  • With the development of the aviation industry in Korea, the number of aircrafts has increased every year. About 10 flight departments have been established at domestic universities, and flight training is conducted until the course of commercial pilot certificate. In addition, private aviation institutes using Muan airport as a base have also increased, and the number of training aircrafts in the eastern and western regions of Jeonnam region has increased dramatically. Along with an increase in the number of training aircrafts, aviation accidents have also increased. From April 2018 to September 2019, 11 accidents occurred at Muan airport and Yeosu airport. This study aims to develop a pre-flight safety protocol to promote flight training safety. Three aspects-including technical factors, human factors, and organizational factors-were considered in this study.

Creating Start-ups through Technology Transfer in Science Technology Park: A Case Study of Daedeok Innopolis

  • The largest and oldest science and technology park in Korea, Daedeok Innopolis has 29 government research institutes and 5 universities. Every year these research organizations of Daedeok Innopolis are generating more than 7 thousands technology patents and the government tries to commercialize technologies through simple technology licensing to private companies. To facilitate the technology transfer, the new mechanism named research institute spin-offs has been exclusively granted to Daedeok Innopolis in 2006. Since then, the Innopolis Foundation has put lots of effort to activate the mechanism in order to create more commercialization of R&D results from government research institutes (GRIs). This study is undertaken to review the interactive environment of the technology transfer in Daedeok Innopolis and study the unique mechanism which enables Daedeok Innopolis to proceed technology transfer effectively and in particular, looks at the role which can be played by the Innopolis Foundation as a government agent of the policy aimed at facilitating commercialization of using technologies developed by GRIs.

Analyzing the Influence Factors on Efficiency in Open R&D by Tobit Model (Tobit 모형을 활용한 개방형 R&D 효율성 영향요인 분석)

  • In this study, the factors affecting the efficiency of 48 projects of private R&D institutes were analyzed using the Tobit model. Influencing factors were selected as open R&D network size, IT industry, interaction between R&D network size and IT industry, and type of R&D network cooperation. As a result of Tobit analysis, the R&D network size, the IT industry, and the type of R&D network cooperation were found to be significant. The larger the open R&D network size, the lower the efficiency, and the IT industry showed lower R&D efficiency than other industries. In addition, cooperation with universities and research institutes showed lower R&D efficiency than cooperation with companies. As a result of these studies, companies will be able to select and focus on cooperation with the outside in relations and investment allocation.

A Study on the Establishment of Port Cluster in Korea (우리나라 항만클러스터 구축방안에 관한 연구)

  • Recently, the cluster-based industrial policy has become a powerful policy tool for strengthening the competitiveness of nations, industries and firms. The concept of cluster develops as firms choose to locate in each others proximity. Cluster concept can be usefully applied to analyze cluster of port-related activities. Port cluster can be used as a systematic foundation for providing one-stop value added logistics service to its customers. The main purpose of this paper is to suggest a way for establishing the port cluster in Korean seaport. For this aim, the paper defines a concept of port cluster and examines the its necessity. And the procedure for establishment of port cluster in Korea is proposed. In addition, the paper analyzed the port cluster structure-conduit-performance. Especially, the role of port cluster's participants, central and local government, universities and related R&D institutes, and private companies, are suggested respectively. As a conclusion, policy suggestions for the establishment of port cluster in Korea are suggested.

Student Academic Performance, Dropout Decisions and Loan Defaults: Evidence from the Government College Loan Program

  • This paper examines the effect of the government college loan program in Korea on student academic performance, dropout decisions and loan defaults. While fairness in educational opportunities has been guaranteed to some degree through this program, which started in 2009, there has been a great deal of controversy over its effectiveness. Empirical findings suggest that recipients of general student loan (GSL) lower academic performance than those who received income contingent loan (ICL). Moreover, for students attending private universities, a higher number of loans received increased the probability of a dropout decision, and students from middle-income households had a higher probability of being overdue than students from low-income households. These findings indicate that expanding the ICL program within the allowance of the government budget is necessary. Furthermore, providing opportunities for students to find various jobs and introducing a rating system for defaulters are two necessary tasks.

  • This study examines the access points for electronic reference service system displayed on the home pages of academic libraries. Library home pages of national/public and private universities were examined, and these were classified into three groups according to the methods of displaying access points on the homepages. The advantages and disadvantages of each group were discussed and some suggestions were made for the user-friendliness and accessibility for the electronic reference service.

Public Housing and Social Capital in Australia

  • This paper addresses the relationship between public housing tenure and social disadvantage. The research examines social capital levels among public tenants in Australia, concentrating on their level of interpersonal trust and confidence in a range of public institutions. Through multivariate analyses of national survey data it also profiles the social and political background of public housing tenants. Although public housing tenants have access to secure and affordable housing, they appear to be less trusting and 'happy' than private renters or homeowners, and exhibit less confidence in some institutions such as the Australian parliament, universities and the ABC (the Australian public television broadcaster). These results probably reflect the residualised nature of public housing in Australia and indicate that public tenants are likely to be 'alienated' from certain aspects of mainstream culture. However, public tenants have higher levels of confidence than homeowners in the Australian defence forces and trade unions. So public housing may 'shore up' confidence and social capital in some areas, and levels of trust would be lower if public housing was not available to disadvantaged citizens.
