A major purpose of this article is to provide ethical aspects in public health. This is not intended to establish theoretical and philosopical argument for issues of health care ethics, but intended to describe the necessity of ethics education in public health. The increase in medical science to sustain life and the failure to provide corresponding ethical guideline in public health have created new ethical problems. All members in public health trainning programs should not only have an interest in health care ethics, but also have an ability to reach decisions in ethical problems related to community. The goal of ethics education in public health is not to improve the moral character of health care providers but rather to provide them with the conceptual abilities and decision-making skills they will need to deal successfully with ethical issues in public health research and practice. Obviously. the ultimate goal is to increase awareness of human values in health care.

Purpose: This study discusses efficient operation plans in terms of public rental housing maintenance in terms of LH, a major supplier. Research design, data, and methodology: After reviewing problems related to the maintenance and management of public rental housing discussed in several previous studies, problems in technology setting for repair maintenance costs for public rental housing, lack of public assistance for maintenance and management of public rental housing, management of housing funds, and lack of role of local governments in the supply and repair of public rental housing were derived. Based on this, the researcher conducted using literature research methods to present relevant improvement measures based on reasonable arguments. Results: this study presented four operational plans related to (1) realization of repair costs for public rental housing, (2) a public subsidy system for covering the maintenance costs for public rental housing, (3) efficient operation of the Housing City Fund, and (4) establishment of the public rental housing. This study aims to provide a foundation for the qualitative growth of the domestic public rental housing system. Conclusions: With this study, it is expected that social interest in maintenance of public rental housing centered on LH will be amplified to improve the quality of maintenance problems of public rental housing.

As people's interest in the increase of individual leisure time and health grows, their interest in sports is also growing day by day to improve their standards of living. In the midst of the social changes, people's awareness of the disabled's sports activities is changing as well. However, the disabled's full access to public sports centers is restricted due to the shortage of facilities, area and available programs in public sports centers including community gymnasiums. In order to solve this problem, rehabilitation sports centers have been built as part of public sports centers, but the number of rehabilitation sports centers is still small. Besides, the disabled find themselves uncomfortable when using rehabilitation sports centers because most of them are outdated and too small in size. To make matters worse, sports centers for the use of the disabled only have a negative effect on the disabled's making inroads into society by hampering them from being a part of social unification. This study made a comparative analysis on the areal state of indoor gyms and swimming pools, which are the main areal factors of rehabilitation sports centers and public sports centers. Based on this analysis, this study aims to propose a sports center use plan for both the disabled and non-disabled. As a result, the total floor area ratios of indoor gyms for the disabled were found to be higher than those of public sports centers. This is because many indoor gyms for the disabled are not well equipped with resting areas, auxiliary or supporting areas. Regarding swimming pools for the disabled, their total floor area ratios and areas were found to be lower than those of public sports centers because, in many cases, these swimming pools are used for the rehabilitation of the disabled in rehabilitation sports centers. For this reason, swimming area for individual leisure activity or hobby is insufficient.

사회적 관심이 커지고 있는 독서진흥 활동을 통해 도서관의 사회적 가치를 확보할 수 있다. 이를 위한 구체적 방안 제시를 위해 문헌연구 방법을 활용하여, 도서관이 직면한 사회적 과제를 분석하고. 그러한 과제를 수행하는 구체적 방안을 제시하고자 했다. 현재 각 지역에서는 도서관, 특히 어린이도서관에 대한 사회적 관심이 증대하고 있다. 이미 공공도서관들의 다양한 독서진흥 활동을 통해 도서관의 중요성을 인정받고 있어 보다 강력한 독서진흥 활동은 공공도서관의 역할 확대와 이를 통한 사회적 기반 확보에 중요한 방안이 되고 있다. 따라서 도서관은 정부, 공공과 민간부문의 다양한 독서진흥사업을 조정할 협의기구 구성, 운영, 법적 기반 마련, 도서관의 자발적인 독서진흥 프로그램 개발추진, 독서 및 책 정보제공 체계 구축과 대중서평지 발행, 독서 캠페인과 독서활동 주도, 가정에서의 독서활동 지원, 각종 독서진흥 관련 시상제도 확대 등 구체적 방안을 주도적으로 추진해 나가야 한다.

이 연구는 사행산업의 분야인 복권, 체육진흥투표권, 경마, 카지노에 대해 언론에서는 어떻게 다루어지고 있는지를 1990년부터 2015년까지의 뉴스데이터를 의미연결망 분석을 통해 밝혀보고자 하는 연구이다. 기사의 빈도와 연결성을 프레이밍과 시민관심 정도로 재조명 하여 기사에 대한 언론보도자의 의도와 시민의 인식차이를 밝히고, 이를 통해 정책적 특성과 개혁과제를 탐색하였다. 분석결과 복권의 경우 당첨번호, 당첨금, 조작의혹 등 당첨에 대한 부분이 주제인 '사회문제' 형태였으며, 체육진흥투표권의 경우에는 사업입찰, 불법사이트, 발매대상 등 주로 사업추진과 불법사이트에 대한 '의무정보' 종류였고, 경마의 경우 사업장, 홍보, 기사 등으로 사업홍보나 광고 관련 뉴스이었고, 마지막으로 카지노의 경우에는 불법, 도박장, 외국인 등 '주요정보'에 해당하는 논문이었다. 시대에 따라 1990년대에는 카지노, 2000년대에는 복권, 2010년대에는 경마에 대한 기사보도가 많아졌으며, 이에 대한 시민의 반응도 사업비리, 당첨, 시민운동 등의 차이가 있었다. 마지막으로 기사의 빈도와 연결성이 나타내는 프레이밍 정도와 시민의 관심은 '1. 홍보광고(경마), 2. 의무정보(스포츠베팅), 3. 사회이슈(복권), 4. 주요정보(카지노)' 네 가지로 구분되었으며 이 중 사고, 비리 등 주요기사로 구분되는 사회문제가 주요 공공의제로 형성되는 것을 확인할 수 있었다.

이 연구에서는 방송광고 판매제도 개선에서의 경쟁도입이 각 매체의 광고수입에 미치는 영향을 분석하고, 그에 기초해 바람직한 제도개선을 위한 제도적 장치를 추론코자 하였다. 경쟁도입은 방송광고 요금인상과 방송광고비 증가를 초래하며, 이로 인한 사회적 부작용을 제어할 장치가 없다면 언론매체의 다양성과 균형발전이 훼손되고, 여론의 독과점이 촉진되는 부작용을 피할 수 없다. 따라서 방송광고판매에 경쟁체제를 도입하되, 방송법이 규정한 방송의 제작편성과 광고영업의 제도적 분리를 실질적으로 담보할 수 있는 제도적 장치와, 방송광고 요금의 인상과 그로 인한 방송광고비의 증가를 사회적으로 조절할 수 있는 제도적 장치를 갖추는 것이 필요하다. 그 제도적 장치들은 다음과 같은 다섯 가지이다. 첫째, 방송광고 거래의 투명성과 공정성을 유지하는 것이다. 둘째, 방송사의 직접적 광고영업을 금지하고 더 나아가 직접영업 효과를 차단하는 것이다. 셋째, 공영방송이 공적서비스에 전념할 수 있도록 관련 정책을 정비 개선하는 것이다. 넷째, 광고시장에 대한 사회적 개입수단을 운용하는 것이다. 다섯째, 지역방송과 종교방송 등이 공적인 기본 기능을 수행할 수 있도록 최소한의 재원을 적절히 보장하는 것이다.

Purpose: The purpose of this study was to describe public health services for the aged in public health centers from the perspective of public health nurses. Methods: The interview data were collected from 11 public health nurses and analyzed by using Colazzi's (1978) descriptive phenomenology. The procedural steps was that described the phenomenon of interest, collected participants' descriptions of the phenomenon, extracted the meaning of significant statement, organized the meanings into theme clusters, wrote exhaustive descriptions and then incorporated data into an exhaustive description. Results: The results included 291 re-statements, 49 constructed meanings, 27 themes, 12 theme clusters, and 5 categories were deduced. The five categories were 'perception of obstacles for elderly health system', 'sense of burden in services of health', 'planning about diverse elderly health services', 'elderly clients-focused performance', and 'solidify community ground of elderly health services'. Despite obstacles, participants tried to diverse health services for elderly. Conclusion: This study has described public health nurses' experiences about public health services for the aged. These findings have important implication for the practice of public health services for the aged and must be considered to develop program for planning and practice of public health nurses for the aged.

The purpose of this study is to segment the social awareness on the function of public benefit of agriculture and rural areas by socio-economic and action/attitude characteristics, and to identify the influential variables in social awareness. The nationwide survey of 1,200 adults aged over 20 was conducted, and the data was analyzed by PASW statistics 17.0. One of the awareness variables was the degree of the consent to the preservation of the public beneficial function. This variable was segmented by the interest on related information, the criteria of buying agricultural products, occupation and age. And the other awareness variable was the willingness to pay for the preservation of the public beneficial function. This variable was segmented by the education, occupation, income and the experience of living in rural areas. According to the results, some suggestions for improving the social awareness on the public beneficial function of agriculture and rural areas were discussed.

As an interest in the efficiency of public sector expenditures has spread across the world, Korea has operated a self-evaluation system for government projects as a part of the performance-based budget system. However, an evaluation system for public information technology project has been criticized for its lack of validity, which stems from the uniformity of performance management. This study draws insight from knowledge management literature in an attempt to address the problems with the extant performance evaluation system in public agencies. To realize benefits from IT investment, an agency needs to develop its own performance management model for information systems projects, with a focus on the interaction of IT and organizational system. The knowledge management-based framework for IT projects was verified through a case study, with which we discussed the applicability of knowledge management to the evaluation of public information systems projects.

The value of space is changing with change of modern society value. In this change, there is consistent subject about 'public'. So, design studies of public space for indoor and outdoor space are being carried out. Also, the concept of total design for space is a essential element and substance plan about space design and marketing is accomplished based on the total design. Now days, multiplex cultural space which have the concept of public and total design is increasing interest. Therefore, a case of multiplex cultural space, a purpose of this paper is elements investigate which design elements in public space of indoor and outdoor how it have been connecting fundamental design elements.
