  • The Korean nuclear industry acquired technology for each construction stage including engineering, procurement, construction and commissioning from advanced nuclear countries. While the levels of technology and quality have greatly improved, the same cannot be said for the level of project management. In particular, the level of project performance measurement and forecasting project risk still remain at the single project management level. Thus, this paper reviewed the concept of the EVMS method and requirement for the system. The adoption of the EVMS, an advanced project management method, can enable efficient management of project risks and promote an adequate environment for project implementation.

A Study on Determinants of Participants' Satisfaction in Information System Development Project: Focused on Outsourcing Project Participants' Satisfaction (정보시스템 개발 프로젝트 참여 만족도 결정요인에 관한 연구: SI 프로젝트 참여인력 만족도 중심으로)

  • The chronic problems of Information System Outsourcing Development Project include frequent changes in the participants and their roles, and the evasion of project participation, which exert unfavorable influence to the outcome of the project. Such problems are due, in large part, to the low level of project participants' satisfaction in the project. However, little is known about the factors that influence project participants' satisfaction in the project development. This research identifies six potential factors such as project commitment, workload, control, communication within the organization, inter-organization communication, and system development methodology based on PMI(Project Management Institute) and empirically examines their efficacy in explaining the level of participants' satisfaction in the IS development projects based on data from 390 participants in 66 projects. The results indicate that the six factors are strong determinants of participants' satisfaction in system development projects. In other words, the level of satisfaction among project participants overall are largely influenced by project commitment and control, communication, project methodology. Especially, the results reveal that the level of satisfaction among participants from the vendor decreased largely by unrealistic project commitment, frequent changes in project planning and unreasonable control rather than by a significant amount of workload. In conclusion, there need to be a rational approach and solution based on the six factors presented in this research in order to increase participation satisfaction level of the project participants and ultimately enhance project outcome.

A Comparative Study on the Local Governments' Environmental Impact Assessment Regulations in Korea (지방자치단체 환경영향평가 조례 비교 연구)

  • This study aims to survey whether local governments have legislated laws and regulations on environment impact assessment system, to compare and analyze specific projects and their scale, assessment items, and procedures & discussion process, to identify issues and generate improvement plans, and to suggest a direction for future legislation to local governments that plan to legislate laws and regulations in the future. Major outcome of the study are as follows. First, terminologies used for environment impact assessment by local governments need to be unified. Also, laws and regulations need to be legislated soon. Second, in "urban development project" areas, a total of nine project areas including "quarrying of soil and stone, sand, gravel, and minerals" was essential common projects. A total of six project types were added or newly established compared to national systems. Among them, four project types were added within national-level project areas and two project types were not available under the national-level project areas and newly added due to the nature of local governments. Third, in terms of project scale, scale enhancement of "urban development project" was most common. Analysis showed that in case of clean natural environment such as Cheju Island, it is necessary to consider reinforcing project areas where development activities take place directly in forests or rivers such as "industrial base and complex development", "water resource development", and "development of tourism complex." Fourth, the discussion and review procedures of assessment reports were similar to those at government level. However, in case of Seoul city, it is required to write a "preparation plan" before drafting an assessment report. The city features partial introduction of scoping and screening, which allows to exempt discussion procedures if impact on environment is found to be minimal after drafting the assessment report. In case of national-level, it has a dual system that is split between Ministry of Construction and Transportation and Ministry of Environment. However, in case of environment impact assessment of local governments, it is a single system where city mayors and provincial governors are in charge of both project execution and environmental assessment. Therefore, the most important task is how to satisfy objectiveness and accountability.

  • Generating a project network of a specific construction project is very time consuming and difficult task in the field. To effectiviely automate and support the planning process, we design a case-based project planning expert system inspired by the fact a human expert project planner uses previous cases for planning a new project. A construction project case consist of its specific characteristics and the corresponding project network (i.e. project plan). Using frame based representation. we represent the project features affecting the progress network and the entities composing the project plan such as the buildings, construction methods, WBS (work breakdown structure), activities, and resources. The project planning process runs through most similar case retrieval, case adaptation, and user requirement satisfaction. We represent the construction domain knowledge for each procedure using constraints and rules. We develop the methodology for constraint-based case adaption. Case adaptation process mainly consist of activity generation/deletion and predecence constraint satisfaction, for which we develop the dynamic constraint generation method and connect user-level requirement representation the system-level network modification knowledge. The methodology is being applied to the prototype for apartment construction project planning.

  • Recently, many software companies are trying to improve the software quality and project outcome with more costs and efforts in development time. In the software convergence and integration environments, it is required efforts to gain high quality of software. In other words, it is required to utilize software engineering knowledge and technology for higher software quality and better software project productivity. The Software development productivity can be varied by software process capability according to building a framework for software development, selection and use of appropriate technology, human resource management. Software process capability will influence software project outcome which is the general opinion. This study provides empirical evidence about software engineering efforts and investment approach to lead software project performance. We measured the software engineering efforts by SW engineering level and analyzed the corelation between software engineering level and schedule deviation. And, we verified that this performance is affected by the size of software company. As a result, software process capability is important to build a infrastructure and develop systematically software project. The higher software engineering level can lead to improved software project performance.

  • This paper presents 10 input measures influencing project outcomes. Construction Industry Institute (CII), a consortium of more than 130 project owner and contractor companies, has collected project-level data for over 20 years. Recently, CII has developed a new system measuring project-level performance and factors presumably influencing project performance. The system, called 10-10, collects data for 10 input and 10 output measures for capital projects. The input measures include planning, organizing, leading, controlling, design efficiency, human resources, quality, sustainability, supply chain, and safety. This paper provides theoretical background for these measures. Although the input measures have been known to impact on project outcomes such as cost and schedule, there has been no study quantitatively evaluating how they are operated in the construction industry. This study contributes to revealing the current status of their uses, which will be helpful in establishing strategies improving construction project performance.

Importance-Satisfaction Analysis for Improvement of Young Farmers Fostering Support Policy (청년 농업인 육성지원제도 개선을 위한 중요도-만족도 분석)

  • The purpose of this study is to understand the importance-satisfaction level for the improvement of the young farmers fostering support policy. According to the analysis result, the respondents answered that the current policy to foster young farmers is important. However, the actual satisfaction level of the project was found to be lower than the importance level. In the 'Keep up the Good Work' area, which is the first quadrant, 'a project to support young succession farmers and settling in farming' and 'a project to select and support succeeding agricultural managers'. It was found that the respondents highly evaluated the importance and satisfaction of the 'Young Succession Farmers Selection and Farm Settlement Support Project' and the 'Succession Farmers Selection and Support Project'. Therefore, it is necessary to gradually expand the project in the future.

National Cultural Dimensions and their Impact on Quality Management Maturity and Project Quality Performance: Focusing on ITER Project (국가의 문화차원이 품질경영 성숙도 수준과 프로젝트 품질에 미치는 영향: ITER 프로젝트를 중심으로)

  • Purpose: The study is aimed to identify the national cultural dimensions that are affecting the quality management (QM) maturity level and the project quality performance, and analyze their relationships. Methods: This study collected the data of QM Maturity level based on Crosby's QM maturity model and the project quality performance using the Iron Triangle (Quality, Time/Schedule and Cost) from the employees who are participating in the ITER Project across the major 8 countries (China, France, Italy, Japan, Korea, Russia, U.K. and U.S.A.). Three research hypotheses are proposed concerning the national cultural dimensions in this study and Hofstede's five cultural dimensions framework are used for the statistical test. Results: The results are two folds in the study: First, there is a significant positive correlation between the QM maturity level and the project quality performance. Second, three cultural dimensions (Collectivism, Large Power Distance and Strong Uncertainty Avoidance) and five cultural dimensions (Collectivism, Large Power Distance, Strong Uncertainty Avoidance, Feminity and Long Term Orientation) have a positive impact on the QM maturity level and the project quality performance respectively. Conclusion: From the results, the understanding and consideration of the culture difference among the countries participating International Collaboration R&D project are recommended.

The Effects of Strong Small Farm Policy for Participation Farms (강소농 육성사업 참여농가의 성과 만족도 분석)

  • The purpose of this study is to investigate whether the effect of the Strong Small Farm Development Project by Rural Development Administration is positively associated with participating farmers. The data that used in this study is a survey data that targets 442 farming households who have participated in the strong small farm development project. This study applies ordered-probit model to evaluate level of the participants' satisfaction of the project. This study found that participants' level of satisfaction is closely associated by satisfaction level of project contents that contains education and consulting, friendly attitude toward the project, active participation of the project, and understanding of the project's contents and their importances. Based on research findings, this research provides some implications of future upbringing policy for strong small farms and the principal point of the policy that leads to succeed in implementing the project when formulating agricultural policy in participants view. the strong small farms.

  • In this research, as an educational tool in the Refrigeration instruction, a project learning method was applied which enables active hand on practice and encourages a more active participation of students with an increased level of interest in learning. The purpose of this study is to present project learning method as an educational tool that can arouse interest and motivation of students by an active hands-on learning process. This will aid in the enhancement of understanding of educators and students in the project learning method, and assist in development of project learning method that can increase intuitiveness and originality of students. For the purpose of the study, the following questions were asked. First, what is the level of existing knowledge pertaining to Refrigeration Training Program of students? Second, what effect does Refrigeration Training Program conducted via the project approach have on the level of motivation and interest of students? Third, what effect does Refrigeration Training Program conducted via the project approach have on the study habits of students?
