The efficiency and safety of social-overhead capital (SOC) public infrastructures have become an eminent social concern. In this regard, a continuous structural health monitoring has been widely implemented to oversee the robustness of such public infrastructures for the safety of the public. This paper deals with the analysis of a distributed mobility management (DMM) support for wireless sensor network (WSN) based information transmission system. The partial DMM support separates the data and control plane infrastructures, wherein, the control plane is managed by a particular mobility management network entity, while the data plane is distributed by the mobility anchors. The system will be able to optimize the information transmission for a wireless structural health monitoring of SOC public infrastructures specifically designed for bridges, and thus, guarantees the safety of public commuters.
Objective: To understand the contents and effects of public diplomacy by leaders, this paper throws out two questions: "To draw cooperation and support of international society in the middle of national crises, with what content do leaders conduct public diplomacy?" and "Through what mechanism, does leaders' public diplomacy promote cooperation and support of other countries?" Methods: To answer the research questions, this paper conducts a single case study with Ukrainian President Volodymyr Zelensky's public diplomacy in the Russia-Ukraine war in 2022. More specifically, the author collects text from Zelesky's Twitter and analyzes it in a descriptive manner. Results: When Russia invaded Ukraine in 2022, President Zelensky proactively utilized his SNS to communicate with people in other countries and thereby achieved the desired effect of public diplomacy. He has been delivering messages of 'appreciation of cooperation and support', 'situation of Ukraine', and 'congratulations or condolences', which could augment support, credibility, and audience cost. Conclusion: The effects of public diplomacy led to enhanced cooperation by alleviating problems within international cooperation and support. However, in the case of Ukraine, the patron's dilemma and commitment problem lasted, from which conducting public diplomacy has not been proven to be enough. The result of this paper provides lessons for the public diplomacy of the Republic of Korea in times of national crises in the future. In this regard, leaders should make efforts to promote the effectiveness of public diplomacy even in times of peace.

Results: First, emotional dissonance had no effect on perceived organizational support. However, emotional endeavor had a positive effect on perceived organizational support. Second, perceived organizational support had a significant effect on job attitude. Third, emotional labor had no effect on job satisfaction, but emotional labor had a positive effect on job commitment. Fourth, perceived organizational support had a full mediating effect on the relationship between emotional labor and job attitude. The implications of this study are as follows. Conclusions: Higher emotional labor leads to lower job satisfaction and job commitment in public officials, thereby affecting job attitude. Accordingly, various systematic methods, such as flexible working hours and personnel policy, need to be implemented to alleviate the negative effects of emotional labor.

Reforming social relations requires changing the system of relations between state executive bodies, institutions subordinate to them and a citizen, which is characteristic for most of the country, in which the latter is a petitioner even if his indisputable rights and legitimate interests are satisfied. One of the most important areas of public administration reform is the formation and development of a system of administrative services and appropriate information support. The result of the implementation of this direction should be the creation of such a legal framework and its real implementation in administrative and legal practice, in which consumers of administrative services will have broad rights and powers and will not be passive subjects manipulated by civil servants. Thus, the main task of the study is to analyze the normative legal aspects of information support for the provision of administrative services in the field of public administration. A plan to promote public technology-based start-ups as a way to enhance the use of public technology has been emphasized. However, the problem of creating commercial value has persisted due to the lack of reproducibility and readiness of public technology. Although gap exists in the linking process between the public and private sector, it is difficult to find objective empirical evidence as most of them are only qualitative research. Our empirical works examine the impact of subsequent support of the public research institute on the commercialization of public technologies. Then, we analyze how commercialization of public technologies affects the growth of technology-based startups using 2-stage least square (2SLS) model. We find that the linkage with the technology subject contribute to the successful commercialization of public technology, and further to the survival and growth of technology-based start-ups. Our finding suggests that knowledge management system, to facilitate interaction between technology developer and consumers, is needed for the success of public technology-based start-ups.
