  • A studies wish to present safety assessment table that is consisted of safety check-up, safety education, safety management for worker's safety management assessment about unit process. And safety management level was survey through case study that use safety assessment table. Safety management assessment table is improved safety management level of unit process, and is developed safety management system by worker confirms assessment items and improves problem.

  • It is difficult to put it into practice in that it requires bearing too much burden to draw out the planning itself in a case of large construction work. Consequently in this paper we select evaluation criteria by construction progress, classify into several categories, and regard potential danger which often occurs, as a evaluation criterion. Further step is to allow workers or collaborated companies to express their expert opinions or experiences and to encourage quality and process control and autonomous safety control by applying PSM(Process Safety Management) method using AHP(Analytic Hierarchy Process) and to development of PSIM(Process Safety Information Management) evaluation method in the construction. The reason why PSIM method should be quantitative and substantial progress is because it contributes Korean constructing companies to enhancing their safety control ability and to taking an equal stance just like developed countries, thereby strengthening their competitive edges.

  • Safety check-up and individual education, safety status wishes to present included safety assessment table for safety management assessment system construction about unit work process in Study. Safety management assessment table gives each grades about worker of unit work process, safety check-up, education, management and identifies merits and demerits of unit work process, it is that propose safety management assessment system that can reduce accident occurrence possibility.

  • Process control and autonomous safety control by applying PSM(Process Safety Management) method using AHP(Analytic Hierarchy Process) and to development of PSIM(Process Safety Information Management) evaluation method in the construction.   • Since 1986, domestic sewage treatment plants have installed and operated biogas plants that produce biogas (digested gas) using food, livestock manure and sewage sludge as part of the use of alternative energy for energy independence. Despite concerns about safety accidents and risks of large-scale accidents due to the continuous expansion of biogas plants, the Ministry of Environment has managed and supervised biogas plants to be environmental plants, focusing on environmental management. There is a lack of safety awareness of workers' processes. Only recently has the process safety management (PSM) system been implemented in biogas plants, but workers' perceptions of process safety have changed. As there is a difference in the degree of safety process management and safety awareness among workers, it is necessary to establish clear and systematic safety management standards. Therefore, The purpose of this study is to examine whether the application of the plant safety management (PSM) system to biogas plants is effective for workers' safety awareness in order to ensure safe operation of biogas plants and prevent workers' safety accidents in advance.

Analytic Hierarchy Process for Prioritizing Radiation Safety Measures in Medical Institutions

  • Background: This study aimed to prioritize policy measures to improve radiation safety management in medical institutions using the analytic hierarchy process. Materials and Methods: It adopted three policy options-engineering, education, and enforcement-to categorize safety management measures, the so-called Harvey's 3Es. Then, the radiation safety management measures obtained from the current system and other studies were organized into action plan categories. Using the derived model, this study surveyed 33 stakeholders of radiation safety management in medical institutions and analyzed the importance of each measure. Results and Discussion: As a result, these stakeholders generally identified enforcement as the most important factor for improving the safety management system. The study also found that radiation safety officers and medical physicists perceived different measures as important, indicating clear differences in opinions among stakeholders, especially in improving quality assurance in radiation therapy. Hence, the process of coordination and consensus is likely to be critical in improving the radiation safety management system. Conclusion: Stakeholders in the medical field consider enforcement as the most critical factor in improving their safety management systems. Specifically, the most crucial among the six specific action plans was the "reinforcement of the organization and workforce for safety management," with a relative importance of 25.7%.

  • Plant safety management that is enforcing introducing more than 95% in domestic manufacturing industry is using total plant efficiency by the evaluation index, and as a result, can see a lot of examples that plant productivity, economy and safety is increased. The efficient safety estimation for a business should analyze an accident data by considering every possible and potential factor. This study's purpose centers plant safety management activities that is management system for plant production and safety efficiency's maximization, plant evaluation system that plant safety management activities factor(reliability, maitainability, safety, service quality) that is enforcing in manufacturing industry can develop evaluation model that can evaluate qualitative activities by quantitative activities in process that maximize plant safety management wishes to do design.

시스템엔지니어링을 적용한 ISEP 개발에 관한 연구 (Development of the ISEP Based on Systems Engineering)

  • Purpose: The purpose of this study is to propose an Integrated Safety Evaluation Process (ISEP) that can enhances the safety aspect of the safety-critical system. This process utilizes the advantages of the iterative Systems Engineering process combined with the safety assessment process that is commonly and well defined in many standards and/or guidelines for railway, aerospace, and other safety-critical systems. Methods: The proposed process model is based on the predefined system lifecycle, in each phase of which the appropriate safety assessment activities and the safety data are identified. The interfaces between Systems Engineering process and the safety assessment process are identified before the two processes are integrated. For the integration, the elements at lower level of Systems Engineering process are combined with the relevant elements of safety assessment process. This combined process model is represented as Enhanced Functional Flow Block Diagram (EFFBD) by using CORE(R) that is commercial modelling tool. Results: The proposed model is applied to the lifecycle and management process of the United States aircraft system. The US aircraft systems engineering process are composed of twelve key elements, among which the requirements management, functional analysis, and Synthesis processes are considered for examplenary application of the proposed process. To synchronize the Systems Engineering process and the safety assessment process, the Systems Engineering milestones are utilized, where the US aircraft system has thirteen milestones. Taking into account of the nine steps in the maturity level, the integrated process models are proposed in some phases of lifecycle. The flows of processes are simulated using CORE(R), confirming the flows are timelined without any conflict between the Systems Engineering process and the safety assessment process. Conclusion: ISEP allows the timeline analysis for identifying activity and data flows. Also, the use of CORE(R) is shown to be effective in the management and change of process data, which helps for the ISEP to apply for the development of safety critical system. In this study, only the first few phases of lifecyle are considered, however, the implementation through operation phases can be revised by combining the elements of safety activities regarding those phases.

방사선안전관리를 위한 Process Mapping 개발 (Development of the Process Mapping for the Radiation Safety Management)

  • 최근 국내 방사선이용기관 수의 증가와 시설의 다양한 투자로 운영 및 안전관리가 복잡해지고 있다. 그러나 작업종사자 수와 방사선 시설증가에도 불구하고 방사선안전관리자 인력은 증가되지 않고 있는 실정이며, 소수의 방사선안전관리자에 의해 방사선작업종사자 등록 및 관리, 선원관리, 방사선량 감시, 배기 및 배수 등의 많은 업무가 관리되고 있다. 이러한 문제점은 방사선 사고발생의 직 간접적인 사고의 원인이 되고 있다. 본 연구에서는 방사선을 이용하는 시설의 효율적인 안전관리와 사고예방을 위한 방사선안전관리 업무절차를 도식화(Process Mapping)하였다. Process Mapping 개발을 위해 방사선안전관리 현안요건을 분석하고, 개별 절차상의 업무분석을 통해 방사선안전관리 체계를 정비하였다. 개발한 Process Mapping을 바탕으로 각 기관에 적합한 업무절차의 흐름을 명확히 구성함으로써 방사선을 이용하는 시설의 안전 위해 요인을 줄이고 방사선안전관리 체계를 개선할 수 있으며, 필요에 따라 Process Mapping을 수정보완하여 방사선안전관리에 효과적으로 사용할 수 있다.
