An Empirical Study on the Effects of Public Procurement on the Productivity and Survivability of SMEs: Case of the Korean Mining and Manufacturing Sectors

  • This paper empirically studies the effect of public procurement on small and medium-sized enterprises (SMEs) in the Republic of Korea using firm-level data. Public procurement, the purchase of goods and services from private firms by the public sector, is regarded as an important policy measure for providing support to firms, particularly SMEs. This study uses establishment-level panel data of the mining and manufacturing sectors from the Korean National Bureau of Statistics (Statistics Korea) and procurement history from the Korean Public Procurement Service to empirically estimate the effects of public procurement on firms' productivity (total factor productivity) and survivability. Using a propensity score matching estimation method, we find that participating firms showed higher productivity than non-participating ones in the control group only for the year of participation, that is, 2009. After two years, in 2011, they exhibited significantly lower productivity. In contrast, establishments that participated in public procurement for SMEs in 2009 were more likely to survive than those that did not do so in 2011. These results can be interpreted as the negative consequences of government intervention. The market's efficiency enhancement is hindered if underserving companies survive owing to government intervention but fail to improve efficiency.

  • This study examines the international competitiveness of the Korean information and telecommunication industry by using competitiveness index such as the RCA index, the Trade Specialization index, and the Total Factor Productivity. The results of this study show that the industry's competitiveness slightly decreases since 1995, but not its the total factor productivity. In conclusion, the industry has kept the competitiveness over all. Therefore, to keep or improve the competitiveness continuously, the industry is required the government's intensive investment and administrative support. And the industry should bring up by venture and small-medium-size-enterprises to have great economic impacts on other industries. Also, the increasing production and export promoting policy will be enhance the industry and improve nation's balance of trade.

Measure the Productivity of Airports in Korea Considering Environment Factor : An Application of DEA (환경요소를 고려한 국내공항 생산성 측정 : DEA모형의 적용)

  • In the recent, it is gradually important for airport to consider environmental aspects as sustainable development is emerged. ICAO, FAA and individual countries has tried to reduce airport noise and pollution. Thus, the effort is needed to incorporate environmental factor into productivity indicator of airport. Our paper use DEA method with the non-parametric directional output distance function(DDF) to assess productivity of 14 airports in Korea during 2008~2010. In addition to three inputs, two conventional outputs, two undesirable outputs have been considered : noise and air pollution. Results are compared from models that do not include undesirable outputs. Inclusion in the analysis of the undesirable effects of airport operations leads to greater and closer airport's efficiency scores.

Empirical Analysis on the Industrial Productivity in the Electricity·Gas·Water Service Sector

  • The early studies indicated that the firm with monopoly power is likely to engage in X-inefficiency such as a managerial slack. The reflection of the X-inefficiency theory has led to the issue that the public sector may be more inefficient than the private sector. In Korea like other many countries the electricity gas water service which can be considered as natural monopoly have been provided mostly by the public sector. In order to provide the empirical evidence to the argument that the public sector may be more inefficient than the private sector this paper estimated the four types of Solow residual which is called the total factor productivity in the electricity gas water service industry with the associated empirical model and compared its productivity with one in the manufacturing industry. The empirical results do not support the argument that the public sector may be more inefficient or less productive than the private sector.

  • In the construction industry, expectations for the Precast Concrete(PC) construction method are rising due to demands for high quality and productivity and social and environmental issues. However, although technical problems that occurred in the early stages of technology introduction have been solved, research related to proper construction management for PC construction methods has been relatively neglected and the advantages of PC construction methods have not been fully utilized. In this study, each group involved in PC works was surveyed to identify important management tasks affecting productivity of PC works to improve PC contruction management system. Based on factor analysis, 22 tasks were calssified into 5 management groups. The results of this study will be used to present a framework for the application of automation and information technology to improve the productivity of PC works.

A Probabilistic Fuzzy Logic Approach to Identify Productivity Factors in Indian Construction Projects

  • Preeminent performance of construction industry are unattainable with poor productivity resulting in time and cost over runs. Enhancement in productivity cannot be achieved without identifying and analyzing factors that adversely affect productivity. The objective therefore is to propose a productivity analysis model to quantify the probability of effect of factors influencing productivity by using fuzzy logic incorporated with relative importance index method, for various types of construction projects. To achieve this objective, a questionnaire survey was carried out targeting respondents of Indian construction industry, from four distinct projects, namely, residential, commercial, infrastructure and industrial projects. Based on questionnaire administered, the relative importance and ranks of factors demonstrated using relative importance index method. Probability assessment model to analyze productivity was then developed by using Fuzzy Logic Toolbox of MATLAB. The applicability of the proposed model was tested in seven construction projects and the probability of impact of factors on productivity evaluated. The results of application of model in the construction firms infers that the most contributing factor groups for most of the projects were discerned to be manpower, motivation and time group.

Analysis of Productivity by Environmental Factors in Regional Base Public Hospitals (지역거점 공공병원의 환경적 요인에 따른 생산성 분석)

  • The purpose of this study is to analyze the difference of productivity according to environmental factors among 25 Regional base public hospitals. Also this study is to propose a method to improve the productivity of Regional base public hospitals in the future by improving the public performance and stable management performance by studying the productivity variables affecting profitability. The survey period was based on the last three years, and 25 Regional base public hospitals were selected for the survey. The dependent variable is the total capital medical marginal profitability and the medical profit marginal profitability which are the indicators of profitability. The independent variable, productivity, is classified into three indicators: capital productivity, labor productivity, and value added productivity. The ANOVA analysis method was used to analyze the productivity difference according to the frequency factor and the environmental factors of the Regional base public hospitals. Finally, we conducted a hierarchical regression analysis to examine the productivity variables affecting profitability. The results of this study showed that there were differences in productivity due to environmental factors such as hospital size, competition in the local medical market, and differences in management performance. The difference in productivity and profitability depending on the environmental factors suggests that it is difficult for Regional base public hospitals in each regional base to perform a balanced public service. In order to overcome this, it is necessary to provide balanced medical services such as government financial support expansion, regional medical demand forecasting and facility infrastructure construction.

  • Center of labor power was moved from physical labor to knowledge labor on modern knowledge society comparing with past industrial age, but dramatic result is not appearing in knowledge worker's productivity. "Peter F. Drucker" called "father of modern business management" is essential factor of knowledge labor based on expert, performance, concentration, own administration official, second half of life. And studied about task, reform, autonomy, education, quality, relation of information communication that is knowledge worker's productivity determinant factor. As research result, was expose that relativity is high by performance>concentration>own administration official>expert, second half of life in essential factor of knowledge labor. Specially, all productivity determinants and effect factor were performance by result to knowledge worker. Therefore, knowledge worker can expect formation's target and performance though search and practical use of continuous information are achieved in own field.

The Effect of Foreign Direct Investment on Total Factor Productivity in Selected ASEAN+3 Countries: New Evidence Using A Panel ARDL Study

  • This study investigates the effects of FDI and other macroeconomic variables on Total Factor Productivity (TFP) in selected ASEAN+3 countries from 1981 till 2016. Total Factor Productivity (TFP) for each ASEAN+3 country was constructed using the Malmquist productivity index method. Then, a panel ARDL framework (dynamic heterogeneous panel), namely Pooled Mean Group (PMG), Mean Group (MG), and Dynamic Fixed Effect (DFE) are employed in examining the effects of FDI and other controlling variables on TFP. The new findings show that FDI has a significant and positive impact on TFP in the long run and the short run in ASEAN+3 countries. Besides, the results also reveal that in the long run, other variables such as the average number of years of schooling and the ratio of high-skilled to low-skilled labor also have a significant and positive effect on TFP. However, economic openness, government expenditure on R&D, and interaction between countries and FDI have a negative and significant impact on TFP. These findings implied that the recipient countries must ensure their political stability and offer various incentives to attract more investors. Furthermore, the influx of foreign investors, especially large ones and lower costs, should be encouraged by each country as FDI inflows can boost their TFP growth.

  • The objective of this paper is to analyze the combined productivity at automated container terminal. We present a simulation model for transport vehicle that perform the container transportation between apron and yard with a perpendicular yard layout. Usually, the efficiency of container terminal is evaluated by productivity of container cranes at apron, and though there are enough support of transport vehicles and yard cranes, can improve the productivity of container cranes. Especially, transport vehicle is very important factor in productivity of container cranes and has variable work productivity according to loading and unloading situation. Therefore, a method that can estimate combined productivity of equipment is required. We performed various simulation experiment and analyzed combined productivity to estimate the required number of equipment.
