An Empirical Study on User's Intention to Use Government Portal Sites: Moderating Effects of Ambiguity & Government Supports (정부포털 사이트 이용의도에 미치는 요인 - 모호성과 정부지원의 조절효과 -)

  • Government uses the Internet technology to create electronic Government(e-Government). E-Government is an on-going project, and it represents a strong intention of Korean government to make effective and smooth communication between Korean government and its people. To achieve this purpose, government portal sites is one of projects of e-government, being a common gateway for users to find information and to communicate with the government concerning many matters/any matter. However, user's attitudes and behaviors explaining why they intend to use government portal sites is a scant. Therefore, the main purpose of this study is to investigate empirically the determinants influencing users' intention to use government portal-sites. Starting with DeLone & McLean's Updated Information Success Model(2003), this study suggests three qualities(Information Quality, Systems Quality, and Service Quality) and two moderating effects(Ambiguity and Government Supports), which affect the perceived usefulness of government portal sites. Results show that the hypotheses were supported. The findings of the study suggest not only a new theoretical model for IS research, but also the important indicators of a successful usage of e-Government portal sites.

Thai Internet Users' Personality Traits and their Preferred Web Portal's Characteristics

  • The objective of this research is to identify a web portal's specific functions and layouts that are aligned with personality trait of an individual internet user. This first stage of the overall research project intends to check whether the research instrument, namely the NEO Five Factors Inventory (NEO-FFI), is applicable to assess the personality traits of Thai internet users. Based on these personality traits, text-based description of functions/layouts of a web portal was developed and given to professional designers to mock up example web portal pages. These web portal pages were in alignment with individual personality traits. Rating data on the functions/layouts corresponding to individual personality traits were collected from an online survey of 207 Thai internet users. Results showed that respondents gave more consistent rating to the functions/layouts close to their individual personality traits identified in the text-based descriptions than in the mocked-up web portal pages.

  • The market size of Internet portals has been continuously expanded and also competition has been fierce. For the business success of Internet portals, it is necessary to repeatedly perform a renewal project which improves their services, reflecting more improved or changed strategies. Accordingly, this paper proposes an analysis methodology for performing the renewal project more systematically and effectively. The methodology consists of four phases : establishing improved strategies, analyzing customers, deriving service alternatives, and determining services. The methodology places an emphasis on reflecting effectively customers' standpoints (i.e. customers' needs) and service providers' standpoints (i.e. business strategy) upon service improvement. Furthermore, the methodology includes a specific technique for analyzing the feasibility of services. To demonstrate the practical usefulness of the methodology, a real-life case is illustrated.

A Survey of Portal Sites in Terms of Academic Information Retrieval (검색 포털 시스템의 동향과 발전방향)

  • This paper examines the ways of using information resources available through information retrieval systems of portal sites. We analyze the types of information resources, search capabilities, and interfaces of Naver, Empas, and Google Scholar. Naver's retrieval system sells research reports, papers, patents information, etc. to users, which is similar to C2C(Customer to Customer in e-commerce environment). Empas provides information from journals, research reports, and proceedings with no charge. Google Scholar's noteworthy efforts are their collaborative programs with and/or for major U.S. libraries, such as "Library Link" and "Library Project." Considering the extended information retrieval services of portals, especially the services like Google Scholar's library programs, libraries need to develop more specialized services, such as the customized information service for individual user, development of user convenience tools like OCLC WorldCat, more accessibility through ubiquitous library concept, and collaboration among libraries.

  • Since more than 30 different information systems are collecting and providing construction related information, it is difficult for information users to figure out where and how to acquire the required information. Even if the user find the information, it is hard to meet users demand. Because the current systems accumulate the data just as administrative data and can do not connect the information from the different phases of the lifecycle for the specific facility. The information collected and managed in different information systems should be integrated in terms of lifecycle of the facility to improve money for value of public investment, the quality of life by improving quality of the facility and to provide the foundation for big data utilization in the construction industry. This paper suggested strategic planning for the development of the (assumed name) "The Lifecycle Integrated Construction Information Portal" as a foundation to use the data in construction industry, by investigating prerequisites and suggesting conceptual framework of the system.

  • A knowledge portal is an integrated gateway for accessing relevant knowledge, collaborating and communicating with other users, and also linking internal applications which is becoming crucial in the age of information abundance. Research and development is a typical knowledge-intensive activity. However, knowledge management support in R&D has been minimal in most research organizations. In this paper, a knowledge portal is designed to support team-based researches in science and technology for searching and browsing knowledge, and also communicating with other team members, coordinating research project and collaborating with other researchers. Automating knowledge acquisition from various knowledge sources, knowledge categorization by applying text categorization method, and knowledge recommendation can help to relieve management effort and increase the efficiency of knowledge management processes. A prototype system based on the suggested model is also presented.

There are several portal sites managed by each industrial types or associations/organizations for the purpose or strengthening the competitiveness or small and medium-sized enterprises And currently, tremendous manpower and expenses are put into the selection and quality improvement or information to satisfy the needs toward the high qualify information by the specialized users in their fields collection and updating or the information is partially available manually during He period or budget allocation by the government it becomes problematic, however, to continue this service when the project expires. This report presents the system for the information collection, analysis and classification of portal sites operated for the special purposes and automatic upload to the proper sites. In addition. expression or web robots and application of robots and several information types are suggested which will eventually accomplish currency or information and automatic updates and addition or documents with the least expenses or maintenance.

  • E-commerce and business information systems are being introduced in most of enterprises with the development of internet recently. Meanwhile the introduction of enterprise portal concepts and the enterprise informatization provide a necessary premise for insuring a competitive power. Therefore, it became necessary to research on the project of reusing the data of e-commerce. In this paper, we make a domestic maker the subject and implement a XML based electronic catalog(e-catalog) system for electronic commerce(e-commerce) based on web. The implemented XML based e-catalog system can reduce time and expenses needed for making, keeping and distribution in paper catalog systems. It also can correct the data reuse problems in the e-catalog systems implemented by HTML. Exchanging and reusing data used in e-commerce is essential to the integration between business information systems and points to the enterprise portal.

  • The number of abandoned dogs were increasing every year in South Korea. However, many dogs are euthanized in the shelter because of the lack of budget. This project predicts euthanasia of abandoned dogs using machine learning algorithm. It collects data from the public data portal where Korea government provides a public dataset as a form of open API. This project uses recent three-year data 2017 to 2019 and 263371 cases were founded. This project implements random forest and logistic regression models. This project attained an average 72% of prediction accuracy.

  • Majority of knowledge management(KM) studies in e-government have been confined to facilitate KM within an organization. But due to citizen-centric(citizen-driven) paradigm shift and advance of web 2.0 communication in recent years, KM between governments and citizen in e-government portals is becoming an important consideration. So a series of studies on knowledge enhanced e-government portal get under way by considering that it is necessary to enhance knowledge of e-government portal and assuming it improves the usability of portal. While the topics of knowledge enhancement and e-government(portal) are widely discussed in their own domains there is a paucity of studies that address these constructs in a joint context. This paper aims to propose conceptual framework of knowledge enhanced e-government portal through structuralization of theoretical discussion with holistic approach. This framework presents an evolutional path of knowledge enhanced e-government portal that consists of three phases and it will be used for realizing the knowledge enhanced portal project as a basic reference model.
