  • Societies are important sources of new information for users. However, most of these societies still rely on traditional, or rather ancient methods for gathering and servicing the information. Furthermore, most of the societies are trying to electrify processes such as managing members and paper submission as well as the process managing the information for service but are limited due to financial and technical reasons. Therefore, KISTI(Korea Institute of Science and Technology Information) has developed the ${\ulcorner}$KISTl-ACOMS (KISTI-Article Contribution Management System)${\lrcorner}$ as part of the national project for automating the process of processing academic information by societies, in order to convert journals published by academic societies in Korea into an electronic form and make them accessible on the Internet. This system has been developed in the year 2001 and has since been distributed to societies free of charge. The number of societies requesting the service has risen recently, which prompted us to take more recommendations of the societies that adopt this system into account in expanding and standardizing the area of service being provided by the system.

A Study on Project Management for Product Development using Quality Tools (품질도구를 활용한 제품개발 프로젝트관리)

  • Purpose: The purpose of this paper proposes an effective and systematic methods of risk management in product development project. Methods: This paper first discusses what risk factors be considered during product development period and then presented a model for preventive risk management. For that, this paper proposes how to evaluate the risk factors and risk events, and how to select prevention action for managing risk factors effectively. For this process, this paper uses well-known quality tools such as House of Quality (HOQ) and Failure Mode and Effects Criticality Analysis (FMECA) methods. Results: There is an inherent need for the development of robust risk management framework in order for product development projects to be successful. The identification and quantification of risk factors, risk events, and prevention actions can have significant effects on the success of a product development projects. Project managers can implement the proposed model to improve project success. Conclusion: The findings showed that this method would be effective for project managements in dealing with risk management issues in product development projects. This method presented would be an one of good guidelines for practitioners in the industry.

Collecting Method and Implementation of Search Management System for R&D Projects in Korean Medicine Field (한의학 연구개발과제 수집 방법 및 검색 관리 시스템 구축)

  • Objectives: Several domestic search systems for research projects providing capabilities of searching and managing the research information based on metadata have been completed, although they cannot search projects for specific domains such as the Oriental Medicine field. Therefore, in this paper we propose an effective method for collecting and refining information of research projects in the oriental medicine field. We also design and implement a search management system based on the collected information. Methods: We chose three search elements and defined the collecting process for research projects. The collected information was refined to enhance the quality of results. Then, the search management system was implemented by Adobe Flex. Results: We were able to collect 1,688 research projects in the oriental medicine field. We also implemented the search management system, which provides the functionalities of search and management such as input, update, delete, spreadsheet import/export of R&D projects, user management and access control. Conclusions: The collected information and the search management system will be used in a project analysis system which will be constructed in the future. The project analysis system could help to analyze trends in oriental medicine research as well as construct a technical roadmap.

  • There is an increasing need for complex and large projects to be carried out quickly. As the duration, size, and cost of the project increase, concerns about project failure are also rising. Finding factors that hinder the performance of an effective project and eliminating them in advance or controlling and managing them more effectively can be a more direct way to secure the success of the project. Previous studies have identified compositional dimensions that are classified according to attributes, covering the various obstacles that affect the success of the project through existing literature. It is a follow-up to previous research. Using DEMATEL techniques, we would like to propose to explore the appropriate measures that an entity and organization can take by identifying the causality between factors through cross-impact analysis of project disabilities and even presenting factors that may arise when they are identified. As a result of the analysis, according to the indicators to evaluate the importance, 8 factors were found to be relatively important factors, excluding the factors that Failure of project feasibility analysis and Technical environment change. In addition, 5 factors were found to be causative factors; Technical environment change, Unclarity project plan, Strategic consistency error, Inaccuracy of requirement definition, and Failure of project feasibility analysis. In contrast, the remaining 5 factors were found to be the result factors; Lack of benefits realization, Negative attitude of top management, Stakeholder conflict, Difficulty of process management, and Disturbance of communication.

  • As the results of the information project, manufacturing of the digital map and various thematic maps of the national land has been completed. Furthermore, it is necessary to organize a systemized management system, which can control and utilize all artificial features (e.g. buildings, roads, bridges etc.) as well as natural geographic features (e.g. rivers etc). Howener, it has difficulties in managing NGIS as a unified system, because of the discordance of DB of each geographic management organizations. Therefore, this study has been conducted to apply to the system and method providing geographic UFID that can be a key in order to managing, searching and utilizing geographic and artificial features and that makes it be able to estimate the location with the only identifier. Moreover, the system and method, providing geographic UFID, applies to systemized management of NGIS DB as well as consistency of information.

  • An optimal software release, which is related to the development cost, error detection and correction under the various operation systems, is a critical factor for managing project. This paper described optimal software release issues to predict the release time of large switching system with the system stability point of view and evaluated a timely supply of target system, proper utilization of resources under the software reliability valuation basis. Finally, Using initial failure data, based on the exponential reliability growth model methodology, optimal release time, and analysis of failure data during the system testing and managing methodologies were presented.

IoT based Electronic Irrigation and Soil Fertility Managing System

  • In areas where water is scarce, water management is critical. This has an impact on agriculture, as a significant amount of water is used for that purpose. Electronic measurement equipment are essential for regulating and storing soil data. As a result, research has been conducted to manage water usage in the irrigation process. Many equipment for managing soil fertility systems are extremely expensive, making this type of system unaffordable for small farmers. These soil fertility control systems are simple to implement because to recent improvements in IoT technology. The goal of this project is to develop a new methodology for smart irrigation systems. The parameters required to maintain water amount and quality, soil properties, and weather conditions are determined by this IoT-based Smart irrigation System. The system also assists in sending warning signals to the consumer when an error occurs in determining the percentage of moisture in the soil specified for the crop, as well as an alert message when the fertility of the soil changes, since many workers, particularly in big projects, find it extremely difficult to check the soil on a daily basis and operate agricultural devices such as sprinkler and soil fertilizing devices.

  • Due to various project delivery methods and the complexity of construction projects in the construction industry, developing the framework of construction management for critical, highly complex projects in the construction industry has become problematic. Currently, a set of construction manuals play a pivotal role in planning and managing construction projects as subcontractors try to complete their scope of work according to the instructions of a general contractor. It is challenging for general contractors to write a construction management procedure manual to cover various types of project delivery methods and construction projects. In construction, the construction procedure manuals describe specific actions to be taken through the project. In reality a few contactors own such manuals and their construction schedules include more construction operation activities. Thus, it is hard to estimate the workload and productivity of construction managers because the manual and the schedule do not present the amount of management efforts required to complete a project. This paper proposes a framework to present construction management tasks according to project delivery methods which can be applied to various construction projects. Actions for management tasks were mapped and were integrated with construction activities throughout the project life cycle. The framework can then be used to give specific instructions to project participants, collect management actions, and replicate management actions throughout the project life cycle. The framework can also be can used to visualize complete construction project to analyze and manage construction management activities in each phase of a project in order to enhance productivity and efficiency. The studies of existing construction manuals were carried out to identify construction managers' responsibilities. An artificial intelligence program, CLIPS (C-Language Integrated Production System) was used to search for appropriate actions for impending tasks from a set of predefined actions to be performed for a given situation. The framework would significantly help construction managers to understand interrelations among management tasks or actions within a project. Furthermore, the framework can be embedded into Building Information Modeling (BIM) or Facility Management Systems (FMS) so that designers and constructors would execute constructability review before construction begins.

  • In projects where mufti-project management is required and processes for production activities are repeated and linked, it is very difficult to input processes for activity repeatedly or analyze loads by process in a method of managing processes step by step. In this paper, based on the definition of activity and project process, the connection process can be automatically created for activity, schedule and resource management for each process, schedule and resource plan can be established for each detailed process, and load analysis can be provided in real time. It presents a project management system that can significantly improve the time and cost of project progress management, predict various problems that may occur during the project, and effectively allocate the necessary amount of resources in the right place.
