The recent Middle East respiratory syndrome coronavirus (MERS-CoV) outbreak has originated from a failure in the national quarantine system in the Republic of Korea as most basic role of protecting the safety and lives of its citizens. Furthermore, a number of the Korean healthcare system's weaknesses seem to have been completely exposed. The MERS-CoV outbreak can be considered a typical public health crisis in that the public was not only greatly terrorized by the actual fear of the disease, but also experienced a great impact to their daily lives, all in a short period of time. Preparedness for and an appropriate response to a public health crisis require comprehensive systematic public healthcare measures to address risks comprehensively with an all-hazards approach. Consequently, discussion regarding establishment of post-MERS-CoV improvement measures must focus on the total reform of the national quarantine system and strengthening of the public health infrastructure. In addition, the Korea Centers for Disease Control and Prevention must implement specific strategies of action including taking on the role of "control tower" in a public health emergency, training of Field Epidemic Intelligence Service officers, establishment of collaborative governance between central and local governments for infection prevention and control, strengthening the roles and capabilities of community-based public hospitals, and development of nationwide crisis communication methods.
The research was done against female workers in public officers to find out the actual conditions and usage of uniforms worn in government and other public offices, to find out the degree of their satisfaction for it's appearance, costs, functions and representation. The research was done by questioning 402 female workers about their uniforms in various government and other public offices and the results analysed from the research are as it follows below. 1. The shape of uniforms in public offices were mostly in three piece(jacket+vest+skirt) shape, many of them in gray color and the material were made of blended fabrics. 2. The satisfactory garde of the uniform couldn't even reach the level of '3 point', in which it is easy to tell that the workers had low satisfaction with their uniforms. The level of satisfaction in it's appearance, functions, costs and representation were below average, the rankings starting with functions, representation, appearance, costs and it was shown that the most satisfied category was in it's functions and the lest in costs.

At the conceptual phase of a construction project, estimated construction cost is very important as it significantly influences the owner's decision-making. Accurate cost estimating, in the early stage of a public construction project, serves as a critical factor because initial decision-making effects the final cost of a construction project. However in the cases of Korean public apartment projects, excluding a few of the public owners, there is a problem in properly estimating construction cost due to the lack of construction cost estimating system. Thus, this research developed a public apartment cost estimating system using case-based reasoning that was suggested by a previous research with 66 cases of Korean public apartment projects. Based on the system experiments involving 19 public officers and 10 cases of Korean public apartment projects, the effectiveness of the system in terms of estimation accuracy and user-friendly was confirmed. As a result, the developed system has an error range of 1.47% to 13.74% and mean of 6.15%. In addition, the system was evaluated that it could greatly improve the current estimation task of public officers. Consequently, the results of this research can be used as a foundation for a technological advance in estimating construction cost and improving the accuracy and consistency of construction cost estimation.
The purpose of this study was to investigate the mediation effect of the job efficacy on the relationship between job stress and career resilience of fire fighting officers. The participants of this study were 151 Jeju Island local fire fighting officers. The research tools used were job stress scale, career resilience scale and job efficacy scale. The data were analyzed using the SPSS statistical program. Pearson's correlation analysis, hierarchical multiple regression analysis and the Sobel test were conducted. The results of this study are as follows: First, there was a significant negative correlation between the job stress and the career resilience and between the job stress and the job efficacy, while there was a significant positive correlation between the job efficacy and the career resilience. Second, the job efficacy of fire fighting officers was found to have a perfect mediation effect on the job stress and the career resilience. As a result, it was found that job efficiency as a mediator to cope with job stress can improve the work efficiency by improving the career resilience of fire fighting officers. Finally, the discussion and implication are provided based on the results.
In proportion to the increase of public security demand, the private companies advanced continuously every year. However the size of the industry expanded in its quantity, the quality remains the same as before. So it's important to training of the security officers. This study suggest the improvements of training system through the analysis and the review of problems of training and education security officers. To develop our private security industry, we suggest as follows. First, In spite of the training is important, the recognition against security officers training is low, so the improvement is demanded. Second, When selecting the educational institution, it does not reflect the demand and situation of education enough. So there is necessary that selecting the educational institution again, after finishing a demonstration duration. Third, The education contents is general, so there is a necessity of the education which is professionalized. Fourth, In order to improve the ability of the lecturer, we must strengthen the qualification of the lecturer. Fifth, For the development of securities industry, we must found the professional training institution.

This study was conducted to determine the association between quality of sleep (QOL) and the general characteristics, the health-behavioral factors, and the occupational characteristics of firefighting officers. The survey was conducted in October 2016 with a self-administered questionnaire using the Pittsburgh Sleep Quality Index (PSQI) developed by Pittsburgh University, targeting 600 male firefighting officers working at five fire stations in D city. As a result, the QOL of the study subjects measured by the PSQI revealed 13.2% to be good, and 86.8% to be poor. In relation to general characteristics and health habits, the rate of the group who had poor quality sleep was significantly higher in those with a lower subjective health status, in the non-smoking group, and in the low sleep-quality group, compared to the good sleep-quality group. For occupational characteristics, the rate of those with poor quality sleep was significantly higher in groups such as the fire suppression group, the shift work group, the hard physical labor group, the group with a lower sense of satisfaction in their work, and in the group classed as unfit for the job but who were not considering quitting their jobs, compared to their respective counterparts. Multiple regression analysis revealed factors of influence with explanatory powers of 24.4% for subjective health status, alcohol use, subjective quality of sleep, career, job position, and physical labor. The results of this study suggest that the quality of sleep for firefighting officers is significantly related to general characteristics, health-behavioral characteristics, and occupational characteristics.

Background: Breaking the chain of disease transmission from overseas is necessary to control new infectious diseases such as coronavirus disease 2019 effectively. In this study, we developed a mobile app called Self-Symptom Checker (SSC) to monitor the health of inbound travelers. Methods: SSC was developed for general users and administrators. The functions of SSC include non-repudiation using QR (quick response) codes, monitoring fever and respiratory symptoms, and requiring persons showing symptoms to undergo polymerase chain reaction tests at nearby screening stations following a review of reported symptoms by the Korea Disease Control and Prevention Agency, as well as making phone calls, via artificial intelligence or public health personnel, to individuals who have not entered symptoms to provide the necessary information. Results: From February 12 to March 27, 2020, 165,000 people who were subjected to the special entry procedure installed SSC. The expected number of public health officers and related resources needed per day would be 800 if only the phone was used to perform symptom monitoring during the above period. Conclusion: By applying SSC, more effective symptom monitoring was possible. The daily average number of health officers decreased to 100, or 13% of the initial estimate. SSC reduces the work burden on public healthcare personnel. SSC is an electronic solution conceived in response to health questionnaires completed by inbound travelers specified in the World Health Organization International Health Regulations as a requirement in the event of a pandemic.
Purpose: This study conducted to identify factors affecting on the job stress among employees of community integrated health promotion programs. Methods: A total of 175 employees of community integrated health promotion programs in public health centers were asked to complete a pack of self-report questionnaires. The data were then analyzed using descriptive statistics, t-tests, ANOVA, Pearson's correlation coefficient and stepwise multiple regression. Results: Employees' emotional labor was a bit higher than moderate. Employees' job stress was higher than that of general employees in public health centers but similar to police officers. Job stress had a positive relationship with emotional labor and a negative relationship with self-efficacy. Factors affecting on the job stress were emotional labor, self efficacy and working period for integrated health promotion. Conclusion: Based on the results of this study, employees of community integrated health promotion programs in public health centers need to develop effective interventions to help them effectively decrease job stress. This, in turn, will decrease emotional labor and increase self efficacy.
Countries across the globe, including those in Europe, are waging a "war against terrorism" as international terrorist groups such as ISIS and lone-wolf terrorists have unleashed various large-scale attacks on rail infrastructure. Anti-South Korean sentiment exists in Muslim-majority countries because the nation has cooperated with the US for its military interventions in the Middle East, and ISIS has threatened to target South Korea four times since September 9, 2015. In addition, North Korea has been left isolated in the international community with its missile and nuclear tests, while further escalating inter-Korean tension and threatening to strike major facilities and attack important figures in the South. These situations imply that South Korea is no longer immune to terrorist attacks. If the nation fails to prevent or deter such terrorist attacks against rail networks, massive casualties, property damage and social confusion would be unavoidable, deteriorating national and international trust in its counter-terrorism policies. This may lead to a national crisis involving decreases in the number of tourists, dampened interest of foreign investors, and capital flight. This study aims to propose policy measures to enhance railroad security checks, based on the work of railroad police officers, for the sake of protecting citizens and public safety. The suggestions include an incremental expansion of railroad security checks; growth of the railroad police force and adjustment of their policing distribution with other police officers; enhancement of security systems across important rail networks; improvement of the Railroad Safety Act; Southeast Asia, including the corresponding strengthening of the national crackdown illegal immigrants, and plans for pre-emptive and regular cooperation among organizations related to the promotion of security checks and the prevention of terrorist attacks.
The scope of fire services has been expanded from local fire prevention to rescue and first aid services, and the fire services system has been converted from an autonomous fire services system to a wide-area fire services system, and the status of fire officers has been unified as a national public servant. However, the underlying problem remains unsolved. One is a problem related to the conversion of fire services to state affairs, and the other is that Fire officers converted to national public servants are in charge of fire services which are evaluated as local autonomous affairs. The controversy over the nature of fire service stems from uncertainty and redundancy in the coordination of office function and distribution between the State and Local governments, and incomplete legislation that fundamentally fails to achieve systematic unity of office work and status. The fire service has a national responsibility as an affair that includes the existence of the state and the welfare and order of the people along with the police affairs. That is, affairs related to the safety of the people that protect the lives, bodies and properties of the people should be understood as State affairs. 「The LOCAL AUTONOMY ACT」 stipulates that local governments cannot perform State affairs such as affairs necessary for the existence of the nation, affairs requiring performance in a uniform manner throughout the nation, and affairs of nationwide or similar scale unless otherwise provided by the law. Fire Service should be regarded as such affairs. Considering that the rights to the safety and life of the people and the duty to protect the people are the duty of the nation, it is necessary to keep in mind that the reason for the change fire officers to the national public servants was not basically just a matter of treatment and finance.
