하고, 적극적인 커뮤니케이션 전략 및 메시지 개발을 위한 노력이 필요하다는 점을 논의하였다.
