Improvement of Rolling Force Estimation by Modificaiton Function for Hot Steel Strip Rolling Process (보정함수를 이용한 강판의 열간 압연하중 예측 정도향상)

  • A new deformation resistance model for hot steel strip rolling process was formulated to improve the accuracy of roll force estimation. To improve the existing deformation resistance model more precisely, a modification function was introduced in this study. For the modification function, several factors considering material and operational conditions have been investigated and the optimal modification function was determined under the principle of minimum variability. The newly formulated modification function was applied to the deformation resistance model for ultra-low carbon steel and showed improved accuracy with about 30% decrease in terms of standard deviation of predicted roll force values against measured ones.

  • Australia has significant wood resources in its native forest, but the resource available for harvest becomes lesser due to the conversion of native forest to conservation reserves. The natural occurrences of bushfires, droughts, and cyclones are highly destructive, making the situation worse. The shortage of wood resources is having a significant negative impact on Australia because wood is so scarce that they cannot meet domestic demands, especially durable wood. Australia cleared approximately 100 million hectares of its land to establish forest plantations, and two million trees were planted. However, most of these plantations are for pulpwood production; however, their application for high-value products is limited due to their undesirable properties. Wood modification is a process of improving unfavorable wood properties to be utilized for a wide range of applications. Australia has not adopted any of these modification processes; it still depends on the less toxic wood preservative to treat wood. This study focuses on the recent advancement in industrial wood modification worldwide and how it may be used to modify Eucalyptus wood for high-value applications. The opportunities and suggestions for Eucalyptus wood modification in Australia will be discussed. Before the study concludes, the future of commercial wood modification for Eucalyptus plantation in Australia will also be presented.

Surface modification of materials by thermal plasma (열플라즈마를 이용한 재료의 표면개질)

  • The surface modification and treatment using thermal plasma were reviewed in academic fields. In general, thermal plasma is generated by direct current (DC) and radiofrequency (RF) power sources. Thermal spray coating, a typical commercial process using thermal plasma, is performed by DC thermal plasma, whereas other promising surface modifications have been reported and developed using RF thermal plasma. Beyond the thermal spray coating, physical and chemical surface modifications were attempted widely. Superhydrophobic surface treatment has a very high industrial demand particularly. Besides, RF thermal plasma system for large-area film surface treatment is being developed. Thermal plasma is especially suitable for the surface modification of low-dimensional nanomaterial (e.g., nanotubes) by utilizing high temperature and rapid quenching. It is able to synthesize and modify nanomaterials simultaneously in a one-pot process.

Legality of the Welfare Benefits Termination and Modification Procedure under the National Basic Living Security Act: Applying the Due Process of Law Principle (국민기초생활보장법상의 급여변경 및 중지절차의 적정성에 대한 법적 고찰 : 적법절차원칙의 적용)

  • The Korean government's recent large-scale termination and modification of welfare benefits revealed a procedural problem under the National Basic Living Security Act. Under the Act, welfare recipients have a legal right to make complaints only after the termination or modification is enforced; the Act fails to provide the recipients with an opportunity for a hearing before termination or modification, and this creates serious threats to the recipients, whose livelihoods are dependent on welfare benefits. Korean jurisprudence has adopted the due process of law principle. The principle originated from the due process in US jurisprudence, and Korea has applied it broadly to any government actions that restrict individuals' constitutional or legal rights. This paper reviews the termination or modification procedure under the Act with the lens of the due process principle and criticizes that the current law is not in compliance with the principle. In supporting that such termination and modification procedure infringes on welfare recipients' protected rights, this paper discusses two theories as to what rights are protected. First, termination or modification of welfare benefits can be considered as deprivation of property. The 'property' theory may be weak under Korean jurisprudence, because the concept of property under the Korean Constitution is narrowly construed. Second, this paper relies on the constitutional provision that recognizes "the right to a life worthy of human beings," which requires the State to guarantee minimum standard of living for all. As welfare recipients are deemed to receive benefits as a right under the Constitution, any deviation from the minimum requirement would constitute a violation of constitutional rights. In any case, termination or modification of welfare benefits that are concretized under the Act should be protected under the due process principle, because the principle would cover any government actions that restrict established legal rights. This paper argues that the procedural due process requires the recipients be guaranteed an opportunity to have a hearing before the termination or modification is enforced. An independent decision-maker should hear the proceedings, and the recipients should have an option to orally present their opinions in front of the decision-maker. The hearing process under the Administrative Procedures Act of Korea offers elements that would satisfy these procedural requirements. Thus, this paper concludes that the National Basic Living Security Act should be amended to adopt the hearing process under the Administrative Procedures Act in its termination and modification procedure.

  • Across the most industry, the demand for nanoparticles is increasing. Therefore, many studies have been carried out to synthesize nanoparticles using various methods. The aim of this paper is to introduce an industry-applicable as well as financially and environmentally effective solution plasma process. The solution plasma process involves fewer chemicals than the traditional kit, and can be used to replace many of the chemical agents employed in previous synthesis of nanoparticles into plasma. In this study, this process is compared to the wet-reaction process that has thus far been widely used in the most industry. Furthermore, the solution plasma process has been classified into four different types (in-solution, out of solution, direct type, and remote type), according to its plasma occurrence position and plasma types. Thus, the source of radicals, nanoparticle synthesis, and modification methods are explained for each design. Lastly, unlike nanoparticles with hydrophilic functional groups that are made inside the solution, a nanoparticle synthesis and modification method to create a hydrophobic functional group is also proposed.

A rapid screening method for selection and modification of ground motions for time history analysis

  • A three-step screening process is presented in this article for selection of consistent earthquake records in which number of suitable ground motions is quickly screened and reduced to a handful number. Records that remain at the end of this screening process considerably reduce the dispersion of structural responses. Then, an effective method is presented for spectral matching and modification of the selected records. Dispersion of structural responses is explored using different statistical measures for each scaling procedure. It is shown that the Uniform Design Method, presented in this study for scaling of earthquake records, results in most cases in the least dispersion measure.

  • Scanner which is a kind of optical devices is used to convert paper documents into document image files. The assessment of scanned document image is performed to check if there are any modification on document image files in scanning process. In assessment of scanned documents, user checks the degree of skew, noise, folded state and etc This paper proposed to how to measure geometrical modifications of document image in scanning process. In this study, we check the degree of modification in document image file by image processing and we compare the evaluation value which means the degree of modification in each items with OCR success ratio in a document image file. To analyse the correlation between OCR success ratio and the evaluation value which means the degree of modification in each items, we apply Pearson Correlation Coefficient and calculate weight value for each items to score total evaluation value of image modification degrees on a image file. The document image which has high rating score by proposed method also has high OCR success ratio.

  • Poly (N-vinylpyrrolidone) (PVP) groups were grafted onto a poly(3-hydroxybutyrate-co-3-hydroryvalerate) (PHBV) backbone in order to modify its properties and synthesize a novel biocompatible copolymer. The crystallization behavior of PHBV and grafted PHBV was investigated by differential scanning calorimetry (DSC) and polarized optical microscopy (POM). During the cooling-induced crystallization process, the crystallization temperature and the crystallization rate of the grafted PHBV decreased with increasing PVP weight fraction. On the heating scans of all grafted PHBV samples, a new crystallization exothermic peak appeared at almost the same temperature, suggesting the operation of a recrystallization process, while the melting temperature ($T_m$) and the apparent enthalpy of fusion (${\Delta}H_f$) were not affected by graft modification. During the isothermal crystallization process at the same temperature, the presence of side PVP groups decreased the spherulitic growth rate and the spherulitic band spacing with increasing PVP weight fraction in samples.

  • This paper describes the friction surface modification which has been successfully developed with the friction stir welding recently There are several problems including just position control and backlash in conventional friction surface modification system. Therefore it has been developed the friction surface modification system which has been controlled precisely both position and force by driving hydraulic cylinder in this paper. The mechtrode rotation speed(N) and feeding speed(Vz), travel speed(Vx,y) are of critical importance for the width and thickness of the coating in friction surfacing process. But there is no theoretical method of determining interrelations between process parameters affect the coating width and thickness. As a result of DOE(design of experiment) with developed system, the coating thickness and width seemed to decrease according to increase the mechtrode rotation speed(N) and traveling speed(Vx,y), to decrease feeding speed(Vz) apparently. However as the result of regression analysis the main effect was only the mechtrode rotation speed in the coating thickness.

The study on the military utilization of weather modification techniques and inducing their research priority (기상조절기술의 군사적 활용방안과 연구 우선순위 도출에 관한 연구)

  • The purposes of this paper are to research the military utilization of weather modification techniques and to induce their research priority when considering the Korean Peninsular environment and technical level. To achieve these goals, the advantages and disadvantages of weather modification technologies have been discussed, and the evaluation index evaluation was derived through the Delphi method, and the weight of the evaluation index and the final research priority were induced through analytic hierarchical process. Analysis shows that the ionospheric modulation technology has the highest priority in terms of effectiveness as a weapon system and compatibility in the Korean Peninsula environment. It is expected that Korean ionosphere modification can disturb C4ISR function of the enemy and guarantee ours reliably when operating PGM, military satellite, surveillance & reconnaissance equipments, etc. Other weather modification technologies except for ionosphere modification should be developed gradually in that potential threat can be expanded to neighboring countries after the Unification of the Korea.
