Looking at current construction costs estimations of publicly declared public works, there are many instances where estimation criteria are ambiguous and doesn't imply the reality. Up to date, estimation criteria for calculating construction cost estimations are simply by unit area multiplication and stochastic construction cost estimation. However, possibility of making errors are high due to using uniform data that excludes each public work's specifications and environmental conditions. Further, on the aspect of cost management, there is certain limitation in the efficiency of cost management in order-placing stage and commencing-work stage; while efficient cost management and reduction of expenses are highly possible during initial stages of the project. In this respect, the paper adopts positive approach with regards to construction cost estimations of public works and draws common elements from calculation tables of the construction cost estimations from 3 completed domestic construction works; after which, the paper analyzes whether business exposition, construction guide and publicly-declared estimated construction costs that the orderer issued are calculated economically and properly; deducing problems in the process, the paper seeks to recommend rational calculation method on this.

건설프로젝트에 있어서 공사감독은 공정관리, 품질관리 안전관리, 원가관리에 중요한 영향을 미친다. 그러므로 건설공사의 초기단계에서부터 감독의 지속적인 관리활동이 필요하다. 그러나 국내 공공 건설공사에서 감독의 업무량과 비용에 대한 평가가 미비한 실정이다. 또한 공사 감독이 초기단계에서부터 지속적인 관리활동이 가능한지에 대해서도 회의적인 시각이 상존하고 있다. 본 연구에서는 우리나라 공공발주처에서 시행하는 공사의 감독 업무와 외국에서의 공사감독의 관리활동을 비교$\cdot$분석하였다. 또한 국내 건설공사에서 감독에 소요되는 비용과 감독을 대체한 감리원을 활용하였을 때의 비용을 평가하였다. 이를 통하여 향후 감독업무의 개선이 가능하고 비용적 측면에서 인건비 등 공사 간접비의 절감을 기할 수 있겠다.

90년대 중반이후 도시하천을 중심으로 추진되던 자연형 하천 정비사업은 2008년 4월 하천법의 개정으로 인해 하천의 친환경적인 기능이 더욱 강조되어, 그 적용 분야는 지방하천까지 폭넓게 확대 되었다. 그러나 기존의 이 치수형 하천정비사업에 초점을 맞춘 하천의 개략공사비 산정모델은 자연형 하천공사에 실시되는 주요공종을 포함하고 있지 않아, 축제공, 호안공사가 전부인 소규모 하천정비공사를 제외하고는 그 적용성이 많이 떨어진다. 따라서 본 연구는 최근의 친환경적인 기능을 강조하는 하천정비공사의 패러다임 등 하천시설공사 관련 환경 및 정책 변화에 따라서 기획 및 설계 단계에서 적용될 수 있는 자연형 하천공사 개략공사비 산정모델을 개발하는 것을 목적으로 한다.

본 연구에서는 기 준공된 국내 공공주택의 실적공사비 분석을 토대로 공공주택 공사비 추정을 위한 기초자료를 제시하고자 하였다. 이에 대한주택공사(이하 주공)에서 발주하여 2004년부터 2007년까지 준공된 각 지역별 23개의 공공주택을 연구 대상으로 선정하여, 실제 투입 및 정산된 실적공사비를 분석하였다. 분석항목으로는 주요 직접비 항목인 공통가설, 건축, 토목, 기계설비 4개의 공종을 대상공종으로 하였으며, 물가상승률을 고려한 경상가 기준의 투입 공사비를 준공연도, 지역, 연면적, 분양방식별로 분류하고, 이에 따른 $3.3m^2$당 실적공사비를 각 공종별로 비교 분석하여 평균 실적공사비를 토대로 한 공사비의 유추와 산정식을 분석 제시하였다.

현행 규정에 따라 기성을 지급하였어도 공공공사 발주자가 공사대금 이외에 금융비용이라는 추가비용을 부담해야 되는 경우가 발생되고 있다. 본 연구는 공공공사 건설과정에서 발생하는 금융비용을 파악하기 위하여 실제 공공공사 기성지급사례를 토대로 다음과 같은 연구결과를 도출하였다. 첫째 금융비용 발생원인을 분석하였고, 둘째 전체 금융비용 규모를 파악하고 이 중 발주자에게 미치는 영향을 파악하였으며, 셋째 금융비용이 발생시점에 따라 전체 금융비용에 미치는 영향을 비교 분석하였다. 본 연구에서 2건의 공공공사 금융비용 사례 분석결과 금융비용을 최소화하기 위해서는 입찰설명서 등 공사 착수 전에 공정과 기성관리 세부기준을 설정해야 한다. 또한 금융비용은 발생시점에 비례하여 발생하므로 공사초기의 공정관리에 집중해야 하는 것으로 분석되었다. 공공기관 건설공사 기성이 매년 2조 3천억 이상 발생되고 있지만 건설과정에서 기성지급 시 발생되는 금융비용이 얼마나 되는지 산출된 연구결과가 없어 그 규모를 인식하지 못하였다. 따라서 본 연구결과를 통하여 공공공사 시 기성지급으로 발생되는 금융비용 규모를 인식하고 관련규정의 보완과 대안을 도출해 내는 데 연구의 목적이 있다.

Recently, It is a fact that the percentage of female field managers has increased in the construction industry. Therefore, this study investigated the percentage of female construction site managers by conducting a survey of current male and female construction site managers and then analyzed the workload, work difficulty, work importance and performance level of female employees in charge of public affairs, which is the most common tasks.

According to relevant laws, in the case of a construction project with a total construction cost of 30 billion won or more, a post-construction evaluation must be performed after completion. In addition, a post-construction evaluation report must be prepared and entered into the Continuous Acquisition & Life-cycle Support(CALS). As a result of reviewing the currently accumulated post-construction evaluation reports, since the report is not standardized, it is difficult for public project owners to write the report. It also hinders the post-construction evaluation and management center from verifying contents, analyzing data, and deriving meaningful results. In order to improve the convenience of the public owners who must conduct post-construction evaluations and the work efficiency of the center, evaluation factors were standardized and a standard post-construction evaluation report format for road construction was developed in Excel. Through this, the data in the reports will be effectively accumulated, managed, and analyzed, so that meaningful results will be produced and be helpful in future construction work.

본 연구는 토공현장의 토사관리를 중심으로 토공사에 대한 시공관리시스템 구현을 목적으로 한다. 본 연구 결과는 토공사 시공관리에 대한 DB 설계 및 시스템 구현으로 구분한다. 첫째, 토공사 시공관리에 대한 DB설계는 토공사 장비에 대한 작업계획 대비 실적의 분석을 통한 시공관리와 노무관리 등 자원관리 DB를 구성하여 작업과 자원 분류체계를 연계하여 구성하였으며, 둘째 토공사 시공관리 시스템은 토공사 작업계획을 평면도에 구획단위로 구분하여 실적을 그래픽으로 표시하며, 이를 기반으로 공정 현황, 진도보고 등폭 시각적으로 표시하여 현장의 실무자간에 의사소통 및 업무 수행에 원활히 사용하도록 개발하였다. 본 연구는 토공전문회사의 토공사 업무에 특화한 시스템으로 시험적용 단계를 거쳐서 현장에 사용 가능한 시스템이다.

The purpose of this study is to establish work classification system of landscape construction in order to offer the basis of new estimation system of public landscape construction. New estimation system is based on historical construction data. For application of this system, the standard work classification system is necessary. Because extensive cost data should be accumulated under an unified construction work classification system. In the study of new estimation system carried by KICT(Korea Institute of Construction Technology), landscaping works belong to earth work of civil engineering. It looks very unreasonable work classification, because landscape archtecture has its own specialties and professional domain. In this study, information classification systems in the construction industry and various landscaping works of housing developments are analysed. As a result. a standard work classification system of housing landscape construction is proposed in section VI-3. This standard work classification structure consists of three levels divisions (i.e large work division, middle work division, small work division) . Now in this study, housing landscape construction works are divided into four large works and twenty six middle works. According to work attributes, middle and small work division is possible to subdivide into details.

It is an important issue in cost management to contract with the standard of cost estimate by the reasonable way in public construction projects. For the standard of cost estimate based on the Standard Estimating System, there is a difference of labor inputs between Standard Estimating System and actual quantities in construction projects. The duration of form work in multi-family housing depends on the manpower compared with other work, which is the critical path on the schedule management to be decided quality, and is the important to the cost management of construction projects. This study presented a simulation model of the productivity analysis for selecting the standard work type of form work in Multi-family housing construction projects.
