현대성으로의 가치인식전환과 도시공공공간의 변화상에 관한 연구 - 1960년대 이후 서울의 도시가로환경과 그 담론을 중심으로 - (The Study on the Correlation between Value Recognition and Urban Design Policy on the Urban Street - Focused on the Spatial Changes in Seoul during the Modern Periods -)

  • This study focuses on the genealogical analysis of the urban public spaces by the local history of Seoul which is significantly different from western cities. The analysis targets the discourse of the urban street which defines urban space-structure among the urban public spaces. Based on the analysis, we define the progress levels of urban public design policy in Seoul. Firstly, in 1960's and 1970's, 'urban reconstruction' was intensively carried out for the country modernization, and 'vehicle preferred street expansion' resulted in damages to historical inheritance, in-humanized street, and cultural uniformity. 1980's and 1990's would be defined as 'politic acceptance of plural values to the urban street.' There were the Olympic Games held in Seoul in 1988, which were the celebrations of the 600th capital establishment and the autonomous local government system. In the meanwhile, diverse values on the urban street were discussed in terms of globalization. There also were the self-reflection for the urban skyscrapers and high-population rate, the cultural uniformity of urban street, and the commercialization in downtown with urban reconstruction plans. Then, the sense of landscape and amenity was focused. Various urban projects and regulations were held according to the changes of value recognition. 2000's can be defined as 'introduction to the organic integration and the urban public design governance.' In the 21st century, types of recognition have changed significantly, which include publicness, humanism, sustainability, symbolism, artistry, placeness, and communication. They cause the establishment of ordinances and the installation of integrated organization via urban design administration. The legislation has been revised in order to support the various methods for the maintenance and operation of urban landscape in terms of local characteristics. New regulations were established for residents to participate in the processes of the urban planning with street design policy.

정치화된 위험과 기술위험 관리의 실패: 미국산 쇠고기 수입과 광우병 논란 (Politicized Risk and Failed Management of Technological Risk)

  • 미국 쇠고기 수입 재개 결정으로 발생한 광우병 논란은 기술위험 관리의 차원에서 볼 때 중요한 사례라고 할 수 있다. 광우병은 새로운 수입 조건하에서 충분히 통제될 수 있으며 감내할 만한 수준이라는 정부의 거듭된 주장에도 불구하고 심각한 위험으로 인식하는 국민들은 수입조건의 재협상을 요구하면서 격렬한 대립이 초래되었다. 예방이나 치료법이 없으며 치사율도 매우 높기 때문에 심각한 위험으로 인식될 가능성이 높은 상황에서 내려진 비일관적 결정이 문제 발생의 원인이었다. 또 정부와 관련 제도에 대한 신뢰의 부족도 정부의 결정을 수용할 수 없는 중요한 조건이었다. 그 결과 국민적 저항이 확산되고 이명박 정부의 위기로까지 이어졌다. 이명박 정부의 주장처럼 위험문제의 정치화는 회피되어야할 것이 아니라 오히려 공개적인 토론과 타협을 요구한다. 새로운 유형의 기술위험이 지속적으로 등장하고 있으며 이러한 논란이 되풀이 될 가능성도 있다는 점에서 기술위험 관리에 대한 새로운 접근과 대응이 필요하다. 광우병 논란은 기술위험 관리의 실패라는 점에서 위험관리에 많은 함의를 제공해 주고 있다.

정부광고와 공공광고의 효과 측정: 정부·공공광고의 수용과정을 중심으로 (Effect Measurement of Government and Public Service Advertising: Focused on Acceptance Process of Government and Public Service Advertising)

  • 광고효과를 둘러싼 논의는 광고 연구의 가장 큰 갈래라고 해도 지나치지 않는다. 하지만 정부 공공광고의 효과를 측정하기 위한 모델과 관련한 본격적인 논의는 아직 부족한 상황이다. 본 연구는 이러한 점에 주목하여 정부광고를 평가할 수 있는 지수 모델을 개발하는데 초점을 맞추고 있다. 이를 위해 전국 7대 도시 800명을 대상으로 설문조사를 실시하였으며, 정부 공공광고의 창의성 평가 요인(독창성, 명료성, 적합성)과 정책 내용성 평가 요인(흥미성, 회피성, 상관성)을 토대로 수용자들의 인지, 태도, 행동 반응에 영향을 미치는 인과관계 모형을 설정하였다. 분석 결과, 적합성과 회피성을 제외한 독창성, 명료성, 흥미성, 상관성은 정책 이해, 수용자 태도, 정책 구전의향 등 정부광고 효과를 창출하는 유의미한 변인으로 작용하고 있었다. 또한 정책 이해도와 수용자 태도는 정책 구전의향에 영향을 미치는 주요한 매개 변인으로 나타났다. 연구결과를 바탕으로 향후 효과적인 정부 공공광고를 제작하기 위한 방향에 대해 논의하였다.

보건의료시설의 실내 예상 평균 온열감(PMV), 이산화탄소 농도, 소음도, 조도의 통합실내쾌적도(IEQh)를 통한 연간 실내 쾌적도 평가 (Evaluation of Annual Indoor Environment Quality in Hospitals using Various Comfort-related Factors)

  • Objectives: A hospital is a complex building that serves many different purposes. The indoor environment in a hospital plays a major role in patient well-being and the work efficiency of the hospital staff. This study was conducted to evaluate overall comfort in two major hospitals over the course of one year. Methods: Various indoor environmental conditions were measured in two general hospitals for one year (April 2014 to April 2015). Monitoring alternated between the hospitals at one month per respective monitoring session. The indoor air temperature, relative humidity (RH), mean radiant temperature and air velocity were measured in order to calculate the predicted mean vote (PMV). Carbon dioxide concentration, noise level and illumination level were concurrently measured and applied to the overall IEQ acceptance model for the hospitals (IEQh). Results: The IEQh at the two general hospitals was different at five spaces within a building. The IEQh for summer and winter were significantly different. Real-time IEQh demonstrated that indoor comfort was affected by the hospital's operating hours due to operation of the HVAC system. The percentage of indoor comfort in the hospitals was higher using PMV than IEQh. Conclusion: IEQh in the hospitals was different at locations with different purposes. Indoor comfort assessment using IEQh was stricter than with PMV. Additional research is needed in order to optimize the IEQh model.

건강증진 관점에서 본 음주와 음주폐해 감소 정책 (Drinking behaviors and policies to reduce harms caused by alcohol use and health promotion policy)

  • Objectives: This is to review drinking behavior and policies to reduce harms caused by alcohol use in Korea and to discuss their implications from a health promotion perspective. Methods: A purported selection was made to include extant literature on drinking behaviors and alcohol control policies into this review. For drinking behaviors reports of national health statistics were used while reports of alcohol control policies submitted to public institutes/organizations were selected for review. Results: Alcohol consumption per capita indicates stable trends over the last two decades. However, percentages of drinkers with high risk drinking over time vary; men remains stable while female appears to increase. Relatively, a few data and/or reports were available about harms derived from alcohol use. Although there are alcohol policies being cost-effective to deal with alcohol related harm in Western society, few alcohol policy available in Korea of being effective, cost-effective with respect to reduction of harms associated with alcohol use. Conclusions: Policy emphasis should be shift from drinkers to availability of alcohol to reduce alcohol related harms with taking health in all policies into consideration. Both statutory mechanism and public acceptance should be of high priority in putting recommended alcohol policy into action.

소방수요가 소방예산에 미치는 영향 (Impact of Fire Demand on Fire Service Budget)

  • 본 연구는 선행연구에서 다뤄지지 않았던 예방소방과 대비소방을 수방수요에 포함시켜 소방예산에 미치는 영향을 실증적으로 분석하고자 수행되었다. 이를 위해 16개 광역자치단체에서 수행된 예방소방행정(건축허가동의, 특정 소방대상물, 다중이용업, 소방특별조사), 대비소방행정(소방교육 및 훈련), 대응소방행정(화재진압출동, 구급출동) 그리고 소방예산에 대한 11년(2008년-2018년)의 패널자료를 이용하여 실증분석을 실시하였다. 분석결과, 예비소방행정의 소방특별조사, 대비소방행정의 소방교육 및 훈련, 그리고 대응소방행정의 화재진압출동은 소방예산에 유의미한 음(-)의 효과가 있는 것으로 나타났다. 한편, 대응소방행정의 구급출동은 0.01%수준에서 소방예산에 유의미한 양(+)의 효과를 미치는 것으로 나타났다. 이는 우리나라 소방행정의 패러다임이 재난수용(복구중심)에서 재난대응(현장대응중심)을 지나 재난대비(대비중심)로 변화되고 있다는 공공정책을 지지하는 연구결과이다.

공공서비스로서 신.구도심지의 공원만족도 차이 - 대전광역시를 대상으로 (Differences of Park Satisfaction in New and Old Downtown as Public Service; Focused on the City of Daejeon)

  • The purpose of this study was to evaluate the urban park and the green spaces within the public service framework. It was investigated by identifying the priority elements as defined by the residents and to figure out the differences of residents' satisfaction for the parks in new and old downtown. This study surveyed 455 residents from 80 dong (neighborhoods) of 5 Gu(districts) in Daejon. In this study, satisfaction on the urban parks and the green spaces in the old downtown was compared with the new town area. The results were as follows: Those who lived in the new downtown areas showed higher satisfaction than those in the old downtown for the urban parks and the green spaces, as well as in all 8 other evaluation sections. Both new and old downtown residents scored high on the 'city landscape and the natural environment' and 'green spaces and facilitats' items, but scored low on 'citizen's respect' and 'acceptance of resident opinions'. The old downtown residents highly valued on easy access to the parks, while the new downtown residents focused on various activities and programs, as well as resident participation, as the parks. The variables affected the resident's satisfaction on the urban parks in old downtown areas consisted of 'information', 'diversity', 'supply decision'. Among these variables, 'diversity' had the most significant influence on the satisfaction level.

Insights into Ergonomics Among Dental Professionals of a Dental Institute and Private Practitioners in Hubli-Dharwad Twin Cities, India

  • Background: To assess the knowledge, attitude, and practice of ergonomics among dental professionals of Hubli-Dharwad twin cities, India. Methods: Investigator-developed, self-administered, closed-ended questionnaire assessing knowledge, attitude, and practices regarding ergonomics during dental practice was filled in by undergraduates, house surgeons, postgraduates, and faculty members of dental institutions and private practitioners from Hubli-Dharwad twin cities. Results: Data were collected from a total of 250 participants, 50 belonging to each academic group. Overall mean knowledge, attitude, and practice scores were 52%, 75%, and 55%, respectively. Significant correlation was found for age with attitude (${\chi}^2=10.734$, p=0.030) and behavior (${\chi}^2=12.984$, p=0.011). Marital status was significantly associated with all the three domains; knowledge (${\chi}^2=29.369$, p=0.000), attitude (${\chi}^2=29.023$, p=0.000), and practices (${\chi}^2=13.648$, p=0.009). Conclusion: Participants had considerable awareness and behavior toward ergonomics in dental practice. The high attitude score indicates stronger acceptance of ergonomics principles and guidelines during routine dental procedures. The current study highlights the situation of ergonomics in dental practice in the form of knowledge, attitude, and practices.

인구·경제·조직 측면에서 공기업 임금피크 근로자 분석 (A Study on Public Enterprise Workers with Wage Peak System -Population, Economic and Organizational Aspects-)

  • 본 연구는 고령인력 증가가 다른 영역보다 빨리 진행되며, 인적자원관리가 쉽지 않은 공기업 임금피크 근로자의 인구 경제 조직적 특성과 임금피크제 및 퇴직 간 관계에 대해 살펴보고자 하였다. 연구대상은 임금피크제 실시 공기업 19개사에 종사하는 임금피크 근로자 211명이었다. 연구결과에 따르면 인구 경제적 특성에 있어서, 교육수준, 가계총수입, 퇴직 후 생활비, 퇴직대비저축과 투자금액은 임금피크만족도, 임금피크수용도, 퇴직준비와 퇴직태도에 영향을 미치는 것으로 나타났다. 조직적 특성에서는 직급과 직군, 근무기간과 정년퇴직잔여기간, 퇴직준비프로그램 참여 그리고 임금피크 적용 여부에 따라 각각 차이가 나타났다. 연구 결과를 바탕으로 고령사회를 위한 실효성 있는 임금피크제 시행을 위해서는 복지지원, 교육훈련, 전직지원과 같은 고령친화인사제도의 직군, 직급, 경제수준 및 교육수준 별 시행의 필요성을 시사함과 동시에 후속 연구를 위한 제언을 논의하였다.

Personal Driving Style based ADAS Customization using Machine Learning for Public Driving Safety

  • The development of autonomous driving and Advanced Driver Assistance System (ADAS) technology has grown rapidly in recent years. As most traffic accidents occur due to human error, self-driving vehicles can drastically reduce the number of accidents and crashes that occur on the roads today. Obviously, technical advancements in autonomous driving can lead to improved public driving safety. However, due to the current limitations in technology and lack of public trust in self-driving cars (and drones), the actual use of Autonomous Vehicles (AVs) is still significantly low. According to prior studies, people's acceptance of an AV is mainly determined by trust. It is proven that people still feel much more comfortable in personalized ADAS, designed with the way people drive. Based on such needs, a new attempt for a customized ADAS considering each driver's driving style is proposed in this paper. Each driver's behavior is divided into two categories: assertive and defensive. In this paper, a novel customized ADAS algorithm with high classification accuracy is designed, which divides each driver based on their driving style. Each driver's driving data is collected and simulated using CARLA, which is an open-source autonomous driving simulator. In addition, Long Short-Term Memory (LSTM) and Gated Recurrent Unit (GRU) machine learning algorithms are used to optimize the ADAS parameters. The proposed scheme results in a high classification accuracy of time series driving data. Furthermore, among the vast amount of CARLA-based feature data extracted from the drivers, distinguishable driving features are collected selectively using Support Vector Machine (SVM) technology by comparing the amount of influence on the classification of the two categories. Therefore, by extracting distinguishable features and eliminating outliers using SVM, the classification accuracy is significantly improved. Based on this classification, the ADAS sensors can be made more sensitive for the case of assertive drivers, enabling more advanced driving safety support. The proposed technology of this paper is especially important because currently, the state-of-the-art level of autonomous driving is at level 3 (based on the SAE International driving automation standards), which requires advanced functions that can assist drivers using ADAS technology.
