Inadequate cost management has widely been recognized as one of the most problematic areas in the Korean construction industry as many believes that public cost references are not reasonably reflecting the market conditions. 'Total Project Cost Management Guideline' developed by Ministry of Economy and Finance(MOEF) to govern public budget control has been identified as one of the main reasons for this problem. This study attempts to thoroughly review 'Total Project Cost Management Guideline' itself and quantitatively analyze the impact of it on project cost during procurement process. Different procurement methods are considered including turnkey & alternative, private contract, qualification examination, and lowest price bidding system in this quantitative impact analysis of 'Total Project Cost Management Guideline'. Analysis results shows that this governmental process works mainly as a constant cost-cutting tool throughout the procurement process.

This research aims to empirically examines the effects of competition factors on satisfaction and its on repurchase intent for SME's technology development products in the public procurement market, and to empirically verified the moderating effect of policy conformity. The result shows that the competition factors all have a significant positive effect on satisfaction, and that satisfaction has a significant positive effect on the intent to repurchase. In addition, the policy conformity shows a significantly moderating effect in the relationship between competitive factors and satisfaction and also, there was a significant difference in repurchase intention according to the buyer's innovativeness. This research has important implications that it provides innovative SMEs with practical implications for establishing marketing strategies in the public procurement market and extending the study of customer satisfaction centered on the private market to the public purchase market.

This paper provides a case for the comprehensive performance management system in Public Procurement Service. Public Procurement Service set up the BSC system at the beginning of 2006 by improving and complementing the earliest performance management system and made it possible to automatically connet the performance measurement and evaluation of the departmental and person by using CSF and KPI, which result from their mission and strategic assignments. Therefore, the public service of the adminstration is able to offer better customer service, as the private corporations do, apply the incentive and disincentive policies to the personnel and reward administration and contribute to changing the administration into an organization of competition and performance compensation. The application of the BSC system enables the strengthening of the individual evaluation system in the departmental, integration of various evaluations into one, and the establishment of a monitering system of achievement rate in the objective management in the periodic results. Such a case study of Public Procurement Service will determine the course of establishment of the BSC in other public institutions and suggest many successful methods and ideas for the performance management system.

In Korea, Private security companies has steadily grown and amounts to 2,051 places as of November 30, 2002. Private security in korea is carrying out firm name role assignment to have held the police and public peace environment change factors for a standard faithfully, and protects social a little property that is a basic purpose, and it is spare no efforts in loss prevention. In spite of numeral increase of private security companies, private security companies have many problem. Moreover, they mostly did not have any remarkable in-house expertises in their own business under tough conditions. Under the unfavorable circumstances including insufficient investment and education in private security guard, there have been actually little further studies on private security business in practices. So this study mainly focused on addressing the installation security business managed by authorized companies, which amount to 96%(1,963 companies) of total 2,051 domestic security companies. Furthermore, the study formulated and modeled a series of business procedures in private security companies. Public private partnership (PPP) procurement was introduced into Singapore in 2003, and 10 PPP projects was successfully completed and have been in operation. The objective of this study is to identify the critical risk factors and risk allocation preferences for PPP projects in Singapore. To achieve this objective, a comprehensive literature review was carried out and 42 risks were identified and grouped into three meta levels, i.e. macro, meso and micro levels. The questionnaire survey produced 48 completed questionnaires from 48 different contractors. The survey results indicated that 23 risk factors had significantly high criticalities and that four macro-level risks, four meso-level risks and two micro-level risks were among the top 10 risk ranking. "Lack of support from government", "availability of finance" and "construction time delay" were perceived as the top three critical risks. Also, the result implied that micro-level risks had a higher criticality mean score than macro-level and meso-level risks. The findings of this study help both public and private sectors to better understand the risks and their allocation in PPP projects, providing valuable information for organizations that intend to participate in PPP projects in Singapore.

In recent years, electric industries in many countries confront with a structural change in business and socio-economic environments. Since 1984, PUC and utilities in U.S.A. have adopted or developing competitive bidding systems, and this new procurement programs prevailing and restructuring the power markets. In Korea, government and the Korea Electric Power Corporation (KEPCO) invited the private sector to build and operate two 500 MW coal plants and two 400 MW LNG plants during 2001 - 2004. The plan also specifies basic concepts and conditions for the IPP projects such that new IPPs are selected through competitive bidding system with the purchased power price based on the avoided cost. In this study, the direction, guideline and scoring methods to Korean IPP bidding system are presented. Also, as a benchmark price and rates for purchased power, the avoided cost calculation models are developed, this study may contribute for the development of private power in Korea, and improve overall economic efficiencies of whole electric power sector.

Upon selecting preferred bidder in Public-Private Partnership projects, multi-dimensional procurement auction, where price factor and non-price factor are evaluated, is used. This paper tries to analyze bidding data in BTO road projects. It is shown that a winner tends to get higher score in bidding evaluation, which is partly due to increase in base score as well as fiercer competition among bidders. It turns out that score margin in non-price factor was determinant in selecting winner. Also, there was no competition when the level of bonus point was set too high. For price factor, it costs 730 million KRW per score in construction subsidy by government, while it costs 2.43 billion KRW per score in toll revenue. For non-price factor, it was estimated to cost 2.30 billion KRW. Based on the results, it was suggested that we should have appropriate level of bonus point for first initiator, change in scoring rule in construction subsidy part, adjustment of base score in evaluation.

There is a growing demand for public kindergartens due to the problem of private kindergartens. However, when the kindergarten is built in the residential land development area, the cost of purchasing the land increases, and the overall project cost is increasing. This situation puts a lot of burden on educational finances. Therefore, to reduce the cost of establishing a kindergarten, it is required to revise related laws including act on the special cases concerning the procurement, etc. of school sites. The purpose of this study is to propose the revised laws to expand public kindergartens. In this study, the present situation of infants and kindergartens was analyzed through policy data and statistics. And the analysis of the investment evaluation data also analyzed the problems in establishing kindergarten. In addition, we conducted surveys and FGI analyzes on school sites and kindergarten related laws and regulations. Finally, this study aims to find a way to amend related acts of urban and architectural Planning for Invigoration of Public kindergarten establishment by analysis data.

The recent revision of the Public Records Management Act provided a basis for the procurement of private records from local archives. Accordingly, some local governments are promptly trying to gather these private records through various ways, and a representative methodology of such is a contest for acquiring records. This study aims to analyze how much this contest contributes to the acquisition of private records and the current status of its operation. As an example of this study, Jeonju Citizens Archives, which conducted the contest more than ten times, was selected. Based on the analysis results, the operation status of the contest for acquiring records and improvement plans for activation were presented.
