공사 초기단계에서의 회귀분석을 이용한 최종공사비(EAC) 추정 방법 (The Study on the System to Estimate the Cost by Using Regression in the Early Stage of the Project)

  • 건설 사업은 다양한 불확실성 및 리스크 요인으로 인하여 사업 수행 과정이 초기 계획대로 수행되고 있는지에 대한 반복적인 성과측정 및 후속 관리 조치가 필요하다. 이러한 성과 측정의 가장 대표적인 기준이 공정, 공사비, 품질이며 특히, 공정과 공사비의 경우 정량적인 평가가 가능하고 통합관리를 통해 효율성을 높일 수 있는 주요 관리 대상이 된다. 이를 위해 EVM(Earned Value Management)기법을 운영하도록 제도화 하였으며 EVM을 활용함으로써 사업 진도율 $15{\sim}30%$ 시점에서 사업의 EAC(Estimate at Completion)와 공정결과를 예측할 수 있다. 본 연구에서는 기존 EAC 추정의 문제점을 제시하고 회귀분석을 이용하여 적정 EAC 변동 범위를 예측한다. 따라서 공동주택 건설사업에서의 공사 수행 중 공정과 공사비의 문제점을 사전에 파악하여 변동 범위의 결과 값을 통해 의사결정자들이 효율적인 의사결정을 할 수 있도록 정보를 제공한 수 있을 것으로 판단된다.

Resource-constrained Scheduling at Different Project Sizes

  • The resource constrained scheduling problem (RCSP) constitutes one of the most challenging problems in Project Management, as it combines multiple parameters, contradicting objectives (project completion within certain deadlines, resource allocation within resource availability margins and with reduced fluctuations), strict constraints (precedence constraints between activities), while its complexity grows with the increase in the number of activities being executed. Due to the large solution space size, this work investigates the application of Genetic Algorithms to approximate the optimal resource alolocation and obtain optimal trade-offs between different project goals. This analysis uses the cost of exceeding the daily resource availability, the cost from the day-by-day resource movement in and out of the site and the cost for using resources day-by-day, to form the objective cost function. The model is applied in different case studies: 1 project consisting of 10 activities, 4 repetitive projects consisting of 40 activities in total and 16 repetitive projects consisting of 160 activities in total, in order to evaluate the effectiveness of the algorithm in different-size solution spaces and under alternative optimization criteria by examining the quality of the solution and the required computational time. The case studies 2 & 3 have been developed by building upon the recurrence of the unit/sub-project (10 activities), meaning that the initial problem is multiplied four and sixteen times respectively. The evaluation results indicate that the proposed model can efficiently provide reliable solutions with respect to the individual goals assigned in every case study regardless of the project scale.

성공적인 IT프로젝트 수행을 위한 PM 역량에 관한 연구 (A Study on the PM Competencies for Successful Completion of IT Project)

  • The revised "Software Industry Promotion Law" has been effective from 2013. This law is to be basis of the domestic public information sector and increases the opportunities for small and medium-sized firms in participating the public IT projects. The shortcomings of this law may be the increase of the risk and the decrease of quality of projects. These suggest that the competencies of project manager (PM) s are critical. Also, in general, an SI (System Integration) project is a one that provides a customer with a customer-tailored system for system integration. Particularly, in an SI project involved in a public institution or a large corporation, the ripple effect of success or failure of a project is becoming greater as the system requires higher cost and more time due to high complexity and large scale. One of the solutions to address these problems is to investigate the competencies of a PM. Thus, in this paper, we derived the major competencies using the RGT (Repertory Grid Technique) and categorized the resultant constructs using the content analysis. In addition, we analyzed the level of importance of competencies by applying the AHP (Analytic Hierarchy Process). The conclusion was that Problem-solving Skill and Leadership were the most important competencies of a project manager.

프로세스 이행 수준과 개발 기술 품질 관리 모델 (Quality Management Model for Process Performance Level and Development Technology)

  • This paper describes a project - based quality management model that identifies development technologies and codes while at the same time verifying the ability to implement processes that are essential in R & D projects. In order to verify the process implemented in the R & D project implementation, there are review, checking points, and evaluating methods the process performance levels for five processes such as defining requirements which is the beginning stage of system development, testing process which is the completion stage of system development, and project management and peer review process for project management and support in the proposed project-based quality management model. For development technology and code validation, the model included the documented test cases for each requirement by the developer in the requirements definition stage, debugging and testing in the design and implementation stages, static analysis and open source licence verification procedure, and system environment. After applying the model in SW development R&D project for evaluating the process performance, and verifying the development technology and the code, the developers responded that the improvement in the development technique and the code, and upgrade of process performance level for project are more than 10%.

통계분석을 이용한 CCPM 기법에서의 버퍼 산정방법 (Buffer Sizing Method of CCPM Technique Using Statistical Analysis)

  • CCPM 기법에서는 프로젝트 버퍼의 크기를 결정하기 위해 일반적으로 자르고 붙이는 방법과 루트-제곱하는 방법을 사용한다. 하지만 이러한 방법은 프로젝트의 특성을 고려하지 않고 고정된 공식을 통해서만 계산하기 때문에 버퍼의 크기가 너무 커지거나 작아지는 경우가 자주 발생했다. 본 논문에서는 위의 문제점을 해결하기 위해 이전 작업의 결과를 통계 분석하여 각 작업자에 대한 각 임무의 종류에 따른 작업의 특징을 파악하고 이를 CCPM 기법에 활용하여 해당 특징을 기준으로 버퍼 크기를 산정하는 새 방법을 제시하였다. 몬테카를로 시뮬레이션 환경에서 임무의 수, 임무의 어려운 정도 등의 요소를 반영하여 나온 결과를 비교분석 해서 본 논문에서 제안한 방법이 기존의 방법에 비해 임무 수와 상관없이 안정된 완공확률을 유지할 수 있음을 확인하였다. 또한 특정 작업자가 일찍 완공할 수 있는 임무들의 경우 제안한 방법은 기존 방법보다 버퍼의 크기를 더 단축하는 것을 확인하였다.

  • In 2006, Korean Government decided to relocate the several Government bodies and public institutes. They include total of 49 central Government agencies, semi-government agencies, and 17 national research institutes. The completion of the relocation program has been set to be final in 2030. The target population for the city plan is set to be 500,000. The goal of MAC is first to complete the first phase of the program by 2014 within the budget. In order to achieve the goal, considerable time has been spent to properly establish the program management system. The success of MAC's Multi-function Program Administration System is too early to determine as it is still in progressive. The success depends on the operations not the development.

  • The conflict problems encountered in the construction projects led to prolonged delays in implementation, interruptions and sometimes suspension. This paper has described ten fundamental management principles to avoid conflicts in construction field and increase the productivity. They are: i) hire good (not cheap) construction professionals ii) set reasonable time and cost goals iii) recognize contractors and designers are in business to make profit iv) draft a clear contract document v) pick a suitable project delivery system vi) implement a front-end approach vii) accept construction project as a dynamic process viii) need of education and training of professionals ix) accountability and teamwork in construction site, and x) avoid negligence.

A Case Study for the Resolution of Cadastral Inconsistency

  • Korean cadastral system keeps graphical maps made by the plane table method from 1910's. The fact is that the graphical maps grafted on paper cover about 95% of the whole land (MOGAHA, 1999). The needs are arising to transform the graphical cadastre to a digital one in compliance with modem technologies. Korean government has already digitise the old maps until last year. A nation-wide land information system, Parcel-based Land Information System, was established upon the digitised map database. However, the accuracy of the digitised coordinates hardly meet the citizens' needs because it cannot exceed that of the paper maps. The definite solution will be surveying all the parcels again and making new digital maps. However, commencing a project for resurveying 34 million parcels will require enormous amount of time and manpower. The strategy should be dividing the country into county-wise or grid-wise pieces and surveying one piece by one piece. Municipal governments of counties, cities or urban districts will be the propelling bodies of the project but the costs will hardly be affordable at a time. For the purpose of resolving the financial problem, each municipality can split its own project into smaller pieces by year base. There is accordingly a great possibility to create inconsistency over the divided project areas caused by different techniques applied, different equipments used and/or mismatches between the project borders. It provides some merits at the same time. The people in project completion areas will be satisfied with the enhanced accuracy and feel safe in land transaction and, in turn, soundly improves overall nation-wide economic situation. Therefore, the main issue of the thesis shows how to make the cadastral re-survey project scalable. Guidelines for how to perform the projects will be derived from a experienced case.

  • This paper presents a system called a Cash-flow based Construction Schedule Optimization system(CfSO). The existing CPM effectively handles schedule and cost management. However, funding strategy should be considered to obtain maximum profit and to progress a project favorably. One of measures is to coordinate the contract terms between owner and subcontractors (or suppliers). Contractor may decrease the interest cost attributed to project financing by adjusting the timing of cash-inflows and cash-outflows. It is an excellent method maximizing profits. This paper presents a method to estimate the amount of a cash-flow occurred periodically by integrating the terms of contract into scheduling. The proposed method is implemented as a system prototype in Microsoft Excel. This system provides a user an automated tool that identifies an optimal schedule that secures maximum profit by adjusting start and finish times of non-critical activities' free-floats without affecting on the project completion time. This system supports a project manager to establish an optimum project schedule and identifies profitable contractual conditions against to a construction owner.

프로젝트 일정 단축을 위한 새로운 경영 패러다임 Critical Chain Project Management(CCPM) (Critical Chain Project Management as a New Paradigm for Reducing the Project Delivery Time)

  • CCPM(Critical Chain Project Management)은 기존의 사업관리 방법론인 PERT/CPM의 장점을 살리고 단점을 보완한 것으로서 각 과업의 예상 작업시간을 여유시간(padding)을 제거한 평균작업시간을 사용하고 핵심자원(Bottleneck)의 자원경합을 해소한 후 크리티컬 체인을 결정하고 일정계획을 수립하되, 각 과업의 여유시간의 일정 부분을 크리티컬 체인의 뒤에 공통의 프로젝트 버퍼(buffer)로 두어 일정관리 상의 변동을 흡수할 수 있도록 고안되었다. 또한 크리티컬체인에 포함되지 않은 비크리티컬 체인에 속한 과업들이 전체 일정의 지연을 초래하는 것을 방지하기 위해 공급버퍼를 두어 변동을 흡수할 수 있도록 하였으며, 자원의 조달 상의 불확실성을 완화하기 위해 자원 버퍼를 두고 있다. 프로젝트 버퍼 빛 공급 버퍼 관리를 통해 일상적인 일반변동 요인(common cause variation)에 일정 지연 흡수뿐 아니라 특별변동 요인(special cause variation)에 의한 위험의 관리 및 완화가 가능하도록 되어 있다. 프로젝트 버퍼 및 공급버퍼의 크기는 일반적으로 해당 체인의 전체 길이 1/2을 사용한다. 버퍼관리가 프로젝트 실행 및 통제 매커니즘으로 활용된다. 버퍼관리에서는 버퍼길이를 OK 영역, 주시 및 계획 영역 그리고 행동영역으로 나누고, 프로젝트 상태가 주시 및 계획 영역에 진힙하게 되면 위험상태에 대비해서 비상조치계획을 수립하며, 행동역역에 들어가게 되면 계획된 비상조치계획을 실행함으로써 일정지연을 만화하게 된다. CCPM에서는 작업자들은 자신의 작업을 최선을 다해 열심히 일하고 과업 종료시 즉시 프로젝트 책임자에게 보곰함으로써 후속 과업이 조기에 작업을 개시할 수 있는 릴레이경주 방식의 작업 메커니즘을 따르도록 요청받게 된다. 또한 일정 지연의 가장 큰 주범인 멀티태스킹 작업은 철저하게 금지되도록 관리한다.
