A Study of the Optimal Procurement to Determine the Quantities of Spare Parts Under the Budget Constraint (예산제약하에서 수리부속 최적조달요구량 산정 연구)

  • It is very important to forecast demand and determine the optimal procurement quantities of spare parts. The Army has been forecasting demand not with actual usage of spare parts but with request quantities. However, the Army could not purchase all of forecasted demand quantities due to budget limit. Thus, the procurement quantities depend on the item managers' intuition and their meetings. The system currently used contains many problems. This study suggests a new determination procedure; 1) forecasting demand method based on actual usage, 2) determining procurement method through LP model with budge and other constraints. The newly determined quantities of spare parts is verified in the simulation model, that represents the real operational and maintenance situation to measure the operational availability. The result shows that the new forecasting method with actual usage improves the operational availability. Also, the procurement determination with LP improves the operational availability as well.

Public Procurement for Innovation in Vietnam: Rationales and Perspectives

  • Public procurement for innovation (PPI) is a new approach in stimulating innovation, and currently attracts considerable attention from policymakers and academics. This paper discusses the rationales and perspectives of PPI in Vietnam. The rationales for public procurement for innovation policy in Vietnam compared to theoretical and international practice are discussed. From such a comparison, the paper concludes that R&D results-procurement policy in Vietnam shall be understood and implemented as regular PPI both theoretically and practically. However while designing the policy, policymakers must consider the characteristics of the STI system of the country in order to make the policy adaptable to context. The paper identifies that PPI in Vietnam can be implemented with a ready legal framework (intellectual property rights, R&D contracts, standardization, etc.), the prepared capabilities of R&D institutions, businesses, and public agencies in innovation processes, and the provision of a demand-supply network and other procurement incentives.

  • The application of Internet-technologies to support inter-business transactions and relationships (also termed business-to-business, B2B, electronic commerce) has recently received tremendous attention. Recognizing the importance of the Internet as a powerful business tool, many companies including public organization such as KEPCO(Korea Electronic Power Corporation) have moved quickly to take advantage of electronic commerce. This study explores the impact of Internet-based technology on the procurement function, howe-procurement is helping organizations to enhance their competitiveness and the challenges to its adoption. The study also presents the findings from a survey conducted to gain insight into the adoption of e-procurement by KEPCO. Specifically, it seeks to uncover the prevalence of and extent to which public organization is adopting e-procurement, the benefits reaped and the barriers encountered in the course of implementation.

A Study on the Performance Evaluation of G2B Procurement Process Innovation by Using MAS: Korea G2B KONEPS Case (멀티에이전트시스템(MAS)을 이용한 G2B 조달 프로세스 혁신의 효과평가에 관한 연구 : 나라장터 G2B사례)

  • It is difficult to evaluate the performance of process innovation of e-procurement which has large scale and complex processes. The existing evaluation methods for measuring the effects of process innovation have been mainly done with statistically quantitative methods by analyzing operational data or with qualitative methods by conducting surveys and interviews. However, these methods have some limitations to evaluate the effects because the performance evaluation of e-procurement process innovation should consider the interactions among participants who are active either directly or indirectly through the processes. This study considers the e-procurement process as a complex system and develops a simulation model based on MAS(Multi-Agent System) to evaluate the effects of e-procurement process innovation. Multi-agent based simulation allows observing interaction patterns of objects in virtual world through relationship among objects and their behavioral mechanism. Agent-based simulation is suitable especially for complex business problems. In this study, we used Netlogo Version 4.1.3 as a MAS simulation tool which was developed in Northwestern University. To do this, we developed a interaction model of agents in MAS environment. We defined process agents and task agents, and assigned their behavioral characteristics. The developed simulation model was applied to G2B system (KONEPS: Korea ON-line E-Procurement System) of Public Procurement Service (PPS) in Korea and used to evaluate the innovation effects of the G2B system. KONEPS is a successfully established e-procurement system started in the year 2002. KONEPS is a representative e-Procurement system which integrates characteristics of e-commerce into government for business procurement activities. KONEPS deserves the international recognition considering the annual transaction volume of 56 billion dollars, daily exchanges of electronic documents, users consisted of 121,000 suppliers and 37,000 public organizations, and the 4.5 billion dollars of cost saving. For the simulation, we analyzed the e-procurement of process of KONEPS into eight sub processes such as 'process 1: search products and acquisition of proposal', 'process 2 : review the methods of contracts and item features', 'process 3 : a notice of bid', 'process 4 : registration and confirmation of qualification', 'process 5 : bidding', 'process 6 : a screening test', 'process 7 : contracts', and 'process 8 : invoice and payment'. For the parameter settings of the agents behavior, we collected some data from the transactional database of PPS and some information by conducting a survey. The used data for the simulation are 'participants (government organizations, local government organizations and public institutions)', 'the number of bidding per year', 'the number of total contracts', 'the number of shopping mall transactions', 'the rate of contracts between bidding and shopping mall', 'the successful bidding ratio', and the estimated time for each process. The comparison was done for the difference of time consumption between 'before the innovation (As-was)' and 'after the innovation (As-is).' The results showed that there were productivity improvements in every eight sub processes. The decrease ratio of 'average number of task processing' was 92.7% and the decrease ratio of 'average time of task processing' was 95.4% in entire processes when we use G2B system comparing to the conventional method. Also, this study found that the process innovation effect will be enhanced if the task process related to the 'contract' can be improved. This study shows the usability and possibility of using MAS in process innovation evaluation and its modeling.

A Study on Development Framework of Lift-up and Procurement System for Effective Resource Management in the Building Construction (건설공사의 자재관리 효율화를 위한 조달 및 양중시스템 기반구축에 관한 연구)

  • The purpose of this study is to present an improved lift-up &procurement work flow for effective resource utilization in building construction. The current lift-up &procurement work flow has some waste factors; complicated information system, connection lack with process and decision-making delay. Therefore the study applied the value stream mapping methodology for improvement of current lift-up &procurement work flow. The main contents of the study are as follows; 1) Problems of current work flow were analyzed through current state mapping(CSM). 2) An improved work flow was suggested through future state mapping(FSM). 3) An improvement effect analysis of information system and lift-up planning was investigated. The study recommends continuous improvement of lift-up &procurement work flow and efficient management of information in building construction as a future research.

  • 오늘날 B2B 전자상거래의 폭발적인 성장과 더불어 SCM상에서 e-Procurement의 중요성이 부각되고 있다. 그 중에서 다수의 구매자와 공급자가 참여하여 다양한 형태의 상거래를 수행하는 3자 관리 모델은 점차 시장이 확대되어 e-Procurement의 핵심요소로 여겨지고 있다. 하지만 현재의 e-Procurement의 3자 관리 모델은 방대한 제품 정보 중에서 구매자가 원하는 제품을 정확히 검색할 수 있는 기능이 미비하고 구매 물량에 따른 할인 가격과 공급자의 배송 정책을 고려한 납기일을 실시간으로 구매자에게 제공해 줄 수 있는 기능이 미흡한 실정이다. 또한 구매 프로세스의 주요 기능인 공급자의 선택에 있어 공급자에 대한 신뢰성이 결여되어 구매자의 비즈니스 요구사항을 채워주지 못하고 있다. 본 연구에서는 이러한 e-Procurement의 3자 관리 모델의 문제점을 해결하고 발전시키기 위해 (1)구매자의 제품 검색 시 시맨틱 웹을 이용한 카테고리 기반 검색 기법과 (2)비즈니스 룰과 웹서비스 기반으로 공급자의 가격 정책, 배송 정책에 따른 납기일을 고려한 검색, (3)구매자와 공급자의 단일 거래에 대한 서비스 품질을 측정하여 구매자에게 공급자의 신뢰성을 보장하는 제품 추천 e-Procurement 시스템을 제안한다.

Soft Team-Building Support System on Tender Evaluation Committees In Public Procuring Entities

  • The Nigerian Public Procurement Act (PPA, 2007) is still lagging in its vague definition of the requisite qualifications for procurement managers. Hitherto, tender evaluation committees have been constituted arbitrarily without any feed-forward structure. An advanced close-ended support system for constituting tender evaluation committees is hereby presented. A theoretical concept was followed by a design science methodology. A deterministic team-building model for tender evaluation committees is demonstrated. The optimisation algorithm relies on an additive analytical sequence and a complex factoring of anticipated group interaction. Match models, which proactively determine the effects of complementary participation of team players were adapted. It is an emerging technical solution for a relatively ignored research concern, which now makes a scientific team-building processin procurement possible through itinerant simulation. The deterministic strategy was validated by a hypothetical entity case while augmenting a few data entries. A restrictive decision space was created to enable the determination, identification and composition of tender evaluation team members' inclusion criteria in a committee. A questionnaire drawn from ten (10) procurement managers from Nigeria helped validate the soft team-building model. The support system is inflexible for accommodating probabilistic entries where target data is discontinuous. Minimising the discretionary assemblage of personnel to evaluate tenders is a potential benefit of adopting the support system. Public procuring entities can deploy the soft team-building support system with little adjustments to accommodate entity-specific peculiarities.

  • Purpose of this study is to suggest the directions for development of a transportation and procurement system for JIT management of curtain walls. First, this study looks over the concept of JIT, and grasps the characteristics of the material and the problems of logistics in the construction field through the field and literature survey. And then, it develops countermeasures for the problems and with this, it suggests the directions for development of a transportation and procurement system for JIT management.

  • E-commerce has not only brought about a great change in the way we exchange goods and services but also revolutionized the way we handle business transactions. In addition, it has a significant influence upon the present business structure, and most of firms in service industry as well as manufacturing are considering adopting E-commerce in a serious manner. Most vessels purchase merchandises through a number of shipping agents. As the amount of harbor materials increase, the number of vessels and their navigation frequency also increase. As a result, the amount of procurement for ships has increased. Traditional means such as telephone and fax to handle ever-increasing harbor transaction, however, has proved to be very time-consuming and cost ineffective. Therefore, people are starting to look for more effective ways. In this paper, an internet-based scheme of B2B transaction is proposed to handle procurement problem between shipping agency and shipping company, and between vessel and suppliers as a more effective approach to streamline such problems. We extract problems of shipping agency through task-analysis and present a scheme that performs decision making and procurement as a system agent with brokering structure. Purchaser and supplier are offered material information rapidly and task loads are minimized by the scheme. Also, the system can support decision making of purchasing goods, and information is shared among purchaser, supplier and system through the system interface.
