Public Deliberation for Technological Risk Policy Making in a Real-World Context (기술위험 정책결정을 위한 공론화 과정의 실제)

  • This paper examines the gap between the theoretical premises of, and the ways that public deliberative approaches to decision-making function in application to a specific instance of technological risk policy. An interrogation of a UK nationwide public deliberation case-the CoRWM program (Committee on Radioactive Waste Management)-a real-world instance of public deliberation illuminates some significant contrasts in the ways that public deliberation takes place to those characterized in theory. A public-engaged deliberation on radioactive waste management in reality does not emerge as rational reasoning for the common good. Instead, it was rather a complex mix of various forms of material, social and political interactions, and relationships.

  • Various concepts and practices of public deliberation have been exercised over the last three decades in western countries for science and technology (ST) governance. There has been a general social consensus for the need of such new governance notwithstanding, ends and means to achieve it varied. Among various rationales, while normative and substantive perspectives are explicitly claimed in public as reasons for public engagement in ST policy making, instrumental perspectives tend to be implicitly arranged by interested parties and still affecting policy significantly. This paper therefore, examines the implications of such instrumental perspectives in public engaged ST governance. To do so, this paper analyses the discourses and practices of public deliberation for ST governance in the UK from the late 1990's until the mid 2000's. It examines the proposals made by various policy institutions and two real public deliberations- the GM Dialogue for commercialization of genetically modified crops and the Committee on Radioactive Waste Management(CoRWM)'s programme. This study finds that policy institutions tried to employ public deliberation as strategic instrument for their policy interest, which contrasted with their outwardly claimed rationales of democratic policy making and better quality in decision for ST governance.

  • World Wide Views (WWViews) on Climate and Energy was an experiment of public deliberation which was held in 77 countries with over 10,000 global citizens on June 6, 2015. The coordinator of this project (the Danish Board of Technology with Missions Publiques and the French National Commission for Public Debate) developed the overal procedure, and local partners implemented the actual events in each country on the same day. The coordinator gathered the results of the events from all local sites in order to submit them as global citizens' voice to the COP21 negotiations at the United Nations Framework Convention on Climate Change (UNFCCC) in Paris. This study examines the extent to which such new method of WWViews, standardized at global level to be implemented in different local contexts, achieves its quality of public deliberation (representativeness, transparency, impartial inclusion, deliberativeness, influence) by evaluating the Korean WWViews held in Seoul.

Conflict of Interest Groups on the Health Insurance Policy Deliberation Committee Affect the Medical Insurance Cost of Physical Therapy (건강보험정책심의위원회의 이익집단 간 대립이 물리치료 수가에 미치는 영향)

  • Purpose: The aim of this study was to demonstrate that non-participation of physical therapists on the political decision-making committee results in invasion of their interests. Methods: To demonstrate the effects, we analyzed the change of medical insurance score decided by the Health Insurance Policy Deliberation Committee between 2001 and 2012 years, focusing on medical examination as the interest of the participation group and physical therapy cost as interest of the non-participation group. Results: Total medical insurance cost increased by 23.72%, on average. Medical examination cost increased by 23.90% and 37.66% in medical examination for new and established patients, respectively. However, physical therapy cost was reduced by 5.01%. The medical examination cost for physical therapy without medical checkup increased by 2.62%. Conclusion: This study shows that the physical therapy cost, related on the interest of the non-participative group in the Health Insurance Policy Deliberation Committee, rather decreased while the total medical insurance cost increased.These findings demonstrate the invasion of the non-participative group on the Health Insurance Policy Deliberation Committee. Thus, aggressive participation in political decision-making committee is necessary in order to protect and increase rights and interests of Korean physical therapists.

  • The purpose of this study is to identify the problems of the currently used 3D spatial information utilization system to realize a more accurate landscape and to establish a user-oriented environment to improve the utilization plan for future landscape evaluation. As citizens' interest in urban landscapes with strong public characteristics increases and the speed of urban development also increases, more suitable simulation methods for landscape management are required. Nevertheless, there are many cases of inconvenient correction according to development changes along with many errors in various steps for creating landscape simulation. Therefore, in performing landscape deliberation according to development, it is necessary to create more accurate and efficient landscape simulation, and if changes occur after the initial deliberation, a process that can quickly and conveniently correct and supplement data is needed. In addition, it is necessary to create landscape simulation so that the created modeling source can be used by being compatible with other application programs. In this study, a method of constructing a more accurate and efficient simulation at the time of initial deliberation and a method of creating a landscape simulation model for rapid response to a plan that is changed at the time of re-deliberation are described.

  • This study focuses on the emergence of collective intelligence and its impact on the democracy in the information era. Scholars have posed very different-optimistic and pessimistic-views on the possibility of collective knowledge produced by the public. Focusing on the cases of a free online encylopedia known as wikipedia and 2008 Candlelight Demonstration against the imports of US beef in Korea, this paper analyzes the mechanism of collective intelligence and its political implications on the democracy. Specifically, this article approaches changes in new knowledge paradigm with two different variables: the degree of connectivity and the quality of deliberation. Applying two different sets of variables helps us to distinguish the possibilities of collective intelligence and anti-intelligence, which would suggest social and political implications for the democracy in a country. This study finds a critical difference in terms of the quality of deliberation, measured by the indicators such as diversity, independence, and integration mechanism for online deliberation.

  • Currently, the unit price of public construction projects are not being evaluated appropriately for several reasons. First, the evaluation of the unit price differ per nature of the bidding process and its estimation process. In fact, pricing is determined to meet the total price in turnkey projects and to pass the low bid price deliberation process in unit price projects, and thus, such prices cannot be said to be reasonable prices per public project. After the contract is awarded, however, the prices determined without taking into consideration the characteristic of each bidding process and price estimate process are used for the valuation of progress payment, design changes, and escalation. Furthermore, this is also being applied to other low bid deliberation process as actual public project unit price, thereby affecting other processes as well. In effect, this system increases the risks for both the owner and the bidder who have determined the unit price. This research examines the risk factor and its extent in order to properly manage it in preparation for the future.

Division of Labour in Risk Governance: Cases of Public Deliberation for Radioactive Waste Management in the UK and Korea (기술위험 거버넌스에서의 역할분담: 영국과 한국의 방사성폐기물 관리 공론화 사례)

  • In order to deal with uncertainty and conflicting interests in technological risk policy-making, various participatory decision-making models have been practiced. This participatory approach is an alterative to the traditional process of science and technology policy-making where scientific experts provide evidence and government officials make decisions. However, there still remain different opinions on who should play what kind of role in decision-making process. Therefore this paper examines the division of labour in the public deliberations for radioactive waste management policy carried out in the UK and Korea. It discusses the ways in which various actors are defined, and the rationales are employed for allocating actors to certain roles and participatory methods. In so doing, this paper unfolds the ways in which the participatory decision-making process for risk governance is delivered in real policy context. Similarities and differences revealed in the division of labour of two cases contribute to development of radioactive waste management policy and the policy instruments for risk governance.

A Study on the Appraisal of Appropriate Planning in Public-Toilet of Amusement Park in Kangwon-Do (강원지역 주요 유원지 공중화장실의 적정설계 평가에 관한 연구)

  • This study shows the present conditions and the appraisal of Public-Toilet in ammusement park of Kangwon-Do. The areas of Public-Toilets are various from over $30m^2\;to\;230m^2$ and the construction costs are also various. The exterior designs aim at Provincial characteristics, traditional images, or modem minimal styles. The floor plans are usually symmetric forms by rectangular or circular spaces. There are some laws and manuals from related association to regulate Public-Toilet. By appraising with these laws and manuals we can notice that there are many problems to improve in Public-Toilet. As the survey, we can find that the unpreparedness of the cognition equipment about whether someone uses the public-toilet has most frequency in related laws. And by the laws about multipurpose toilet, the insufficiency of the accessing space to the chamber pot has most frequency. By the manual of related association, there are much more indications - for example, the unpreparedness of wind protection room or etiquette bell, so on - than by related laws. For the improvement of the culture In Public-Toilet, we should not only improve the related laws, but also activate the deliberation about the appropriate planning in Public-Toilet.

Improvements of the Public Pedestrian Passage in the Apartment Complex from Crime Prevention Through Environmental Design Aspect (범죄예방 환경설계 관점에서 공동주택 단지 내 공공보행통로의 개선방안 연구)

  • A public pedestrian passage induces traffic into the apartment complex, and therefore, it requires the application of Crime Prevention Through Environmental Design(CPTED). This paper aims to analyze the conditions and to suggest the improvements of public pedestrian passages in apartment complexes, applying a 3-D approach from CPTED aspect. The first aspect is "Designation": 1)The linkage between the public pedestrian passages is weak, and their designated purpose becomes unclear. 2)When the designated purpose is not considered for each complex, the closure rate is high. 3)The closure rate of the "Through type" is high. It suggests that the pedestrian network should be built and vitalized at the local urban level. The second aspect is "Definition." The public pedestrian passage lacks a social, cultural, and legal definition and only has a passive physical definition. It suggests that a legal definition and specialized guildline be prepared. The third aspect is "Design": 1)Insufficient territoriality exists between the public pedestrian passage and the inside of the complex. Territoriality should be reinforced between the public pedestrian passage and the rest of the internal territory. 2)The landscaping adjacent to the public pedestrian passage lacks deliberation. Since this is where safety and privacy collide, detailed design and maintenance of the landscaping is required. 3)It lacks systematical crime prevention facilities and should compensate accordingly.
